SAFETY POLICY AT CERNFollowing the requirements of the Staff Rules and Regulations in matters of safety at CERN, the Safety Policy Committee developed the document that defines the Organization’s policy concerning all aspects of Safety – SAPOCO 42According to this documents the fundamental aim of CERN’s safety policy is to assign the indicated order of importance to these different aspects:
1) Occupational Health and Safety
2) Environmental Protection
3) Safety of Equipment and Installations
4) Operational Safety

Guideline documents – Safety advice:
1- Schedule & Safety organization of the project
2- Description of the equipment integrated in the project
3- Description of activities (with Safety relevance) -How to install? Operation? Maintenance?
4- Identification of the hazards generated
5 – Safety requirements, & control measures applicable to the project-Defined on the basis of the CERN Safety rules, Host states regulations, EU Directives, international standards & best practices
-Requirements on the relevant Safety domains; e.g. mechanical, electrical, chemical...-Control measures: guidance on Safety inspections; Safety systems; training; ...- Contact of the Safety officers & specialists
6 – Safety file (to demonstrate compliance)-List of documents on the relevant Safety domains; e.g. mechanical, electrical, chemical...

SAFETY FILE
7
A set of documents necessary to demonstrate that:
1 – activities;
2 – equipment;
associated to a project comply with the applicable CERN Rules.
The Safety file also serves when requested to demonstrate to external bodies, CERN’s ability to manage and master the safe operation of the project.
Project Leader (PSO) shall ensure that the Safety file is kept up-to-date & available to the collaboration, HSE Unit or Safety Officers of the Host Department.
Project Safety File:

The Safety file:
- Multidisciplinary set of documents;
- Demonstrates that the project complies with the Safety requirements identified for each hazard

- Fabrication certificates: Material, welding NDT reports, … ;
- EC Declaration of Conformity (if applicable);
- Instruction Manual (En and/or Fr);
- Installation Report;
- Commissioning Report;
- Certificate of authorization to put the equipment into service;
- Operating procedures and instructions for safe use;
- Periodic inspections and maintenance programs/reports.
