District Strategic Development Plan 2021 to 2036 Papua New Guinea is a developing country and most of its development ideas are adopted from United Nations , Europe and Australia. The need for strategic development plans which will foster the need for district development plans has always been a barrier for many electorates, local level government and wards. The lack of strategic development plan result in DSIP funding been used for other purposes that does not reflect more focus on development. Though every electorate in Papua New Guinea are allocated with K10 million of DSIP however for political interest and favour some .of the district miss out on full DSIP funds and only receive less then K 5 million per year. The sustainable development growth in rural district across the country cannot be achieved due to funding shortage, lack of planning and misappropriation by successive member of parliament. Ambunti Drekikir becomes one of the least develop district since the independence year 1975 and today very old infrastructure is currently there. Ambunti Drekikir is a home to more then 70,000 people and houses the April Salome forest management area for carbon trade. The district consist of four rural local level government with 62 ( sixty two) council wards covering a total of 10,000m2 kilometres that shares electoral boundries with Wabag electorate (Enga Province) , West Sepik and Madang. The initiative taken to develop the fifteen year strategic plan will enable the district to focus of various development infrastructures and services that would allow for people to have access market so they can be creative, improve growth and provide for sustainability. The 15 (fifteen) year Strategic District Development Plan 2021 to 2036 is develop for the Ambunti Drekikir District under the three word banner Creativity, Growth and Sustainability, an hybrid strategic development module that incorporate mixed structure urban plan and transport strategy, law order, welfare, tourism, agriculture, transport infrastructure, small medium enterprise, education ,health and community development. Executive Summary

We also anticipate that while working on development infrastructures , training, implementation evaluation of

creativity strategies with support from sustainable infrastructure will attract income for each and every family

(household). The plan will make sure that no one is left out and everyone should be involved in income

generation activities to sustain their daily livelihood. A social mapping and land identification with ILG support

for land group incorporation will be developed so that all land can be registered and landowners can work on

their land to source income. Agriculture innovation technology and tourism will form a basis for every one to

participate so that self sustainability can be achieved.

Post Office Travel Centre The District Sustainable Development Committee will be establish to implement the development plans under

smart city development concept paving the way for urban to city title over the next fifteen years. The aim of

this plan is to open up corridors for rural communities in the four local level government to contribute

meaningfully towards the Sustainable Development Goals that the district is embarking actual infrastructure

cost for smart city mixed development concept and design may vary. The full development as outline above

will cost USD 300million ( PGK 1.35billion). We aim to become the model city in the region as indicate and

focus to reach full scale by 2032 reflecting all that is been plans under Build Operate and Transfer scheme.

Ambunti , Drekikier and Connecting Road Link

Road and Bridges

Roadlink is one of the major barrier to the people of Ambunti , Tunap Hustein and other two LLG in the district,

Ambunti only means of transport is through boat and only fever times through air. Transport barrier is one of

the huge barrier to growth and development in the district for the past 47 years since independence. The road

link has been difficult to build because of the geography where swamps, lakes and wetlands with no dry land,

this was the main idea and many successive leaders of the district thinks that this roadlink will not be possible

and cost may cost more. However after feasibility and scoping it is said that the road can be build using

technology experiences and skills by engineers. The project will cost USD 100million and it will come under

build operate transfer scheme for (20) twenty years where it will remain 80:20 meaning Ambunti Drekikier

District Business Arm will have 20percent while the investor will own 80percent and write off over the 20 year

period.

Ward Road Link

Road link to wards and villages around ambunti will be funded both on both sides of the river where ferry

services will be arranged for transporting vehicles and people with cargo from one side of the river to other

side each day. The roadlink will be for all four local level government and wards of the district, an allocation of

USD 30 million has been pre budgeted for the road link between all feeder roads in all wards of Ambunti

Drekikier.

Introduction

With the adoption of the 2030 Agenda at the United Nations Sustainable Development Summit in September

2015, the UN Technology Facilitation Mechanism (TFM) was launched and the Inter-agency Task Team on

Science, Technology and Innovation for the SDGs was formalized. One of initial streams of work of the

task team has been to take stock of the existing science, technology and innovation (STI) landscape across the UN System and beyond, to inform well-grounded discussions on how STI, as key means of implementation, can best contribute to the achievement of the SDGs.

Aims & Objectives

It is the vision of this plan to make Ambunti Drekikier district a pilot model smart city initiative build and

created in Papua New Guinea for every district to grow and develop in the next 5 to 15 years.

Aims

The aim of this development plan is to source funding and build tangible importance infrastructures for

transport, law & order, education, health, women & youth , communication , water and electricity for

implementing the sustainable development goals using this infrastructures for effective services delivery.

Objectives

In this hybrid module of strategic development plan we are using the traditional bottom up development

planning so we will allocate resources to the villages and wards building them then to local level government

and district.

For us to attain the aims and visions we have developed various objectives and strategies that will help in

enhancing the sustainable development goals:

Source Funding through donor, aid partners and investors to build infrastructures

Develop Strategic Management & Implementation Plan to execute the development

Build Road Link to Connect Ambunti to main Wewak highway and connect small communities and

villages through road.

Build two township for Ambunti and Drekikier following the smart city development under mixed

commercial structure

Strengthening the law and order infrastructure, manpower and law enforcement

Provide Support and empower youth and women through small medium enterprise concept.

Build Education and Health Infrastructures in the District

Build public amenities and support globalization using cross cutting technology

Develop and construct water sanitation and electricity for district.

Provide assistance to boost tourism and agriculture activities.

Provide income generation opportunities and employment for everyone

Plan and role out housing scheme through the district to change the lifestyle of living supporting the

smart city urban/ rural concept.

Community-led development puts community members in the driver’s seat of their desired development pathway. Community

priorities will be expressed through bottom-up planning processes, via the ward, local-level government (LLG) and the district-level

plans. These should connect to the top-down planning processes as reflected in National and Provincial Development Plans.

When discussing development planning, one of the immediate dimensions highlighted is the “top-down” versus the “bottom- up”

development planning processes:

“Top-down” refers to government-led, development planning, based on national, provincial and/or regional/district-level

development plans and budget allocations.

“Bottom-up” or community-led development planning refers to putting community members at the center of development

planning, through their views, and helping define the development course for their area, in line with their own views,

expectations and plans. It is tailored to the local context and directly addresses the needs of communities. For best results,

bottom-up planning will be participatory, democratic, inclusive and gender balanced.

Advantages to Community Development

Inclusive, community-driven development planning lies at the heart of the bottom-up rural development approach. This planning

process, in essence, is the vehicle and approach for communities to identify and prioritize their needs. Community participation in all

levels of the planning and implementation process generates high levels of ownership, and empowers villagers through realizing

their own needs.

Rural bottom-up development planning is an entry point for more effective development that is felt at the community level.

It can lead not only to empowerment of community members, but also to strengthened relations between various

participating stakeholders, government agencies and communities. It creates pathways for longer term results, resilience and

more sustainable development.

Strategies for Success

The main strategies that we have plan is the use of Sustainable Development Goals to achieve the millennium

development goals 2030 and the vision 2050 of the government of Papua New Guinea using eco systems that

accommodate for clean energy water and environment.

Risks and Risk Factors

In typical Papua New Guinea culture land is of more value with chieftaincy rulership over the people , following

it the natural disasters which are uncontrollable , tribal conflicts and customary witchcraft practices are the

factors that may be hindering the development plans that will pose risks. However plans to support the law

and order activities will become the pre development exercise paving the way for the actual development to

take its place
