Directory of Diagnostic Services Plant Diagnostic Services in Vietnam

Introduction Plantwise is a new global initiative, led by CAB International (CABI), to collect and share information about plant health. Plantwise is working with its partners in participating countries to provide practical advice to farmers on how to reduce crops loses caused by plant health problems, principally through the establishment of community-based plant clinics and development and improvement of in-country plant health networks and systems. In doing so, and with up to 40 per cent of the food currently grown worldwide lost to plant pests and diseases alone, Plantwise is helping to improve the improve the incomes and livelihoods of farmers, increase food security and alleviate poverty. Plant clinics work in a similar way to a doctor’s surgery with specialist plant doctors - trained by Plantwise – regularly running clinics where farmers can come for information and advice. Farmers can bring in a plant sample and receive a diagnosis and a suggested course of action when they have a problem with their crops. However, sometimes a diagnosis cannot be given immediately by the plant doctor and a plant sample needs to be referred to a diagnostic laboratory. Plantwise is helping to identify, and link plant clinics to, national and international networks of diagnostic services that can provide help and support with more complex diagnoses. To achieve this, surveys are being undertaken to acquire up to date information on plant health diagnostic laboratories and services that already exist in countries in which Plantwise is working with its national partners. This information is collated to create national Directories of Diagnostic Services (DODS) that contain details of the organisations and the type of service that each can provide. By referring to the directories, potential customers are able to see range of services on offer and can select an organisation that best meet their specific needs. Directories are also of benefit to those organisations that offer a diagnostic service, as they provide a means of publicising their activities and areas of expertise and increasing demand for their assistance. The existence of a collaborative and efficiently functioning network of plant diagnostic laboratories in a country is essential to its plant health system, as it provides a means by which accurate diagnoses and identification of organisms can be made and appropriate recommendations and advice provided. It also has an important role in monitoring known plant health problems and providing an early warning system for emerging problems,

including invasive pests and diseases, that can then be tackled without delay. Without accurate diagnoses and identifications inappropriate management measures would continue to be implemented, resulting in valuable time and resources being wasted, plant health problems becoming more destructive and reductions in yield, quality of produce and income becoming more severe. Summary In many countries in which Plantwise is operating it is possible to identify organisations that already provide a diagnostic service as well as organisations that, because they undertake plant health diagnostic work and can identify particular pest and diseases, could contribute to a diagnostic network. These organisations were contacted and through personal visits, telephone discussions or email and, through completion of structured survey questionnaires, relevant and consistent information obtained on the type of services provided by each organisation to enable compilation of this directory. It should be noted that due to (i) organisations providing a diagnostic service not being known to CABI staff and its in-country Plantwise partners and (ii) failure of some organisations to respond and provide information for the survey, some services may not be included in this directory. As the type and level of service provided by different organisations can vary markedly, even within a country, some services may not be relevant to a particular plant health problem or the specific needs of a customer. In order to facilitate selection of an organisation based on specific criteria, the information in this directory is presented in tabular form under a number of sections and topics, as listed below.
