We have reviewed tl1e Agreement #08-203050 from. the Department of Commerce and Economic Opportunity ("Grant Agreement"). We have deterro.in.ed it is appropriate for Chaitman McConnaughay to sign the Grant Agreement; however, our review was limited to the Grant Agreement documents. This l:imited review does not constitute a review of the Specialty Care Network. ("Network") or any other documents related to the i.mplementati.on of the Network. It is our understanding the Health Department has acknowledged that the funds may have to be returned if the Networ.lc does not come to fruition.

· Based upon oui: reading of the grant agreement as well as the May 2, 2008letter accompanying the grant agreement, we are advising the Health Department to communicate with DCEO in writing if it determines it i.s necessary to extend the end date of the project past the proposed date of end date June 30,2009. The proposed start date was January 1, 2008, and because that date has passed, it may be appropriate 'to request the extension. In addition, if the Health Department should wish to alter the scope of work from the original proposal, it would alsq need to request this change in writing and receive approval prior to expending any funds in order to be in. compliance with the grant agreement.
