Reform Interventions:

Sports

● Construction of sports stadium, gymnasium and playgrounds in all tehsils using a phased approach; where construction of football and hockey stadiums, swimming pool, badminton hall, handball grounds in all districts.

● Sports facilities to be developed around school’s clusters at the tehsil level● Establish a training institute in the province for the training of coaches, players,

officials and other allied staff

TourismRevise outdated tourism and hotel industry related laws/rules like:

● The Pakistan Hotel and Restaurants Act 1976● The Travel Agencies Act 1976 and rules 1977● The Pakistan Tourism Guides Act and rules 1977

● Introduce an independent quality certification system through private sector participation

● Institutional strengthening of Department of Tourism Service (DTS) on modern lines

Youth Affairs

● Creating “Youth Cell” for recording opinions on various provincial level matters and issues confronting the youth

Archaeology

● Preservation and promotion of rich and ancient heritage

Change Management Plan: Sports, Tourism, Archaeology, Museums & Youth Affairs DepartmentGoal: To facilitate & guide the department to effectively prepare for the successful acceptance of changes that will come with implementation of reform agenda and vision of provincial government.

Objectives:

● Provide awareness & understanding of change/reforms● Facilitate acceptance of change/reforms● Manage people’s expectations● Ensure readiness for change/reforms● Champion the change/reforms

Process:

● Assessment of Department for change● Establishment of Change Management Team● Development of Change Management and Communication Plan● Tracking, Monitoring & Reporting regarding Implementation of Plan● Development and Implementation of Training & Mentoring Plans● Manage the Transition● Progress Monitoring

Activities:

● Identify features of proposed changes● Identify department’s attributes● Undertake stakeholders and End Users Analysis● Identify Resistance and Status Quo issues● Develop Departmental Change Management Team

● Review existing systems, processes and issues in proposed reform areas● Document proposed changes to be introduced through reforms and their likely impact● Determine communication Strategy for Reform Acceptance including mode and resources for

Change Management Plan Template1. Change Identification:

a. Type of ChangeThe Department has initiated two policies namely, Youth and Tourism Policy. Another change is through building infrastructures and working in Public Private Partnership.

b. Reason for ChangeThe Department hasn’t reached its optimum level of performance as yet and that’s why a need for change a rise.

c. Scope of ChangeAll the stakeholders, be it youth, civil society, educationalists, hoteliers, tourists will be involved in this process.

d. Current and future statusDuring the war on terror many international tourist stopped coming to the province of Khyber Paktunkhwa and it’s our aim now to initiate programs to attract them.

2. Change Specificationa. Change Tactics

The reforms will be brought about by a collaboration of Public Private Partnership and involvement of District Government coordination’s.

b. Process ChangeMany processes will be changed with these reforms as there will be more accountability and strategic planning and implementation.

c. People ChangeTo implement these reforms a healthy and qualified staff will be required, which will be recruited as and when need arise.

d. Information SharingInformation will be shared through IT Base System

f. Risk AssessmentKeeping in mind the security situation of the province, it is vital to make risk management/ assessment.

All the stakeholders will be affected through it but it’s a good change and no one might resist it.

4. Implementation Strategy a. Change Management Action Plan

Workshops will be held especially to implement the Tourism and Youth Policy. Brochures will have to be printed and events to strengthen and spread awareness about these reforms.
