LUXURY RESORT COMMANDS STRATOSPHERIC PRICE

Auberge Resorts and a group of partners including vintner Bill Foley have purchased Calistoga Ranch, a 50-room boutique resort, from Olympus Real Estate for an estimated $50 million.

The exact purchase price for the resort was not revealed but the group paid more than $1 million per room, said David B. Deniger, managing partner of Olympus, in a news release.

“The transaction represents one of the highest price per room hotel sales on record in the United States,” said John Strauss, managing director for Jones Lang LaSalle, who advised Olympus on the transaction.

Calistoga Ranch commands some of the highest overnight rates in California with average rates rivaling its sister resort, Auberge du Soleil off Silverado Trail, at $1,200 a night.

“The Calistoga Ranch experience coupled with the cachet of Napa and its excellent underlying market supply and demand fundamentals have enabled Olympus to maximize the sale price,” the release said. Auberge helped develop Calistoga Ranch for Olympus and has operated the resort since its opening in 2004.

In addition to Foley, other partners in the deal include Adventurous Journeys Capital Partners of Chicago. The firm owns and operates hospitality assets throughout the world and is an owner of Auberge Resorts, said a news release.

Another partner is Michael Uytengsu, a founding partner in Tusk Estates, a Napa Valley boutique producer of premium cabernet sauvignon, and a former investment banker and entrepreneur behind such brands as Sunshine Biscuits, Keebler Foods, HK Anderson and Somersault Snacks.

Set in a secluded 157-acre canyon Upvalley, the five-star Calistoga Ranch has 50 “contemporary guest lodges clad in cedar and gleaming copper (that) feature a series of freestanding rooms connected by expansive trellised decks.”

“Thoughtfully positioned among stands of oak and eucalyptus, ancient boulders and streams, the lodges offer an indoor-outdoor lifestyle with pristine forest views, outdoor living rooms and private outdoor shower gardens,” said the release.

“Guests enjoy the Bathhouse spa, where treatments take place in lodges next to a running stream, and the private Lakehouse Restaurant overlooking Lake Lommel. A cabernet vineyard, wine cave, hiking trails, yoga and meditation deck, fitness center and swimming pool are available for use by resort guests and owners of the resort’s 25 member lodges.”

Other Auberge properties include Auberge du Soleil and Solage Calistoga.

In addition to this sale, a number of other Napa lodging properties have changed hands recently. Napa’s 141-room Andaz hotel and a sister property in Savannah, Ga., was recently sold for a total of $115 million by Inland American Real Estate Trust Inc. of Oak Brook, Ill.

In 2011, Inland bought the 272-room Napa Valley Marriott Hotel & Spa on Solano Avenue for $72 million.

Napa’s Carneros Inn is also for sale. The estimated value for the 27-acre property is $60 million. It has approximately 86 rooms.

The Four Sisters Inns collection bought Napa’s Milliken Creek Inn and Spa in late October. The sale price was not disclosed.

Napa County jobless rate dips to 5.3 percent

apa County’s unemployment rate dropped to 5.3 percent in September and October, down

from 5.8 percent in August, according to data released on Friday from the state Employment Development Department.

The new rate compares to a 8.3 percent jobless rate statewide and 7 percent for the nation in October.

A year ago the Napa unemployment rate was 6.7 percent. At 5.3 percent today, the county’s rate remains at a five-year low. The last time the jobless rate fell below 5.3 percent was in January 2008 when it reached 5.1 percent.

The number of people looking for jobs in Napa County dropped 20.4 percent year over year, the EDD said. There were 5,400 job seekers in October 2012 compared to 4,300 this year. During the same time, the county’s labor force rose 1.5 percent, from 80,100 people to 81,300.

The September unemployment numbers were released a month late due to the federal government shutdown.

Napa County now has the third lowest unemployment rate for the state, according to the EDD. Marin took the top spot, at just 4.8 percent. Solano County had the 21st lowest; Sonoma County, the sixth lowest.

Jim Cassio, labor market/workforce development analyst with the Napa-Lake Workforce Investment Board, noted that the Napa economy added about 400 farm-related jobs and about 1,200 non-farm jobs in the past month, for a grand total of about 1,600 new jobs.

“Much of the increase in farm-related jobs is due to seasonal employment needs — the result of the harvest and crush. So that number will likely drop somewhat in the December employment update — although that will likely be obscured by holiday hiring in the retail sector,” said Cassio.

The increase of non-farm jobs occurred mostly in the manufacturing, professional and business services and other services sectors. Those jobs rose 4.8 percent year over year.

Construction employment jumped 13.8 percent year over year and manufacturing non-durable goods jobs rose 8.4 percent. Leisure and hospitality jobs rose 8.0 percent

“Leisure and hospitality is doing pretty well” in Napa County, said state labor market analyst Linda Wong. “Both employers and employees in the (Napa) area benefit from that,” she said.

In Napa, the vast majority of manufacturing activity is in winemaking, therefore some of that increase in the number of jobs is also seasonal, said Cassio. The services sectors often serve to support manufacturing, so as manufacturing goes, so goes many other industries that are part of the supply chain, he said.

“Overall, the increase of about 1,600 jobs is good news to the Napa economy, even if many of those jobs are seasonal, temporary and part-time,” said Cassio.

“But it’s also disappointing that the increase in jobs wasn’t accompanied by a lowering of our unemployment rate,” Cassio said. “Although our 5.3 percent jobless rate is already one of the lowest in the state, we would like to see an increase in jobs correspond with an decrease in unemployment which would serve to increase some worker’s wages that haven’t increased in several years.

“For some Napa families, that would be the best holiday gift they could hope for,” he wrote.

In other employment news, Winejobs.com released a report detailing wine job posting trends as of October. The Winejobs.com index indicates that job postings by wineries in October increased

8 percent from October 2012. The index is up 24 percent so far this year.

According to Winejobs.com, the hospitality index increased 37 percent from its level in October 2012 and is up 44 percent for the year.

The sales and marketing index increased 5 percent from its level in October 2012 and is up 10 percent for the year.

The winemaking job index decreased 20 percent from its level in October 2012 but is up 20 percent for the year.

Gasser developer plans489 apartments on Napa River

TULOCAY VILLAGE WOULD BE CITY’S LARGEST PROJECT

A developer has submitted an application to build what would become Napa’s largest

apartment complex on Soscol Avenue, along the east bank of the Napa River, behind the Gasser Building.

According to the city application, Quattro Development of Oxnard is asking for design review and approval of a tentative subdivision map for 489 apartments on the 18-acre site, which is currently open space. The property is owned by the Gasser Foundation, which obtained master plan approval for this project some years ago.

“It’s a fantastic infill project,” said Shawn Guttersen, project manager with Quattro Development. The company was named developer of the project in 2006, but the recession and flood control issues shelved the project until now.

“We think we are presenting a high quality project for the city,” Guttersen said.

Tulocay Village would consist of 489 units within 17 residential buildings with five building configurations. The buildings would be three-story walk-ups with parking underneath. A total of 824 off-street parking spaces, which includes 296 single-car garages, plus carports and uncovered spaces, are proposed.

Plans call for two studio units, 142 one-bedroom units, 312 two-bedroom units, eight two-bedroom townhouses, 11 three-bedroom units, and 14 three-bedroom townhouses.

The landscaped entry plaza will have a structure, described as an “iconic building.” Residents will be encouraged to share the building’s conference room

and business center “to promote life/work lifestyles at Tulocay Village.” A do-it-yourself bike repair area will be located along pedestrian and walking trails, said the application.

The entry center will have a community room, fitness center, yoga room, outdoor kitchen, dining area and bar, outdoor fireplace, bocce courts, pool, spa and cabanas.

Each building would be wood framed with stucco finishes in a blend of “contemporary and traditional architectural forms” to create a “modern village feel.” The three-story buildings would be approximately 36 feet tall, under the area’s 45-foot height limit, according to the application.

Regarding flooding concerns, the application says, “The site is located at a higher elevation than adjacent lands” and is no longer considered to be in a flood plain.

Storm water treatment will be provided by “vegetated swales” incorporated into grading and a large detention pond where water will eventually flow into the Napa River. The roadways in and out of the housing are all above the flood elevation, said Guttersen.  

The site is located within the Gasser Master Plan approved by the city in 2006. Start to finish, the project is estimated to take two years, said the documents. Gasser Foundation representative Joe Fischer and Guttersen would not speculate about the project’s estimated cost.   

The city would normally require that a percentage of the new housing be designated “affordable” but the

application states the developer plans to satisfy the requirement by paying an affordable housing impact fee and/or an alternative equivalent proposal.

“The Gasser Foundation has partially met the requirement by building a transitional housing facility” on Hartle Court, said Ken MacNab, planning manager, city of Napa. “We are working with the Gasser Foundation and the applicant on meeting the remaining requirements.”

The complex would also create two new public roads — North Gasser Drive within the complex and an extension of Saratoga Drive as the main entry into the housing development.

A separate development plan includes two future retail complexes to the east of the project along Soscol, where a number of existing businesses, including the Hanlees auto dealership, operate. Quattro will also develop the retail component of that project.

“We’re hoping that shortly after approval of this process, we will submit an application for the retail development,” said Guttersen. “We’re hoping to obtain approvals in early 2014, start work in 2014 and go vertical in 2015,” Guttersen said. Phase one of the housing development would have 204 apartments and a leasing and recreation center.

The complex would become Napa’s largest apartment community, by far. The next largest apartment complexes in Napa are Hawthorne Village, which has approximately 244 units, and Montrachet apartments with approximately 180. Alexander Crossing, the new apartment complex currently

under construction on Silverado Trail, will have approximately 134 units.

“This project is consistent with the Gasser master plan which did envision a large apartment project in this area,” said MacNab. “The project itself in my opinion is very well designed, balancing the need for high-density development and providing a very nice living environment for future residents.

“It provides needed housing in the community that will be more affordable than single family homes and it’s located near services, shopping and transit,” he said.

Giving the Gift of Home OwnershipThere are few purchases as

exciting as a � rst home purchase. Giving a gift of equity to a family member may be an exciting possibility for some families or � rst time homebuyers to begin their journey of home ownership. It can often take many months or years to save for a down payment. Along with the additional costs of moving, closing costs and relocating, new home buyers might � nd the possibility of owning a home daunting. When fully understood, a gift of equity could be a lasting and wonderful inheritance to a beloved family member.

A gift of equity is a gift of all or part of your equity in the property you own, your equity being the difference between the value and what you owe on it. If you own your home free and clear, you may gift a portion of your equity. A gift of equity is different than a gift of cash. There are different guidelines lenders require for obtaining a mortgage with a cash gift vs. a gift of equity.

A basic example might be a homebuyer purchasing a home from their parents who currently own the house free and clear. If both parties agree to a purchase price of $400,000, and the parents agree to gift the child $100,000 in gift equity, the loan would be in the amount of $300,000. Generally, most conventional mortgage programs require a 20% down payment when it is all gifted. If the gift is less it is typical that the borrower would be required to bring in 5% of his

own money to the transaction. The Federal Housing Administration

(FHA) currently accepts 100% of the down payment from a gift of equity. The following is a list of persons FHA has determined is allowed to offer a gift of equity.

• Parent

• Grandparent

• Child (biological, adopted or foster)

• Spouse

• Sibling or Step-Sibling

• Aunts/Uncles

As far as the mortgage is concerned, a gift of equity is typically acceptable for most loan

programs, provided the appraisal supports the required value for the purchase price and the gift is well-documented.

I recommend that a tax attorney or accountant be consulted to understand any tax consequences that could impact the buyer or seller. There are annual limits to the amount of the gift that the donor can offer. It is possible that the donor will need to � le a Federal gift tax return if the gift exceeds those limits. There will be no federal tax assessed at the time of sale. It will depend on the situation you leave at the time your estate is handled.

If you are fortunate enough to be in the position of receiving or giving a gift of equity, take the time to learn the details and guidelines of the transaction early in the process. Home ownership is a generous gift that can last for generations.

A proposed zoning amendment for the former Copia site at 500 First St. was the impetus for a lengthy public discussion at a

recent Planning Commission meeting.At the center of the discussion was the request

from property owner Copia Liquidating Trust on behalf of ACA Financial Guaranty Corporation to amend a regulation that dictates land and development uses at the 18-acre property.

ACA and developer partner Keith Rogal would like to transform the property into a “vibrant, pedestrian and riverfront development” that includes a reuse of the Copia building and the addition of a hotel, food service, retail and possible housing.

Copia, grandly titled “The American Center for Wine, Food and the Arts,” first opened in November 2001 to much acclaim. Robert Mondavi put up millions of dollars in seed money to get the center launched.

While Copia inspired other businesses to come to downtown Napa and the Oxbow, it struggled financially from day one, losing millions of dollars a year. Many locals never connected with the center. Attendance fell far short of goals.

When Copia filed for bankruptcy on Dec. 1, 2008, it had bond-financed debt of more than $78 million.

The meeting was a preliminary review of the request and included taking comments from both the commission and the public.

Commissioner Arthur Roosa said a number of participants spoke in support of Rogal’s reuse plan, while some residents from the Alta Heights area expressed concerns about the density of the project.

The city’s former community development director, Cassandra Walker, talked about how Copia’s redevelopment could affect other developments in the city, Roosa said.

Commissioners said they would like more time “to digest what it is that is being proposed, look at alternatives and discuss those alternatives,” he said.

“I’m guessing we will come back in a couple weeks and decide how we will walk through this process,” he said.

There was not much discussion from the Planning Commission about the project proposal itself because “it’s not a proposal” yet. “It’s simply a vision,” Roosa said.

“I’m confident that something is going to happen out there. It’s just a question of … whether the community is comfortable with it and the owner/developer feel like it’s going to be financially feasible for them,” said commissioner Gordon Huether.

Huether said he wondered about what was missing from the preliminary view of the project.

“Where are any kind of cultural institutions? Where are local-serving businesses? Can we please have anything left over from the original vision of the property?” he asked during a later interview.

He also wondered if adding tens of thousands of square feet of new retail space to the Copia site would effectively “shift the whole center of gravity of downtown and put it over to the east.”

Regardless, “I’m confident there is enough creativity that we can find the right reuse of that property,” Huether said.

“It was a very first meeting in this process and served as an introduction as to what we are trying to do,” said applicant representative Ryan Gregory of Riechers Spence & Associates. “We look forward to figuring out what can happen” at the site, he said.

“I think the commission will figure out the appropriate process and come up with the appropriate new zoning of the property,” said John Salmon, a Napa developer.

Earlier this year Salmon and Harry Price, developer of several significant downtown properties, asked the city to halt modifications of the Copia building until there is a city-approved reuse master plan for the entire 18-acre site. This group claimed that the office use was not permitted under the property’s current zoning. That master plan has not yet been submitted.

Salmon said he appreciates the opportunity for more discussion about the fate of the center. “We believe the Mondavis had the right idea, and the idea of Copia being the center for wine and food could be realized in its next iteration,” he said. “Hopefully this will be the beginning of a process where we can all sit down and figure this thing out.”

Developer Keith Rogal could not be immediately reached for comment.

A new group of local investors stepped forward with a proposal to repeat

BottleRock in 2014 after settling the steep debts from the inaugural festival and putting together a solid business plan.

Referred to as GSF Partners, the group presented its vision for BottleRock 2014 to the Napa Valley Expo board and a packed boardroom audience.

To proceed, the group asked the Expo board to move forward with contract negotiations for a multiyear lease with GSF. Ideally they’d like to have a signed contract with the Expo by Dec. 18, the investors said.

BottleRock’s new backers warned that unless a deal can be struck to continue the festival in 2014, BR Festivals would have no choice but to file for bankruptcy, with creditors receiving little or no return on what they are owed.

The new investors are Napa entrepreneurs Jason Scoggins, David Graham and Joe Fischer. Fischer is known for his work with Copia and the Gasser Foundation in Napa. Scoggins is the co-founder of Jumpstart Automotive Media. Graham’s experience includes building, operating and investing in technology and e-commerce companies, according to one biography.

Some of the other changes the group proposed included shortening the event from five to three days, reducing noise levels, increasing ticket sales, eliminating most helicopter noise, moving the date from Mother’s Day weekend to the first weekend in May and ending concerts earlier.

They would also pay off vendors and workers who are owed, according to Graham, more than $8.5 million. This is $3 million greater than the amount of debt that the Register has reported.

The Expo would be paid 100 percent of what it is owed, or $310,938, Graham said. Other vendors would be paid between 50 and 90 percent of amounts due.

GSF Partners has a letter of intent to purchase the BottleRock brand, name and assets, said Graham.

Even with their plan, “BottleRock is still not a slam dunk,” Graham cautioned. “There are all kinds of obstacles to overcome.”

The BottleRock name “may be tarnished,” he said, but “we can make this happen.”

Central to GSF’s proposal was the request that the Expo not put the festival out for an official

request for proposals, or RFP, that would allow others to make pitches.

According to BR Festivals’ attorney, Matt Eisenberg, a different concert promoter, Another Planet, has reportedly insisted that the Expo allow other companies to bid on hosting the event.

“BottleRock can only survive through a deal with a new investor (such as) GSF,” Eisenberg wrote. If such an agreement is not obtained, BR Festivals (the BottleRock LLC) “will have no choice but to promptly file for bankruptcy protection, in which case all creditors … will receive little to no return on their debt.”

After some discussion, the Expo board voted to move forward with contract negotiations with GSF but with the right to choose an RFP process.

The partners have also reached out to the largest BottleRock claimant, Saratoga Festival Investments, which filed a $3 million lawsuit this month alleging fraud against one early BottleRock investor, Jason Johnson.

The two investors behind Saratoga, Brad Buss and John Keller, are willing to be flexible and convert what they are owed into equity in GSF as long as the Expo signs a five-year agreement with the new partners, said Eisenberg.

The first BottleRock, while a huge success for attendees, suffered from a “glaring challenge,” Graham said. Namely, there were no senior finance people or senior management involved in the planning, he said.

“There was no CFO, no controller,” Graham said. “There were no direct cost controls, no accountability.” Those deficiencies would be fixed if GSF were to take over the festival, he said.

Before the vote, a number of BottleRock vendors and Expo neighbors spoke at the more than two-hour meeting. The majority supported the GSF group’s efforts.

“I’d like to see BottleRock continue,” said Dan de Polo, Darioush winery president.

“Work with these guys,” said Napan John Bonick.

“We like what BottleRock brought to downtown

and Napa,” said Fred Corona. “We are behind these three gentlemen 150 percent.”

“My company put in $90,000 in capital improvements at the Expo and wants to get paid,” said Emil Meyers, the father of BottleRock co-founder Gabe Meyers. When the festival needed a cash infusion days before the May event was to begin, Emil Meyers said, he took $100,000 out of his wife’s retirement account for his son.

“I’m hoping these guys can save my marriage,” Emil Meyers said.

Not everyone was quite as supportive. One neighbor, whose name could not be heard, said BottleRock co-founder Bob Vogt and Meyers had “crammed” the event down their throats.

Teresa Vogt, wife of Bob Vogt, questioned the existence of the letter of intent to buy the BottleRock name and assets.

“We haven’t seen it,” she said of the letter of intent. “You can’t take over assets of BottleRock without signatures.” Vogt may have resigned from his role with BottleRock, but he still owns “37 percent of the company,” Teresa Vogt told Graham.

Another BottleRock vendor said he was owed an “astronomical amount of money. I cannot tell you how stressful it’s been. Do what’s right for the other vendors.”

BottleRock vendor and designer Richard Von Saal said the GSF team “are our only hope.”

“I’m owed a lot” for work done at the event, he said. “It almost sank my company over the past six months.”

Gabe Meyers, who launched BottleRock with Vogt, sat quietly in the back of the crowded room during the meeting.

“We made many mistakes,” he said to the board and crowd. “I made mistakes.”

Earlier in the day, Vogt announced that he had voluntarily resigned as manager of BottleRock’s LLC, BR Festivals.

“Bob Vogt and myself are no longer on speaking terms,” said Meyers. “He won’t return my calls.”

Napa Yacht Club: Wine Country at water’s edgeBy Jennifer Huffman

Realtor Shawna Terry said she hears a common refrain when

introducing would-be homebuyers to the Napa Yacht Club, a private residential community.

“You can live on the water in Napa?” is the frequent response, said Terry, who also lives in the Yacht Club. “They are just stunned there are homes on water in Napa.”

For the 214 homeowners of the Napa Yacht Club in south Napa, waterfront living is no surprise. To these residents, the community is a bit of a hidden gem, one that flies under the radar but attracts both boating enthusiasts and those who like the privacy of gated community living.

“It’s like the best of everything,” said Terry. “We just love being here.”

First built in 1989, the Napa Yacht Club is one of Napa’s few gated neighborhoods. The majority of the homes are located on “peninsulas” and encircle lagoons with private boat docks just steps away from back doors.

Located at the end of Jefferson Street, the club is on the river near the River Park Shopping Center, the Meadows retirement community and a set of new apartment buildings.

Scott Messenger and his family didn’t exactly fit the Napa Yacht Club mold when they moved in 16 years ago. The first wave of homeowners were older and many already retired, he said.

In their early 30s and late 20s at the time, Messenger and his wife, Dianna, rented a home on one of the nautically named streets.

One day Messenger put up a tent on his front lawn. Soon afterward a neighbor asked him exactly how long he was going to leave the tent up, he recalled with a laugh.

No worries, he told her. He was only cleaning it out for a camping trip, Messenger said. But the interaction did remind him that he wasn’t living in a community where just anything goes.

The private community, funded by homeowner association dues, has extensive covenants, conditions and restrictions, known as CC&Rs, that legally define the visible components of the neighborhood.  

“We didn’t know what a CC&R was, but after living here for a while, it’s kind of nice,” Messenger said. “We like the orderly aspects of it and how the community is taken care of. It’s just a great place.”

Dictated by those CC&Rs, things like street parking, garage sales, trailer or

boat parking, signs, pets, trash storage, antennas, mailboxes, house colors, “quiet hours” and yard maintenance are all regulated and monitored by a management company. To outsiders, some of these rules can come off as overly restrictive. But for the residents, those guidelines are exactly what they like about the neighborhood.

Marie Wolfe moved to the Napa Yacht Club from the New Jersey shore some 20 years ago. She wasn’t looking for a gated community, but she fell in love with the view over the river, she said.

The CC&Rs protect the environment and “maintain the value of the community,” Wolfe said. With CC&Rs, “you can’t have cars on the lawn next to you” or parked on cinderblocks next to your expensive house, she said.

“Our lots are small,” Wolfe noted. “My house only has 10 feet on the side. We share a lawn. Imagine if they didn’t keep up half of their lawn? I’d be pulling my hair out. I like a community that’s neat and clean and I can be proud of when people come to visit,” she said. “I can’t imagine what the community would look like without some zoning rules.”

She has not heard much argument against the CC&Rs. “People are given the rules before they buy in here. If they really don’t like it — why live here?” Wolfe said. “It’s worked. The community is really a nice looking community. People care about their properties.”

After renting for a number of years, Messenger and his family ended up buying a home at the club, and then moving a second time to another house in the development. In 2008, they added a second story to their current house.

“I love the fact that my kids can play on quiet streets and ride bikes to the marina park,” said Messenger. “They’re not in harm’s way,” he said. In addition, “I love the exposure to the waterways,” watching fishers, boaters, kayakers and various visiting creatures like sea lions and otters.

The Napa Yacht Club has become home, said Messenger, who as club treasurer sometimes spends as much as 10 hours a week on the volunteer position, in addition to his day job in global contract management for Nokia Solutions and Networks.

It’s a commitment he gladly took on to make the most of his community, Messenger said. “At the end of the day, we just like it here,” he said.

“I’ve always been a sailor and a boater,” said Napa Yacht Club resident John Salmon. “If you were born and raised around water there is something inside you — you need to be around water.”

Salmon said, like Messenger, he started his residency as a tenant. Biding his time, he waited until a house on a favorite street facing the river came up for sale.

In 2007, he and his wife remodeled the home to expand their views. “When you open the front door you know you are on the water,” he said.

To some Napans, the idea of living in a gated community might come off as somewhat elitist or downright restrictive. For others it’s simply not affordable.

With home prices ranging from around $600,000 for a home with no water access to as high as $1 million, homeowners typically come from a higher income demographic.

In the beginning, that meant buyers were mostly older executives, dual income working couples or retirees. But after the most recent recession, home prices dropped and the population of the community began to shift.

Some of those earliest homeowners retired to adult communities and others moved on. With a decline in home prices, younger families bought homes. Messenger estimates he’s seen a 10 to 15 percent increase in families with kids move into the Napa Yacht Club.

The culture of the community has also changed over the years, Messenger said. As a brand new gated community, some early residents had taken on a watchdog role over big, but also relatively minor, details, he said.

Over time and during the tenure of different management companies,

those attitudes have mellowed. Today, “we’ve concentrated on making the neighborhood a more inviting place for any demographic,” said Messenger.

Repetitive “private property” signs were removed from front gates. Money was allocated for neighborhood parties with entertainment for both kids and adults. The Fire Department was invited to keep a boat at the Yacht Club’s marina. Entrance gates have been opened for trick-or-treating on Halloween.

New residents have been encouraged to join volunteer committees such as “community enhancement” and “holiday lighting.” A new, Napa-based property management company was recently hired. A million-dollar dredging project was finally completed.

Even the CC&Rs got a communication makeover. An inch-thick set of regulations was distilled to a more readable 12-page guidebook.

“Now we have an easy-to-read document so people aren’t running around on eggshells” about what they think can and cannot be done, Messenger said.

Terry agrees with Messenger. In recent years, the Realtor made some pointed suggestions to the Yacht Club board. She started with the ever-important first impression.

“We went to the board and said we need to put some money back into the entry.” What was fashionable in the early ’90s had begun to look dated, she said. “We had the elk in the entry and the walls were pink, the gates were turquoise. It needed freshening.”

The board agreed. Replacing an original elk statue is now a 9-foot-tall, 2,200-pound anchor and other visual improvements. The result was a success, Terry said.

“It really represents a community on the water now,” she said.
