FOREWORD
Development is an amalgam of multidimensional dynamics. Informed decision making
is one of the several factors that maximize impact of development interventions across
the board, while making the best use of scare resources and responding to people’s
aspirations and needs.
The need for development of District Profiles was felt due to a number of impediments
faced in collection of accurate data for Development Planning of Provincial
Government. It is believed that these profiles will not only open new avenues for
learning but will also serve the needs of policy makers, development practitioners,
planners & mangers, academic institutions, international community and other
interested groups for targeted interventions geared towards improving service delivery.
Consequently, BOS, together with UNICEF, initiated compilation of available district
specific data/information on relevant socio-economic and physical indicators in the form
of District Profile to serve as a baseline and a reference point for planning and
monitoring of developmental activities.
The District Profile of Malakand has been prepared and will be updated regularly
through MIS reporting mechanism on progress of each programme sector with
necessary analysis.
The document, it is hoped, will become a useful source of information on district’s
progressive development under different initiatives of the Provincial Government.

INTRODUCTION AND BACKGROUND
1.1 Introduction
There is some controversy about the philological significance of the word Malakand.
Some have taken it to be ‘Mulakandao’ thereby meaning a curved place attributed to a
particular Maulvi, while others terms it as ‘Mulakandao’ which means curved, like the
backbone of the body. In short, all these mean a difficult point or place to climb on. In
fact, it is situated on a curved line almost in a zig-zig position. It is interesting to note
that the great Pushto poet Khushal Khan has also used the word ‘Malakand’ in his
verses in the sense of a difficult place for penetration.

1.2 Boundaries
Malakand is bounded by a range of mountains on the north-east separating it from
district Swat and another range of mountains to the west separating it from Bajour and
Mohmand agencies. The natural boundary between the Malakand and Bajour is River
Swat.
In addition to the above clarification Malakand Agency is bounded on the north by
Lower Dir district, on the east by the district of Buner, on the south-east by the district of
Mardan and south-west by Charsadda district and Mohmand agency.
1.3 History
In 1849 after the British rule was firmly established at Peshawar they realized the
importance and vulnerability of the northern districts to the Russian invasions, thereby
posting threat to the British regime in N.W.F.P. The British thus occupied Chitral from
the direction of Gilgit and maintained permanent force to assist the Mehtar of Chitral
and to look after the British boundaries with Soviets. Then the British rule extended upto
the general line of Shergarh, Lundkhwar and Hatian. The tribes of Malakand Agency
used to commit raids in the British territory and constantly urged the British subjects to
rise and edgy the British Authority. This compelled the British to take punitive action
against them. In due cause the British after negotiating with Khans of Thana. Allahdand
and Umara Khan of Jandol opened a postal route to Chitral. Umara Khan with his
ambitious plan could not resist taking over Chitral whereas the British could not tolerate
this and thus resorted to full-fledged operation to provide relief to the Chitral Garrison,
and defeated Umara Khan’s forces.
On March 17, 1895 a proclamation was issued to all tribes of Malakand division to allow
passage to the British troops which was refused. Hence the British occupied Malakand
after fierce fighting and established their garrison at Malakand proper. The political
agency headed by Major H.A Deane thus came into existence in October 1895.
Winston Churchil was then a Lieutenant in the Royal Army lived during days in the fort
at Malakand proper.
The tribesmen of this agency played an important role in the creation of Pakistan. They
organized National Guards and took part in the referendum held in 1947.
Later on, Dir and Chitral were separated from Malakand Agency in February and March
1966 respectively. Swat and Bajour were also separated in July 1969 and December
1973 respectively.

1.4 Physical Features/Topography
The area consists of various narrow valleys surrounded by hills. Almost all the area in
Swat Ranizai sub-division is hilly except the area of Thana, Batkhela, Dheri Allahdand
upto Totakan which is an irrigated land, whereas major portion of Dargai of Sam
Ranizai sub-division is cultivable having negligible hilly area and is more productive than
the land of Swat Ranizai sub-division.
1.5 Rivers and Streams
Swat River enters this area about 3 kilometres above Thana village. All the principal
villages in Swat Ranizai sub-division are irrigated by this river. The southern parts of the
Malakand Agency i.e. Sam Ranizai is also irrigated by its canal known as Upper Swat
canal with Head works at Amandara. The Upper Swat canal apart from irrigating a large

portion of the Agency and Mardan district also provides falls for two Hydro Electric
Power Stations in Malakand Agency, situated at Jabban and Dargai respectively. Thus
the Swat River plays a vital sole in the economy of the area.
The following are the main streams in Swat Ranizai sub-division which, in the event of
rain, flow and at last fall into Swat River:

Batkhela stream called Khwar (stream)
Chorbal stream
Munkar stream at Piran Killi
Hindosar stream of Malakand
Similarly there are some main streams in Sam Ranizai sub-division flow in the rainy
seasons and these join each other near Sakhakot and flows down towards Jalala where
these are connected with Kalpani in district Mardan:
Dargai Jabban stream
Water Dobandi stream
In addition to the above almost every village has got a Nallah of its own but none has
any significance.

1.6 Climate
The climate is moderately cool in winter and pleasant in summer, hottest months are
June, July and August. The maximum temperature during summer reaches 41oC and
minimum in winter reaches -2oC.
There is no climate station in the district. Therefore, the climatic data is not available.
1.7 Flora
Rose and tulip are wildly grown in this area. Moreover Toot (Morus maraceae), Bakain
(Melia azerdarach), Shesham (Dalbergia sissoo), Henthus, Sufaida (Poplar), Nakhtar
(Pinus), Phulahi or Paloosa (Acacia modesta) and Eucalyptus trees are grown in hilly as
well as in plain areas.
1.8 Fauna
The common wild animals found in the area are Jackal, Deer, Leopard, Monkey and
Wolf. However with deforestation the same has become scarce.

2.1 Races and Tribes

2.2 Languages and Dialects
The mother tongue refers to the language used for communication between parents and
their children in any household. Pushto is the predominant language being spoken in the
district.
2.3 Dress and Ornaments
The people of Malakand Agency mostly wear Shalwar, Qamees like other parts of Khyber
Pakhtunkhwa. Chitrali cap is used in winter while a tropical white colour in summer.
Chaplies are common foot wear. The female also use Shalwar, Qamees and Dopatta.
Pardah is universal among women in a form of Chadar or Burqa. The common ornaments
are rings, bangles Jhumar and Tikah i.e. a plat circle shaped gold hanging on forehead.

2.4 Dwellings
Most of the houses in the rural areas are made of clay and shaped stones/bricks whereas
in urban area like Thana, Batkhela, Dargai and Sakhakot houses are constructed with
bricks and cement. A house generally consists of 3 to 4 rooms with a veranda, kitchen and
bathroom. People live in a joint family system. However the rich families have constructed
bungalow type houses. The standard of living of some people has changed due to their
services in the Middle East countries. In most of villages there is a Hujra while in the urban
areas there are drawing rooms for the guests.

2.5 Occupations
Generally, the people are less educated and earn living by farming as tenants on land
owned by the land lords. However some people are in government services and labourers.
A large portion of the population is serving abroad. Some people are engaged in trade,
commerce and transportation.
2.6 Culture, Customs and Traditions
Religion has a great impact on the culture of people. Most of the people are Muslims. The Syeds and Mians enjoy special respect amongst the Pathans on account of their ancestry. The visit to shrines or Ziarats is very common especially among the women.
The Yousafzai Pathans are lively, brave and hospitable people. They are very courteous towards each other.

There are many forms of greetings and salutations. It is very usual for the Pathans to embrace each other when they meet. This is followed by a chain of inquiries like Jorr Ye (are you all right), Khushal Ye (are you happy) besides, some other similar expressions of good will.
2.7 Marriage
In Malakand Agency betrothal is initiated according to the Islamic laws. Nikah is arranged
between the girl and boy through a Pesh-e-Imam in a Mosque/Hujra of the respective
village. A marriage programme is arranged in a simple manner by parents of boy and girl.
The engagement is held ceremoniously but departure of girl is made usually after one or
two years.
2.8 Deaths
The death ceremony is performed in respectable manner. The villager, jointly dug grave
and the women assemble in the house of the deceased for condolence. The Namaz-e-
Janaza is offered usually before or after regular prayer within the permissible time attended
by a large number of men. The neighbours/relatives serve meal to the family of the dead
and guests for three days.

ECONOMIC DIMENSIONS OF MALAKAND
3.1 Agriculture and related Sectors
Agriculture is the main source of livelihood of rural population. Due to physical features
entire land is not cultivatable. The people sow different kind of crops in plain as well as in
hilly areas. The total reported area in the Malakand Protected Area is 52134 hectares, of
which 45681 hectares are cultivated. Most of the cultivation is carried out in the Sam
Ranizai sub-division.

3.5 Vegetables
The main vegetables grown in the District are Turnip, Carrot, Spinach, Tomato,
Cauliflower, Peas, Radish and Others. Acreage and production of major vegetables grown

3.6 Livestock
The Livestock in the district are Buffalo, Cow, Sheep, Goat, Camel, Horse, Ass and
Poultry. Livestock and Dairy Development Department is looking after the Livestock affairs
through an extended network, throughout the district. However, a lot can be done to
improve the health and productivity of Livestock in the district. The following table

Besides Veterinary Hospitals and Veterinary Dispensaries there are 13 Artificial
Insemination Centres which are providing services to the Livestock Population in the

3.7 Forestry
Hill tops are covered with natural Forest. There are numerous private nurseries of all kinds
developed by people with the cooperation of Forest Department. Forestation by the Forest
Department in the district is 101181 acres. Pine trees, popular, ipple ipple, robenia,
eucalyptus, ailanthus, pulai, oak, wallue, olive etc. are the most common form of Forestry
in the Malakand Agency.

3.9 Communication
The country wide/international postal services boosted up by telefax and Internet are
operational in the district. On the other hand the voice links have been improved in the
district by the private companies offering cell phone services like Jazz, Ufone, Zong,
Telenor and Warid. The present position of the postal service facilities in the District is

TRADE AND TRADE CENTRES
The Malakand Protected Area has a big trade center at Batkhela. All the Agriculture
produces are transported to Batkhela and supplied to the other districts. Dargai is also a
big market for timber.
Generally, the traders of the agency are engaged with buying and selling of edible articles,
besides other daily consumption goods. The following are trade centres functioning in the
Malakand Protected Area.

ADMINISTRATIVE SETUP
Executive
The status of the area is Provincially Administered Tribal Area (PATA) which like other
tribal agencies is under the charge of a Political Agent who is working as a District
Magistrate as well as Collector. The Political Agent is also acting as a coordinator of the
functionaries of all nation building departments in his area of jurisdiction. He is assisted by
two Assistant Political Agent at Batkhela and Dargai along with one Tehsildar each at both
stations.
Political Agent also acts as Commandant of Malakand Levies for the maintenance of law
and order in the area. The Political Agent is also incharge of government treasury
Malakand. In Malakand Protected Area all the major public dealing departments are fully
operational and in case of any eventuality the concerned department takes proper action
with consultation of Political Agent, Malakand.
Judiciary
Before 1973 cases were decided under the Frontier Crimes Regulation, which were
replaced by regular laws. At the same time the PATA regulation, a type of Jirga system,
was also functional. During 1974 the PATA regulations were abolished in view of Peshawar
High Court decision and for quite some time the cases were pending for want of its
substitute procedure. In 1994 there was a movement for enforcement of Shariat (Islamic
Law) in Malakand division which was known as Tehrik Nifazzi Shariat Muhammadi (TNSM).
In order to satisfy the demand of TNSM the government introduced Nifaz Shariat
Regulation in 1994, which was replaced by Shariat Nizam-e-Adal Regulation 1999. The
Judicial set up in Malakand Protected Area is given below:

Levy Force
The Levy Force is headed by Political Agent/ Commandant coupled with Subedar Major
who is a second in command. Supervising and controlling the levies force in maintaining
law and order and investigation of criminal cases. Subedar/Naib Subedar of the levy force
is functioning as an SHO and incharge of the levy post/ Thana accompanied by the
Moharrirs. Following are the levy posts in the area:
