The Director of Development and Regeneration works across the business to liaise with a number of internal and external partners and stakeholders.

Our strong and robust financial performance allows us to set clear objectives for our development program in the coming years and we have ambitious targets for development and regeneration.

A Bit About Us

RHA was established in 1979 and has been providing homes and services in Rhondda Cynon Taff for over 40 years.

We are a registered social landlord, a community benefit society and regulated by the Welsh Government. We own and manage over 1800 homes. We offer a range of high-quality management and support services which ensure that our tenants have the best possible opportunities to enjoy their homes and engage in their communities.

We work closely with partners and the local authority to ensure we provide support for preventing homelessness and delivering much needed new homes across the borough. We currently have over 160 new homes in our new build programme.

Operating from our office in Tonypandy at the heart of the community, we employ around 80 staff and we continue to grow.

Our regulatory status has confirmed that our financial position is strong, meeting our projected surplus and ensuring that long term finance is in place to deliver our ambitious develop plan. We have strong budgetary management processes in place and a clear investment strategy for our current homes to ensure we continue to meet the Welsh Housing Quality standard requirements.

Job Description

POST: Director of Development and Regeneration RESPONSIBLE TO: Chief Executive RESPONSIBLE FOR: Development Team SALARY: circa. £70k per annum

Purpose of the Post The post holder is responsible for delivering on the objectives set for the association’s development strategy. You will co-ordinate the association’s approach to investment and regeneration activities and will play a key role in developing and maintaining partnerships with key stakeholders.

Key Responsibilities

1. Lead the delivery of a programme of high-quality affordable housing to those in need, ensuring that RHA Wales remains a key developer in the provision of affordable housing.

2. Ensure that the Development programme is delivered and complies with an agreed methodology, with strong regard for probity and governance being embedded in the team.

3. Work closely with the finance team and Director of Resources to ensure that all development activity is robustly managed within existing budgets and financial plans, ensuring that accurate viability information is provided to enable the association to ensure appropriate resources are in place at all times.

4. Identify and present opportunities for growth and regeneration where appropriate, ensuring that these are aligned to the association’s corporate plan and development strategy.

5. Actively build relationships with key stakeholders and partners to deliver on RHAs objectives and identify opportunities for collaboration. Ensuring that appropriate and effective relationships are maintained at all times

6. Drive RHA’s environmental plan, ensuring that innovative methods

of construction are adopted where appropriate to meet out ambition to create sustainable low carbon communities.

Development Programme Delivery

1. Manage the strategic planning and delivery of RHA’s Development Programme, in order to meet our organisational objectives.

2. Working with key partners and stakeholders, maintain overall strategic responsibility for all aspects of new schemes including site investigation, financial appraisal, and appointment of professional advisors.

3. Assess the viability of proposed developments by applying expertise to formulate key performance indicators and use specialist tools to test assumptions for cost and value, to ensure efficiency and produce thorough and auditable appraisals

4. Oversee the approval for scheme design by presenting and discussing opportunities for future growth with colleagues at EMT, working in close contact with the maintenance and housing teams to ensure that that supply of affordable housing meets the forthcoming needs of RHA.

5. Oversee the public consultation on new development schemes and apply detailed knowledge of the planning system and planning requirements to secure planning consent.

6. Oversee the competitive tender of all schemes.

7. Use appropriate project management techniques to monitor and coordinate the delivery of an extensive programme of varied and complex development schemes, from feasibility to completion, ensuring that risks and budgets are accounted for and all internal and external approvals are in place.

8. Ensure that the development team leads on ensuring strong cross team working practices are in place to provide a smooth handover of completed schemes ready for letting.

9. Maintain an actively engaged stakeholder network across relevant teams with Welsh Government, local authority, other agencies and contractors.

Development Programme Governance

1. Ensure that the development strategy meets the needs of the communities we serve and reflects the current operating environment.

2. Lead the development of a standard methodology for delivering the programme.

3. Act as a source of Development expertise within RHA, providing robust management the whole of the Development team to ensure that all corporate processes are adhered to.

4. Ensure the overall quality control is in place for all applications for government grant to accurate and processed in a timely manner.

5. Update Board and the development committee where required and

on the position with the programme delivery.

Health and Safety

1. Manage the development practices to ensure full compliance with and commitment to legal and statutory regulations, covenants and CDM and health and safety requirements

2. Ensure that all staff are made aware of their health and safety responsibilities and to arrange for staff to undertake mandatory training on health and safety matters

3. Champion a health and safety culture throughout your team, ensuring compliance with all legal requirements and regulatory frameworks and RHA policies and procedures.

4. Be aware of your own responsibilities under the Health and Safety at Work Act and other safety regulations to ensure that safe working practices and procedures are adopted at all times.

1. This post forms part of the association’s executive management team. Therefore the role requires strategic input across all areas of the business.

2. The Director of Development and Regeneration will lead on identifying good

practice, innovative methods and creative examples from across the housing and construction sector which may be appropriate for the association to consider.

Terms & Conditions

Salary: The salary for this post is circa. £70k per annum.

Pension: RHA is a member of the Social Housing Pension Scheme, and we offer a Career Average (CARE) defined benefit scheme. Our contribution is 13.4%, and employees contribute between 5% and 8%.

Holiday Entitlement: 30 days per annum.

Working Hours: Our normal working hours are 35 per week, worked over a 9 day fortnight, however the post holder will be required to work such hours, and at such times as are necessary to carry out their duties.

Probation and Notice Periods: The probationary period for this post is 6 months and can be extended to 12 months.

During the probationary period, the notice period on either side is 1 week. Upon successful completion of the probationary period, the notice period will be 3 months.

General: This post will be based at our head offices - Ty Gwyn Newydd, 9 Compton Road, Tonypandy CF40 1BE. Travel may be expected across the borough, and elsewhere as necessary.
