ConceptConcept

DISA Computing Services will be an organization that is highly centralized, highly standardized, available, secure, efficient, highly customer-focused, and easy to use. Every aspect of Computing Services business and operations will focus on providing combat support computing to the warfighter.

“New operational concepts—the end-to-end stream of activities that define how force elements, systems, organizations, and tactics combine to accomplish military tasks—are critical to the transformation process. They may even reveal how we can accomplish our aims with fewer people and resources.” - DEPSECDEF Wolfowitz in statement to SASC on Military Transformation, 9 Apr 02

Transformation InitiativesTransformation Initiatives• Consolidate of systems management into four Systems

Management Centers (SMCs)

• Establish Processing Elements at all other Computing Services’ data centers

• Consolidate mainframe processing– 5 IBM sites to 3

– 3 Unisys sites to 2

• Consolidate DFAS server processing

• Restructure management

• Eliminate non-core workNote: Transition to take place over the next 30 months

Mechanicsburg, PA Montgomery, AL

Ogden, UT Oklahoma City, OK

Notes:

1. Each SMC will manage servers

2. Two will manage IBM-based processing

3. Two will manage Unisys-based processing

4. Each will have a help desk and a technical support staff

5. Each will host processors and servers

San Diego, CA Denver, CO

San Antonio, TX Norfolk, VA

Huntsville, AL Chambersburg, PA

Jacksonville, FL Warner Robins, GA

Dayton, OH Rock Island, IL

Notes:

1. PEs will host processors and storage in a lights dim environment

2. PEs will have minimal staffing

6“Our people make a difference every day”

• DECC and detachment structure will be eliminated

• All business and overhead functions will be integrated and consolidated into a single, virtual management organization – located in several places

Notes:

1. Headquarters elements will remain in the National Capital Region, Denver, Chambersburg, and Pensacola

2. All SMCs and PEs will report to the headquarters

Transformation ResultsTransformation Results• Enhances a trusted, continuously available

environment for information– Applies assured computing concepts– Improves customer support– Retains military control– Dramatically improves scalability

• Streamlines processes and management• Saves substantial money

– $416M FY03-06; $143M per year at end state

• Reduces civilian end strength– 1200 billets
