/1 INTRODUCTION

As requested by the Department of Education, MSA carried out an initial visual survey of St Francis of Assisi primary school in Belmayne, Balgriffin, Dublin 13, on 12th November 2015. After this initial inspection a more detailed inspection which included opening up works was carried out on 20th January 2016. The purpose of these surveys were to try to ascertain if the buildings had been constructed in accordance with the design proposed and Granted a Fire Safety Certificate FSC1316/08. This was not a simple task as there are a number of conflicting commitments given in the compliance report and on the drawings.

Prior to the inspection, MSA were issued with a copy of the following information which was submitted for a Fire Safety Certificate on 18th February 2008;

(i) application cover letter,

(ii) application form,

(iii) fee exemption form,

(iv) a copy of the drawings and compliance report which were submitted for approval dated 18th February 2008., and finally

(v) a copy of the granted Fire Safety Certificate (FSC1316/08).

The school building layout on site differed from the plans MSA had been provided with e.g. the building was handed East-West direction and a couple of rooms had been amalgamated/altered. Therefore MSA carried out a review of the FSC file in Dublin Fire Prevention Offices on 13th April 2016 and it transpired that revised site location, site layout, floor plans and section drawings, with a cover letter, were submitted for approval 13th March 2008, which revised the drawings to the correct orientation on site. MSA obtained a copy of the revised drawings and cover letter from Dublin Fire Prevention on 25th April 2016.

Unfortunately, as the initial drawings and not the revised FSC submitted drawings had been provided to MSA prior to the inspection, the comments on the photographic survey may appear to be a little confusing. MSA comments and recommendations in this report take account of the revised submission dated 7th April 2008. The drawing on the photographic survey is handed compared to the school on site, and thus the MSA comments, as far as possible, have tried to reflect the layout of the school on site e.g. comments on protected stair B are as per location of stair B on site and not the handed location on the initial drawing.

Please refer to Appendix B of this report for a copy of revised floor plan drawing 08-055-FC-003, Revision A, which is the floor plan for the final FSC approval.

The surveys comprised of opening up works to sections of plasterboard to check construction form and to look for firestopping/cavity barriers and included looking above the suspended ceilings. A general review of emergency lighting/exit signage and fire detection & alarm coverage was carried out, but no testing of these systems took place.

It is noted here that the adjacent Porta-cabin classrooms were not part of MSA brief to inspect.

/2 BUILDING / SURVEY SUMMARY

2.1 Building Description

The school building comprises of primarily 8no. classrooms over two levels (ground and first floor level) with support and staff rooms. The construction comprises of box steel sections acting as structure supporting the first floor level and continue up to support the roof, with similar box sections and steel I beams at first floor level, with a timber joisted first floor construction.

The building on site differs from the final approved floor plan drawing 08-055-FC-003, Revision A (refer appendix B) as follows;

(a) The partitions between SER 1, 2, 3 and 4 on ground floor level have been

removed to create a single room,

(b) The partition between SER 3 and SER 4 on first floor level have been removed to create a single room.

(c) A new lobby/room has been constructed at the head of stairway A at first floor level.

From our searches with Dublin City Fire Prevention, it does not appear that a revised Fire Safety Certificate Application was made for these alterations. We cannot ascertain from our site inspections if any or all of these layout changes were carried out during construction of the school or post occupancy of the schools.

2.2 Executive Summary

The following items indicate where the building is not in compliance with the final design in Granted FSC1316/08. A couple of the items listed here have conflicting commitments given within the FSC submitted compliance report and/or the fire drawings and these have been discussed further in item 2.3 of this report. The following items summarise the main categories of issues within the school;-

The elements of structure supporting the first floor structure require 60minutes fire resistance. This is currently not being provided with adequate intumescent paint cover or adequate plasterboard protection.

The compartmentation committed to in the FSC is not as currently constructed onsite in terms of both construction and locations.

B4 External Fire Spread Calculations on Northwest and Northeast elevations do not correlate with the compartmentation committed to.

There are issues with firestopping of service penetrations through the fire rated partitions and the service penetrations through the floor construction.

There are also issues in relation to plasterboard partition construction e.g. incorrect service penetration details, boarding around purlins, non-taping/filling of joints, t-junction details between fire rated/non-fire rated partitions, etc., which, require attention.

2.3 Survey Commentary

The elements of structure supporting the first floor structure require 60minutes fire resistance.

The horizontal steel box sections which form part of the structure from what we could view above suspended ceilings, have sporadic coverage of what appears to be intumescent paint. The paint is visibly missing in various locations to either, entire steel members, or individual faces of the steel members (partial coverage). This paint cannot be confirmed by MSA from these inspections as being intumescent paint or that it has adequate coating coverage, where applied.

Vertical steel box sections which are located either within partitions or the external wall enclosure, appear to be only encased in 12.5mm plasterboard which will not achieve 60minutes fire rating. It is noted that there are conflicting specifications called up on the Architects drawings for the partition and wall lining construction e.g. outline specification calls up “12.5mm Gyproc Wallboard or equal and approved” and section drawing indicates “12.5mm Duraline”. It is not clear what boards have been used. We have been advised by a Technical Advisor from Gyproc (Saint-Gobain) that if the steel box sections were 70x70x8mm thick (the heaviest square hollow section for a 70x70) that a single layer of 12.5mm Gyproc “Fireline” or 13.5mm “Duraline” would provide 60minutes fire protection of structural steel. However, both of these plasterboard types would have to maintain at least a 10mm airgap between the back face of the plasterboard and the steel section. This was not found to always be the case during our opening up works. It is also noted that a test hole was not drilled into the steel box section to ascertain if the wall thickness of the steel box sections is in fact 8mm. If the steel sections are lighter, then the above specified board protection would not provide 60minutes structural protection to the steel.

The compartmentation committed to in the FSC is not as currently constructed onsite, in terms of both the fire rating required and the follow on requirement for firestopping/cavity barriers in the external wall cavity. There are numerous conflicting references in the FSC application compliance report and drawings with regards to the provision / requirement of compartmentation for this school.

There is a clear commitment that the construction of the sub-dividing partitions at both ground and first floor level are to be constructed as a 60minute compartment line in both the compliance report and on the fire drawings. This commitment given is extremely onerous compared to what the codes used to design this building would have required.

The construction of the first floor level to achieve 60minutes compartment rating is not as clear. The compliance report refers to the drawings “for position of compartment walls and floors”. The section drawing 08-056-FC-008, Revision A has annotation showing the floor to be 60minute fire rated compartment floor. Another paragraph in the compliance report, refers to the “Construction of Compartment Walls and Floors”. Yet, if the first floor level was designed as a compartment floor then the stairway enclosures should not have been approved as achieving, 30minutes fire resistance. By reference to the codes used for this building stairs passing from one compartment to another must be constructed as a protected shaft and thus require the same fire rating as the elements of structure i.e. 60minutes compartment walls. It is also noted that the B4 calculations for external fire spread ignore the location of compartment floor and walls. Committing to the first floor level being constructed as a compartment floor is extremely onerous compared to what the codes used to design the building would have required.

Commitment given in compliance report for compartment walls to be constructed from non-combustible materials.

Compliance with this commitment is not clear. The commitment for non-combustible construction was made in the FSCA compliance report and appears to be extremely onerous as the relevant section of Technical Guidance Document B referenced does not require compartment floors or walls in a school of this size to be constructed from non-combustible materials. The floor and compartment walls comprise of timber construction (in-part) and clearly do not comply with this commitment.

The cross corridor fire doors do not line up with the corresponding sub-dividing 60minute compartment partitions at either ground or first floor level.

This is also connected with the items above. There is the issue of the return sections of partition in the corridor and the t-junction detail of connecting the fire rated to non-fire rated partition.

The removal of the fire rated (compartment) partition between SER 2 and SER 3 at ground floor level further complicates the issues. The partition removal also affects the separation of alternative escape routes. Also, where the partitions between the SER rooms have been removed the end stubs have been closed off by mdf and thus is not fire rated and will compromise steel protection etc.

The partitions separating the external store/plant or the D.C.C. room from the adjacent rooms do not appear to have been constructed to achieve the 60minutes fire rating in the granted FSC design.

Single layer of approx. 12.5mm plasterboard on classroom, principals’ room and corridor sides of partitions recorded during opening up works. The lift shaft enclosure could not be checked due to lift car lining.

B4 External Fire Spread Calculations on Northwest and Northeast elevations do not correlate with the level of compartmentation in the building.

The site boundary on the Northwest and Northeast elevations is noted in the FSCA compliance report and on the drawings as being only 5.5 and 5.0m respectively away from the building. The External fire spread calculations have been calculated assuming that the only unprotected areas are the windows and doors. However, there is no clarification as to what fire rating the external walls themselves achieve. It is noted that by reference to table A1 of Technical Guidance Document B that the external walls would require a fire rating of 60minutes integrity and 15minutes insulation (from inside). Gyproc Ireland, have advised that the proposed Architects specification on the external walls would in their opinion achieve a maximum 30minutes fire rating and as the actual installed construction build up differs again from the proposal, they cannot advise if the as built would achieve 30minutes fire rating as they have not tested this assembly. This is not to say that the previous design team do not have a technical assessment for the current assembly from a testing/accessing authority showing the fire rating is being achieved.

There is also a requirement in Table 3.2 (item 4) of Technical Guidance Document B for vertical cavity barriers in the cavity walls at junctions with other fire resisting wall e.g. walls to stairwells, to external plantroom/store and cross corridor sub-dividing partitions and at 20m centres. Our inspections appear to indicate that these cavity barriers are not installed. Counter battens were noted passing outside of the timber studs (i.e. within the external wall cavity) with no firestopping in between the timber battens.

Where soil/drainage pipes pass through the first floor level there is no evidence of fire collars or fire wraps present.

Firestopping of these penetrations required to protect the structure of the first floor.

Please also refer to the site specific items in the Photographic Survey in Appendix 1.

You will note significant issues with;

Electrical cable penetration with bored holes (65-70mm diameter) through the corridor sub-dividing partition and into stair B at ground floor level requires immediately to be firestopped,

other service penetrations not being letter boxed out as they pass through the fire rated partitions,

inappropriate or non-existing firestopping,

issues with non-taping or filling of joints in fire rated partitions, above suspended ceiling level,

small sections of plasterboard omitted from fire rated partitions and inappropriately firestopped,

incomplete/incorrect detail at head of fire rated plasterboard partitions to protect head stud,

issues with missing smoke seals and threshold gaps on fire doors,

issues with maintaining escape routes clear of combustible goods etc.

3.2 Conclusions & Recommendations

Several of the commitments made in the original Fire Safety Certificate Application were onerous and exceeded the recommendations of the codes used in the design. Other conflicting commitment statements in the compliance report or the details provided on the drawings made their assessment difficult. MSA have tried to address these conflicting design proposals in a logical way, based on the other items address in the submission documentation. Changes to the room layout and usage should be rectified to reflect the granted FSC in the absence of the school having obtained a separate Fire Safety Certificate for the alterations that MSA are not aware of.

The items Priority A listed above, should be carried out immediately.

The items identified Priority B, in shortcomings with firestopping, plasterboard partitions etc the Photographic survey require to be rectified a.s.a.p.

The compartment partitions at ground and first floor level to be reinstated to their designed rating and the cavity barriers provided in the external wall cavities in line with all of the fire rated partition intersections (sub-dividing partitions, stairwell partitions, external store/plantroom partitions and any additional to ensure no cavity exceeds 20m in length.

The intumescent paint protection of the structural steel should be ignored as checking it or upgrading it will be very difficult. It is recommended instead to provide board protection to the steel members instead.

The external partition on the Northeast and Northwest elevations should have their assembly assessed by an independent testing authority to ascertain what fire rating it currently provides. This is assuming that the previous design team does not already have this information to hand. It being noted that Gypsum have stated they could not give an opinion as they do not have a test for this assembly.

With regards to a number of onerous and conflicting commitments given in the compliance report on the design, these should be reviewed further with the Local Fire Authority to ascertain if a tidy-up/revised FSC is required to provide clarification.

With regards to deficiencies in the building construction, the school has a maintained functioning Fire Detection and Alarm System, staff are well trained and evacuation drills practiced, which, all contribute to early detection and organised evacuation in a timely manner. The Priority A items should also be rectified immediately.
