FOREWORD

I am happy that the Clergy, other stakeholders and my office were decisive to commission

a fully participatory strategic planning process and finalize it before the next synod. In

making this decision, the Diocese approved the need to identify external facilitator to push

the process forward and obtain such facilitator either on pro bono or through payment. I

am happy to note that ADS Kenya through its Executive Director Bwibo Adieri and John

Mangenge agreed to facilitate the formulation of the strategy. I want to thank ADS Kenya

and ADS Pwani for this support. I also thank the Archbishop the Most Rev. Dr. Jackson

Ole Sapit for providing an enabling environment. The strategic plan is a summary of the

overall direction Mombasa Diocese wants to take and accomplish in the period 2018-2022

through 4 strategic direction pillars namely: Mission, Development, Institution

Transformation and the Investment and Property. The framework seeks to move Mombasa

Diocese from just survival to proactive operations with increased capacity to deliver the

performance expected by the affiliating institutions such as the schools, hospitals and

investments we sponsor and overseeing its operations.

This Strategic Plan seeks to usher in a new fit for Mombasa Diocese to align its

developmental and mission objectives to the needs of its key constituents’ in Mombasa,

Kwale, Kilifi counties and Kenya in general. The exciting aspect of the new Mombasa

Diocese is the core values and crosscutting issues inculcated to all stakeholders ranging

from staff, clergy, the synod and myself. The Diocese has in the immediate past faced

numerous operational challenges from poor quality of services, exodus of young people

from the church, weak financial management and lack of attention to the many stakeholders

such as elderly widows, persons with disability and orphans.

It is hoped that with this Strategic Plan, the Diocese will rise to the challenge and move to

greater heights using the existing and newly proposed programs and sustenance activities.

The opportunity for this is enormous considering the increasing number of parishes and

churches and poverty levels among parishioners. It is my greater pleasure to thank all

clergy and senior diocesan, lay people who participated in the rigorous process of

formulating this strategy. I present to all Mombasa Diocese stakeholders, partners and

1.0 INTRODUCTION

The Mombasa Diocese of Anglican Church of Kenya

was established in 1896 on sub-division of former

Diocese of Eastern Equatorial Africa. The Diocese

of Mombasa is the mother to all the 38 Dioceses of

the Anglican Church including one military

episcopate. The Diocese covers the Mombasa,

Kwale and part of Kilifi Counties. The Diocese

covered the former coast province until 1993 when it

was sub-divided into two namely Taita Taveta and

Mombasa. In 2015 it was further split into two

Malindi and Mombasa. It was established to bring

episcopal services closer to the congregations. It is

mandate is in line with the vision and mission of the

Anglican Church of Kenya of a growing and caring

Anglican Church boldly proclaiming Christ and a

church that seeks to equip God’s people to reach out

and transforming society with the gospel of Christ.

This Strategic Plan is the second since the Diocese

was established.

Rt. Rev Alphonse Mwaro Baya, the Bishop, heads the Diocese. The Diocesan data as at

30 March 2018 was as indicated below.

This Strategic Plan will be implemented within the frame of the Bishop’s Charge, Anglican Church

of Kenya Decade Strategy 2018-2027 and ADS Pwani Strategic plan 2017-2022. The seventeen

Sustainable Development Goals and Vision 2030 are also our guide The following are some of the

experiences and lessons learnt by the Diocese from the previous strategic plan

2.0 SITUATION ANALYSIS

In developing the Diocese roadmap for the next five years, calls for critical analysis of the

key issues and factors-both internal and external- that are likely to influence the choice of

strategies and Diocese ability to achieve its objectives. The analysis of the internal

environment focuses on those strategic issues and challenge that relate to the Diocese’s

operations, while the analysis of the external environment is an assessment of how policies

and actions of other stakeholders impact on the mandate of the diocese. The achievement

of the objectives is predicated upon how the Diocese will exploit opportunities while

controlling those factors that threaten the attainment of those objectives.

3.0 THE NEW STRATEGIC DIRECTION OF THE MOMBASA DIOCESE

This section presents the strategic direction of Mombasa Diocese, which is defined, by its Vision,

Mission, Goals and values that shape the culture of the Diocese. The section also contains the set

goals and objectives to be realized over the five years planning period (2018-2022). The

corresponding strategies for attaining each objective have also been selected. Lastly, it presents the

logical framework matrix at the result level.

4.0 EMERGING ISSUES

From the situation analysis the following strategic issues have emerged:

Need to plant more churches and strengthen and improve existing ones.

Need for effective leadership at all levels of the Diocese

Inadequate youth, children and teens programs

They’re more needy and poor people who need compassion and empowerment.

Inadequate implementation of issues and decisions.

Ownership of the Diocese.

Need to improve communication both vertically and horizontally

Need for more commitment from all the stakeholders.

Need to improve quality of worship in our Churches with focus on all stakeholders and

specifically youths and teens that are the future church.

Need for innovative resource mobilization.

There is need for continuous capacity development to enable all undertake their

responsibilities effectively and efficiently.

6.0 THE IMPLEMENTATION, MONITORING AND THE EVALUATION FRAMEWORK

The successful implementation of this plan will depend upon the commitment of all clergy,

members of staff and support from the boards and synod of the diocese. Some of the mentioned

goals are underway while most of them are sorted originally at every office or department. The

Plan is therefore, a management tool for systematically reviewing progress and trouble-shooting

problems during implementation.

6.1 The implementation principles

The strategic plan can only make impact when it is implemented. The implementation of the plan

is therefore cardinal to the diocese success.

6.2 Institutional implementation

The Diocese will endeavor to implement the strategic plan through a structured approach. This

approach will involve scaling down the strategic directions into the performance requirements

expected from all sectors and the diocesan boards. The clergy, boards and departmental heads are

equally expected to break the strategic directions further into smaller implementable work packages

for every member of staff and clergy annually (work plans aligned to the strategy). The successful

implementation of the strategic plans assumes availability of adequate resources and continued

support from congregations, partners and clergy.

6.3 Monitoring and Evaluation

The implementation and monitoring needed in order to keep track and monitor the implementation

of the strategic framework will have two focuses- monitoring changes expected and monitoring the

actual implementation at each level. The key tools of monitoring the Diocese will include meetings

resolution and minutes, progress reports by Boards and committees, annual work plans, financial

reports, visit to investment sites.

6.4 Measuring/Monitoring

The goals set in the strategic framework are aimed at effecting the Diocese and departments wide

change. As the strategic framework are aimed at effecting organization and department level

implementation and inter departmental monitoring is essential and this will be done as key agenda

of clergy chapter and board meetings. The main elements to be monitored are information sharing;

assessment of progress leading eventually to impact assessment/evaluation. A full evaluation is

expected at the end of the fifth year to inform the next strategic planning process.

6.5 Measuring/monitoring implementation

On a monthly basis actual implementation at the goal level will be done at the management team

level at the dioceses headquarters. As most of the goals will implemented at activity levels

coordination of all activities falling under each department and board will be done and pertinent

information shared widely and in a timely manner. Learning’s will be an important component of

monitoring at this level.

The synod will through the Bishop appoint an implementation committee to ensure that the plan is

implemented and report on progress discussed at all levels of implementation during the period of

implementation.

7.0 CONCLUSION

The strategic directions and their strategic results will guide the implementation of the strategic

plan. The Plan will also seek to strengthen the shared values in order for the Diocese to create a

good culture of discipline, trust, and commitment to duty and improved quality of worship at all

levels.
