Dear Steve,

I am in receipt of your November 7, 2019 letter regarding the Blow Fly Shooting Group. I will try to address your concerns below.

1 (a) and 1 (b): It is the intention of the Blow Fly Shooting Group to access this

property from the private road that goes through the Leonard's property and not

Grandpa's Lane, therefore easements should not be a problem.

(c) The reference to other events in the narrative was only to show that this

property has and will be used for private gatherings and we will remove this reference from the narrative.

(d) We have gathered decibel data at the boundary of the shooting area. All

readings were taken while using a 12-gauge shotgun and readings ranged from 51 to 54

decibels around the entire perimeter. This is less than a normal conversation which is 60 decibels.

(e) The shooting is done in a southerly direction because of the natural

topography of the property. There is a natural draw to the south; this allows targets to

be thrown more easily in that direction. If targets were thrown in any other direction,

the hills would interfere with both the flight of the targets as well as visibility of the

(g) It was our impression that the structures on the property were either below

the square footage requirement for a building permit or did not require a permit

because they were temporary structures without foundations. However, we are happy to discuss this following the SUP process.

(h) Lighting is a possibility in the future which is why we asked for the shooting times to be between 9 am and 9 pm.

(i) We will make an effort to get the parking area located on the site map.

We have not considered handicap parking because this is a private group of individuals and will not be open to the public.

(j) The access road comes through the farthest south eastern portion of the

fallout zone. This has never been a problem as most shoos do not begin until all invited

guests are on site. If a vehicle comes later, all shooting is suspended until the vehicle is parked.

(k) Most shoots consist of less than 20 individuals. There is a possibility of a

larger group if the 4-H shooters or high school shooters are practicing but this is

uncommon. We will clarify this in the narrative.

(1) We will find other ways to dispose of boxes.

I hope this clears up any issues your questions that you might have had

regarding the Special Use Permit application of the Blow Fly Group. Should you have

As the Coach of the SCTP Clay Shooting Team, The Shot Slingers, I would like to express my heartfelt thanks for your continuing support these past years. Without the support provided, my youth shooting team would not have been able to form, practice, or learn best practices for shooting all disciplines of clay target shooting. The students have learned a great deal these past years and thanks to the generosity of the Blowfly and its members in the way of shells, rounds of clays, and monetary support to send them to the SCTP state shoot, in addition, those students who might not have been able to participate as often due to financial difficulties have been able to do so. Your decision to open the Blowfly's hours was wonderful news as it greatly helped the team with finding practice times, since many of the students that are on the team also participate in several other high school sports, school activities as well as being employed. Thanks to your great location we have been able to recruit students from within other parts of the area to participate and hope to expand sister club/teams at these students respective high schools.

Again, thank you so much for your enthusiastic assistance in the growth of our team. I have no doubt that it would not have been the success that it has been without your welcoming support.

To whom it may concern,

I am writing on behalf of the youth clay target shooting team I coach. The Blowfly range

has been a great boon to my program as well as 4H teams in the area. While there are several

ranges in the area with trap bunkers or even a couple of skeet fields, it is the only one in the area

that also has 5 stand available. This coupled with the fact that the Blowfly board have been

generous enough to allow my team to practice whenever we are able to do so. Last year, I had

20 students on my team, but due to the fact that many of them participate in two or more school

activities as well as work, finding days and times where they can practice together as a team was

problematic. The flexibility that the Blowfly offered us was wonderful, it allowed the students to

bond as a team and support each other as well as allow for practices in which there could be

guest coaches there to help teach the students new strategies in how to shoot the various

disciplines. Forcing the closure of this range would be detrimental to future generations of

outdoorsmen and women, shotgun competitors, and future collegiate athletes. Please allow the

Blowfly to continue and be the positive support for the young men and women in the Delta

County/Montrose County area.

To whom it may concern,

I am a part of the Shot Slingers shooting team, the team as a whole has shot at the Blowfly range and all of us enjoyed it very much for many reasons. Some of these reasons are the accessibility and convenience of having skeet, trap, and 5 stand range so close. The Blowfly

range is the only range around delta county, montrose county, and grand junction that has 5 stand that is open. The Blowfly range helped my whole team prepare for our state shoot this past June and without practicing skeet and 5 stand I don't think that we would have done as well as we did. The Blowfly range has been nothing but courteous to my whole team by letting us practice whenever we want. Many of my teammates have jobs, other sports and other activities to do but the Blowfly range has told us that we are welcome anytime we can come. The Blowfly is very important to my teams success and progression as its convenience, well maintained throwers, and great attitude and support towards the younger shooters helps future groups get to enjoy these great sports.

Hi, my name is Cristobal and I am apart of the Shot Slingers trap team out of

Cedaredge, over the last few years we have been very fortunate to use the Blowfly

range. The Blowfly range is the only range that is in our area that has a 5 stand and it is

also the only one that has all three types of shooting (skeet, trap and 5 stand). I, as well

as half of my team, are in more than one athletics and we all have mixed schedules but

the gentlemen at the blowfly range have been very open minded and very bountiful to

let us go when we can go as a team. We have been lucky to go shoot at the range

where we learn how to mature as young people by learning from the older folks who

also welcome us like family. Learning from the older folks does not only help us in

competitions but they also help us in the real world with communication and showing

respect to one another, as a voice for my trap team I would like to say please let the

Blowfly be part of the team for years to come.

As a former member of the Shot Slingers, I would like to address the state of the

Blowfly Gun Club in Montrose County. To my knowledge if the Blowfly is shut down,

the Shot Slingers and other youth teams, will not have to same shooting experience as I

was granted when I was actively part of the team both as a starting shooter and

eventually as the team captain. Since I am an alumnus of the Shot Slingers, I have seen a

tremendous amount of growth within the team, but only with the support of local

shooting clubs. The Blow Fly has granted us the experience of shooting 5-Stand, and that

was always an awesome experience because it taught us a different style of shooting and

most of the kids enjoy the challenge that comes with it! The Shot Slingers today has

accomplished several state titles from being able to progress their shooting styles from

the Blow Fly, Delta Trap Club, and Stengles Gun Club. All three of these local Gun

Clubs have taken the time to help the kids become comfortable and proficient with their

shotguns and shooting skills. Yet the Blowfly range has been the most flexible and

willing to open their gates to our team to accommodate us so that we can practice at

various times. For me, I have taken the opportunity from being a part of the Shot

Slingers to the next level, everything I have learned I am now putting to use in the

military! I carried over all of the techniques taught to me to become an expert rifleman

in the Army. Along with great teachers from the Blow Fly, came along partnerships and

friends. Without these people and organizations Gun Clubs would stop getting young

blood involved and they would all start to slowly diminish. There would be no more

stories to share, no more experiences, and no more community partnerships. The Blow

Fly is a great attribute to the shooting community and a key to connecting youth with the

lifelong hobby of shooting competitively. Please allow the Blow Fly Range to continue

to build these connections for the future benefits and future goals of the shooting

community.

To whom this may concern,

The Blowfly range is important to my team's progress and success. They're the only range that offers all three sports at a time that could accommodate the whole team's sports, work, and family schedule. I am a 3 sport athlete (Cross country, Basketball, and track) and I have a job so I'm super busy most of the time, so their open schedule helps me a lot so I have time to shoot and not have to cancel my plans to be able to shoot on one particular day. Also everywhere else is rarely opened to the public there mostly just opened events or members only, and nothing for practice. It is important to learn how to be safe around firearms and this team and range gives us this opportunity. Another great thing about the Blowfly has been the chance to learn from other more experienced shooters. Every time I've been there I feel welcome and it is a great bonding experience for the team and the individuals of the team to experience. Shutting this range down is cutting off chances for students to experience new sports, learn and grow.

I am a member of a youth clay target shooting team called Shot S lingers. I am writing on

behalf of my team, and all of its future members. The Blowfly range has always been my

favorite place to practice. This is the only range around that has trap bunkers, skeet fields, and a

5 stand for our team to learn how to shoot on. If the Blowfly range shuts down, it will be harder

for the future generation of shooters in our area to learn these necessary skills. I was an active

FFA member last year and worked for my uncle. Due to this I was not always available for

practicing with my team. The Blowfly range worked with my coach, and was flexible with what

times and days we could go practice. If they weren't flexible, I probably would have been too

busy to stay on the team. This range will forever be responsible for my love of shooting. Closing

the range will prevent any future Shot Slinger to experience the same level of nostalgia our team

has received from this range. Please allow the Blowfly range to continue to be a part of raising

the children that live in our small towns.

I am writing to you on behalf of the youth clay target team I am a member of. The Blowfly Range has provided many great opportunities for the team and many other organizations that utilize this facility. The Blowfly range allows the team to practice skeet, trap and five stand. In addition to providing many shooting options, this range also has been very generous to our team. They let us practice whenever we can, this makes attending practice much easier for the members who are in sports and FFA. The flexibility from the board has made going to all practices more achievable for the team, it has also given the team time to practice as one and form friendships. Without this range the team would not be nearly as unified or as successful as it is today. This is the only range in our area that offers immediate access the team needs to be successful. We learn proper gun safety, handling and techniques, without the ability to utilize the range, the team could not learn these skills. As an athlete, the chapter FFA president, and a hardworking student, access to the Blowfly Range has allowed me to grow as a member of the trap team and expand my skills. The opportunity this provides has helped many people, including myself to learn from others and help teach others. Please allow the Blowfly Range to continue providing amazing opportunities to the youth in my area.

Dear Commissioners,

This letter is addressed to the Montrose County Planning Commission ("Commission') regarding an upcoming Special Use Peonit ("SUP") involving certain Agricultural zoned property in Montrose County which is sought to be used as a shooting range, among other proposed uses. My office represents several homeowners closest to the property who will be impacted by these proposed uses. More specifically, my office represents the interests of the following homeowners: Phillip and Debra McRae, John and Yvonne Jackson, Gary and Teddy Withee, Jim and Sally Hohnberger, and Les Lam.

Our clients oppose the proposed SUP and use of the property as a shooting range. At the outset, I will note that our clients do not stand in opposition of firearms nor the landowners' ability to own or operate firearms. Our clients oppose the SUP and proposed use purely on the basis of quality of life, peaceful enjoyment of property, and concerns for the health, safety, and welfare of the community.

The involved properties are zoned General Agricultural, both the applicant and those in opposition to the proposed use. Pursuant to the Montrose County Zoning Resolution, "Agriculture is considered to be a highly valued resource in Montrose County," and an "essential and economic factor." Further, Section VI of the Montrose County Zoning Resolution acknowledges that special uses "are extortionary in nature" and that off-site impacts are to be considered by this Commission.

Our clients have concerns and will express the same to the Commission regarding the proposed use and the specific impacts that use will have on their properties. Our clients represent the closest landowners to the subject property and as such will be the most closely and heavily impacted. Further, the concerns expressed are not speculative in nature. Some of those concerns arise out of personal experience as there is a history involving the proposed use at this property.

The impacted landowners plan to attend the December 19, 2019 hearing. However, the closest landowners to the property seeking the SUP have been and will be traveling out of town during this holiday season and will be unavailable to attend the December 19th hearing, despite a strong interest in doing so. Understanding such requests are rarely granted by the Commission; I would request a continuance of the hearing on behalf of those landowners. Further understanding the same, I would request the Commission reserve an opportunity for public comment at an additional hearing held at a later date to allow those landowners their opportunity to attend the hearing, provide comment, and be present for the Commission's determination of an appropriate recommendation to the Board of County Commissioners.

I look forward to addressing the Commission in further detail on behalf of these landowners at the upcoming hearing, whenever the Commission believes that should be appropriately scheduled. Should the Commission request any additional information from my office or my clients, I would be happy to provide that in advance of any such hearing.

Re: This is in response to the Leonard Ranch special Use Permit

Mr. White first I want to thank you for your assistance this last summer in getting the Blow fly Shooting

site shut down. With your action on this issue our lives have returned to a normal quiet routine.

We purchased this house & property 12 years ago at 59186 Indigo Ct. We selected this site on a dead

end road for how peaceful & quiet it was. We have worked for 50 years to own a small 6+ acre horse

property & house. IT IS ALL WE HAVE! If there had been a shooting range next to or around this area or

even a future proposal for one we would have not even considered buying near here.

My main concern at this point besides the constant noise& safety factor, (especially with the long rifle

& pistol shooting during the past months), is what will be the overall total loss monetarily to our family.

If we decide to sell in the future how will it affect a potential buyer? How will it affect my total property

value? Any loss at this time in my life could be extremely damaging to my future, retirement, children &

grandchildren. Second with reduced work schedule and spending a great deal more time outside

working to improve my property, what effect will this have on my overall health?

My family are shooters as well; we travel out away from any residential area so as to not disturbed or

cause any issues to anyone. Peach Valley & the Delta adobe areas are perfect for this activity. There are

also times set up at the Montrose Rod & Gun Club for these types of sport. The Delta Rod & Gun Club

also has all kind of family & youth shooting activities and programs.

The Leonard's own substantial acreage which could be used for this type of operation that is not near

any personal owned properties. The Leonard family outings stated in this NARATIVE were only help 4 or

5 times per year, which no one complained about. The 12 hour per day 7 days a week is over the top.

We built a new deck & porch in 2017 and cannot enjoy it for family dinner or parties, but have to

retreat to inside the house even to carry on a conversation. The comparison in the NARATIVE of shot

gun blasts to irrigation water is quiet laughable. Therapist use water for calming patients, I don't think s

gun blasts are used for calming. A single shooter, shooting every 3 seconds =20 shots per minute, 1 hour

= 1,200, 12 hours per day = 14,400 @ 7 days per week = 100,800. This shooting range is bragging on a 5

station shooting set up, so take these numbers times 5 people shooting at a time = HOLY COW! With the

canyons & reverb who knows how many shots we will hear in a full day??

To summarize, we who live next to & around this area are very concerned for our futures, our health,

our sanity, and most of all how much each of us will lose on something we have all worked so hard for.

We thank you in advance for taking our concerns into consideration & voting to turn this permit &

request down once & for all.

values and noise levels to their neighbors. They should seriously consider moving the site to such an area. We've been

told that the property they own just east of their homes, with a large bench facing east and very few neighbors, if any,

would be a good place for such a function. >»

>» 3. Could they not acquire other property in the Peach Valley area, amidst the Adobe's, that would also meet their

needs and not infringe on the rights, lifestyle and property values of their neighbors? >»

I, Cammy Lawrence, the daughter of John and Yvonne Jackson am concerned for the safety and peacefulness of my parents property. I raised my children on this very which was so peaceful and safe. Now my grandchildren play there and it is not peaceful or safe with the gun range right next to door. For many years, while living on this property, all five of my family members belonged to San Juan Shooting Range. Never once did we mind driving to a safe established range where my children learned the accurate shooting and safety of their firearms. We are members of the NRA and support the youth in this sport. We only oppose the location. I never felt I needed a range right next to my house in order to teach my children. Now when I go there to visit my parents the peace and safety are gone. At times we can't even leave the windows and doors open due to the noise let alone enjoy sitting on the deck. My parents have worked hard all their lives to own this property for their retirement. They looked so forward to living there once they retired. I have seen that joy and peace taken from them due to the noise. My parents deserve to have a peaceful place to live and this is no place for a shooting range. Thank you for your consideration. Cammy Lawrence

When Pm irrigating on the north west corner of our property there shooting in my direction; this is not right. Also very unsettling. When they shoot it is hours at a time. There are as many as six shooters at a time one right after the other. The continuous noise scares our grand kids, all the animals and pets throughout the neighborhood. My wife and I have worked a lifetime to be able to own our home which was a peaceful place to enjoy our retirement. Who knows just how much a shooting range bordering us would bring down the value of our property. There are plenty of shooting ranges in the Montrose/Delta area to accommodate all who have been shooting in our neighborhood. My name is Yvonne Jackson. My husband and I reside at 59156 Indigo Court, Olathe, Colorado. Our property borders the Leonard property in which the shooting range is on. Our property has always been very private and peaceful. The noise from the range has taken that away from us. I was on the phone with Steve White of the Montrose Planning reporting the continuous shooting. I was standing on our deck and he could hear the noise over the phone. It is extremely loud and disruptive to our lives. Once Mr. White put a decease and desist order on them it has been so peaceful again. I had our one year old grandson on the deck in his swimming pool and the shooting was so loud and scary to him that he wanted out to go into the house. Our 7month old granddaughter was asleep for nap when the shooting woke her. Even with doors and windows closed and the TV on we can still hear the shooting. When we are irrigating our field it feels very unsafe. The range is right by our field. Also we have never had to wear ear plugs due to the noise of the water in our irrigation pipe. We enjoy having family and friends over for BBQs and outside games. The shooting has taken away the peaceful enjoyment of this. We still enjoy everyone but the noise is quite disturbing. As far as noxious weeds are concerned we also have them. We keep ours under control without firing a single shot. We purchased this property approximately 20 years ago for our retirement home. Both of our daughters have lived there at different times with their families. It has always been a great peaceful property. Our whole lives are tied up in this property. We have worked hard to acquire this property. We strive to get along with all our neighbors and do not want any problems. But we also want peace and quiet. We are not anti gun people. John is a member of the NRA. We are not against the shooting range. But we are opposed to the location. We sincerely hope you will take into consideration how important the peacefulness is to us. To County Planning and County Commissioners: In regards to the proposed shooting range the shooting is so loud its sounds like it is right in our back yard; which it just as well be. The sound generates up through the draw and echoes throughout the entire neighborhood.

After searching for over a year and looking at dozens of places. I bought a place on Indigo O., South of Olathe. It is a nice place, in a farming and ranching community, the thought would be perfect for myself, and my family. I've met my new neighbors, all seam nice,

and enjoy the surrounding properties as I do. I have irrigate with gated pipe since being here and I have no idea how you can compare

gunshots to running water. At least I can get away from the water but there is no place on my property that I wont be able to hear the shooting.

The property that is proposed for the shooting range borders my property, and I can't imagine hearing gun shots all day. As I am looking for another small place to buy to retire on, I was hoping to get close to the property I just bought for my sister and her daughter - but that plan is on hold until I find out if the shooting range is going through . If it does, I firmly believe that the property I bought will lose some of its value, as well as the property around me, and I will have to look for property. elsewhere. After searching I have found there are other ranges already operating nearby and I would hope they would be sufficient.
