WELCOME AND OVERVIEW

USDE TITLE III FEDERAL MONITORING Finding: The IDE did not demonstrate that it has a reliable data

collection system or procedures in place for collecting data to meet all Title III requirements as evidenced by the following: The IDE does not store the ELP assessment results in the State’s main

data system, ED Insight. Districts are not able to access the annual ELP assessment data. Currently, the IDE handles those data separately and manually, which causes many data errors.

The IDE did not provide evidence that it has a procedure in place for collecting data for monitoring the academic content performance of students for two years after exiting English learner status.

The IDE did not provide evidence that it ensures all required students are tested or students who are not tested are properly assigned a reason code. For example, the SEA has no guidance on transfer students from another LEA. They are not able to check in the data system to determine whether a student had been administered the annual assessment in the previous district or if they should test the student. This may lead to students not being annually assessed. Additionally, the SEA has not provided LEAs with guidance regarding how to code students’ reasons for not testing or for an incomplete test. The SEA provides reason codes, but the LEAs do not understand when to assign a particular code.

USDE TITLE III FEDERAL MONITORING IDE Response Approved by USDE

The IDE has submitted plans and a timeline for constructing an ELP assessment data system within the State’s Ed Insight data system. All ELP summative assessment results will be housed in this system which will be updated annually. The ELP screener assessment results will be updated weekly. The IDE plans to build a report suite that will allow districts to access the ELP assessment data through Ed Insight. In August 2015, the IDE plans to provide training and guidance to districts. By November 2015, the IDE will submit plans to build an LEP exit hierarchy within its certification process in the SRI system. This system should prevent LEAs from prematurely exiting students from LIEP services. The IDE stated that it will link the LEP certification in the SRI system in an effort to monitor the students’ progress for two years after a student has exited the LEP program. Additionally, the State intends to submit a comprehensive corrective action plan to ED to ensure all students are identified, placed, served, and exited according to the Title III requirements. The SRI team will assist with the development of this plan beginning in January 2015.

ED will consider the findings resolved once the State has constructed an ELP assessment data system and a report suite within the State’s Ed Insight data system that address all Title III requirements. IDE, through technical assistance and monitoring, will ensure all students are identified, placed, served, and exited according to the Title III requirements.
