    1.1 PROJECT BACKG ROUND

    In 1991, the government of NWFP created Sarhad Tourism Corporation(STC) as a pu !ic !imited compan" to promote tourism in the province#

    This $as done in recognition of the enormous potentia! for economic

    deve!opment through environmenta! tourism ased on the diverse

    !andscape, rich cu!ture and pristine eco!ogica! resources of the

    province# %asica!!", $hatever tourism deve!opment had ta&en p!ace in

    Pa&istan, $as most!" through ad'hoc p!anning of the Tourism

    Corporations financed " the overnment of Pa&istan# No p!anned or

    integrated efforts $ere made to s"stematica!!" and gradua!!" deve!op

    the tourism industr" in Pa&istan# Neither the environment impact nor

    need or demand assessments $ere carried out efore em ar&ing upon

    deve!opment activities in this sector#

    nfortunate!", this unp!anned, disorgani*ed and ad'hoc approach

    resu!ted in $asting a !ot of natura! and financia! resources# It has a!so

    destro"ed the eco!og" and environment of the potentia! areas# The

    mushroom !i&e deve!opment of infrastructure oth " the private and

    pu !ic sectors $ithout &eeping the future in vie$ marred the eaut" of

    the areas $ith tourism potentia!# The resources $ere concentrated in

    a fe$ areas, resu!ting in over'cro$ding certain p!aces and tota!!"

    ignoring other areas, $hich $ere !eft ehind under'deve!oped# The

    standard of tourists faci!ities and man made attractions $ere far e!o$

    the nationa! and internationa! standards, $hich is !imiting touriststraffic#

    Inade+uate securit" measures in these areas further sai!ed the

    environment, No concerted and integrated efforts seem to e ist to

    pu !ici*e, promote and e pose Pa&istan-s tourism potentia! to the

    outside $or!d and that is $h" Pa&istan is ca!!ed ./sia-s est &ept

    secret.# 0ue to the tota! dependence and heav" urden on the

    government-s financia! resources, the Tourism Corporations of Pun a

    and Sind have ecome parasites and a !ia i!it" for their governments#

    2earning from the e periences of the other Tourism Corporations in

    Pa&istan and the other sister organi*ations of Siri 2an&a and 3a!dives

    etc# the Sarhad Tourism Corporation (STC) $as esta !ished " the

    government of N#W#F#P $ith a c!ear mandate to p!a" its ro!e as a

    cata!"st and he!p promote the tourism industr" through the private

    sector# It is the government of NWFP-s strateg" to he!p the STC tostand on its o$n feet and ecome a se!f sustaining organi*ation# STC

    $as supposed to receive a one time grant from the government to

    egin its activities ut $ou!d essentia!!" e se!f'financing#

    It $as decided " the #4# NWFP that STC shou!d have a 5egiona!

    3aster P!an to have a p!anned and s"stematic approach to$ards

    deve!oping the tourism industr" of 3a!a&and# In that, it $as decidedthat STC $ou!d hire a team of consu!tants to prepare a 6'14 "ears

    5egiona! 3aster P!an for the deve!opment of Tourism in 3a!a&and# The

    1.3 TOPOGRAPHY

    3a!a&and division is an a!! mountainous area, surrounded on the north

    " >indu&ush and Aara&uram 5anges $here high sno$ covered pea&s

    of $or!d fame are !ocated# The area

    starts gaining the a!titude from 3a!a&and /genc" $hich starts from

    the foot hi!!s of the 3a!a&and 5ange# The S$at va!!e" stretches from

    here on and reaches at high a!titudes at Aa!am and further to$ards

    north# 0ir is re!ative!" higher than S$at and su se+uent!" Chitra! is

    the highest va!!e" ounded " the highest a!titudes in the $ho!e

    division# /!! three va!!e"s are separated " mountain ranges running

    a!most para!!e! in north'south orientation#

    The histor" of 3a!a&and /genc" is intricate!" $oven $ith histor" of

    S$at, 0ir and Chitra!# @ar!" in the si teenth centur" the Dousaf*ai

    Pathans effected their entrance into S$at " the 3a!a&and and in the

    16 ? Eain Ahan, a genera! of the emperor /& ar, ui!t a fort here# In

    1 ;6 the Pass $as ta&en " the Chitra! 5e!ief Force and has sinceeen occupied as a mi!itar" post near $hich is a!so !ocated the head

    +uarters of the Po!itica! /genc"# n 7u!" =o$ever, its tri a! status $as recogni*edand to date it is a tri a! area under the provincia! contro! as (F/T/)'

    Provincia!!" /dministered Tri a! /rea#

    The district present!" no$ and previous!" efore, is partitioned

    et$een t$o parts " 3a!a&and hi!!# The northern part is ca!!ed S$at

    5ani*ai and the southern part is ca!!ed Sam 5ani*ai# Primari!" the

    popu!ation of the area $as and sti!! is dependent upon agricu!ture $ith

    t$o distinct c!asses of agricu!turistsG the o$ners and tenants, $ith

    periodic uprising from time to time against each other# Without a

    The" marched on$ards despite resistance from the !oca!s, ut $ere

    fu!!" engaged at 3a!a&and Pass# / fierce att!e et$een the %ritish

    force and the !oca! 3u ahideen too& p!ace# The %ritish fina!!"

    succeeded in overcoming the resistance# The hi!! top and surrounding

    area $as occupied " the %ritish forces# Sir Winston Churchi!!, $ho

    !ater ecame the %ritish Prime 3inister $as a !ieutenant at that time,

    trave!!ed in a tonga from No$shera to 3a!a&and and too& part in the

    operation# ne pic&et near Cha&dara on the ad oining hi!! top, $as

    named after him as .Churchi!! Pic&et.# / fe$ decades ac& in ear!"si ties, Hueen @!i*a eth, on her $a" to S$at on the invitation of

    President /"u visited this spot and conve"ed her message to

    Churchi!!, $ho $as a!ive then#

    The first historica! mention of S$at is made " /rians, $ho record that

    in :=< %#C# /!e ander the reat !ed his arm" through Aunar, %a aur,

    S$at and %unerG ut his successor, Se!eucus, t$ent" "ears !aterhanded over territories to Chandragupta# The inha itants $ere in

    those da"s of Indian origin# %uddhism eing the prevai!ing re!igion,

    the" remained thus a!most undistur ed under their o$n &ings unti! the

    fifteenth centur"# The" $ere the ancestors of the non'Pathan tri es#

    The invasions of the Dousaf*ai and other Pathan tri es, aided " the

    tman Ahe!, then eganG and " the si teenth centur", the Dousuf*ai

    $ere in possession of %uner and 2o$er S$at# The advent of these

    Pathan invaders introduced Is!am throughout S$at#

    /t this time the @mperor %a ar, " a dip!omatic marriage $ith the

    daughter of 3a!i& Shah 3ansoor, the head of the Dousaf*ai c!an, and

    descendants and fina!!" the %ritish in 1 96 and 1 9?# It is to reca!!

    that the !oca! 3u ahideen vo!untari!" fought the %ritish forces in 1 96

    $hen the" tried to find their $a" to Chitra! via 3a!a&and'Cha&dara#

    cou!d not stand the forces of the %ritish and crossed over to

    /fghanistan# For his strategic moves and tactics in the $ar against

    %ritish and !oca! encounters he $as sometimes ca!!ed Napo!eon of

    France# >e $as suffering from e treme !ac& of resources# /!! he

    depended upon and ti!! ver" !ate thereafter, $as the !oca!!"

    manufactured arms from a native area in %ara$a!, near 0ir#

    The peop!e of Chitra! are predominant!" emigrants from /fghanistan

    $hich is their c!ose neigh or# Part of the popu!ation are those $ho

    came $ith /!e ander the reat and sett!ed here $hen he !eft the area#

    These remnants of those da"s have maintained their cu!ture and

    identit" ti!! this da"# The va!!e"s $here the" !ive are &no$n " the

    name of Aafiristan, the name $hich is no$ the main attraction for thetourists# Not on!" their eaut" and attire ut a!so their customs are

    attractive# %" passage of time their num er has decreased

    considera !" as the" are converting to Is!am# There is a strong fee!ing

    for tr"ing to maintain their identit" and to have the !east interference

    in their affairs# The name Aafiristan, as it $as introduced in !ast forties

    has attracted tourists not on!" from far and $ide $ithin the countr"

    ut a!so from a!! around the $or!d#

    Ti!! !ate fifties the district, previous!" &no$n as a prince!" state of

    Chitra! $as ru!ed " .3ehtars.# These 3ehtars $ere emigrants from

    /fghanistan# The $ord 3ehtar- means superior, and the $a" the"

    the areas in the north# The area is &no$n " virtue of its !oft"

    mountains covered $ith sno$, ever green pine, oa&s and shru s#

    Aara&uram (A'=) the second highest pea& in the $or!d has graced this

    !and " its !ocation in the northern most part of the countr"#

    Pictures+ue mountain s!opes $ith sno$ me!t rivers f!o$ing in the

    gorges present fascinating scenes $hich are attractive to !oca!s and

    foreigner a!i&e# Nature has gifted this countr" $ith vast scope of

    deve!oping the eautifu! hi!!s and panoramic vie$s#

    3a!a&and division constitutes a significant part of the eautifu!

    countr" !ocated north of Pa&istan# It consists of the va!!e"s of S$at, 0irand Chitra!, a!! uni+ue in the potentia! scenic eaut" as attraction for

    tourists# To the outside $or!d these va!!e"s tru!" represent Pa&istan for

    tourism activit"# %esides the natura! eaut", these areas have rich

    historica! ac&ground# If ac&$ardness is ta&en as !essing in disguise,

    fe$ of the !ocations here have seen !itt!e impact of modern !ife,

    therefore the" are cu!tura!!" preserved in origina! form#

    The f!o$ of visitors started to$ards 3a!a&and division in ear!" fifties

    $hen the first oo& on Aafiristan $as pu !ished# The attractive

    3ost areas in 3a!a&and 0ivision are !ocated at high a!titudes $hich

    $itness e treme!" co!d $inters# %esides, due to the !and s!iding and

    e cessive sno$ fa!!, the access to these areas especia!!" Chitra!

    ecomes e treme!" difficu!t and sometimes impossi !e# Therefore, the

    most suita !e period for tourists to visit these areas is during summer#

    This is the time $hen other parts of the countr" $itness scorching

    heat and peop!e f!oc& to the hi!!" areas# /!though the tourists visitthese areas around the "ear even during $inter ut the" are ver" fe$

    in num er and their visits are !imited to re!ative!" !o$'!"ing areas# The

    main'stream of the tourists starts coming sometimes during 3a" and

    continue ti!! cto er# Therefore norma!!" the tourists season is

    considered to e from mid 3a" to mid cto er, ever" "ear#

    In the ear!" da"s of Pa&istan a tourist $as necessari!" ta&en as a

    foreigner, as oth $ords (tourist and foreigner) $ere s"non"mous to

    each other# /s the time passed and socio'economic conditions in

    Pa&istan improved, a significant num er of !oca! popu!ation started

    ta&ing part in tourism activit"# With e posure to the outside $or!d,

    increased num er of educated fami!ies $ith increase in afforda i!it"

    and the revo!ution rought " the mass media, peop!e of Pa&istan

    rea!i*ed need for recreation to en o" vacationing# radua!!" a c!ass of

    !oca! and domestic tourists deve!oped $hich has no$ increased to a

    significant si*e#

    (c) Foreign tourists#

    2oca! tourists e!ong to the same area and ma&e short time visits

    0omestic tourists are present!" perhaps the !argest proportion of

    tourists# These are the peop!e $ho visit the tourists p!aces during theannua! vacation (summer and $inter) periods and e!ong to Pesha$ar,

    Is!ama ad, 2ahore, Aarachi and the remaining parts of the countr"#

    Foreign tourists main!" come from @urope, /merica, /ustra!ia and

    7apan# The on!" countr" in /sia $hich has significant share in Pa&istan

    Tourism is 7apan# Foreign tourists are a significant proportion of the

    tota! tourists in Pa&istan# /ccording to the /dditiona! Secretar", Tourism, 3r# >assan 5a*a Pasha, Since 19 :, tourists arriva! in

    Pa&istan ranged et$een :,e noted that the

    tourists arriva! in Pa&istan as much !o$er than in most other countries

    in the region# /ccording to a recent Wor!d Trave! and Tourism Counci!

    adventure# Tourists prefer to ma&e their period of sta" as comforta !e

    as possi !e# >o$ever, there are certain instances $hen an" difficu!t"

    during the ourne" or sta" needs !itt!e hardship $hich is ta&en as

    adventure# %ut under norma! circumstances, there are asic human

    needs $hich certain!" re+uire to e provided# Fo!!o$ing is an overvie$

    of the asic services $hich are present!" e isting for the tourists#

    The countr" has at present a vast and e tensive net$or& of air, rai!

    and road !in&ages# >o$ever, appropriate modes of suita !e transport

    $ithin the division e ist in the private sector a!one as no specific

    arrangements for tourists is made " the pu !ic sector# Private usses,

    $agons and sma!! vehic!es p!" ever"$here in the division, $hich are

    most!" not ver" comforta !e seating capacit" $ise nor to the !eve! ofservice# To approach the attractive ut difficu!t terrains in the far

    f!ung areas eeps are avai!a !e to hire, ut the s"stem !ac&s an

    organi*ed net$or The rates of these eeps are determined at $i!! "
