The Department of Homeland Security (DHS) encourages the maritime public to report information concerning suspicious activity to the local Federal Bureau of Investigation Joint Terrorism Task Force (JTTF) Office, http://www.fbi.gov/about-us/investigate/terrorism/terrorism_jttfs, or to other appropriate authorities. The U.S. Coast Guard reminds the maritime industry that they may also report information concerning suspicious activity to the www.AmericasWaterwayWatch.org, the National Response Center (NRC) 1-800-424-8802 or 1-877-24WATCH.
The U. S. Coast Guard is responsible for placing and maintaining all aids to navigation. Buoys are set to mark project depths taking into consideration the prevailing river stages and obstructions. Buoy positions on the Inland Electronic Navigation Chart (IENC) are approximate, and subject to change depending on prevailing river stages and obstructions. Buoys should always be given as wide a berth in passing as possible, consistent with the length and width of the vessel or tow and the width of the bend or crossing. Buoys should always be used with caution. They may be carried off position by high water, accumulation of drift, ice, or sunk by collision or other causes. In those circumstances buoy marks will remain on the IENC and indicate the last known position of the buoy. Presence of a buoy mark on the IENC does not necessarily mean a buoy will be physically on position. When buoys are missing they will be replaced as soon as possible.
At times, throughout our area or responsibility, multiple U.S. Government Agencies conduct GPS testing. These tests vary in duration, affected range from the test site and potential impact to the maritime user as they may affect systems that rely on GPS such as E-911, AIS and DSC. More information is available at the U.S. Coast Guard Navigation Center Website, https://www.navcen.uscg.gov. During these periods, GPS usersare encouraged to report any GPS outages that they may experience, to the Navigation Information Service (NIS) by calling (703) 313-5900 or byusing the NAVCEN Website to submit a GPS problem report.
Water levels are receding, the Safety Advisory for Pools 28 and 29 (Mile 185.4 – Mile 109.9) is cancelled.
The following areas are in the high water watch phase IAW the Western Rivers WAP Annex: Pool 17 (Mile 457.1 – Mile 437.1), Pool 18 (Mile 410.5 – Mile 437.0) and Pool 24 (Mile 301.1 – Mile 273.4).Towboat operators should favor the center of the navigation channel and proceed at their slowest safe operating speed, based upon prevailing conditions, in order to minimize wake damage to personal property. Towboat operators should be experienced in high water operations. Down streaming operations are not recommended. Be aware of a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent breakaways from occurring. Exercise caution in all passing and meeting situations and be mindful of all charted bridge navigational clearances. Navigation buoys may have been dragged off station, so remain cautious while transiting.
The following area is in the low water watch phase IAW the Western Rivers WAP Annex: Zone 7 Peoria (Mile 187.0 – Mile 145.6).In low water zones, mariners should exercise caution, minimize their wake and should be experienced in low water conditions.

LOWER MISSISSIPPI RIVER/ARKANSAS RIVER/RED RIVER - CHANNEL CONDITION/SAFETY ADVISORY
On July 22, 2020, the Three Rivers Run, a personal watercraft race will be held on the Osage, Missouri and Upper Mississippi Rivers. The event will start at the Bagnell Dam on the Osage River and will enter the Missouri River thence proceed down bound to the Upper Mississippi River. Therace will end in the vicinity of the St. Louis Arch. Mariners are urged to exercise caution in these areas when race participants are present.
Multiple L/D’s on the Arkansas River, have varying states of availability and operations. Closures of locks will occur as local conditions warrant. Mariners are encouraged to contact the respective lock masters, for additional information regarding L/D closures or restrictions.
Attached as enclosures to this LNM, is a USACE Arkansas River Channel Status Reports.
Due to the ongoing COVID-19 concerns, mariners are required to follow the below procedure for crew change out at all Arkansas River L/D’s in the USACE Little Rock and Tulsa Districts: Industry shall contact the lock 4-hours in advance of anticipated crew change. The number and namesof the crew will be provided along with delivery of supplies. No industry personnel shall be allowed inside USACE control houses or buildings duringcrew changes, except in the case of medical emergency. Crew changes will still be allowed on the lock wall but industry must go directly from the vehicle to the motor vessel. Industry personnel will be required to use their own facilities while navigating through the lock. The physical exchange of trip tickets from crew members to lock staff members will still not be allowed and must be communicated by some other means priorto transiting the lock. Questions of requests for additional information, concerning this notice, should be directed to USACE Little Rock District Office at (501) 324-5739 or at [email protected].
The COTP Lower Mississippi River has issued a Safety Advisory, due to higher than expected channel shoaling and sediment buildup. Mariners areadvised to transit these rivers with caution, due to the hazardous conditions associated with missing or off station aids to navigation. Fleet operators should regularly check their fleets and immediately report barge breakaways to the U.S. Coast Guard Sector Lower Mississippi River via VHF-FM Channel 16 or at (866) 777-2744, for further information or to report areas of concern.

SECTION VII - GENERALThis section contains information of general concern to the Mariners. Mariners are advised to use caution while transiting these areas.
GenOn Power Midwest L.P., at the Cheswick Generating Station, has reported the installation of 7 Temporary Special Lighted Buoys located outside of the navigation channel between approximate Miles 15.5 and 14.7, Allegheny County, Cheswick, Pennsylvania. The 7 Temporary Special Lighted Buoys will be deployed seasonally to perform a scientific study until April 2022. Any questions or inquiries should be directed to: GenOn Power Midwest LP, P.O. Box 65, Cheswick, PA 15024 – Mr. William McGraw at (724) 275-1595 or navigation safety concerns should be directed to U.S. Coast Guard MSU Pittsburgh at (412) 221-0807, extension 227 or via email at: [email protected]. Mariners are advised to exercise caution in this vicinity and to completely avoid navigating outside of the navigable channel in the area.
On July 4, 2020, from 10:30 a.m. until 1:30 p.m., a 4th of July Boat Parade will be held between approximate Miles 2.0 and 0.0. The COTP Pittsburgh has issued Safety Zone, closing the river for this event. Entry of vessels or persons into this zone, during the event period, is prohibited unless granted permission by the U.S. Coast Guard. Mariners may request access into this Safety Zone, by contacting the U.S. Coast Guard MSU Pittsburgh at (412) 670-4288.
Ninth Street Bridge; Due to planned work, the vertical clearance may be reduced by 1-foot below low steel. Mariners are urged to transit the bridge with caution.
Significant shoaling has been reported between approximate Miles 348.6 and 348.3, Robert S. Kerr Pool 15. The USACE advises that mariners should favor the “red line”, when transiting the area. Mariners are asked to check with L/D 15, for the latest information. Mariners may contact Mr. Robert Steiner, USACE Navigation Operation Manager at (918) 775-4475, ext. 5833 or Mr. Vic Heister, USACE Navigation Field Engineer at (918) 669-7244, for additional information.
Shoaling has been reported in the vicinity of Mile 348.1, mid-channel. Mariners are urged to exercise caution in the area.
Continuing until further notice, towing vessels are restricted to 70-foot width and will need to enter and exit along the river wall at the James W. Trimble L/D in the vicinity of Mile 292.8. Sand build-up in the lock chamber is preventing the locks down-stream land wall gate from full recess. When dive operations begin, delays in lockage may be experienced. A protective cell has been reported leaning approximately 1-foot, towards the up-stream channel, in the vicinity of Mile 258.2, Highway 23 Bridge. Mariners are urged to exercise caution in the area.

A submerged buoy has been reported between approximate Miles 228.0 and 227.0, inside the navigation channel. Mariners are urged to exercise caution in the area.
Shoaling has been reported in the vicinity of Mile 221.8, inside the navigation channel. Mariners are urged to exercise caution in the area.
Shoaling has been reported in the vicinity of Mile 178.8, inside the navigation channel. Mariners are urged to exercise caution in the area.
The pier protection cell, up-stream and north of the alternate navigation span of the I-30 Bridge, is leaning towards the channel. The protection cell is scheduled for replacement by Arkansas Dept. of Transportation contractors. The COTP Lower Mississippi River has issued the following navigation restriction: Down-bound transits through the left alternate navigation span currently represent a hazard of allisions with the bridge pier. All down-bound vessels are directed to use only the right navigation span, until the pier protection cell has been replaced. Repair work is expected to begin late July 2020. Vessels transiting up-bound may continue using either navigation spans. Mariners are urged to exercise caution in the area.
Shoaling has been reported in the vicinity of Mile 86.0, inside the long wall channel approach to L/D 5. Mariners are urged to exercise caution in the area.
Rob Roy Drawbridge; The bridge will be in the closed-to-navigation position for repairs from 7:00 a.m. until Noon, each day, on the following dates: July 1, 2020 thru July 6, 2020, July 14, 2020 thru July 21, 2020, July 28, 2020 thru August 4, 2020, August 11, 2020 thru August 18, 2020, August 25, 2020 thru September 1, 2020, September 8, 2020 thru September 15, 2020, September 22, 2020 thru September 29, 2020, October 6, 2020 thru October 13, 2020, October 20, 2020 thru October 27, 2020. For additional information, mariners may contact the onsite supervisor, Kevin Davis at (402) 801-1768.
Continuing until approximately August 15, 2020, Amherst Madison will conduct dredge operations between approximate Miles 9.0 and 0.0. Work willcommence at the river mouth and proceed up-stream ending at Mile 9.0. The contractors floating plant will consist of the M/V BUS BROWN and theM/V FLORENCE T., 2 barge mounted cranes and 6 material barges. Work will be conducted from 6:00 a.m., until midnight, Monday through Saturday. The M/V FLORENCE T., will be utilized to transport material barges from the dredge site to the disposal area between approximate Miles 321.0 and 322.0, RDB, Ohio River. During nonworking hours, the contractors floating plant will be moored at the worksite and lighted accordingly. The M/V BUS BROWN and the M/V FLORENCE T., will monitor VHF-FM Channel 13. The M/V BUS BROWN, operating in the vicinity of the dredge site,should be contacted for passing arrangements. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.
State Route 13 Bridge Replacement; Substructure construction is ongoing both sides of the river. The floating plant may at times be moored at edge of navigation channel. A minimum of 250 feet of horizontal clearance will be maintained at all times. Mariners may contact onsite workboat M/V FALCON via VHF-FM Channel 13 or 16, or at (870) 377-1889, for more information.
I-80 Bridge; Due to bridge maintenance there will be a barge and work tug located near the main channel. The M/V MARY ANN will be monitoring VHF-FM Channel 16.
On July 1, and 2, 2020, from 7:00 a.m. until 5:30 p.m., each day, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed for maintenance.

Commencing July 6, 2020 and continuing until October 4, 2020, from 6:00 a.m. until 6:00 p.m., each day, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed for maintenance. The L/D will be able to pass traffic from 6:00 p.m. until 6:00 a.m., each day, with a 70-foot width restriction and no ability to pull unpowered barges.
Commencing July 6, 2020 and continuing until October 30, 2020, the Marseilles L/D in the vicinity of Mile 244.6, will be closed for maintenance.
Continuing until October 30, 2020, the Starved Rock L/D in the vicinity of Mile 231.0, will be closed for maintenance.
Shoaling has been reported in the vicinity of Mile 181.3, RDB. Mariners are urged to exercise caution in the area.
Murray Baker Bridge; Vertical clearance is reduced to approximately 62.5 feet above normal pool stage, due to containment system. During periods of high water containment system will be raised flush with low steel of the bridge.
Commencing July 6, 2020 and continuing until October 1, 2020, the Peoria L/D in the vicinity of Mile 157.7, will be closed for maintenance.
Pekin Railroad Drawbridge; Continuing until further notice, the bridge will be unattended and left in the open-to-navigation position. The bridge shall initiate the closing sequence for an approaching train by broadcasting the closure on VHF-FM Channel 16, 10-minutes prior to closure and immediately prior to closing. If no mariners respond to the broadcast, the operator of the bridge may begin the closing sequence. Shoaling has been reported in the vicinity of Mile 147.7. The navigation channel has been reduced to approximately 175 feet. Mariners are urged to exercise caution in the area.
Shoaling has been reported between approximate Miles 117.2 and 116.8, RDB. Mariners are urged transit the area with caution.
Continuing until further notice, the Dredge BARRY J., is conducting dredging operations in the vicinity of Mile 87.0. Work will be conducted 24-hours a day, 7-days a week. The Dredge BARRY J., will monitor VHF-FM Channel 13 or 82, and requests 30-minutes advance notice of arrival, for passing arrangements. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.
Shoaling has been reported 87.0. Mariners are urged transit the area with caution.
Continuing until October 1, 2020, the LaGrange L/D in the vicinity of Mile 80.2, will be closed for maintenance.
On July 2, 2020, from 9:00 p.m. until 9:30 p.m., the City of Grafton fireworks display will be held in the vicinity of Miles 1.5. The COTP Upper Mississippi River has closed the river for this event.
On July 4, 2020, from 9:15 p.m. until 10:15 p.m., Charleston Independence Day fireworks display will be held between approximate Miles 59.1 and 58.1. The COTP Ohio Valley has established a Safety Zone, closing the river for this event. Entry into this zone during the event is prohibited to all vessels unless otherwise authorized by the COTP Ohio Valley or a designated representative.

Charleston and Southside Bridge; Rigging for a proposed containment system is being installed and will hang approximately 1 foot below low steel. The vertical clearance will be reduced to approximately 68 feet above pool stage. Mariners are advised to transit the bridge with caution.
Commencing approximately July 13, 2020 and continuing until approximately November 18, 2020, the J.F. Brennan Company will conduct debris removal, capping and stone placement in the vicinity of Mile 42.4, LDB, Mile 42.3, LDB, Mile 38.5, RDB, Mile 34.2, RDB and Mile 33.8, RDB, Nitro, West Virginia. The contractors floating plant will consist of the M/V BRENNAN 1, 4 barges, a tug and a push boat. Work will be conducted Monday through Saturday, from 6:00 a.m. until 6:00 p.m. During nonworking hours, the contractors floating plant will be moored at the work site(s) and lighted accordingly. The M/V BRENNAN 1 will monitor VHF-FM Channel 13 or 16. Mariners may contact Brennan Dispatch at (608) 784-7173, for additional information. Due to high water, shoaling conditions exist in the vicinity of Mile 30.0, RDB, of the navigation channel. Shoaling extends into the up-bound approach to the Winfield L/D. Mariners are urged to exercise caution when “locking through” to avoid grounding in the area.
On July 4, 2020, from 9:30 p.m. until 10:30 p.m., the Boogie on the Barge Fireworks Extravaganza will be held in the vicinity of Mile 44.0, near Arrowridge Dr., Roach, MO., The COTP Upper Mississippi River has issued a Safety Zone closing the area during the event.
On July 18, 2020, from 11:00 a.m. until 6:00 p.m., the Aquapalooza Concert will be held in the vicinity of Mile 19.0, Dog Days Bar and Grill, Lake of the Ozarks, MO. The COTP Upper Mississippi River has established a Safety Zone closing the area for this event.
Shoaling has been reported in the vicinity of Mile 796.0, LDB, on the edge of the navigation channel. Mariners are urged to exercise caution in the area.
Shoaling has been reported in the vicinity of Mile 792.0, extending approximately 700 feet into the navigation channel, from the RDB. Mariners are urged to exercise caution in the area.
Continuing until approximately July 6, 2020, the USACE Contract M/V SHERYL will conduct dike construction between approximate Miles 772.0 and 768.0, LDB, Randolph Landing. Work will be conducted from 6:00 a.m. until 6:00 p.m., each day. The M/V SHERYL will monitor VHF-FM Channel 13, 16 or 72, or at (573) 803-7166. Mariners are advised to transit as far off the LDB, as is safe, not meet or pass and transit the area at their slowest safe speed to minimize their wake and proceed with caution, after passing arrangements have been made.

Multiple buoys have been reported missing between approximate Miles 652.0 and 651.0. Mariners are urged to exercise caution in the area.
Continuing until approximately July 31, 2020, the USACE M/V UNCLE BLUE and associated barges are conducting operations between approximate Miles 620.0 and 619.0, RDB. The M/V UNCLE BLUE will monitor VHF-FM Channel 13 or 88 or via phone at (985) 803-2108. Mariners are requested to transit the area at their slowest safe speed to minimize their wake and proceed with caution, after passing arrangements have been made.
The COTP Lower Mississippi River as issued a low water Safety advisory between approximate Miles 597.0 and 594.0. The USACE maintained depth and width may not be available on all buoy lines. Additionally, high flow rates may impede up-bound transits of vessels with lower power. One-way traffic is recommended with no meeting, passing or overtaking, with an experienced wheelman in the wheelhouse. Vessels are advised to determine amongst themselves, the order in which to transit. The COTP with the concurrence of the Lower Mississippi River Committee recommend the below limits for transiting the area:

Bendway channel buoys previously established between approximate Miles 595.8 and 594.0, Victoria Bend, have been reported missing. The navigation channel in the area at its narrowest width is approximately 750 feet. Mariners are urged to exercise caution in the area.
Continuing until approximately August 3, 2020, the USACE Contract Vessel MS. LISA will conduct revetment operations between approximate Miles 445.0 and 437.0, LDB. Work will be conducted from 6:00 a.m. until 6:00 p.m., 7-days a week. The floating plant will consist of the M/V MS. LISA andmultiple barges. The contact pilot onboard the M/V MS. LISA will monitor VHF-FM Channels 13 or 16, or at (731) 445-6899. Mariners are requestedto transit the area as far off the LDB, as is safe, not meet or pass, transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made. Mariners are further requested to refrain from using the area, as a turning/parking point, due to exacerbated damage to the revetment by wave action, until the completion of the project.
Continuing until approximately October 1, 2020, tows are to enter the lock wall at a DEAD SLOW speed, tows will be restricted to a length no more than 1,100 feet and will line up along the floating guidewall before proceeding into the lock’s chamber. Two line-handlers (with life vests) and bumpers are required when approaching and exiting the lock. Vessels must be moored by the bow and stern to the floating timber-heads. Continuing until approximately October 1, 2020, the Old River L/D, in the vicinity of Mile 304.0, will be subject to intermittent delays to navigation (upto 12-hours), for repairs. These closures will occur during daylight hours, between 7:00 a.m. and 5:00 p.m. The Lockmaster, Mr. Anthony Lindsly can be reached at (225) 492-3333, for up-to-date information. Continuing until further notice, the Dredge HURLEY will conduct dredging operations in the vicinity of Mile 224.0, Red Eye Crossing. The Dredge will work 24-hours a day, 7-days a week, and will give way to vessels using the waterway. The Dredge can be contacted via VHF-FM Channel 16 or 67, for sailing instructions. Mariners may contact USACE New Orleans District, Michelle Kornick at (504) 862-1842 or Heather Jennings at (504) 862-1253, for additional information.
On July 25, 2020, from 9:00 p.m. until 10:00 p.m., the Aquatennial Fireworks Display will be held between approximate Miles 854.2 and 853.2. This is a land based display. The COTP Upper Mississippi River has closed the river for this event.
Omaha Railroad Drawbridge; Repairs to the right descending sheerfence will occur from 7:00 a.m. until 5:00 p.m., Monday through Friday. During non-working hours the marine plant will be moored outside of the navigation channel, below the bridge on the LDB. Mariners may contact the M/V BARBARA B., 30-minutes prior to transiting the area on VHF-FM Channel 13, 14 or 16, for passing arrangements.
The following aids to navigation discrepancies have been reported between approximate Miles 831.7 and 818.2: A can buoy has been reported not properly marking the channel, mid-channel in the vicinity of Mile 831.7. A nun buoy has been reported missing in the vicinity of Mile 826.2. A can buoy has been reported missing in the vicinity of Mile 818.9. A nun buoy has been reported missing in the vicinity of Mile 818.2.Mariners are urged to exercise caution in these areas.

A submerged channel marker has been reported in the vicinity of Mile 690.5. Mariners are urged to transit the area with caution.
Continuing until further notice, the M/V ANGELA K., is conducting dredging operations in the vicinity of Mile 677.8. Work will be conducted from 7:00 a.m. until 7:00 p.m., Monday through Friday. The M/V ANGELA K., will monitor VHF-FM Channel 12, 13 or 16 and requests 30-minutes advance notice of passage, prior to transiting the area. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution.
Three virtual can buoys will be broadcast through AIS between approximate Miles 618.0 and 617.5, RDB, to replace missing buoys. Mariners are urged to exercise caution in the area.
I-74 Replacement Bridge; Superstructure work is ongoing in the main channel. At times horizontal clearance may be reduced to 350 feet. A helperboat is available by contacting M/V KAREN RENEE’ HAMM via VHF-FM Channel 13 or 16, or by telephone, from 6:00 a.m. until 6:00 p.m., at (309) 361-1047 and from 6:00 p.m. until 6:00 a.m., at (309) 299-4213.
Centennial Highway Bridge; Maintenance work is ongoing on the right descending pier, which will reduce the channel width by 80 feet.
Continuing until further notice, the Dredge GOETZ is conducting dredging operations between approximate Miles 482.0 and 481.0. Work will be conducted 24-hours a day, 7-days a week. Dredge spoils will be placed along the LDB, to include bank line placement. The Dredge GOETZ will monitor VHF-FM Channel 13, 16 or 82 and requests 30-minutes advance notice of passage, prior to transiting the area. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution.
Continuing until approximately October 1, 2020, electrical and structural repairs will be conducted on the I-20 Bridge, in the vicinity of Mile 437.7. Work will be conducted daily, during daylight hours. Air draft of the navigation span will be reduced by approximately 2 feet, due to the presence of scaffolding, for the duration of the project. At times the air draft maybe further reduced by as much as 7 feet, during specific working hours. U.S. Coast Guard Sector Lower Mississippi River will notify concerned vessel traffic via Broadcast Notice to Mariners to warn of specific times of reduced air draft. Mariners are urged to transit the area with caution and contact the standby vessel at lease 30-minutes prior to arrival in the area or approximately 1 mile away from the operation, whichever is greater, to make transit arrangements. On July 4, 2020, from 9:00 p.m. until 10:00 p.m., the Louisiana, MO., Fireworks Display will be held between approximate Miles 283.0 and 282.0. The COTP Upper Mississippi River has established a Safety Zone closing the river for this event.
Merchants Railroad Bridge; Work barges continue excavating around both left and right descending navigation piers and the right descending pier of the center span. Work barges should not encroach more than 50 feet into the navigation channel, at any time. For work barge locations, mariners are encouraged to contact the onsite work boat M/V KATHERINE OHARA via VHF-FM Channel 6 or 16 or by phone at (217) 248-9077.
Douglas MacArthur Bridge; Two suspended platforms are located in the center navigation span. Each platform measures 9 feet wide and hang 5 feet below low steel. One platform is located 60 feet channelward of the right descending pier and the other platform is located 120 feet channelward of the left descending pier. There are also 3 platforms located at various locations in the Illinois span. Mariners are urged to transit the bridge with caution.

Ninth Street Highway Bridge; Due to a containment system installed below low steel, vertical clearance is reduced to 72.8 feet, above normal pool.
On July 4, 2020, from 10:00 p.m. until 11:00 p.m., the Middleport, Ohio Independence Day Celebration fireworks display will be held between approximate Miles 251.5 and 252.5. The COTP Ohio Valley has established a Safety Zone for this event. Entry into this zone is prohibited unless otherwise authorized by the COTP Ohio Valley or a designated representative.
On July 4, 2020, from 10:00 p.m. until 10:30 p.m., the City of Maysville Fireworks Display will be held between approximate Miles 408.0 and 409.0, LDB. The COTP Ohio Valley has established a Safety Zone, extending 500 feet from the state of Kentucky shoreline, during this event. On July 11, 2020, from 10:00 p.m. until 10:30 p.m., the Rising Sun Fourth of July Fireworks display will be held in the vicinity of Mile 506.3. Continuing until approximately October 27, 2020, Southern Marine Construction Co., will install a pipeline in the vicinity of Mile 535.0, LDB. The contractors floating plant will consist of the M/V LOW BID WON, a 195-foot by 35-foot crane barge and a 195-foot by 35-foot deck barge. Work will be conducted during daylight hours, Monday through Friday. During nonworking hours, the contractors floating plant will be moored at the worksiteand lighted accordingly. Commencing July 6, 2020 and continuing until approximately November 6, 2020, Southern Marine Construction Co., will repair an unloading dock in the vicinity of Mile 560.0, RDB. The contractors floating plant will consist of the M/V LOW BID TOO, a 195-foot by 35-foot crane barge and a 195-foot by 35-foot deck barge. Continuing until approximately November 14, 2020, multiple closures and dredging operations are being conducted at the McAlpine L/D (north 1,200-foot chamber) in the vicinity of Mile 606.8. Attached as an enclosure to this LNM, is USACE Louisville District Notice to Navigation Interests 2020-026 and the proposed dredging locations, regarding these operations. During these closures, traffic will be passed through the 1,200-foot south chamber. All mariners will take direction from McAlpine Lock Operators. McAlpine L/D can be reached via VHF-FM Channel 13.

Commencing July 27, 2020 and continuing until July 31, 2020, from 6:30 a.m. until 7:30 p.m., each day, Vectren Energy Delivery will conduct overhead tower maintenance via helicopter between approximate Miles 806.0 and 807.0. Mariners may contact Zach Starkey, PE at (812) 549-4762, for additional information.
Commencing July 8, 2020 and continuing until September 11, 2020, the John T. Myers L/D in the vicinity of Mile 846.0, will be closed for repairs. All vessel traffic will be passed through the auxiliary 600-foot chamber. VHF-FM Channel 13, will be utilized to advise the L/D of vessel arrivals and the L/D will pass any updates via VHF-FM Channel 14. Due to extreme main channel shoaling in the vicinity of Mile 866.0, an alternate channel has been identified along the Kentucky bank starting at Greens Crossing Light (LLNR-27915), in the vicinity of Mile 866.8 and crossing over from the LDB, in the vicinity of Mile 865.5, to the RDB, in the vicinity of Mile 865.3, and marked by nun and can buoys. Vessels are prohibited from meeting or overtaking between Miles 864.5 and 867.0, and south-bound vessel traffic is restricted to daylight only, transit of this area. The depth in the alternate channel is found to be no less than 12.1 feet,with J.T. Myers Lower Gauge at 15.7 feet. This gauge is forecasted to continue to fall, therefore mariners should expect channel conditions to worsen and are advised to use extreme caution when planning to transit the area. For additional information, contact U.S. Coast Guard Sector Ohio Valley at (800) 253-7465.
Attached as an enclosure to this LNM, is USACE Louisville District Navigation Notice 2020-019, regarding traffic restrictions at L/D 52 and USACE Louisville District Navigation Notice 2020-018 regarding a navigation lane change at L/D 52, in the vicinity of Mile 938.9.
Continuing until approximately December 1, 2020, blasting operations for L/D 52, will be conducted intermittently from noon until no later than 2:00 p.m. The COTP Ohio Valley has established a Temporary Safety Zone between Miles 937.0 and 941.0, to facilitate this operation. There will be an announcement each day, when blasting is occurring, until the Temporary Safety Zone is lifted. This Safety Zone is necessary to protect personnel, vessels, and the marine environment from potential hazards created by the demolition of Lock and Dam 52, involving explosives. Entry of vessels or persons into this Safety Zone is prohibited unless specifically authorized by the COTP Ohio Valley.
Continuing until approximately July 24, 2020, from 6:00 a.m. until 4:30 p.m., each day, contractors will be working on a TVA tower power line structure between approximate Miles 945.0 and 946.0. Mariners are requested to transit the area at their slowest safe speed to minimize their wake and proceed with caution. Mariners may contact the project manager at (662) 665-5374, for additional information.
Continuing until further notice, navigation traffic at the Olmstead L/D in the vicinity of Mile 964.6, is shifted from lock chamber to the navigation pass. Mariners shall take direction from the Olmsted L/D control tower. Mariners are urged to transit this area with caution.
Continuing until further notice, the COTP Ohio Valley has issued a Safety Advisory due to flow conditions at the Olmsted L/D, in the vicinity of Mile 964.6. Down-bound tows maximum dimensions are 108 feet by 1,200 feet, including the towboat, with no more than 15 regulation barges and not to exceed 3 wide. No hip barges or other deviation that could degrade normal steerage characteristics are allowed for down-bound tows. Up-bound tows maximum dimensions are 108 feet by 1,600 feet, including the towboat, with no more than 16 regulation barges and not to exceed 4 wide. Mariners will take direction from the Olmsted L/D control tower lock which will monitor VHF-FM Channel 13.
Shoaling has been reported at the following locations. The river is closed until dredging of the area has been completed. Mile 200.0, the Joe D. The Half Moon Foot Light (LLNR-30600) in the vicinity of Mile 546.2, is destroyed. The steel pile associated with this structure is damaged (leaning at a 30-degree angle) and is marked with a lighted buoy. Mariners are urged to exercise caution in the area.
A buoy has been reported submerged, just inches below the water’s surface, in the vicinity o Mile 500.0, Hiwassee River side, east end of the island,on the cut through to the Tennessee River. A red swimming “noodle”, is reportedly attached to the buoy. Mariners are urged to give the buoy a wide berth, to avoid damage or injury.

MCCLELLAN-KERR ARKANSAS RIVER NAVIGATION SYSTEM
Due to the ongoing COVID-19 concerns, mariners are required to follow the below procedure for crew change out at all MKARNS Locks in Little Rock and Tulsa Districts:
Industry shall contact the Lock 4 hours in advance of anticipated crew change. Number and names of the crew will be provided along with delivery of supplies. No industry personnel shall be allowed inside USACE control houses or buildings during crew changes, except in the case of medical emergency. Crew changes will still be allowed on the lock wall but industry must go directly from the vehicle to the motor vessel. Industry personnel will be required to use their own facilities while navigating through the lock. The physical exchange of trip tickets from crew members to lock staff members will still not be allowed and must be communicated by some other means prior to transiting the lock. These changes are effective immediately and will remain in effect until further notice. June 26 through June 28, 2020: Partial closure (North Chamber) DATES REVISED The North (1,200 ft) chamber will be closed from June 15 through November 13, 2020 for miter gate replacement by the Heavy Capacity Fleet. All traffic will be passed through the South (1,200 ft) chamber. “Luhr Bros., Inc” will commence maintenance dredging of the lower approach at McAlpine. Dredging operations will be conducted 24 hours per day, seven days per week. During this period, the Dredge Bill Holman will be located in the navigation channel. Contact the Dredge Bill Holman for passing instructions on marine channel 13. Once contact has been made with the Dredge Bill Holman, proceed at the slowest safe speed. During this period, the Dredge Bill Holman will be located in the lower approach of the South (1,200 ft) chamber and not able to pass traffic during dredging operations. The South (1,200 ft) chamber will be closed from 6PM to 6AM EDT from June 28 through July 1, 2020. Due to the closure of the North (1,200 ft) chamber, this will be a total river closure. The South (1,200 ft) chamber will open for up to 12 hours each day to clear the navigation queue. This approximate cut area and duration is labeled as cut 4 in the attached reference drawing.

TRAFFIC RESTRICTIONS FOR DEMOLITION BLASTING
OHIO RIVER
REFERENCE: Navigation Notice #2020-018, dated June 12, 2020
The Corps of Engineers’ contractor, CJ Mahan, will be working on the demolition of Locks and
Dam 52 (Ohio River Mile 938.9) for the entire low water season of 2020. Explosives will be
used for the demolition. Blasting is expected to begin soon after the river stage falls below
approximately 20 feet on the Paducah gage, and a blast will be done once every day (Monday -
Saturday), conditions permitting. It will be necessary to close the river to traffic around L&D 52
while the contractor is in the process of loading the explosives and detonating the blast. These
closures are expected to be 4 hours or less and will typically occur between 1000 and 1400
Central Time. The plan is to conduct the blast at approximately 1200 noon Central Time, after all
vessels and personnel have cleared the blast area. A US Coast Guard safety zone will be
enforced during loading and blasting activities. The exact details for each day that blasting will
occur will be broadcast by the US Coast Guard in a Broadcast Notice to Mariners.
CJ Mahan will be operating 2 patrol boats during these closure time periods and will be stopping
northbound vessels at the I-24 bridge (Ohio River Mile 940.8) and southbound vessels at the
Brookport bridge (Irvin Cobb Highway, US 45; Ohio River Mile 937.3) so that there will be no
vessels between those two bridges when the blast is scheduled to occur. See attached drawing for
the blasting safety zone. Once the blast has been completed and the all clear issued, the traffic
will be released.
In the event that a misfire occurs and the closure will extend beyond 4 hours, an immediate email
notification will be sent out to industry representatives notifying them. A second email
notification will be sent as soon as the misfire is cleared and traffic is released.
The navigation lane at L&D 52 (Ohio River Mile 938.9) will be approximately 850 feet in the
center of the Navigation Pass to facilitate demolition activities. During this time, vessels will be
required to coordinate passage of L&D 52 with one another since there is no longer Corps of
Engineers traffic control at this site. Up-bound vessels are required to yield to down-bound
vessels each time the closure is lifted.
All mariners must exercise caution when transiting. The contractor’s vessel M/V Christine
Elaine will be working in the area and can be reached on Marine Radio Channel 13.
