Napa Valley is one of the most desirable regions in the country and well known throughout the world. As longtime Southern California residents, my family and I have had the great pleasure of visiting this area for the last few years on our annual vacations. Napa Valley became one of our favorite vaca-tion spots, and we planned (or dreamed) to one day move to the Napa area. The dream of living in Napa came to fruition in May as I joined Napa Valley Publishing as the new digital and print classified ad director, coming from a job in Lee Enterprises, the parent company of Napa Valley Publishing.

We are very fortunate to have the opportunity to call Napa our new home. My wife, Kathleen, and my sons Tristen and

Dylan will be joining me in Napa as soon as Dylan gradu-ates from high school. My family and I are looking forward to enjoying the many attractions that this beautiful area has to offer. The local culture, outdoors activities, beautiful surround-ings, exquisite cuisine, and of course great wine are some of the reasons that my wife and I are so excited about moving to the Napa Valley.

After nearly two years of debate – and resis-tance from some neighbors – a developer has the go-ahead to raise a three-story commercial building at downtown Napa’s north end.

The Wiseman Co. LLC of Fairfield gained approval in June from a divided City Coun-cil for the building, which will occupy a vacant lot at 1300 Main St. at the northeast corner of Clinton Street. Completion of the 21,500-square-foot complex, which will include retail and restaurant space at ground level with office space upstairs, is scheduled for April 2017, according to R. Scot Hunter, a Wise-man principal.

The approval came only after prolonged dis-cussions about its size and height – nearly 4 feet above the 35-foot cap for buildings immediately to its north – and whether the building’s lack of vehicle spaces would shrink a parking supply some residents say already is being strained by fast-growing downtown development.

In the end, Wiseman got the go-ahead to pay into a city fund for a future down-town parking garage – but not all agreed that the proj-ect was distinctive enough to justify the lack of immediate parking relief, or a greater building height than city codes normally allow.

From the start, Wise-man directors described the roughly 90-foot square lot – where city design standards would require space for 57 vehicles – as unsuitable for on-premises parking, and instead sought to help fund the same number of slots in a city-owned parking structure.

Napa’s Downtown Specific Plan, passed in 2012 to guide development in the city’s heart, allows exemptions from parking requirements or height limits for buildings of superior design or merit. But two council members declared the Main Street building would fall short of that bar and voted against Wiseman’s plans, saying the project is not distinctive or useful enough to justify straining parking supplies or overshad-owing low-slung houses to the east.

“It’s a transition zone close to a neighborhood;

it’s an old neighborhood that’s flourished, so a less intense use is called for,” said Mayor Jill Techel. “It’s a great-looking building, but I don’t think a great-looking building (alone) makes for a superior use. I think sometimes staff gets caught up in the architecture more than the idea of what’s going on in there that makes it dynamic and exciting.”

“I just don’t think we do outside-the-box design by expanding the box, and that’s what this project has done,” added Juliana Inman, saying the project lacks the ambition and visi-

tor appeal of the Copia (and future Culinary Institute of America) complex, Archer hotel and other large-scale projects downtown. “I don’t believe that, when we are trying to apply a form-based code, that you throw out the form.”

Despite such concerns, the other three council members voted in favor of

Wiseman, granting it an ordinance releasing it from the on-site parking requirement. A second approval of that ordinance will allow the start of construction.

While the existing temporary lot at the building site will disappear, a larger temporary lot near the former Cinedome theater block will open this summer, months before the Wiseman building is ready, according to Community Development Director Rick Tooker. That new parking supply, together with the developer’s funding of a future garage, justifies letting the Main Street building move forward, said Coun-cilman Peter Mott.

“Parking is not going to be a long-term issue for us in this (neighborhood),” he said, joining

Mary Luros and Scott Sedgley to approve the building. “It’s a high enough priority for the city and this council that we’re going to solve it in the very near future.”

After earlier offering to give Napa $15,500 for each of 57 future garage slots, Wiseman officials said they would pay whatever parking impact fee the city has in effect when the Main Street complex opens. Hunter, the Wiseman principal, estimated that figure would likely reach $1 million or more.

City officials are seeking about $3.4 million to fill a funding gap for a downtown parking structure, which would hold 350 to 400 vehicles and is estimated to cost at least $12 million. In March, the council discussed a major boost in the fee it charges developers for each extra space a new building requires, from the current $7,500 to $20,000 or more.

No amount of funding, however, would mollify neighborhood critics such as Linda Kerr. The height and scale of Wiseman’s planned complex, she told the council, would encourage other builders to challenge development codes – especially low-rise areas perched between downtown and residential neighborhoods – and render them toothless.

“All development standards for all down-town parcels will be fair game,” she predicted. “The city will have lost any reasonable and legal explanation to reject any and all proposals.”

Such disputes over the appropriate scale of new buildings are bound to repeat themselves as Napa’s land supply dwindles and becomes con-centrated into more crowded areas, said Sedgley.

“Napa is changing, but other than a mor-atorium on development, what do we do? We try to fit in the best development we can in the appropriate locations,” he said. “It’s not always going to be accepted by everyone involved.”

A total of 7 acres of prime downtown land ripe for redevelopment is for sale if a buyer can manage to seal two deals at one time.

The south lot of the Copia property at 500 First St. has been listed for sale by property owner ACA Financial Guaranty Corporation for an unknown price.

Immediately adjacent to it, the county has listed a surplus corporation yard at 933 Water St. for sale for between $4.3 and $5.7 million.

The Water Street property presents a unique opportunity, said listing agent Bill Kampton of Colliers International.

“It has a great location — right by the former Copia and Oxbow where everything is happening right now,” he said. In addition, “It has a ton of river frontage.”

The south Copia property is “superbly located to capitalize on the ongoing transfor-mation of the city of Napa (and) Napa Valley wine country, a region known for its high barriers to entry,” said a marketing brochure for the lot, which is currently used primarily for parking.

If there is a buyer for the south Copia lot, then adding the Water Street piece to it “gives them more flexibility and acreage to work with,” said Kampton. “As everyone can see, when you go around Napa now, real estate opportunities are getting harder and harder.”

The sale of the Water Street property “pro-vides a great opportunity for a development to go forward that links the two properties into something that would be an asset for the community,” said Larry Florin, Napa County director of housing and intergovernmental affairs. Together, the two parcels could be used “to create something that is unique for that part of town.”

The biggest benefit of the Water Street lot is “location, location, location,” said Florin. It’s a prime piece of downtown real estate, he said.

“It’s centrally located and it’s across from the Oxbow. As the CIA’s Copia comes back to life, it will be right in the middle of so much going on. Plus it has some really good views and access.”

He’s optimistic the two parcels could be bought by the same buyer. “We think it has value by being linked together.”

The Water Street property could become

part of the Oxbow Public Market, said Steve Carlin, Oxbow CEO.

“We’ve expressed that interest to the county and the city already,” he said. “We’re considering it as a possible way of expanding” the market concept, possibly for parking.

“As more successful businesses come into downtown and the Oxbow, there’s going to be a need for parking. We just have to wait and see whoever purchases the south lot what their plans are.”

He’s not currently interested in buying the south Copia lot, said Carlin. “While we have considered it, we’re not actively engaged in discussion with ACA on it,” he said.

Carlin said the two parcels are just another

piece in downtown’s redevelopment puzzle. Other key components include the former Town Center, a hotel at the former planned Ritz Carlton site and the CIA’s use of the north Copia lot.

“We’re all trying to do the same thing — make Napa a place everyone wants to visit and support,” he said.

City Redevelopment Director Rick Tooker said a number of interested parties have con-tacted the city about the two parcels.

Ideas mentioned have been broad, includ-ing a mix of residential and non-residential, hotel and retail.

“Of course you want these larger sites to develop,” said Tooker. “You want to fill in gaps.” The CIA and Oxbow Public Market “will only succeed that much more with the development of the south side of Copia,” and the Water Street lot, he said.

However, “We don’t know if there’s a buyer and if there is, we don’t know what their plan is. We’ll have to see.”

Like the Riverfront redevelopment, such a larger site provides unique opportunities.

“Riverfront did it successfully, but we haven’t had a lot of opportunities since then to do something that big on large parcel,” said Tooker.

The real estate broker for the south Copia lot and a spokes person for ACA declined to be interviewed for this story.

Copia first opened in 2001 with philan-thropic contributions to the project totaling about $50 million. In addition to the contri-butions of the Robert Mondavi family and others, Copia borrowed about $78 million, financed by bonds issued through the Cal-ifornia Infrastructure and Economic Devel-opment Bank and backed by the guaranty of ACA Financial Guaranty Corporation.

In 2008, these bonds went into default when Copia filed for bankruptcy. In 2010, Copia Liquidation Trust, an entity controlled by ACA, took title to the property on behalf of the bondholders. The trust was charged with maximizing sales proceeds.

In 2015 the Culinary Institute of Amer-ica (CIA) purchased the north section of the campus at 500 First St., with plans to offer a broad array of food experience. Events are scheduled to begin this year.

At the gate of Auction Napa Valley 2016, servers were offer-ing pisco sours as well as the usual celebratory glass of spar-kling wine.

And on the fairway of Mead-owood Resort, always the site for the annual live auction, 100 feet or so of the green had been turned into a live fire cooking site. Six wire domes had been erected over circles of burning logs. From them dangled trussed chickens, enormous chunks of prime rib beef, and cabbages. Cabbages? Butternut squash were buried in the circles. In pits, salmon, beets and carrots were buried and cooking.

“It’s an art installation with prime rib,” said Aram Chakerian, operations director for the Napa Valley Vintners, which master-minded the four-day Auction

Napa Valley, now in its 36th year of raising money for the community from an international gathering of wine lovers.

This year, Agustin F. Huneeus was honorary chairman, 20 years after his dad was chairman. It’s his prerogative to put his own stamp on the “grand-daddy of all charity wine auctions” in the U.S. Huneeus, whose family members are also leading vintners in Chile, was doing that.

Beneath a giant tent, a band was playing lively Latin music that went with pisco sours. The chef of the day and master of the dome fires was from Argentina, Francis Mallmann, whose restaurants cele-brate the style of live fire cooking he learned in his native Patagonia. Mallmann had made five trips to Meadowood to prepare for this event, dinner for 900 after the auc-tion. His team, in pink shirts, had been tending the fires, despite their blazing heat, since 4 a.m.

Patsy McGaughy, commu-nications director for the Vint-ners, explained that Huneeus wanted to focus on throwing a great party that just happens to raise millions.

Under the welcome tent, a bar was filled with bottles and bottles and more bottles of wine. Volun-teers, the mainstay of the auction, were filling glasses. At each end were Hog Island Oyster Bars. People were arriving from vint-ner-hosted lunches; since Thurs-day, they’d been wined and dined up and down the valley.

Always, at the wine auction, I’m reminded of a line from the Beatles’ song that asks, “How does it feel to be one of the beautiful people?”

“We just love the auction,” one woman explained to me. “You meet such a diversity of people. Some have been rich for a long time, and some have just made their first mil-lion and are here to celebrate.”

“And some are journalists,” I pointed out.

“And winemakers, too!” she said.We journalists were there as a

team, not to be beautiful, but to work: veteran wine writer Pierce Carson, St. Helena Star Editor Dave Stoneberg, photographer J.L. Sousa, and myself, the sometime

editor of the Napa Valley Register wine section.

“Take a note,” Sousa said. “They’re opening 2,400 oys-ters. Burning three cords of oak. I asked.”

Despite this air of South Amer-ican, easygoing luxury, Huneeus had everyone in the main tent and ready to bid by his target: 4 p.m. The number of auction lots had been reduced from 50 last year to 36. The goal was to maintain a lively enthusiasm, and have every-one out to enjoy Mallmann’s feast by 7:30.

Inside the tent was filled with

tables, the action was nonstop. Vintners host the tables, but people are constantly on the move, guests mingling with servers bringing in snacks to sustain the bidders. The tables are lined with wine bottles.

Stoneberg and I sat together while J.L. bounced about getting his opening shots. We declined the wine even though we were sitting at the Louis Martini table. We had a deadline to file a story for Sunday’s print edition by 5:30. Stoneberg had his computer out amid the wine glasses, and a spread of breadsticks, nuts, cheese, salumi and M&M’s printed with Napa’s

Grapecrusher.The auction began with a siz-

zle: The lot from the Huneeus’ Quintessa, 21 bottles of wine, dinner for 20, a personalized wine thief and annual tasting for life, raised $680,000 when it was dou-bled and matched.

Once the auction is underway, it’s hard to say what flows faster, the dollars or the wine. The auc-tioneers, Fritz Hatton and Ursula Hermacinski, are a team that lures the paddles up in the air. She is gra-cious and personable; he is a crazy man, who mimicked cars, trains, airplanes and every imaginable animal as he described the lots: a two-week world cruise, an African safari, wine-tasting in Israel, golf in Maui, always paired with Napa Valley wines.

Sometimes the numbers rise so fast, it’s mind-boggling — $100,000 becomes $200,000, $300,000. The gavel comes down at $500,000. Music booms out, and red ribbon confetti rains down on the winning bidders.

Sometimes one can lose per-spective: What? That lot only went for $70,000? Then I recall that that’s twice what I earn in a year at the newspaper.

Depending on which local busi-nesses you ask, BottleRock 2016 was a boom or bust. Some reported higher sales, while others said the suffered.

Business owners seem to agree that BottleRock,which attracted well over 100,000 attendees, is a good thing for the valley, but many wished it wasn’t held on Memorial Day weekend, which is already a popular holiday.

Baris Yildiz of Ristorante Alle-gria said his restaurant slowed down during prime concert hours, but picked up between 10 p.m. and midnight.

In a “if you can’t beat them, join them” tactic, Yildiz hosted a booth

inside the Expo. Offering food from both sites helped make up for slower hours at the First Street restaurant, even if it was more work on his end, he said.

However, there is one thing he would like to see changed. “It shouldn’t be on a holiday weekend,” said Yildiz. Memorial Day is already one of his busiest weekends, he said. “Why not have the concert on a dif-ferent weekend?”

“Devastating” was how Troy Pelzl, managing partner of the Jimmy Vasser Chevrolet-Toyota dealerships, described BottleRock’s effect on his weekend sales.

Memorial Day weekend is one of the biggest car events of the year, he

said. Manufacturers spend a lot of money to drive business to the deal-erships. But Pelzl said his customers “did not want to deal with the traf-fic,” real or imagined.

Most dealerships can expect to double or more a normal weekend’s business on Memorial Day weekend. Instead, “We did barely half of what we would do on a regular weekend,” he said. “It was not good.”

While he thought BottleRock seemed well-organized, “If it was done on another weekend, they could be successful and the dealership could be successful at the same time.”

Kevin Massie, owner of Napa Ford, said his dealership didn’t get the usual “lift” from Memorial Day

vehicle sales either. “If they did it on another weekend, it’d be better,” he said.

He thinks locals, afraid of getting stuck in traffic, avoid Soscol Avenue. He even warned some shoppers by phone about getting snared in festival traffic coming into Napa.

However, “my observation is that once you get into town, the traffic is not highly impacted,” said Massie.

At Angele restaurant on Main Street, lunch business during Bot-tleRock was up significantly, said Kelly Mitchell-Jacks, general man-ager. In fact, Angele opened earlier over the weekend to accommodate

those out before the festival began, she said.

“However, our evening business is quite slower than what it would be on a normal weekend,” she said. That’s disappointing, she said.

“As most restaurants do, we look forward to our holiday weekends to really drive up business,” she said. “We would prefer to see the festival on a different weekend.”

BottleRock was a great for her business, said Becky Anderson, owner of Miyamo boutique on First Street. “There were a lot of people in town — we were really busy in the mornings and early afternoons.” Sales at her clothing shop “were definitely up over last Memorial Day weekend.”

Justin Dragoo of Latitude 38 Entertainment, the festival’s pro-ducer, said limitations on the Expo calendar and other community events like graduation, the Home and Garden show at the Expo, NASCAR weekend and Auction Napa Valley influence when the fes-tival can be held.

“The weekend that works best for Napa Valley community calendar is the last weekend in May,” which is not always Memorial Day weekend, he noted.

BottleRock 2013 was held on Mother’s Day weekend and Bot-tleRock 2014 fell on Memorial Day weekend. BottleRock 2015 was not on Memorial Day weekend. Bot-tleRock 2017 is scheduled for May 26-28, 2017 which will be Memorial Day weekend.

Dragoo said that most of the business he has talked to said they were “abnormally busy” right before and then right after the festival. Other business owners are using new tactics to reach those ticket holders including special events, after parties and promotions.

“We want all of downtown to thrive because of all the new people coming to discover the city of Napa,” said Dragoo. Festival producers are attempting to survey this year’s ticket holders to find out the extent to which they experienced other Napa Valley attractions, he said.

“New people are discovering downtown Napa and realizing that

when they come for an event like BottleRock, there’s so much more to see and do in Napa Valley than just go to the music festival,” said Dragoo.

“We’re encouraged by that. If we can make BottleRock become ingrained within the community and have everybody benefit from the new people coming to town that will make us very happy,” he said.

“I understand his perspective,” said Pelzl of Jimmy Vasser Chevro-let-Toyota, “but not only does it cost the business in the dealership, but when you figure the sales tax revenue on the sale of a new vehicle, it costs the city as well.”

“Something has to be done,” said Pelzl.

Carrie Bowman, owner of Napa Valley Wine & Cigar on Silverado Trail, said her business was down 50 percent over a normal Memorial Day weekend.

“Usually it’s a huge tourist week-end for us,” but not this year.

In addition, her parking lot had major clean-up issues, she said. In the mornings after the festival, she found trash, feces, toilet paper and paper towels.

“I think it’s absolutely one of the worst weekends they could pick to do it,” said Bowman.

Hotels are booked by BottleRock visitors and “there’s nowhere for the other people who would normally be here supporting restaurants, wineries and shops,” Bowman said.

“I’m irritated that there has not

been any consideration for not only us but all businesses in the valley,” she said.

Dragoo said Bowman’s report of litter was news to him. “We were not aware of any incidents like that, but anybody that would like some assistance with clean-up should call or email us. We will make sure that any issues are taken care of as quick as possible.”

Rick Molinari of Molinari Caffe said that his business was up double or triple from Thursday to Tues-day, before and after the Memorial Day weekend.

“BottleRock totally helps us a lot,” he said. “It’s a good customer base, a good vibe.”

“You have to be prepared for it,” he advised. “Find a way to pull locals in,” such as promotions or incentives, he said. “The locals think they can’t come downtown” but from around 11 a.m. to 4 p.m., there’s plenty of parking and things to do, he noted.

Chris Sakellariou, owner of the Olive Tree Restaurant on Silverado Trail, said he was “very upset.” Due to a lack of customers, he lost an esti-mated $3,500 in revenue.

“For three days we had no busi-ness,” he said. “They should do it some other place with more room,” such as a vineyard or area away from the city.

“If I can afford to close up next year, I will,” he said.

Barry Dinsmore, general manager at Dean & Deluca in St. Helena, said he supports BottleRock, but

“it definitely seems to be impacting business,” even UpValley.

“My business goes up 25 percent on a holiday weekend,” he said. This year, “we were down.”

“The locals are hunkering down. They stay away because they think it’s madness. In fact it’s not mad-ness. The reality is, it’s easier to drive around that weekend.”

“It’d be great if they could just not have it on Memorial Day,” he said. “Every hotel would sell out anyway, so have it another weekend when they get another chance to all sell out and then on Memorial Day weekend all the businesses can thrive.”

From a lodging standpoint, Bot-tleRock went well, said Clay Gregory, president and CEO of Visit Napa Valley. Among his constituents, “everyone felt they had a good week-end — better than a normal Memo-rial Day weekend would have been.”

Because there was more demand this Memorial Day weekend, lodging properties got higher and better rates than normal, he said.

“Overall, we’d still like it if it was on a different weekend in May,” he said. “If we could, we’d pick Moth-er’s Day weekend. That’s the weakest weekend in May for lodging.”

Regardless, “I think they’ve done a really good job of being reflective of the Napa Valley. And it brings a demographic that is a little younger than our average visitor, and hope-fully they will come back time and time again.”

You have searched on line for which area of Napa you want to live. You have bonded with a Real-tor that has sorted through the homes available. You have nego-tiated against fellow home buyers

to c rea te con-tract agreement.

On the path to close of escrow and home owner-ship you think this stressful event is near completion. The truth is that without proper

planning and managing your expectations the stress might just be increasing.

To accomplish any task, large or small, requires a personal commit-ment of both time and energy. In real estate, as with life in general, goals are achieved by a good plan well executed and the purchase of your home is no exception.

Several years ago a client shared with me a list of nine words in a saying that has held true over time: “prior proper planning pre-vents problems, pleases people and produces profits.” While certainly applicable to all aspects of busi-ness and personal life it certainly holds true in today’s fast paced real estate market.

The moment of actually obtain-ing title and moving in to your home is one filled with excite-ment, anticipation and emotion for everyone concerned. There are many things to be done, informa-tion to be provided and deadlines to be met. Some “Prior Proper Planning”, with the guidance of your Realtor, will go a long way in making these final moments of the sale smoother and less stressful.

* Establish a closing check-list. Create a checklist including exactly what needs to be done, who is responsible for completing and an assigned date for when it will be accomplished. Included will be such items as requests for information for the lender or title company, insurance cover-age, utility accounts, last minute

repairs, packing and moving dates, available time to sign closing doc-uments, as well as how and when closing funds will be delivered. By having a common calendar and list of all items to be done, everyone responsible will know exactly what is to be done and when.

* Create a dress rehearsal by reviewing with your agent what will take place during the closing process. Homeowners move about every seven years. Because this is an infrequent process for most, they are unaware of what the “lender’s package” is, what “underwriting” is or why the title company is required to comply with the “good funds law” when you bring your money to closing. An informative meeting will educate you as a buyer on how the closing and recording process and what you can expect to happen.

* Review documents before coming in for signing. You may not have the actual documents in advance, but by looking at esti-mates and sample documents you will know what you will be seeing and what to look for. Your agent can have an Estimated Buyer’s Closing Costs or Estimated Sell-er’s Net Sheet provided for you with an estimated closing date. It

is much easier to understand small dollar adjustments than to see the costs and proceeds for the first time. With the new lending dis-closure laws you will have detailed estimates which will reduce the amount of time needed for docu-ment review on the date of signing.

* Review closing and occu-pancy dates with your agent. Plan your move by setting appointments for signing, moving, cleaning and any other last minute tasks. The date of recording and date of moving are often different. If they are not the same, it is important to have occupancy before or after close of escrow stated in a separate agreement signed by the buyer and seller. This will keep communi-cations clear and respect the fact that early occupancy by the buyer, or the seller staying in the home after selling, will actually create a tenant-landlord relationship.

* Avoid last minute surprises.Last minute issues, when it is time to record, add stress and anxiety to an already emotional process. Items such as the failure to get insurance coverage or a notice of completion from the pest control company can bring the recording process to a halt. Even the actual deed itself, which requires a notary,

can be signed in advance at the seller’s convenience and be kept by the title company until the date of recording. This will eliminate last minute overnight deliveries and driving across the county to meet a recording deadline. The ripple effect of poor planning can be great in a real estate transaction. Buyers, sellers, lenders and others have made plans and relied on a closing event to occur on a specified day.

When it doesn’t happen, height-ened emotions and lost expecta-tions create a new set of issues to be dealt with. The successful sale or purchase of your home consists of the coordination of many con-ditions to be met, activities to be completed and dates to be com-plied with.

Your Realtor, with the best effort, may find that some issues are outside of his or her control. Along with “Prior Proper Planning” and professional assistance, you are well on your way to a smooth and suc-cessful close of escrow in December or in the coming new year.

A plan to turn one of Napa’s oldest houses into its newest bed-and-breakfast inn has passed another milepost on the road to city approval.

The Planning Commission gave its go-ahead in June to refashion the 1860s-era Williams Smith House at 1929 First St. into a seven-room inn. Four commissioners voted in favor of the bed-and-breakfast conversion, with Michael Mur-ray absent.

Final approval rests with the City Council, which may take up the plan as early as July 19.

Four existing upstairs bed-rooms would be opened to paying guests, while the overhaul would create three more guest rooms on the ground floor along with a dining room and common room. An eighth room would house the B&B’s on-site manager.

The inn would include eight parking spaces on the property, and an existing, non-historic garage would be torn down.

The project had won a recom-mendation last month from the city’s Cultural Heritage Commis-sion, after owner Shahin Shahabi of Stonehedge Winery downsized it from an earlier plan the commis-sion rejected in 2015

In response, Shahabi and his representatives made various changes to placate neighbors and other innkeepers worried about increased traffic, noise and parking shortages. The number of guest rooms was cut from 10 to seven, the deck was downsized, additional window openings were dropped and a planned bocce court was scrapped. With those changes, the B&B gained the heritage commis-sion’s support in a May 12 vote.

Still, some of the Williams Smith House’s neighbors remained

skittish about the possibility of guests disrupting the neighbor-hood’s peace – even as Shahabi’s architect, John Kasten, sought to assure officials the new inn would not host weddings or public events, or allow live or amplified music.

Ralph and Ladan Dalla Betta, who purchased a nearby home in 2013, asked for consideration of a fixed nighttime quiet period, maximum decibel limit, and a pre-emptive ban on swimming pools or hot tubs on the property. Commissioners declined to set a hard decibel cap, only adding conditions to build an 8-foot-high fence and reduce the size of the inn’s outdoor sign.

As a bed-and-breakfast, the Smith house would share a stretch of First Street with two inns on the opposite side – and one of those innkeepers predicted increasing difficulty for newcomers, especially after Napa reverses the one-way flow of westbound First Street

and eastbound Second as part of a traffic roundabout project near Highway 29.

“As a Napa resident for 35 years, I am very aware of the traffic on First Street,” said Jim Beazley, founder of the Beazley House to the east. “It’s dangerous and it won’t get any easier, because First Street will get turned around; it’ll become a gateway into downtown Napa. Traffic isn’t going to get any better; it will become much worse.”

Despite those concerns, com-missioners placed more weight on putting the historic mansion to use and closing off the risk of neglect.

“The biggest threat to any his-toric property is that it remains vacant,” said Paul Kelley. “The best use for a building is to no longer be vacant; we need to find a use for it. Buildings need to evolve with time to remain viable.”

The two-story home dates to about 1868, two decades after the city’s founding. Its namesake and

original resident, Williams Smith, hailed from Massachusetts before heading to the California gold fields and then, as an 18-year-old, into Napa in 1850.

After a stint as a tinsmith, Smith partnered with C. Cheeseborough to open Smith & Cheeseborough Hardware Co., one of the young city’s first hardware stores. He later had roles in the creation of the Napa Building and Loan Associa-tion and the Napa Gas Co.

Designed in the Second Empire style, the Smith house is composed of wooden shiplap siding and a paneled, bracketed cornice that meets a roof clad in octagonal shin-gles. The facade facing First Street has remained as originally built, though the property gained a two-story addition sometime before the turn of the 20th century.

The building is listed on the city’s registry of local landmarks, and was added to the National Register of Historic Places in 1995.

(BPT)—With temperatures—and therefore, electric bills—on the rise, American homeowners are looking for the most effective ways to make the biggest dent in their energy bills; however, many may be overlooking some of the most important energy-saving strategies.

Homeowners are more likely to do simple things around the house to conserve energy, according to the Lennox Home Energy Report Card Survey. Those simple things may include changing air filters in a heating and cooling system on a regular basis, unplugging electron-ics when not in use and turning down the temperature setting on a hot water heater.

While these activities can cer-tainly help save energy and money, Jennifer Franz, an energy efficiency expert at Lennox, a home heating and cooling manufacturer, says homeowners need to take a close look at how they heat and cool their homes if they truly want to make a substantial dent in their

energy bills.“More than half of a home’s

energy costs comes from heating and cooling the house,” says Franz. “If you can heat or cool your home more efficiently, then you’ll be well on your way to seeing lower energy bills.”

The first step is to have a profes-sional evaluate the age, performance and efficiency of your heating and cooling system. The Lennox survey found that only slightly more than half of homeowners (51 percent) had taken the proactive step of replacing an old, inefficient heat-ing and cooling system with a new, energy-efficient model, yet doing so can dramatically help conserve energy and reduce utility bills.

Franz says if the air condition-ing system is more than 10 years old or the furnace is more than 15 years old—the average life spans of cooling and heating equipment—then it’s time to consider replacing the aging unit with a new high efficiency system.

ENERGY-SAVING TECHNOLOGIES

Significant advances in ener-gy-efficient technologies have enabled homeowners to save hun-dreds of dollars a year on their energy bills. One example is the Lennox SunSource Home Energy System—a solar-powered central heating and cooling system—that uses energy from the sun, col-lected from roof-mounted solar modules, to reduce the electricity consumed by a high-efficiency heat pump or air conditioner.

When the SunSource heating and cooling system is not in use, the solar energy can operate other appliances and electronics. Any excess energy that’s not needed is sent back to the utility company, possibly entitling the homeowner to a credit on their utility bill.

Other energy-efficient ways to cool and heat a home

In addition to replacing an old heating and cooling system, Franz says there are a number of other

ways to make heating and cooling your home more efficient. She offers the following energy-sav-ing tips:

* Seal cracks around windows and doors with caulk or weather stripping to prevent indoor air from escaping.

* Keep blinds, shades and cur-tains closed during the day in the summer to block sunlight from entering the home, but open them up in the winter to natu-rally warm the house.

* Install a smart thermostat, which can be controlled via an app from anywhere at any time, to adjust the temperature based on when residents are at home or away.

* Add extra insulation to the attic, which will help prevent your home’s heating and cool-ing system from having to work harder to regulate the indoor temperature.
