Created in 2005, Iowa Great Places is a

program designed to promote bold

thought, innovation, and entrepreneur-

ship at the local and regional level in

Iowa. Places – neighborhoods, cities, coun-ties, or regions – engage in an inclusivestrategic planning process to assess theirstrengths and areas of opportunity, create avision for augmenting their unique attrib-utes and quality of life, and design aroadmap to turn that vision into realty.

For the planners of the Webster andHamilton Counties Iowa Great Place, thatprocess began in 2008 as several area lead-ers began talking about the various proj-ects envisioned in their communitieswhich were designed to improve the qual-ity of life for everyone. Those talks led toplans to organize a team to bring every-thing to the table at once in hopes of earn-ing an Iowa Great Places designation.

Throughout the summer of 2009 CherylO’Hern, general manager of Frontier Com-munications, and State RepresentativeHelen Miller worked to organize a groupof key people committed to putting a planinto action. “We had only two groundrules for the group in coming to the table,”said O’Hern. “No egos. And no bound-aries.”

The Iowa Great Places selection com-mittee seeks to find Places where commu-

nities or regions have demonstrated a will-ingness to work together. O’Hern said itwas amazing the amount of energy, enthu-siasm and creativity that was present ateach meeting. The group, made up of lead-ers from Webster City and Fort Dodge, metevery Friday from January through Augustof 2010. Everyone came with ideas for im-provements or projects to add to the list.The team worked diligently to put to-gether a plan which would make bothWebster and Hamilton counties stand outand which would showcase the unique op-portunities available here. At the sametime that plan needed to be realisticenough to make the projects feasible.

Last September the committee’s effortswere recognized when “Where the RiversRun Wild” was approved, and Websterand Hamilton Counties were granted des-ignation as an Iowa Great Places region.Governor Terry Branstad signed theproclamation in mid-February, making thedeclaration official.

The Great Places designation creates apartnership between the State of Iowa andthe Place, with the following benefits:

• Technical assistance from all rele-vant State agencies for project im-plementation

• Additional consideration for grantapplications from all State agencies

for projects specifically included ina Place’s Great Place proposal

• Dedicated State historic tax credits

• Greater publicity

• Iowa Great Places grant funds(pending legislative approval foreach fiscal year)

The greatest benefit is that diverse inter-

ests come together to create a unified vi-

sion for their Place. Even if they are notformally designated a Great Place, thePlace, and the State as a result, is strongeras a result of the planning process.

State government also benefits from in-creased cooperation and collaboration be-tween departments, other levels ofgovernment, and community organiza-tions; heightened profile for individualagencies as they partner with local com-munities; and increased knowledge ofwhat Places need, which assists in pro-gram development.

Downtown�Catalyst�Plaza�

The first towns found “their place” on their sense of identity from the river and the river provided them with such necessities as water, sources of power and recreation. The river brought recreational opportunities as well. The opportunities offered by “this place” attracted and continues to attract a diverse population.

The Downtown Catalyst Plaza would become part of a downtown loop, connecting through trails and pedestrian corridors to the future Riverfront Community Festival Lawn. This loop is the destination for a downtown farmer’s market, community festivals, and seasonal entertainment. Place-making streetscape elements may include historic lighting, benches, landscaping, fountains, and sculptures. The Plaza is part of the 2008 Downtown Plan’s revitalization recommendations to realign 2nd Avenue South into 1st Avenue South and create a catalyst redevelopment area to support the core downtown. The Plaza is proposed through Great Places funding, as the element contributing to the community’s seven dimensions creating a cultural and social gathering area that ties into the core downtown – establishing a specific image and tone for redevelopment that will occur nearby the Plaza.

If all projects in the Hamilton-Webster County Great Places proposal were implemented, it is projected that total revenues created would be $70 million.

Locally, six projects were put together to

present for the Iowa Great Places designation.

The grant monies received from Iowa Great

Places make up only a small percentage of the

total cost of each project. During the planning

stages, local leaders worked to find funding

(or planned for future fund raising and other

financial sources) which would cover the ma-

jority of each project.

Iowa State University conducted a study

showing the potential income from tourism,

new start-up businesses and spin-off busi-

nesses could result in revenue of $70 million

for Hamilton and Webster counties.

Not only does the designation as an Iowa

Great Place effect the Where the Rivers Run

Wild projects, the designation enhances the

entire community by extending that designa-

tion to all local businesses and community or-

ganizations who may be making future

funding requests for grants, etc.

The pages which follow highlight five of

the six Where the Rivers Run Wild projects.

(The sixth project is Community Marketing.)

What you will find is a celebration of the local

resources to be found in Webster and Hamil-

ton counties. These are our local resources.

They cannot be outsourced to another coun-

try or region. Here is a new vision of eco-

nomic development.

Gypsum�City�OHV�Park��

The Gypsum City OHV Park was opened to the public in 2006 with 15 miles of trails including safety training and a youth riding area. Once a community and gypsum-industry liability, local ATV enthusiasts and community economic development leaders recognized an opportunity to reclaim this mining land and turn it into an asset for tourism and economic development. The 220-acre Park will soon expand to 600 acres of publicly available and free riding. Along with this several new opportunities are under development, to be available within three years: the first designated side-by-side riding in the State; a campground, prominent signage and natural resources protection. This park has gained regional, state and nation-wide recognition for the partnerships developed for its success, the variety of riding opportunities and its significant size. It has potential to grow to 1,500 acres.

Riverfront�Trails�

The river brought recreational opportunities as well. The opportunities offered by “this place” attracted and continues to attract a diverse population.

In 2008 the community identified the need for a trail system, noting it is an amenity sought by major employers and their employees. Fort Dodge blended this economic development activity with a 1999 goal of “returning to the River.” Two and a half miles of hard-surfaced trail will be constructed along the Des Moines Riverfront in Fort Dodge. This trail will become part of a community trail system linking with nine city/county parks, six miles of existing trail, Rosedale Rapids Aquatic Center, Harlan Rogers Sports Complex, Iowa Central Community College, Trinity Regional Medical Center, the Downtown, three golf courses, schools, and neighborhoods. The project is coordinated with development of the Lizard Creek Water Trail, a 13 mile system with four public access points, signage, informational kiosks, and brochures. The final touch to this project, to highlight these amenities and enhance safety is to light the bridges. Decorative lighting on and under at least one bridge is proposed through Great Places funding.

A 14,400 square foot outdoor convention center proposed in Briggs Woods Recreation Area. The privately operated County facility would provide public outdoor education and a wide variety of adult learningclasses that focus upon natural, cultural and heritage resources. The theme of the facility is “Opportunities through Education.” It will showcase a wide variety of educational classes offered to both the general public and private businesses/organizations. The building will use “green” building designs and sustainable construction techniques developed and taught by the Iowa Central Community College. It could serve as a convention and welcome center for the North Central Iowa Region. Amenities include: 5,200 square foot hall/ballroom (seating up to 400 people), breakout classrooms, an outdoor amphitheater, wildlife exhibits, a sand beach, 18-hole golf course, trails as well as all the natural amenities of Briggs Woods.
