Mayoral Report Dry land farming continues to be the main industry for our council area, always has

been and probably always will be. The farmers continue to adapt to and manage

change, be it climate or just a changing world with which to trade.

There continues to be a cloud hanging over the future of our train services. If the trains

ever do stop, harvest time on the Karoonda Highway will become rather hectic. Time

will tell.

The sealed road heading from Karoonda to Bowhill is progressing well and requires just

one more round of Special Local Road funding to allow completion in 2015.

This particular road project takes up about one third of the total years labour and

resources, so after completion, council will be able to achieve more work on

maintenance of the ever challenging unsealed road network.

This community has seen some sporting clubs wind up, but there still is a credible range

of sport played covering winter and summer.

The Mannum Medical Practice continues to provide a GP service for Karoonda and

our community values this service and is very grateful.

We continue to acknowledge ‘Remembrance Day’ and ‘ANZAC Day’ with high

expectations for a special 100 year ANZAC Service next year. At this year’s ANZAC

Service, Mr Mervyn Size was recognised by the State RSL for his many years of service

on ANZAC and Remembrance Days throughout the district. He has played the ‘Last

Post’ and ‘Reveille’ at these services for 52 years.

Murray Zircon mineral sands mining continues to regularly export product along the

Karoonda Highway regardless of very low world prices.

‘Australia Day’ celebrations continue to be popular. Congratulations to those who

were recognised.

Our community is well served by a broad range of volunteers. The Ambulance crews

make a huge commitment locally and this last summer required an extraordinary work

load for our local CFS members. The eastern side of our council area including the

conservation parks had significant fire losses.

Thank you to the Elected Members and Council staff for another year of dedicated

service.

Kevin J. Burdett

Mayor, J.P.

twelve months and reflect upon the direction of local government. It outlines the

organisation’s activities and achievements during the past financial year.

In accordance with Sect. 131 of the Local Government Act the report contains

statutory information including financial statements and the work undertaken by the

District Council of Karoonda East Murray.

Meetings of Council

meet annually in September at the East Murray Community Centre.

principle of open and accountable government.

Under Sections 90 and 91(7) of the Local Government Act 1999, Council may consider

matters in confidence.

During 2013/2014 there were no occasions whereby Council exercised the

confidentiality provisions as disclosure of such information would involve the personal

affairs of an individual.

Regular Meetings - Mining Consultative Group

Regular meetings continue to be held by the Group and this provides ongoing

dialogue between all stakeholders. The Department of State Development (formerly

Dept. of Manufacturing, Innovation, Trade, Resources & Energy) as the regulator

continued to closely monitor Murray Zircon’s operations.

Payment of Council Rates

Council continued the practice of offering a 5% discount on full payment of rates by

the first quarter and continues to be well received by the ratepayers of the area.

Pursuant to Sect. 123 of the Local Government Act the District Council of Karoonda

East Murray continues to produce an annual business plan and a budget. The annual

business plan also included a summary version which was included with the first

Quarter Rate Notices sent to ratepayers.

Representation Quota

In accordance with Schedule 4 Clause 3 of the Local Government Act 1999 Council is

required to publish Council’s own representation quota with that of similar Councils.

The definition of a representation quota for this purpose has been changed to

incorporate all Council Members including Mayors. This comparison is for Councils

building. This to include possible sites and estimate of costs along with a design. An

Advisory Group was also formed to meet with the Consultant to provide further

assistance to the Consultant.

OVERVIEW OF THE REGION.

The Region is located in the Murraylands Statistical Region in eastern South Australia and is dissected by the River Murray. It covers a large area in excess of 50,000 km2 taking in the areas from the Riverland in the north, agriculture areas in the central, west, south and east along the Victorian border, and south westerly to the coast and lakes. Rural based communities throughout the area share a common interest in agriculture/horticulture, with towns primarily servicing the farming and horticultural communities and supporting a growing tourism sector. The Region has a population base of approximately 68,000 (approx. 4.6% of the State population).

The Murray River, and its associated wetlands and wildlife, Lake Bonney and a number of National/Conservation Parks, support a range of rare and endangered plant and animal species, and are major tourist attractions throughout parts of the Riverland and Mallee. Towards the coast, the Coorong National Park, Lake Alexandrina and the shores of Lake Albert are all well known tourist attractions, particularly for recreational boating and fishing.

Murray Bridge provides regional services to the lower parts of the Region and supports both an industrial and commercial base.

The Murray River travels from the north, and passing through seven of the member Councils, flows into Lake Alexandrina in the south. It supports a number of tourist and recreation activities, with a number of tourism vessels operating from centres along the river.

The Region is serviced by the South Eastern Freeway, Princes, Dukes, Sturt and Mallee Highways, with the Berri (Loxton) to Murray Bridge Road providing a direct link diagonally across the Region.

The Association works closely with its major regional partners - the Murray and Mallee Regional Coordination Network, and the Regional Development Australia (RDA) Murraylands and Riverland Board.
