PREPARATION OF TENDER: (i) The complete tender form (pages 2-9) should be returned intact whether you are quoting for any item or not. Pages should not be detached but when items are not being tendered for, the corresponding space should be defaced by mentioning `not quoting. (ii) In the event of space on the tender form being insufficient for the required purpose, additional pages may be added. Each such additional page must be numbered consecutively, should bear the tender reference number and be fully signed by you (the supplier). In such cases reference to the additional pages must be made in the tender form. (iii) If any modification of the tender form is considered necessary, you (supplier) should communicate the same by means of a separate letter sent with the tender. 2. SIGNING OF TENDER: (a) The tender is liable to be ignored if complete information is not given therein regarding the particulars, data, specifications asked for in the techno-commercial offer (Part IV) at Schedule of Requirements. Specific attention must be paid to the delivery dates, technical specification, and also the general conditions of contract at Part III and other conditions mentioned at Part IV & Part V at Schedule of Requirements. (b) Individual signing the tender or other documents connected with a contract must specify whether he signs as : (i) A `sole proprietor of the firm or constituted attorney of such sole proprietor. (ii) A partner of the firm if it be a partnership, in which case he must have authority to refer to arbitration disputes concerning the business of the partnership either by virtue of the partnership agreement or a power of attorney. (iii) Constituted attorney of the firm if it is a Company. NB: (a) In case of (ii) above a copy of the partnership agreement or a general power of attorney and in either case attested by a Notary Public, should be furnished to this office, or an affidavit on stamped paper of all the partners admitting execution of the partnership agreement or the general power of attorney, should be furnished. Delivery of Tender: The original copy of the tender form (page 2-9) is to be enclosed in two separate envelopes, the first envelope containing Part II, III, and IV and marked as Techno-Commercial bid and another envelope containing only Part V marked as Price bid. The two envelopes should be sealed and should bear address of this office, tender reference No., due date & time. Latest Hour for Receipt of Tender: Unless otherwise specified in the Invitation to tender (Part I), your tender must reach this office not later than 1400 hours on the date of opening of the tender. Right of Acceptance: This office does not pledge itself and reserves to itself the right of accepting the whole or any part of the tender or portion of the quantity offered and the firm shall supply the same at the rate quoted. This firm shall be at liberty to tender for the whole or any portion or to state in the tender that the rate quoted shall apply only if the entire quantity is taken from the firm. 8. Communication of Acceptance: Acceptance of tender by the purchaser will be communicated by a telegram, express letter of acceptance/telex or a formal letter of `Acceptance of Tender. In cases where acceptance is communicated by telegram or cases where acceptance is communicated by telegram or Express letter, the formal Acceptance of Tender will be forwarded to the firm as soon as possible but the instructions contained in telegram/telex/fax or Express letter should be acted upon immediately. 9. Items supplied are subject to inspection and acceptance and the supplier should collect/replace the rejected items at his cost and risk. 10. Delayed supplies: In case of delayed supplies, liquidated damages at the rate of 0.5 percent per week or part thereof subject to a maximum of 5 percent of total order value will be levied. Registration number allotted by this laboratory or any other DRDO Lab/Estt or proof of registration with another Govt Deptt, if any to be mentioned on the quotation. 13. No correspondence/discussions/visits whatsoever will be entertained on the subject unless specifically called by this office after opening the tenders for technical discussions/price negotiations. Any violation of this will render the quotations invalid and the firm is liable to be blacklisted. 14. Director reserves the right to call for techno-commercial / price negotiations. The company should depute competent representative for such discussion / negotiation whenever called for and he shall be competent to take on the spot decisions. 15. The normal payment terms are 100% payment within 30 days after receipt, installation inspection and acceptance of the material. Firm has to provide Performance Bank Guarantee (PBG) in form of Indemnity Bond for 10% of the order value for a period which is one month beyond the warranty period. 2. Warranty/guarantee required is for 3 years. 3. Delivery desired is within 15 months from the date of placement of supply order. Specify your delivery period. 4. In case of delayed supplies, liquidated damages at the rate of 0.5 percent per week or part thereof subject to a maximum of 5 percent of total order value will be levied. 5. This Organisation is exempted from payment of customs duty under notification No. 39/96 dt 27.7.96& amended by 60/96 dt 22.8.96 and excise duty under notification No. 10/97 dt 1.3.97. However, prices should be quoted indicating clearly Customs/ /Excise duties. If agreed, the necessary exemption certificate may be provided. This exemption is for the final product only. 6. Warranty & Product Support Warranty: Satcom Data Link (SDL R-II) shall have total three years (one year standard plus 2 years extended) comprehensive warranty from the date of acceptance of the system. The vender will replace the required components at his own cost during warranty period. After any part replacement the unit shall be subjected to ESS by vender. For this, vender will develop a test rig at its premises for I/ D level checks of Satcom Data Link (SDL R-II) so that the repaired/replaced parts can be verified as per system specifications before shipment to site. Details of the test bed will be worked out mutually. The vender shall depute following technical personnel for data generation, operation, maintenance and documentation of Datalink at DEAL Dehradun/Trial site on requirement basis. These technical personnel will also be required to associate during field trials as part of trial support. The manpower shall be competent enough to carry out designated task. The manpower designated for this work should not be changed without prior concurrence from DEAL. Collection of Free Issue Material: Vender will collect free Issue Material from DEAL against indemnity Bond as per the details given in relevant paragraph (No 5.2) of technical requirement. 14. Delivery Schedule The system should be manufactured, tested and delivered within 15 months time after placement of order. The vender has to give its best time schedule. Note: The vender has to make arrangement / booking of ESS/QT & EMI/EMC facility well in advance at suitable stage of development to avoid any delay due to non availability of the test facility. 15. Acceptance of Stores The stores shall be accepted after completing all the stage inspection and laid down test requirement for this system as per the approved ATP document. Final acceptance test shall be carried out at vender`s premises before shipping the items to ADE / DEAL. After delivery, System will be integrated with R-II UAV system at ADE and Test Rig at DEAL. System Overview 1.1. Introduction The Data Link System is one of the major systems of UAV that is based on Digital Communications Techniques and provides full duplex communication between UAV & Ground Control Station. LOS communication is provided via C-Band Data Link whereas the BLOS communication is catered by Ku-Band SATCOM link (Refer Figure 1). The uplink carries the aircraft Command & Voice information while the down-link caters for transmission of multi-sensor payload information & multiplexed telemetry data. The Air Data Terminal (ADT-SAT) is configured around a 0.76m parabolic dish antenna which is covered with a radome. The Ground Data Terminal (GDT-SAT) uses a 4.5m antenna and has road & air transportability. The communication between ADT-SAT on the UAV and GDT-SAT is via Ku-Band transponder of a geostationary satellite. Ground Support Systems provides go-no-checks of Operational ADT/GDT systems, short range monitoring of UAV and Test rig for the Data Link LRUs. This document deals with the requirement specifications of Satcom Data Link for R-II UAV (SDL R-II) and provides proposed configuration, LRUs / subsystems / items specifications, functionality in brief, CEMILAC certification-QT&ESS tests and List of Deliverables/Bill of Materials is given in paragraph 5.1 of this document. Configuration & Specification This section includes the configurations of ADT-SAT, GDT-SAT & LTS-SAT and specifications / details of LRUs / items required (including free issue of material) to realize these. 2.1. Air Data Terminal (ADT-SAT) The Configuration of Air Data Terminal (ADT-SAT) is as shown in Figure 2 ADT-SAT is airborne complement of Satcom Data Link which provides Command Telemetry and Payload Communications, in BLOS mode, between R-II UAV and GCS [through GDT-SAT(T) and Fibre Optic System] via Ku-Band transponder of a geostationary satellite. Various LRUs of ADT are listed below. In the transmit chain, the AIPPU captures and processes the payload & TM information from various sensors, multiplexes to a single bit stream & does QPSK modulation. The modulated signal at 70 MHz is up converted to Ku-Band using AUDC. The Ku-Band signal is amplified by MPM whose output is given to the antenna, through the rotary joint, for up linking the RF signal to the satellite which is then down linked to GDT. This signal is demodulated by ASSM and the Command & Voice signal is fed to AED for control of UAV and its sensors. AIPPU & ASSM units have been shown as dual to meet the LOS as well as SATCOM interfaces at IF level. SAAA uses INS/GPS data from the UAV for pointing the dish antenna towards the satellite. ADT is also provided with Test Ports which are routed to UAV patch panel for ground testing. Each LRU is provided with M&C Port for its control and status monitoring. Following table shows the LRUs of ADT-SAT LRUs & Integration / Testing of ADT-SAT The ADT-SAT consists of following five LRUs. The vender has to realize these LRUs as per the approach & details given in the succeeding paragraphs, test them individually, integrate & test them to get the functionality of ADT-SAT so that overall specifications of Satcom Data Link is achieved. In Spread Spectrum Modulator, the carrier signal is modulated by a high frequency spreading function combined with the information data. The effect of this modulation is to spread the transmitted spectra to much wider bandwidth than the information bandwidth and the power spectral density is reduced to almost to a level of ambient noise spectral power. This results in very low probability of interception of the signal. The Spread Spectrum Receiver despreads the spreaded wide bandwidth signal to information bandwidth and provides the processing gain. The de-spreaded signal is demodulated by using coherent demodulation technique to retrieve the information data. Airborne Up & Down Converter (AUDC) Realization Approach: This LRU is to be procured from any suitable indigenous source. Function: The AUDC comprises 70 MHz to Ku-Band up converter and L-Band to 140 MHz down converter. The AUDC performs the up conversion of 70 MHz IF signal to Ku-Band frequency of 14.00 14.50 GHz / 13.75-14.25 GHz / 13.75-14.50 GHz (Exact band will decided at the time of design review) and down conversion of L-Band frequency (950-1700MHz) to 140 MHz IF. In the transmit chain the up-converter selects either of the dual Payloads IF signals at the input using a SPDT switch and then up-converts to Ku-Band using two stage up-conversion process. In the first stage, the IF signal is mixed with a L-Band programmable synthesizer to generate an intermediate frequency of L-Band. This L-band frequency is further up-converted to Ku-Band frequency of 14.0-14.5GHz, using a fixed Ku-Band PLO. The Command Down-Converter chain accepts the RF signal in the frequency band of (950 -1700 MHz) and down converts it to IF signal band of 140 MHz using a two-stage down-conversion process. In the first stage, the incoming RF signal is mixed with a C-Band programmable synthesizer to generate an intermediate IF of L-Band. This IF is further down-converted to the final IF using a fixed frequency PLO. The programmable frequency synthesizers in transmit and receive chains provide the tuning capability for channel selection at RF level from the total available spectrum. The synthesizers are tunable in 1 MHz steps through internal programmable synthesizer. Programming is accomplished using a RS-422 interface. The Monitor & Control (M&C) card facilitates frequency selection from the external world using RS-422 interface. It also monitors the lock detect (LD) signals of all the PLOs / synthesizers.
