8. Minutes of the 14th Gauteng District Assembly held at Good News Convention Centre on Saturday 31 January 2009

Registration took place between 07h00 and 09h00. 282 persons were registered as Delegates. 1. Song & Worship: Worship Session conducted by Emdeni Church.

A short biography of the District Superintendent, Rev Bethuel Mkhonde, was held before the assembly by the chairman before Rev Mkhonde read his report: “Rev Mkhonde was converted on 30/11/1983 and sanctified in 1986. His wife is Constance and he has 2 children namely Muzi (son) and Busi (daughter). Rev Mkhonde started pastoring in Inchanga in 1988 as a supply pastor when still a student at Amanzimtoti. He also pastored at Saulsville (1990-1993) and Kagiso (1993-2006). Rev Mkhonde studied in KNBC for 4 years for a diploma in Theology MTH online. He then studied with SATS for a BTH. He also did other studied in Administration, Information Technology and Medical Technology and Nursing.” Rev Mkhonde read the District Superintendent’s report. His report also highlighted a membership growth of 9,92% in 2008 in the Gauteng district to a membership of 6732. The report was accepted with thanks. Constance Mkhonde also greeted the Assembly. 11.1 Re-election of District Superintendent

In terms of article 203.12 in the church manual, the District Superintendent must be re-elected after his 1st 2 years of service for another 4 year term. Arnold van Reenen read the applicable article for the Assembly: “203.12. After a District Superintendent of a Phase 2 or Phase 3 district (200.2) has served a District for at least two Assembly years, the District Assembly may reelect said Superintendent for a period of four years subject to the approval of the General Superintendent in jurisdiction. The procedure for election to an extended term of office shall be by a two-thirds favorable “yes” or “no” ballot. —Nazarene Manual 2005-2009” A Yes / No vote was cast to re-elect Rev Bethuel Mkhonde: • Votes Cast: 297 (198 needed for re-election)

• Yes votes: 274 (92.3%)

• No votes: 23 (7.7%)

• Outcome: Rev. Bethuel Mkhonde was re-elected for a further 4 year term.

11.2 Special Apology / Forgiveness Asked

A special apology was extended and forgiveness asked by the chairman of the Assembly on behalf of all Nazarenes of European decent for indirectly condoning the atrocities of the previous apartheid regime during that regime’s period in government. The audience accepted the apology.

The report of the Nominating Committee (as published in the District Assembly booklet) was held before the Assembly and accepted. It was suggested that in future a small overview be handed out regarding the candidates (who they are, which congregation, years in church, photo etc.) to enable the delegates who don’t know the candidates to pass an informed vote. 13. Reports:

13.1 District Advisory Board

The District Advisory Board Report (page 6 of assembly booklet as submitted by Arnold Van Reenen) was held before the Assembly. The Report was accepted with exclusion of the General Assembly paragraph (page 7) regarding adding of 2 ordained elders as delegates to the General Assembly. It was also requested by the chairman that this clause be removed from the Advisory Board Report to the Assembly, it should only be minuted in the “Advisory Board” minutes. The following separate resolution was instead submitted: Resolved that in the event elected delegates and / or alternates have difficulty obtaining visas to attend the 2009 General Assembly, the District Advisory Board is authorized to appoint other alternates, as needed, up to June 1, 2009. This resolution was passed. Questions were asked regarding the CCMA case. A Suggestion was made that the name of the pastor be removed from references to the case. Questions were asked regarding the R92038.60 debt written off regarding Mamelodi Church. Arnold van Reenen gave the background – it was done to prevent the property from being sold by the Pretoria City Council for arrear Services. Church is not in a position to repay Gauteng District amount paid. Regarding Transfers Received (page 8 of assembly booklet) a correction was made where the transferring district was left out: Pastor Adolf Ndlovu from Eastern District .

13.2 District Board of Credentials

The Board of Ministerial Credentials Report (page 8 of Assembly booklet as submitted by Rev Meshack Mashinini) was held before the Assembly. Karin Pretorius’s name was added to the list of “Renewal of Licenses”. The following editorial corrections were made:

• Naas Tredoux’s name was spelled incorrectly.

• Rev. Mashinini’s name was spelled incorrectly

• John Pop’s surname was listed incorrectly as Pope

• Lebogang Pule’s name and surname was swapped around and his surname spelled incorrectly

• Danny Marion’s name was listed incorrectly as Danie Morion

The corrected report was accepted. 13.3 Ministerial Studies Report

The Ministerial Studies Report was submitted and accepted. (Page 10 of Assembly booklet refers) This report was later amended with the acceptance of the Assembly with the following additional information supplied by Rev. Patrick Thomas: The Ministerial and Education board will be running a course in conjunction with NTC to educate people who are interested in furthering their studies.

13.4 Building and Properties Board

The Building and Properties Board report (Page 12 of assembly booklet) was submitted and accepted. A question was asked: “Are we going to loose the “Edenpark church site?” Answer by Arnold van Reenen: “Yes, it was sold.” A further question was asked: “Can that church be revived?” Answer by chairman: “Yes, don’t ask permission, just do it.”

13.5 Church Growth and Evangelism

The report as submitted on page 13 of the Assembly booklet was accepted. Special awards were handed out to the pastors of the new churches started.

13.6 Nazarene Theological College’s Report 2008

The NTC Principal Rev. Mashangu H Maluleka read the NTC Report as submitted on page 19 of the Assembly booklet. The report was accepted by the Assembly.

13.7 Special love offering for Rev Bethuel Mkhonde

A special love offering was taken up and presented to Rev Mkhonde and his wife.

13.12 District Treasurer’s Report

Due to time constraints the budget was not included in the Assembly booklet. A budget increase of 8% across the board was tabled and accepted. The budget will be included in the Assembly Journal. The District Treasurer’s report (Income Statement and Balance Sheet) as distributed via loose paper was read by Treasurer, David Varcoe. The report was accepted. Full Report to be submitted for Journal.

13.13 Auditors Report

Was not submitted in the Assembly booklet. Audit was completed, awaiting final report. The report will be forwarded to the various churches once received.

14. Pastors Reports

Two Motions were entertained regarding the process of reading these reports: a) Pastors read their reports to the whole assembly

b) Pastors read reports to the Zone Leaders and not to the full Assembly

Motion (b) was accepted by the Assembly. A recommendation was made for next year that the Zone Leaders get the reports from the various pastors before the Assembly and then present verbal zone reports to the full Assembly.

9. DISTRICT SUPERINTENDENT REPORT Mission Statement. “Making Christ like Disciples in our District. GREETINGS AND INTRODUCTION Dr Jerry Porter, Dr Eugene Duarte, Rev Collin Elliott, All Regional Coordinators, Missionaries, Ministers, Delegates and all visitors I greet you all in our Master’s Wonderful Name. It is with great honor to present my 2nd Report as the District Servant during our 14th District Assembly as the Gauteng District. The year 2008 was a challenging year that drawn us nearer to the Lord as a District. Our focus as a Team of leaders was more focused positively to attain the goals before us and especially to fulfill the great commission and promote Holy Living. DEVOTIONAL THOUGHT I was meditating on the words of our Lord when he said in Luke 6:40: “A student is not above his teacher, but everyone who is fully trained will be like his teacher” The apple does not fall far from the tree. This saying expresses the sentiment of the above verse. What we are taught usually determines the way we live. People will know what we are and what we have learned because our lives reflect what we have been taught. We are creatures who are great imitators. If something or someone impresses us, then it’s almost as if a magnetic force draws us to that person’s way of doing things. Children often act like their parents, and it’s a funny thing, same applies to marriage couples that after many years of being married we start looking, like each other. Many people think that Connie is my sister and we are actually like East and West by birth. She is a Sotho and I am a Nguni. As Jesus says in this verse let us have the same attitude of Him & continue to make Christ like Disciples in our District APPRECIATION I need to take this opportunity to extend my sincere gratitude to my Lord and Savior Jesus Christ for His sanctifying power. know it was not easy for her as she was novice in this position. Pastors and their spouses and all Members for their faithfulness, prayers, financial Support and Team Work Spirit. TEAM WORK IS THE KEY . Acrostic of Team Work Together Everyone Achieves More While Others Receive Kindness. UNITY I believe in unity and I know that when we are one, the Lord will help us to achieve more and be able to help others. Unity unites the body of Christ and makes us to fight the Devil and become victorious. “Divided we fall united we stand” The golden rule in Matt 7:12 is a motto of my life that I must do for others what I want them to do for me. We need not to entertain the carnal spirit of undermining others or self exaltation but instead let us continue to work together despite of our race, culture or status. I have observe unity and brotherly love reigning in our District, let us keep that spirit and embrace our ‘kononia’ (Fellowship). Our Lord says: “If we have love for one another, then everyone will know that we are His Disciples” (John13:35). Therefore I need to thank those who helped to start new churches and also assisted as sponsors to new starts or preaching points. Others adopted certain struggling churches and Pastors. By giving to the compassionate Budget your churches has fed the hungry, took care of the widowers & orphans. CHURCH PLANTS. This year we organized the following Churches: 1. Springs and recognition goes to Kagiso. 2. Ikageng extension seven and recognition goes to Ikageng. 3. Nehemiah and recognition goes to Boundary Road. 4. Eagle Heights and recognition goes to Horizon (Cornerstone). There is the possibility of organizing the following Church plants or preaching points during the current year being: 1. Living Hope Tabernacle (Pace @ Jabulani) 2. Hope Church (Slovo) 3. Walkerville. 4. Trinity (NTC). Other emerging new Church plants are 1. Tsakane two (next to Duduza. 2. Lawley (next to Lenasia South). He deserves all the glory. Our focus 2008 was church planting and we are looking forward to continue this year and to disciple the new converts.

We need to thank the South Field, The Region and our World Mission for Seminars, Workshops, Strategies and motivation to revive the Early Church Principles of church plants movements. VISION For the past 12 years the Gauteng vision was “To be a support base in order to make Local Churches relevant.” As we enter another level our vision now is “We are healthy biblical sound holiness Church impacting our communities and developing people to active ministry.” We came up with this new vision at our strategic planning held on the 1st of March 2008. The main objectives we were focusing on in 2008 were Church planting, Pastoral Care (Chaplaincy & Training) , Youth coordinator and communications. Some were achieved and the rest are about to be achieved. Healthy Churches. Healthy Biblical Sound Holiness Church. CENTENARY CELEBRATIONS . Two Zones Special Celebrations. Our Centenary celebration was the highlight of our activities this year. Many Local Churches in our District celebrated this occasion in style, with different programs but one objective of 100 years as a denomination after the different holiness movement formed the Church of the Nazarene on the 8th of October 1908. I was privileged to attend two celebrations being the Roodepoort Zone and Soweto. Oh what a day to be remembered. Our plea is that we are still waiting for those special offerings which were taken during that day on the 5th of October. Few churches has done this. We need to forward this money to our field. Blessings! CONGRATULATIONS! I need to say congratulations to all of you who passed your different examinations this year. Those who were blessed with new children. Those who celebrated their birthdays and Anniversaries and new couples who just married. But our special celebration on the 13th of December 2008 was that of Rev Agnes Thobeka Gwadiso when she came from Free State for more than 25 years as an adult to be in the United states, when she said ‘I do’ to Pastor Ipeleng. SPECIAL TRIBUTE Pastoral Memoir. In 2008 our District lost 4 Pastors through death being: Rev Billy Phiri, Rev Anner Nkambako, Rev Bethuel Munyai and Rev George Adams. Our sincere condoloscenses to the spouses of the above and the rest of the family and Local Churches that they were serving.

MEMBERSHIP During our last District Assembly. Our Total Membership stood at 6124 and for the current year is 6732. This is 9.92% growth and we are looking forward to see the Lord adding more souls to His Church. Let us continue to commit our ways to Him and He is there to help us. Please continue to conduct outreach campaigns and implement the each one win one concept. CONCLUSION To the conclusion of my Report. During the term I served as your Leader, I need to thank you for putting your confidence and trust on me. My life has changed through this learning and challenging experience. As I mentioned before I believe in team work. Whatever the outcome of this Assembly, the Gauteng District will remain a District with integrity and prepared to continue to fulfill the great Commission. REPORT OF THE DISTRICT ADVISORY BOARD Dr Porter, Dr Duarte, Rev Elliott, Rev Mkhonde and members of the Assembly, I am pleased to present my 14th report on the important actions taken by the District Advisory Board. The District Advisory Board met six(6) times since our last Assembly of 26th January 2008. The following pastors were called or appointed: Pastor Adolph Ndlovu to Tembisa Church Pastor Abraham Nkambule appointed for one year to Diepkloof Pastor Linda Dladla appointed for one year to Mofolo North Rev Caleb Mathebula supply pastor to Tswiawelo Rev K C Mohlala to restore Vosloorus,which was a dormant church. Strategic Planning- Skills Development Your District selected eight pastors to attend skills development training to improve their “computer literacy” and carried to costs thereof.

CCMA Case :GAJB 24654-07 Rev Leslie du Plessis(Applicant and employee) brought a case of arbitration to the CCMA, Gauteng, case no GAJB 24654-07 of “constructive dismissal” against his (employer)- “Nuwe Lewe Gesinskerk” ,Vanderbijlpark(Respondent). The Labour Commissioner ruled that Rev Leslie Du Plessis has NOT proved his “ constructive dismissal” by the “ Church” and the Arbitration award made was that “the employee party’s application is dismissed” . We wish to thank attorney” Butch Janjes” who has successfully defended the “Respondent” General Assembly The names of two Ordained elders were added to Delegates to the General Assembly. The names added: Rev Daphne Mathebula Rev Harold Ginya Debt R92038.60- Mamelodi Church The Advisory Board agreed to write off outstanding debt of R92038.60 owed by Mamelodi Church in respect of payments for municipal services. The Mamelodi Church is now a member of the “ Western District” and is not in a financial position to repay us. The recent credit crunch has affected NMI Giving in an exceptionally negative way during the past year, but I am encouraged and constantly amazed by the willingness and obedience of our local churches to rise to the challenge to support the NMI program. During the past year we have seen Compassionate ministry programs, such as feeding schemes, vegetable gardens and skills programs popping up around the district.- Praise God! We are truly becoming His hands and feet! All indications are that the financial strain will be on us for a while, but we take courage in the fact the One who called us is faithful- He will also do it! Our goal towards having NMI societies in each local church is also gaining momentum. We have established a number of societies in the past year, with our newest one being established a week before our District assembly- well done, and welcome to you who have joined us on this exciting journey. VISION: Our vision is to make holiness education and training affordable, available and accessible. 1. GRADUATION

The graduation was held on 15 March 2008. Forty Five (45) students graduated with a diploma in theology. Twenty seven (27) were the residential students and eighteen (18) from the Satellite Centre. This was the largest graduating class ever.

2. CHALLENGES

2.1 Burglary

On Tuesday 26 August 2008, there was a burglary at the College. Thugs broke into one classroom and stole a TV set, in the Chapel they stole musical instruments, in the kitchen foodstuff was stolen, and in the BTH shipping room and the dining hall they stole curtains. The break in was reported to the police.

2.2 Enrollment

The enrollment of 2008 is 154. The BTH student are 68, resident Diploma students are 17 and Satellite students are 69. We urge you to encourage those who have the call to either come to NTC residence or enroll on our BTH Distance and study from home. We had two students from your district in 2008. Please send us more students. We need your prayers, continue to pray for the College.

2.3 Vacancies

The Chaplain of the College, Rev. C Lockard left us at the end of December 2008. He returned to the USA. The position of the Registrar has also been vacated by Ms. C Lebese who has now taken up the position of Dean.

Mkhonde Pastors and delegates I want to greet you in the Name of Our Lord Christ. Although we had no district events last year, we did some work in the district. Our theme was “Preparing the Harvest” we pray for God’s blessings on our programs. We are busy as from last year to prepare a “Starter pack” for new Youth Leaders. This will assist them as a guide when starting a new Youth group. The “starter packs” will be available at the leader’s camp. We are looking forward to 2009. There will be a Leader’s camp on 21-22 March 2009. On 25 July 2009, we plan a talent show. Lets make a difference this year in our communities reaching the youth of South – Africa. In His Service. 16. REPORT OF THE SUNDAY SCHOOL Rev. Mkhonde, all pastors, all superintendents, all delegates and friends to this convention, welcome to our Sunday School convention. The Lord has been good to us and has blessed this department tremendously. To day we give God all glory and praise for His goodness and blessings. My stay as district president was an awesome one. My zone leaders were fantastic. They are really the ones that made me look good. Thanks guys for all the support and love that you gave me. We have been together for such a long time that we refer to each other as family. I want to believe that the bond that we established will not be broken. The state of the Sunday school is a topic we have to discuss later. The lack of cooperation that has crept in to our department is definitely a matter of concern. I trust that when we discuss this matter we will recognize what is bothering us and find a solution. The year under review was a good one. We kept our activities to a minimal, with the successful prayer day and the junior quiz and the junior camp being the only activities that took place. The prayer day was held in April in Lenasia. This event was a remarkable success. The requests for prayer really touched a lot of us. It is something that has been established and my desire is that it continues. There are a number of churches and people out there that are hurting. It is only at prayer days like this that we realize the need of prayer. The Junior quiz was really a success this year. Even though the numbers were low of the churches participating, the various zone had competitions amongst themselves and eventually zonal teams wire selected to compete at district level. The district finals were held in Potchefstroom. I was surprised at the interest displayed and the large number of people attending. It was a good day and everyone was blessed. The East Rand zone were the eventual winners. Congratulations to you Esther and your group. A suggestion was made by one of the churches that we scrap the quiz in favor of a Bible test, where the children study a selected book and write exams on that book. The Council discussed this at length and felt that we are not quiet ready for such an event. The Junior Bible quiz is designed by the general church and it would serve us better if we continued with it. Thus we have the material ready for next years quiz Exodus. The book are here today in English and Afrikaans. I trust that the Afrikaans churches will be supporting the quiz next year. We really missed your participation and look forward to you helped us implement the quiz over the past years. May God bless you. Continues… The junior camp was almost canceled because of the lack of support. Those that went, came back with good reports. Jackie thank you for your persistence in wanting the camp to go ahead. You told us the camp was very relevant to your church because of the experience that your boys had and more especially for the new commitment to the lord of some of these youngsters. If only for that reason, the camp was a success. All the zones functioned well this year. You will be hearing from the leaders as they give us their reports.

REPORT OF THE BUILDING AND PROPERTIES BOARD Dr. J Porter, Dr. E Duarte, Rev. C Elliot and Members of the Assembly Greetings! The above board met 2 times during the last Church year and each time a quorum was formed. Issues discussed and addressed were Church Properties in areas concerning services. Mamelodi Church, sites, reclaiming of Local Churches used by other Denominations, eg. Thokoza Church of the Nazarene and also legal aspects of property related matters. Our appeal to all churches was that no alterations or structural changes be made without the consultation of the Properties Board. The Proposal was made of selling the Edenpark sites as there is no activities there and there is a possibility that the council can take it back as the site is in arrears.
