  • THE POSITION

    THE DIRECTOR OF CONTRACTS AND PROCUREMENT (Deputy

    Administrative Officer for General Services) reports to the Chief Operating

    Officer of Information Technology and Administrative Services. This is an at-will

    position overseeing an approximate budget of $40M, and 5 direct reports who oversee

    approximately 72 staff. The DAO will work closely with other Deputy Officers in Finance, Information

    Technology and Human Resources and other executives at Valley Water. This person will

    be the lead driver in coaching and developing staff (specifically work related to high dollar,

    complex California construction contracts and procurement), reviewing processes and

    procedures, and finding more efficient and effective ways to conduct business. This

    position will have to live within 150 miles of San Jose California and be

    available and accessible to assist with emergency management

    and command incident and procurement support as the

    Chief Procurement Officer. This is a highly demanding position

    that may regularly require people to work outside of typical working

    hours including evenings, weekends, and holidays. This position will regularly communicate and be highly responsive to staff and executive leadership, write

    and/or review staff reports, internal and external communications,

    contracts, and regularly represent the organization at

    public meetings.

    THE DIVISIONGENERAL SERVICES (GSD) is a division within the Information Technology and Administrative Services Department. GSD provides management oversight, leadership, manage the Division’s $40M annual budget; and strategic procurement support to the agency’s $610M annual budget, Contracts Administration, Warehouse Services, Vehicle & Equipment Management, Facilities Management (37 buildings, 3 water plants and 50 housing units), and Business and Customer Support Services units.

    For the past year, GSD has been focused on:

    GSD has been very effective at supporting the organization with these large, once in century construction projects, and effectively assisting our internal departments to meet deadlines and milestones, all while addressing other unexpected challenges, including emergencies (fires, floods, and a pandemic).

    u Reorganization of our internal construction contracting and support services unit,

    u Implementation of the procurement module within the agency-wide new ERP system

    u Enhancing operational and customer service within all units

    u Revising job descriptions to better meet the business needs of Valley Water,

    u Advancing construction projects and addressing construction emergencies which both have significant impacts to contracting and procurement,

    u Addressing COVID and EOC procurement and logistics.

    THE IDEAL CANDIDATE will…THE IDEAL CANDIDATE will be customer service and solution oriented -focused, possess a strong understanding of principles and practices of effective public sector procurement programs, contract management, and knowledge of facilities and fleet operations. This candidate will be technically proficient in complex, high-spend, construction contracts and procurement, preferably with construction projects in California. As a leader and producer and reviewer of vast communications the ideal candidate will be an excellent verbal and written communicator and be able to effectively communicate complex information to lay persons and be clear and concise. The Deputy will be accessible, responsive, engaging, efficient, and an inspirational leader who is a highly trustworthy procurement and contracts expert.

    u Possession of a Bachelor’s degree from an accredited college or university with major course work in business administration, public administration, civil engineering or a closely related field or a field specifically related to the work group assigned.

    u Six years of increasingly responsible administrative, managerial, or professional experience in a field related to the assignment and in the public sector, water, or related industry within the most recent ten years. Four of the six years must have included management and supervisory authority.

    u Must possess a valid California driver’s license and have a satisfactory driving record.

  • SALARY & BENEFITSANNUAL SALARY: $222,518 –$284,648 DOE/DOQ, and an attractive benefits package that includes:

    RETIREMENT/PENSION: 2% at age 60 or 2% at age 62 based on provisions of the California Public Employees’ Pension Reform Act of 2013 (PEPRA).

    HEALTH INSURANCE: Medical, Dental, Vision Care and EAP benefits are provided by Valley Water. Employees pay 15% towards Valley Water’s monthly premium cost for medical coverage. Dental, Vision Care and EAP coverage is provided by Valley Water with no monthly premium cost to the employee; Medical, Dental, Vision Care and EAP benefits are provided to all regular employees and their eligible dependents.

    OTHER INSURANCE: Group Life and Disability Insurance.

    DEFERRED COMP: Available to employees as an option with up to $8,000 in annual Valley Water matching contributions.

    FLEXIBLE SPENDING ACCOUNT: Health Care and Dependent Care Spending.

    VACATION: Newly hired employees receive 224 hours (28 days/year) of prorated vacation.

    LEAVES: 3 days of bereavement leave; 24 hours of executive leave and 32 hours of prorated personal leave; up to 96 hours per year sick leave.

    HOLIDAYS: 12 designated days per calendar year.
