The Department of Public Policy Analysis is an applied
social research center, which has the aim of promoting the
understanding of public policies and their effects, improving
public debate in a networked society. Its mission is to improve
transparency and strengthen the dialogue between the state
and society, as well as to promote national development.

DAPP produces public policy analyses with an interdisciplinary
and diversified team, with a sound background in areas
such as Sociology, Political Science, Anthropology,

between economic interests and politicians.

CONGRESS TRANSPARENCY The Congress Transparency Tool has the aim of unveiling the economic
influences on the current electoral representatives elected to the Chamber
of Deputies. The data used shows the campaign revenue of the federal
deputies who are currently part of the Congress, their participations
in Thematic Commissions, and the economic groups and companies
who donate to the candidates, promoting the transparency of electoral
financing.

ELECTORAL MOSAIC The Electoral Mosaic is a complementary tool to the Transparent
Chamber and lets users navigate through the data provided from
the accounts presented by candidates for Federal Deputy, Senator,

in a simple and interactive manner.

public education in Brazil in terms of what is offered and to think

statistics about violence and

In her victory speech, President Dilma Rousseff said she did not believe the nation’s closest election in a generation had divided Brazil.
But she only needed to go online to see the civil war raging on social media to see how much thecampaign had split Brazil, pitting rich against poor, friend against friend.
“One thing’s for sure, after these elections, I will not look at a lot of people the same way again,” one supporter of Ms Rousseff’s PTWorkers’ Party, a university student from Brasília, said on Facebook.
She complained that supporters of Aécio Neves, the opposition candidate from the pro-business PSDB, who lost by only about 3percentage points in the poll on Sunday, did not care about the less well-off in the peripheries of the nation’s cities and the poornortheastern states. “Without the periphery and the northeast, there is no social justice.”
Others reported excluding militant friends supporting one party or the other from Instagram or leaving groups on social media.
Brazilians are emerging from this year’s election in a generation to find a nation more divided, an economy on life support and adeepening corruption scandal afflicting its biggest company, state oil group Petrobras.
During the campaign, Ms Rousseff and Mr Luiz Inácio Lula da Silva, her predecessor, swung the PT to the left, using the party’sformidable political marketing machinery to paint their adversaries – Mr Neves and third-placed opposition leader, formerenvironmentalist Marina Silva – as out-of-touch representatives of the rich who would do away with social welfare benefits and jobs.Mr Neves, meanwhile, counter-attacked by alleging that the PT was intent on a “project of power” aimed at keeping it in officeindefinitely.
“After a long and tough election season, Dilma faces a difficult decision: she must either adjust policies and the decision-makingprocess to placate a vocal and growing opposition, or ignore her narrow margin of victory and go on offence,” wrote Ricardo Sennes,non-resident Brazil fellow at the Atlantic Council, a think-tank.
“Considering the PT’s recent history in power, Dilma is expected to opt for a reconciliation strategy.”
Ms Rousseff won the election with 51.64 per cent of the valid vote compared with 48.36 per cent for Mr Neves, one of the closest

Twitter snapshots show Venezuela’s government isolated from its people
How isolated is Venezuela’s government from the people it supposedly represents? Very isolated indeed, according to a studycommissioned by beyondbrics from Marco Ruediger and colleages at FGV DAPP, the department of public policy analysis at theFundação Getulio Vergas in Rio de Janeiro.
The study, derived from activity on Twitter, demonstrates the extreme polarisation of opinion in the country and suggests thatVenezuela’s media, often either controlled or suppressed by the government, is increasingly lining up with opposition voices.

We asked Ruediger and his analysts to look at Twitter activity on three key dates last month (see a note on methodology at the bottomof this post). The first was February 12, when Nicolas Maduro, the president, claimed to have foiled a USsponsored coup attempt.
