Functions of CTCN NDE


• Serve as a focal point for CTCN activities in their country

• Manage the national request submission process and support the

articulation and prioritization of requests and proposals

• Identify priority technology and capacity-building needs in line with

national development and climate strategies and design collaborative

programs with the CTCN

• Facilitate the creation of a consultative process to enhance public sector

/ government actors / private sector coordination and collaboration in

the definition of country strategies on technologies for adaptation and

mitigation,

• Provide feedback on the quality of CTCN assistance and procedures.

Opportunities for improvement


• Enhance coordination / alignment between CTCN process and

technology transfer activities planned within RAN-GRK and NAMAs.

• Improve knowledge about innovation capacity in regard to selected

mitigation technologies, especially in areas outside Jakarta region.

• Increase information about formats for international low -carbon

technology transfer partnerships and public-private cooperations.

Proposed technical assistance


The objective of the project is to elaborate and analyze technology-

specific cases and thereby contributing to the design of the political and

regulatory framework for the promotion and implementation of climate-

friendly technologies.

These strategies shall build upon the experience and approaches of

existing or incipient projects in the area of climate policy, renewable energy

and energy efficiency and provide strategic recommendations for climate-

friendly technology transfer for relevant stakeholders.

Duration: July 2014 – December 2015 (1,5 years)

Activities


• Analysis of stakeholder landscape; stakeholder dialogues on

coordination of low-carbon technology transfer within national

mitigation framework

• Analysis of technology-specific contexts (within planned NAMAs and

other measures) in order to identify gaps and describe actions aimed

at building knowledge and capacity

• Dialogues / seminars on selected climate technologies with the

involvement of relevant stakeholders

Outputs


• Strategic recommendations on how to coordinate the transfer of low

carbon technologies within the national mitigation framework.

• Analysis of selected low carbon technologies and required modes of

transfer as input to proposals for the CTCN

• Recommendations for the design of technology cooperation with foreign

industries and companies.

• Policy recommendations for the development of technology

partnerships between public and private actors on selected

technologies.
