Objectives
• Study Group Proposal
• Overall goal should be to define a standards ‚story‘ of how hotspots can be constructed, in a consistent and interoperable manner.

Jigsaw• Security (TGi)• QoS (TGe only provides QoS over the air)• Handoff (but not 802 handoff)• Policy
– Network layer issue, IETF, but does it impact IEEE 802.11 ?
• Mobility– same again, IETF, but remember that Fast
Roaming SG is looking at ESS roaming.

Requirements• What is required for a public access hotspot
standard ?
• Are all the pieces of the Jigsaw known ? Impact on 802.11.
• Is there a generic interface model to external networks ?
• Who cares ?

Standards/Test Plans• Technology and therefore interfaces must
be defined by standardisation body.– External interfaces should be defined by same
body which defined the technology where possible.
• Test plans should be defined by industry.– If test plans start to re-define the interfaces to
the technology, where is the line drawn between technology definition and testing?

Who cares• Who should standardise an IEEE 802.11 public
access solution.
• Should this be left to 3GPP and/or 3GPP2– What happens if their solutions impact the MAC layer– Does the terminal have to change it’s behaviour
between different networks.– Are their solutions compatible with the output of TGe,
TGf, TGi, TGk and TGn.

Study Group Scope
The scope of the study group is to consider whether there is a requirement to enhance the IEEE 802.11 standard (and amendments), to add interworking capability to both cellular and external IP based networks.
The intention is to re-use the output of existing Task Groups to form a complete interworking solution, and to fill in any gaps.

Motion
Move that WNG approve a request to IEEE 802.11 to create a interworking study group
(at the next interim meeting)
