Artículo 1: Nombre, objeto y domicilio: Se crea la Federación Internacional de Polo, como entidad sin fines de lucro, cuyo objeto
será:
a) encauzar la práctica internacional del polo y las actividades de los
distintos países en ese campo; difundir sus reglas y promover la
organización de los torneos internacionales a que se refiere el artículo
2 del presente.
b) aprobar y difundir un Reglamento Internacional de Polo, que sin
eliminar los internos de cada país, ni los torneos internacionales ya
existentes, salvo acuerdo ulterior, sirva para eliminar diferencia de
interpretación cuando los torneos sean internacionales, y como guía
para los países donde se comience a intensificar la práctica del polo.
c) propender al mantenimiento de una disciplina deportiva que
concuerde con el espíritu del polo. A estos efectos las asociaciones
nacionales deberán comunicar a la Federación sin demora, las
sanciones disciplinarias que apliquen a los jugadores que actúen en
sus respectivos países, a fin de que la Federación las haga conocer a
los demás miembros, a los efectos que éstos estimen convenientes.
d) coordinar los criterios de las distintas Asociaciones y confeccionar
un listado internacional de hándicaps obligatorio para los torneos
internacionales.
e) organizar reuniones, simposios, seminarios, etc., con el ánimo de
iniciar una Escuela Internacional de Árbitros, impulsando
movimientos similares en los países de los miembros y procurando
dar solución a la necesidad de contar con arbitrajes técnicamente
satisfactorios, basados en criterios uniformes.
f) propiciar la crianza del Polo Pony, facilitar asesoramiento técnico y
alentar el intercambio de reproductores de probada calidad,
promoviendo la adopción de medidas tendientes a allanar a los
problemas que afecten la importación, la exportación y el traslado del
Polo Pony.
g) El domicilio legal de la Federación Internacional de Polo será en la
República Oriental del Uruguay, pudiendo instalar oficinas en el
exterior.
h) Para el mejor cumplimiento de su objeto la Federación podrá
adquirir, gravar, transferir y disponer a cualquier título de bienes
muebles o inmuebles y realizar todos los actos y ejercer todos los
derechos y operaciones crediticias sin fines de lucro conforme a lo
permitido por las Leyes de la República Oriental del Uruguay.

Artículo 2: Objeto. La FIP tiene por objeto:
2.1 Promover, fomentar y desarrollar la práctica del polo en el ámbito
nacional e internacional en todas sus variantes ecuestres (por
ejemplo tradicional, nieve, playa, arena, otros).
2.2 Representar, a nivel mundial, al deporte del polo en el Comité
Olímpico Internacional, así como en otras organizaciones o foros
internacionales.
2.3 Apoyar las actividades de las asociaciones nacionales del polo.
2.4 Para el mejor cumplimiento de su objeto, la Federación
Internacional de Polo tiene amplia capacidad para adquirir bienes de
cualquier tipo y contraer obligaciones de cualquier naturaleza y, en
general, llevar a cabo cualquier acto tendiente a cumplir su objeto.
Artículo 3: Principios
3.1 La FIP funciona sobre la base del principio de igualdad de los
miembros que la componen -dentro de la categoría que integre cada
uno de ellos- y el respeto mutuo entre los mismos. Rechaza de plano
cualquier discriminación basada en razones de sexo, raza, religión o
política.
3.2 Todos los miembros que la integran reconocen a la FIP como la
autoridad rectora del polo internacional, dentro del ámbito de
actuación que le fija su objeto, el presente estatuto y con las
facultades que le confiere el mismo.
3.3 La FIP reconoce a las asociaciones nacionales como únicas
autoridades rectoras del polo en los respectivos países, sin perjuicio
de reconocer a otras entidades como miembros de la FIP.
3.4 Ninguna disposición de los presentes estatutos tendrá
preeminencia por sobre las normas dictadas o que dicten cada una
de las Asociaciones Nacionales de los países miembros.
Artículo 4: Miembros
La FIP estará integrada por las asociaciones nacionales de polo de los
distintos países u otras organizaciones deportivas de polo, que
deseen formar parte de la misma y reúnan los requisitos necesarios
para incorporarse a ella.
Existen tres tipos de miembros: (i) los plenos, (ii) los
correspondientes y (iii) los contactos.
A) Miembros plenos
Son las asociaciones nacionales afiliadas. Las mismas tienen derecho
a participar en todas las actividades y programas de la FIP.

4.1 Condiciones de Ingreso. Para ser reconocidos como
miembros plenos las asociaciones nacionales deberán regir,
efectivamente, el polo en los países donde se encuentran
constituidas. Se dará preferencia en la afiliación a aquellas
asociaciones nacionales que se encuentren reconocidas por
el Comité Olímpico Nacional de su país. Para ingresar como
asociado se requerirá Solicitud escrita presentada al Comité
Ejecutivo la cual una vez aprobada la someterá a la decisión
de la Asamblea Ordinaria. Se Faculta al Comité Ejecutivo a
fijar otras condiciones de ingreso.
4.2 Derechos: a) Integrar la Asamblea General con derecho
a voz y voto; b) Ser electores y elegibles; c) Solicitar
convocatoria de la Asamblea General (Artículo 8.3); d)
Promover ante el Comité Ejecutivo o Comisión Directiva
iniciativas favorables al mejoramiento de la institución en
cualquier aspecto.
4.3 Deberes: a) Abonar puntualmente las cuotas ordinarias
y las contribuciones extraordinarias que se establezcan; b)
Acatar las reglamentaciones y resoluciones sociales.
4.4 Sanciones:
a) Será causal de expulsión de la entidad, la realización de
cualquier acto o la omisión que importe un agravio relevante a
la institución, a sus autoridades, o a los principios morales que
deben presidir las actividades de la asociación, o al desacato
reiterado a resoluciones de las autoridades. La expulsión podrá
ser decretada por el Comité Ejecutivo o la Comisión Directiva
por voto conforme de dos tercios de sus integrantes; deberá
ser notificada al interesado mediante telegrama colacionado o
por otro medio fehaciente y el socio dispondrá de un plazo de
treinta días a partir de esa notificación para recurrir por escrito
fundado, para ante la Asamblea General, la que a tal efecto
deberá ser convocada por el Comité Ejecutivo o la Comisión
Directiva para fecha no posterior a los treinta días siguientes a
la interposición del recurso. Este recurso no tendrá efecto
suspensivo.
b) será causal de suspensión, hasta por un máximo de seis
meses, la comisión de actos o la omisión que importe un
agravio a la institución, a sus autoridades o a los principios
morales sustentados, o el desacato a resoluciones de las
autoridades sociales, que a juicio de el Comité Ejecutivo o la
Comisión Directiva no den mérito para la expulsión. La

suspensión será aplicada por decisión simple mayoría de los
integrantes de el Comité Ejecutivo o la Comisión Directiva y
podrá ser recurrida en la misma forma establecida en el
apartado anterior.
c) Será causal de suspensión automática, hasta que se
efectúen los pagos correspondientes, la falta de pago de los
aportes señalados en el artículo 32.2. de este estatuto. No
obstante, la Comisión Directiva podrá conceder prórroga hasta
de sesenta días.
d) Antes de adoptar decisión sobre suspensión o expulsión de
un miembro, el Comité Ejecutivo o la Comisión Directiva deberá
dar vista de las actuaciones al interesado por el término de 10
días hábiles y perentorios, dentro de cuyo plazo el miembro
podrá articular su defensa; la resolución a recaer deberá ser
fundada.
Los miembros plenos se dividen en tres categorías:
Categoría "A": Está integrada por la “Asociación Argentina de Polo”,
la “Hurlingham Polo Association” y la “United States Polo
Association”, como entes rectores del polo de los países en los cuales
el mismo se encuentra más desarrollado.
Categoría "B": Las asociaciones nacionales que tienen más de 100
jugadores registrados, excluyendo las de la categoría “A”
Categoría "C": Las asociaciones nacionales que tienen hasta 100
jugadores registrados.
B) Miembros “Correspondientes”
Revisten el carácter de correspondientes aquellas asociaciones
nacionales u otras organizaciones deportivas de polo que se afilian al
solo efecto de mantener vínculos con la FIP sin intervenir en sus
actividades ni en su gobierno. No pueden participar en las actividades
y programas de la FIP. Están facultadas a asistir a las asambleas,
pero carecen de voz y de voto en las mismas.
Para poder afiliarse, ya sea como miembro pleno o correspondiente,
se requiere la presentación de una solicitud de ingreso, firmada por
el Presidente de la asociación nacional; solicitud que será
acompañada con la documentación que fije el Consejo de
Administración.
El Consejo de Administración revisará las solicitudes y cuando se
cumplan todas las condiciones exigidas para el ingreso, presentará
las solicitudes en la Asamblea General para su consideración.

C) Miembros “Contactos”
Si un país carece de una asociación nacional de polo y/o no tiene un
club u organización deportiva de polo afiliada que lo represente, o
existiendo alguna de ellas no mantiene correspondencia, la FIP podrá
establecer relaciones con una o más personas físicas que tengan
relevancia en el ámbito del polo de ese país con el objeto de promover
la incorporación a la FIP, sin que ello les confiera a tales personas
físicas derecho a asistir a las Asambleas ni votar en las mismas.
Artículo 5: Órganos
Los órganos de la F.I.P. son:
Asamblea General
Consejo de Administración
Comité Ejecutivo o Comisión Directiva
Comité de Finanzas o Comisión Fiscal
Comisión Electoral
Artículo 6. Carácter Honorario: Todos los cargos electivos que se
ejerzan dentro de la institución tendrán carácter honorario.
Articulo 7: Sede de Asambleas
La sede de la próxima Asamblea General será fijada por la Asamblea
General anterior. Se procurará la máxima rotación a fin de extender
los beneficios adicionales de estas reuniones a la mayor parte de los
países a los que pertenecen los miembros que deseen organizarlas.
Artículo 8: Asambleas
8.1 La Asamblea actuando conforme a estos Estatutos, es el Órgano
soberano de la Institución. Se celebrará anualmente y dentro de los
90 (noventa) días siguientes al cierre del ejercicio económico. El
Consejo de Administración convocará a Asamblea Ordinaria para
considerar los asuntos a que refiere el artículo 9 siguiente.
8.2 Además, el Consejo de Administración podrá convocar a
Asamblea Extraordinaria cuando lo juzgue conveniente o necesario,
fijando el correspondiente Orden del Día.
8.3 Las Asambleas Extraordinarias podrán ser convocadas por el
Consejo de Administración, Comité Ejecutivo O Comisión Directiva,
Comité de Finanzas o Comisión Electoral cuando lo entiendan
oportuno o cuando lo soliciten miembros plenos que representen por

lo menos el 50% (cincuenta por ciento) de la totalidad de los votos
que pueden emitirse en las asambleas de la FIP. En este caso, los
peticionantes deberán indicar el Orden del Día a considerar, cuyos
puntos no podrán ser variados ni ampliados. La Asamblea deberá
celebrarse dentro de los 45 días de recibido el pedido.
Artículo 9: Competencia de las Asambleas
La Asamblea General Ordinaria tiene las siguientes facultades:
a) Elegir el Presidente; b) Designar la Comisión electoral cuando
corresponda (Artículo 17) c) Modificar los presentes estatutos, para
lo cual se requiere un quórum y el voto favorable de las dos terceras
partes de la totalidad de los votos que puedan emitirse;d) Dictar y
modificar reglamentos internos;e) Aprobar las actas de las reuniones
anteriores; f) Aprobar el balance anual; g) Considerar el presupuesto
para el año siguiente; h) Aprobar la admisión de nuevos miembros;
i) Aprobar modificaciones a las Reglas Internacionales del Juego de
Polo; j) Fijar el importe de la cuota anual que deben pagar los
miembros plenos y los embajadores y establecer la fecha de pago;
k) Suspender o expulsar , por causa justificada, a un miembro pleno,
miembro correspondiente, o contacto, previo sumario ante el Consejo
de Administración en el que el afectado podrá efectuar su descargo
por nota y ofrecer prueba (artículo 4.4 del presente estatuto), todo
dentro del plazo de treinta días de haberles sido notificados los
cargos por escrito. ;l) Fijar, previo los estudios del caso, los lugares
en los cuales se han de llevar a cabo los Campeonatos Mundiales de
la FIP y las Presentaciones Olímpicas; m) Confirmar a los
Embajadores de la FIP designados por el Presidente; n) Discutir y
decidir en todos los asuntos presentados en el Orden del Día; o)
Tratar y resolver toda otra cuestión que le competa teniendo en
cuenta el presente estatuto, su objeto y las leyes y reglamentaciones
que la rigen.
Artículo 10: Lugar de celebración de las Asambleas
10.1 El lugar y el día en que se ha de llevar a cabo la Asamblea
Ordinaria serán anunciados –vía correo electrónico, notificación
personal o medio similar- con no menos de tres (3) meses de
anticipación a la fecha de su celebración. El lugar, fecha y hora de
celebración de las Asambleas Extraordinarias serán comunicados
junto con la convocatoria a dichas asambleas con no menos de 15
(quince) días corridos de anticipación a la celebración de la misma.

10.2 El Orden del Día a considerar en las Asambleas Ordinarias será
remitida a todos los miembros plenos, también por correo electrónico
o medio similar, con una anticipación no inferior a los treinta días
corridos a la fecha de celebración del acto. Asimismo, la
documentación a considerar en las Asambleas Ordinarias será
remitida a los miembros plenos con una anticipación no inferior a los
15 días corridos a la fecha de celebración del acto.
Artículo 11: Presidencia de las Asambleas.
Todas las asambleas serán presididas por el Presidente de la FIP. Si
el mismo no estuviera en condiciones de hacerlo por cualquier causa
que fuere, presidirá el Vicepresidente con mayor antigüedad en el
ejercicio de su cargo. En ausencia de todos ellos presidirá quien
designe la Asamblea.
Artículo 12: Participantes de las asambleas. Derecho a voto
12.1 Solamente los miembros plenos de la FIP tienen derecho a
participar en las asambleas que se celebren, siendo los únicos que
tienen voz y voto en las mismas. En caso de empate en la votación
desempatará quien presida la asamblea.
12.2 El número de votos de cada miembro pleno será igual al número
de "jugadores registrados" que haya informado dentro de los 60
(sesenta) días corridos del comienzo de cada año. No obstante lo
anterior, ningún miembro pleno tendrá derecho a exceder el 30% del
total de votos que pueden ser emitidos en cualquier Asamblea
General, con independencia del número de “jugadores registrados”
declarado por dicho miembro pleno.
12.3 Para poder ejercer el derecho a voto en las Asambleas
Ordinarias y Extraordinarias, los miembros plenos deberán: (i) haber
informado a la FIP, en la forma antes indicada, el número de
jugadores registrados que tiene, acompañando el listado
correspondiente y (ii) estar al día con el pago de la cuota al momento
en que la asamblea se lleve a cabo. La falta de cumplimiento de
cualquiera o de ambos requisitos le impedirá ejercer el derecho a
votar en la asamblea.
Artículo 13: Representación
Para poder ejercer el derecho a voto, cada miembro pleno debe
notificar a la FIP, con no menos de 10 (diez) días de anticipación a la

fecha de celebración de la asamblea, el nombre del delegado o
apoderado que lo representará en la misma. La comunicación deberá
hacerse por escrito, vía correo electrónico o medio similar, correo o
fax.
Artículo 14: Quorum
14.1 Para que una Asamblea Ordinaria quede debidamente
constituida en primera convocatoria, deberán encontrarse presentes
miembros plenos que cuenten, en conjunto, con más de la mitad de
la totalidad de los votos que correspondan a todos los miembros
plenos activos registrados. En caso de no reunirse dicho quórum la
Asamblea se celebrará, en segunda convocatoria, una hora después
cualquiera fuera el número de miembros presentes y los votos que
representen.
14.2 Para que una Asamblea Extraordinaria quede debidamente
constituida en primera convocatoria, deberán encontrarse presente
miembros plenos que cuenten en conjunto con más de la mitad de la
totalidad de los votos que correspondan a todos los miembros plenos
activos registrados. En caso de no reunirse dicho quórum la Asamblea
se celebrará, en segunda convocatoria, una hora después, con los
miembros presentes y los votos que representen.
14.3 Las asambleas extraordinarias convocadas para tratar la
reforma de los estatutos y la disolución de la FIP requerirán los
quorums establecidos en los artículos 9 c) y 35.2, es decir, el voto
favorable de dos tercios de los votos que puedan emitirse tomando
en cuenta los jugadores registrados informados por cada miembro
pleno.
Artículo 15: Mayoría
Las decisiones se adoptarán por mayoría simple de votos tanto en las
Asambleas Ordinarias como Extraordinarias, salvo los casos previstos
en los artículos 9 c) y 35.2
Artículo 16: Apertura y desarrollo de las Asambleas. Acta
16.1 Una vez verificada la existencia del quórum, el Presidente podrá
abrir oficialmente la sesión de la Asamblea.
16.2 Las votaciones se llevarán a cabo en un todo de acuerdo con lo
que marca el artículo 12 debiendo ser a mano alzada.

16.3 Se deberá dejar constancia de los temas tratados y de las
decisiones adoptadas en las asambleas mediante la confección de las
correspondientes actas.
16.4 Se dejará constancia en el acta del número de votos de cada
delegado, tomando en consideración la cantidad de jugadores
registrados por su parte e informados a la FIP de acuerdo a lo previsto
en el Artículo 12.2 que antecede.
16.5 Las actas deben ser firmadas por quien haya presidido la
Asamblea y otra persona designada por la misma.
16.6 Copias de las actas serán enviadas al Consejo, Comité Ejecutivo
y Delegados no más de cuatro (4) semanas después de la sesión.
Artículo 17: Comisión Electoral.
La Comisión Electoral estará integrada por 3 miembros todos ellos
mayores de edad. Será elegida por la Asamblea General Ordinaria,
en los años que corresponda efectuar elecciones. Esta comisión
tendrá a su cargo todo lo relativo al acto eleccionario así como la
realización del escrutinio y determinación de sus resultados y de los
candidatos triunfantes. Tiene facultades para llamar a Asamblea
Extraordinaria en caso de irregularidades graves en la elección. La
misma cesará en sus funciones al finalizar la Asamblea
correspondiente.
Artículo 18: Idiomas.
Serán idiomas oficiales de la Federación Internacional de Polo el
español y el inglés.
Artículo 19: Composición del Consejo de Administración y
designación de sus miembros
19.1 El Consejo de Administración de la FIP estará compuesto por el
Presidente, tres Vicepresidentes y doce Consejeros
19.2 El Presidente de la FIP será elegido por la Asamblea.
19.3 Los tres cargos de vicepresidentes recaerán en las personas que
ejerzan la presidencia de la Asociación Argentina de Polo, de la
Hurlingham Polo Association y de la United States Polo Association.
Los vicepresidentes no tienen derecho a voto, salvo que hayan sido
designados como consejeros de acuerdo a lo que dispone el artículo
19.5 o voten representando al Consejero Titular de su asociación por
ausencia de este.

19.4 Seis consejeros serán designados en la asamblea por los
miembros plenos de Categoría “A”, a razón de dos por cada uno de
ellos;
19.5 Cuatro consejeros serán designados en la Asamblea por los
miembros plenos de Categoría “B”;
19.6 Dos consejeros serán designados en la Asamblea por los
miembros plenos de la Categoría “C”.
19.7 Treinta minutos antes de iniciada la asamblea, o durante un
intervalo de la misma, los miembros plenos de las Categorías “B” y
“C” y los clubs afiliados, se reunirán, por separado, para elegir a las
personas que han de integrar el Consejo de Administración en su
representación. Ambas elecciones serán fiscalizadas por los
miembros de la Comisión Electoral, debiendo los mismos informar a
la asamblea el resultado de las votaciones.
Artículo 20: Duración de los mandatos
20.1 Los miembros del Consejo de Administración que sean elegidos
en una Asamblea comenzarán a desempeñar sus funciones una vez
aceptada la designación por escrito o por medio electrónico.
20.2 Los Consejeros son elegidos por el término de dos (2) años,
pudiendo ser reelegidos, hasta por dos períodos mas. Los mismos se
mantendrán en el desempeño de sus funciones, al vencimiento del
mandato, hasta la toma de posesión de los nuevos consejeros electos
20.3 El mandato de los Vicepresidentes durará mientras ocupen el
cargo de Presidente de sus respectivas asociaciones nacionales
miembros a cuya propuesta fueron designados.
Artículo 21: Remoción y reemplazos.
21.1 El Presidente del Consejo de Administración puede ser removido
en cualquier momento por la asamblea, con expresión de causa con
mayoría simple de votos, tomando en cuenta la cantidad total de
votos que podrían emitirse de acuerdo a los jugadores registrados
informados por cada miembro pleno en caso de constatarse la
realización de cualquier acto u omisión que importe un agravio
relevante a la institución. Previamente a la realización de la
Asamblea, se deberá conferir vista al involucrado por el término de
10 días hábiles para que éste efectúe sus descargos los que serán
puestos en conocimiento de la misma antes de adoptar la Resolución
sobre la remoción. Dicha asamblea designará a su reemplazante

21.2 Los tres Vicepresidentes y los seis Consejeros designados por
los miembros plenos de Categoría “A” serán removidos, con
expresión de causa. Se entenderá que existe causa justificada en
caso de constatarse la realización de cualquier acto u omisión que
importe un agravio relevante a la institución o ante el pedido
formulado en tal sentido por la asociación nacional (miembro) que
los propuso, la que deberá brindar en el pedido de sustitución el
nombre de las personas que han de reemplazarlos. En el caso de que
se produzca la remoción por constatarse la realización de cualquier
acto u omisión que importe un agravio relevante a la institución, se
deberá conferir vista al involucrado por el término de 10 días hábiles
para que éste efectúe sus descargos los que serán puestos en
conocimiento de la Asamblea antes de adoptar la Resolución sobre la
remoción. Su reemplazante será designado por el miembro que había
designado al Vicepresidente o consejero reemplazado.
21.3 Los Consejeros designados por los miembros plenos de la
Categoría “B” podrán ser removidos, con expresión de causa, por
una asamblea convocada a pedido de miembros que reúnan al menos
un tercio de los votos que puedan emitirse dentro de dicha categoría.
Se entenderá que existe causa justificada en caso de constatarse la
realización de cualquier acto u omisión que importe un agravio
relevante a la institución. En este caso, se deberá conferir vista al
involucrado por el término de 10 días hábiles para que éste efectúe
sus descargos los que serán puestos en conocimiento de la Asamblea
antes de adoptar la Resolución sobre la remoción. Su reemplazante
será elegido en la Asamblea por los miembros plenos de la categoría
“B”.

Artículo 22: Funcionamiento del Consejo de Administración
22.1 El Consejo de Administración se reunirá, como mínimo, una vez
al año.
22.2 El Presidente puede convocar a reunión al Consejo de
Administración cuando lo considere conveniente, debiendo citar e
informar a sus integrantes los temas a tratar y votar, con siete (7)
días de anticipación como mínimo.
22.3 El Consejo de Administración deberá ser convocado por el
Presidente cuando se lo requiera al menos la mitad (½) de sus
integrantes con derecho a voto. En el pedido deberá establecerse los
temas a considerar. La sesión deberá tener lugar dentro de los 30
días de recibido el requerimiento por parte del Presidente
22.4. Para sesionar válidamente deberán asistir más de la mitad de
sus integrantes, ya sea en persona o por apoderado en simple carta
poder. El Consejo podrá funcionar con sus miembros presentes o
comunicados entre sí por cualquier medio de transmisión simultánea
de sonido e imágenes (conferencia telefónica), debiéndose adoptar
un sistema seguro y confiable, computándose a los efectos del
quórum y mayorías tanto a los directores presentes como los que
participen a distancia. En las actas que se levanten con motivo de las
reuniones celebradas a distancia se dejará constancia de los nombres
de los integrantes que participaron a distancia. El acta reflejará las
manifestaciones tanto de los integrantes presentes del Consejo de
Administración, como las de quienes participaron a distancia y sus
votos con relación a cada resolución adoptada
22.5 Las sesiones serán presididas por el Presidente. Lo dispuesto en
el artículo 11 es de aplicación en este caso en lo pertinente.
22.6 Cada Consejero tiene un (1) voto. El Presidente votará
solamente en caso de empate.
22.7 Las decisiones se adoptan por mayoría simple.
22.8 Los ex Presidentes de la FIP podrán participar de las reuniones
del Consejo de Administración, con voz pero sin voto.
Artículo 23: Actas de Reuniones
23.1 Se dejará constancia de cuanto suceda en cada reunión del
Consejo, como asimismo de las decisiones tomadas, levantándose a
tal efecto la correspondiente acta.
23.2 Las actas, serán firmadas por el Presidente y un Consejero.
23.3 Los borradores de las actas serán enviadas a los miembros del
Consejo de Administración, tan pronto como sea posible pero no más
de cuatro (4) semanas después de la reunión.

Artículo 24: Facultades del Consejo de Administración
24.1 El manejo de las actividades generales de la FIP, en relación al
cumplimiento de sus objetivos.
24.2 Tendrá la autoridad de disponer de propiedades que pertenecen
a la FIP, con previa autorización concedida por la Asamblea General.
24.3 Preparación de la agenda para la reunión de la Asamblea
Ordinaria la cual se distribuirá a todos los miembros 30 días antes de
la fecha de la sesión.
24.4 Revisión de los informes del Comité Ejecutivo o Comisión
Directiva y preparación de la documentación a ser sometida a
consideración de la Asamblea General.
24.5 Puede designar vicepresidente honoris causa a una o más
personas en reconocimiento de su excepcional contribución para el
progreso del polo y servicios prestados en la promoción del deporte
tanto local como internacionalmente. Dicho nombramiento tendrá
una duración de hasta tres años pudiendo ser renovado. El o los
vicepresidentes honoris causa podrán asistir a las reuniones de
Consejo de Administración con voz, pero sin voto. Podrán representar
a la FIP en eventos internacionales, pero no podrán obligarla de
ninguna forma.
Artículo 25: Comité Ejecutivo o Comisión Directiva
25.1 El Comité Ejecutivo o Comisión Directiva tiene a su cargo todo
cuanto haga a la operatoria diaria de la FIP en los aspectos
deportivos, de relación con otras entidades, administrativos,
económicos y financieros. Tiene facultades para resolver todo cuanto
sea de competencia del Consejo de Administración, dando cuenta al
mismo de las decisiones adoptadas.
25.2 Estará compuesto por el Presidente de la FIP y por cinco (5)
miembros, de los cuales tres serán designados a propuesta de los
Vicepresidentes, en consulta con el Presidente, y los dos restantes
serán designados por el Presidente de la FIP debiendo ser uno de la
categoría B y el otro de la Categoría C. La designación de los
miembros del Comité Ejecutivo o Comisión Directiva deberá ser
ratificada por la próxima Asamblea Ordinaria de la FIP.
25.3 El Comité Ejecutivo o Comisión Directiva será convocado, por lo
menos cuatro veces al año, cuando el Presidente lo considerare
necesario, como asimismo dentro de los siete (7) días de recibido un
pedido de reunión por dos cualesquiera de sus integrantes.
25.4 Para funcionar válidamente se requiere la presencia de la
mayoría de sus integrantes. El Comité Ejecutivo o Comisión Directiva

podrá funcionar con sus miembros presentes o comunicados entre sí
por cualquier medio de transmisión simultánea escrita, de sonido y/o
imágenes, aplicándose a los efectos del quórum lo previsto en 22.4.
25.5 Cada miembro del Comité Ejecutivo o Comisión Directiva,
incluyendo al Presidente, tendrá un (1) voto y las decisiones se
adoptaran por mayoría simple, desempatando el Presidente en caso
de empate.
25.6 Todas las decisiones adoptadas por el Comité Ejecutivo o
Comisión Directiva serán comunicadas a los miembros del Consejo
de Administración y puestas en conocimiento de la Asamblea
siguiente.
25.7 Los miembros del Comité Ejecutivo o Comisión Directiva son
elegidos por el término de dos (2) años, pudiendo ser reelegidos,
hasta por dos períodos mas. Los mismos se mantendrán en el
desempeño de sus funciones, al vencimiento del mandato, hasta la
toma de posesión de los nuevos consejeros electos.
25.8 Los miembros del Comité Ejecutivo o Comisión Directiva podrán
ser removidos, con expresión de causa, o ante el pedido formulado
en tal sentido por quien lo propuso (Artículo 25.2). Se entenderá que
existe causa justificada en caso de constatarse la realización de
cualquier acto u omisión que importe un agravio relevante a la
institución. En este último caso, se deberá conferir vista al
involucrado por el término de 10 días hábiles para que éste efectúe
sus descargos los que serán puestos en conocimiento de la Asamblea
antes de adoptar la Resolución sobre la remoción. Su reemplazante
será designado de acuerdo a lo previsto en el artículo 25.2
Artículo 26: Comité de Finanzas o Comisión Fiscal
26.1 El Comité de Finanzas o Comisión Fiscal será nombrado por el
Comité Ejecutivo o Comisión Directiva y estará compuesto por el
Tesorero y otros dos (2) integrantes, todos ellos mayores de edad.
26.2 Los integrantes del Comité de Finanzas o Comisión Fiscal no
podrán ser miembros del Comité Ejecutivo o Comisión Directiva y
durarán en sus funciones durante dos años pudiendo ser reelectos
por hasta dos períodos más.
26.3 El Comité de Finanzas o Comisión Fiscal deberá: (i) revisar el
informe financiero y cuentas bancarias de la FIP; (ii) proporcionar,
cuando le sea requerida por el Consejo de Administración o por la
Asamblea, su opinión en materias financieras de la FIP; (iii) fiscalizar
los fondos sociales y sus inversiones en cualquier tiempo; (iv)
inspeccionar en cualquier momento los registros contables y otros

aspectos del funcionamiento de la Institución; (v) verificar el Balance
anual el que deberá aprobar u observar fundadamente antes de su
consideración por la Asamblea General; (vi) asesorar al Comité
Ejecutivo o Comisión Directiva cuando ésta lo requiera; y (vii) cumplir
cualquier otra función inspectiva o de control que entienda
conveniente o le cometa la Asamblea General.
Artículo 27: Presidente
27.1 El Presidente es elegido por la Asamblea. Los candidatos deben
haber servido como miembros del Consejo de Administración,
Comité Ejecutivo, Embajador de la FIP.
27.2 Los miembros plenos deben informar por escrito al Consejo de
Administración, con no menos de 3 (tres) meses de anticipación a la
fecha de celebración de la Asamblea Ordinaria, el nombre de la o las
persona(s) que han de proponer como Presidente.
27.3 El Consejo de Administración hará conocer los nombres de los
candidatos apenas cumplido el período de tres (3) meses dispuesto
en el artículo 27.2
27.4 El Presidente dura en sus funciones dos (2) años y puede ser
reelegido por un segundo período consecutivo de igual duración. Para
ser electo nuevamente debe haber transcurrido un período de dos
años desde que cesó en sus funciones. Sin perjuicio de lo anterior, el
Presidente se mantendrá en su cargo hasta la designación por parte
de la Asamblea de un nuevo Presidente.
27.5 En caso de ausencia o impedimento –en ambos casos temporal
o definitiva- el Presidente será reemplazado por el Vice Presidente
más antiguo en el ejercicio de su cargo, hasta que aquél se reintegre
o hasta que una Asamblea designe a su reemplazante.
27.6 Corresponde al Presidente:
(i) Ejercer la representación legal de la FIP con las más amplias
facultades.
(ii) Convocar y presidir las asambleas, el Consejo de
Administración y el Comité Ejecutivo.
(iii) Votar en los cuerpos colegiados que integra, cuando este
estatuto le confiere tal derecho.
(iv) Firmar las actas de las reuniones de las Asambleas y del
Consejo de administración, la correspondencia y toda comunicación
de la FIP.
(v) Autorizar con el Tesorero las cuentas de gastos, firmando los
recibos y demás documentos de la Tesorería de acuerdo con lo

resuelto por el Consejo de Administración, el Comité Ejecutivo y
Comisión Fiscal.
(vi) Dirigir el debate en las asambleas y en las reuniones del
Consejo de Administración y el Comité Ejecutivo, suspender y
levantar las sesiones.
(vii) Velar por la buena marcha y administración de la FIP,
observando y haciendo observar el estatuto y las resoluciones de la
asamblea y del Consejo de Administración.
(viii) Mantener y promover buenas relaciones de la FIP con las
asociaciones nacionales y con otras asociaciones internacionales, el
COI, y cualquier otra corporación o individuos vinculados al polo
internacional.
(ix) Implementar las decisiones adoptadas por la Asamblea, el
Consejo de Administración y el Comité Ejecutivo.
(x) Designar a los Embajadores de la FIP.
Artículo 28: VicePresidentes
28.1 Los Vicepresidentes serán designados y reemplazados en todo
de acuerdo con lo que marca el artículo 21.2 de estos Estatutos.
28.2 Deberán promover los objetivos de la FIP en su asociación
nacional y en el mundo.
28.3 Apoyar y promover los proyectos y los eventos que organice la
FIP.
28.4 Cumplir las tareas que les encomiende, temporalmente, el
Presidente o el Consejo de Administración.
Artículo 29: Tesorero
29.1 El Tesorero será elegido por el Comité Ejecutivo o Comisión
Directiva.
29.2 El Tesorero integra y preside el Comité de Finanzas o Comisión
Fiscal junto con otros dos (2) miembros de acuerdo al artículo 26.1
29.3 Supervisa los asuntos financieros de la FIP.
29.4 Presenta un informe financiero anual a la Asamblea.
Artículo 30: Secretario
30.1 El Secretario será designado por los Consejeros de entre los
integrantes del Consejo de Administración. Durará en su cargo
mientras integre dicho Consejo. Podrá ser reemplazado en cualquier
momento por decisión de los Consejeros.

30.2 Le corresponde al Secretario asistir a las asambleas y sesiones
del Consejo de Administración y redactar las actas respectivas.
Artículo 31: Embajadores de la FIP
31.1 El Presidente designa a los Embajadores, los que deben ser
confirmados por la Asamblea.
31.2 Duran cuatro (4) años en sus funciones y pueden ser reelegidos,
en forma indefinida.
31.3 El Presidente puede proponer a la Asamblea la remoción de un
Embajador en cualquier momento, con expresión de causa. Se
entenderá que existe causa justificada en caso de constatarse la
realización de cualquier acto u omisión que importe un agravio
relevante a la institución. En este caso, se deberá conferir vista al
involucrado por el término de 10 días hábiles para que éste efectúe
sus descargos los que serán puestos en conocimiento de la Asamblea
antes de adoptar la Resolución sobre la remoción.
31.4 El Presidente puede designar hasta 70 embajadores.
31.5 Los Embajadores servirán bajo la dirección del Presidente.
31.6 Los Embajadores no recibirán compensación alguna por su
desempeño.
31.7 Las responsabilidades de los Embajadores de la FIP son:
(i) Trabajar, junto con otros Embajadores y Delegados de las
asociaciones nacionales, en la promoción, organización y
presentación de la denominada “Copa Embajadores”.
(ii) Promover la afiliación a la FIP de las asociaciones nacionales.
(iii) Difundir los objetivos de la FIP, sus torneos y actividades.
(iv) Fomentar la amistad entre quienes practican el polo, el
desarrollo de las actividades internacionales y las competiciones
internacionales de polo.
(v) Colaborar con la organización de torneos y actividades de la FIP
mediante el préstamo de caballos y la promoción y organización de
eventos sociales.
Artículo 32: Cuotas Anuales y Finanzas
32.1 Anualmente la Asamblea General fijará la cuota que deberán
pagar, en dólares estadounidenses, los integrantes de cada una de
las distintas categorías de miembros plenos, embajadores y la fecha
de pago.
32.2 Los miembros plenos que no paguen la cuota anual en término
incurrirán en mora en forma automática y serán suspendidos,

perdiendo de inmediato su derecho a voto en las asambleas y el de
participar en las actividades de la FIP, hasta que se efectúe el pago
de lo debido.
32.3 La FIP puede obtener ingresos derivados de la venta de
entradas a torneos, de publicaciones y de programas, del
otorgamiento de concesiones, derechos de difusión a través de la
radio, TV, videos, venta de mercancía o de la insignia, y otras
actividades aprobadas por el Consejo.
32.4 La FIP puede adquirir, hipotecar, transferir, y disponer de
activos, y propiedades inmobiliarias, realizar todos los actos y
ejercitar todos los derechos y operaciones de crédito permitido por
leyes aplicables en la medida en que dichos actos lo sean para cumplir
el objeto de la misma.
32.5 El año fiscal (Ejercicio Económico) de FIP cerrará el 30 de
septiembre de cada año.
Artículo 33: Limitaciones Especiales
Esta institución excluye de sus propósitos sociales toda otra finalidad
que las previstas expresamente en estos estatutos.
Artículo 34: Incompatibilidad.
Es incompatible la calidad de miembro de todo órgano de carácter
electivo de la institución, con la de empleado o dependiente de la
misma por cualquier concepto.
Artículo 35: Disolución y liquidación de la FIP
35.1 La disolución de la FIP puede ser decidida solamente por una
Asamblea Extraordinaria convocada a tal efecto.
35.2 La mayoría para disolver la FIP es de las dos terceras partes de
la totalidad de los votos que correspondan a todos los Miembros
Plenos registrados.
35.3 Si la FIP fuese disuelta, todos sus activos serán adjudicados a
la Cruz Roja uruguaya.
Artículo 36: Definiciones
Los siguientes términos tendrán el significado que se indica a
continuación:
36.1 FIP: Es, en forma indistinta, la "Federación Internacional de
Polo” y la "Federation of International Polo”.

36.2 Asamblea: Es el órgano de gobierno de la FIP y autoridad
suprema de la misma.
36.3 Asociación Nacional: Es la asociación, federación o una
institución equivalente que rige el polo en un país.
36.4 Club Afiliado: Es el único club de polo o el más representativo
de dicho deporte en su país, que es afiliado por no existir en el mismo
una asociación nacional. A los fines de estos Estatutos se lo considera
asimilado a 4 C).
36.5 Delegado: Es el Presidente de una asociación nacional de polo
o la persona designada por escrito por aquel, que representa a su
asociación nacional en las asambleas.
36.6 Consejo de Administración: el órgano que tiene a su cargo la
administración de la FIP.
36.7 Miembros Plenos: Son las asociaciones nacionales u otros
miembros afiliados que tienen voz y voto en las Asambleas.
36.8 Procedimientos de Torneos: Procedimientos establecidos por
la FIP para producir y organizar sus torneos.
36.9 Jugadores Registrados: son las personas físicas que pagan a
una asociación nacional u otra entidad miembro un “derecho de
hándicap” o cuota similar, o que ha jugado en por lo menos un (1)
torneo oficial organizado por la misma.

Article 1: Name, object and domicile: The Federation of
International Polo is created as a non-profit organization whose
purpose is to:
a) Channel the practice of International polo and activities of this
sport in different countries; spread its rules and promote the
organization of international tournaments in accordance with section
2 herein.
b) Approve and spread the international rules for Polo which, without
dismissing each country's polo rules or the existing international
tournaments, unless subsequent agreement, will help to resolve
interpretation differences in case of international tournaments, and
as a guide for countries where polo practice is beginning to increase.
c) Encourage to keep a sport discipline which corresponds to the Polo
spirit. For this purpose, the national associations shall notify the
Federation without delay the disciplinary sanctions applied to players
who play in their respective countries, so that the Federation informs
the other member countries, for any purpose deemed appropriate.
d) Coordinate the different associations’ criteria and prepare an
international list of mandatory handicaps for international
tournaments.
e) Organize meetings, symposia, seminars, etc., with the aim of
initiating an International Umpire School, prompting similar activities
in each country and trying to solve the need for technically
satisfactory arbitration, based on consistent criteria.
f) Encourage the breeding of the polo pony; provide technical advice
and encourage the exchange of proven quality breeding males and
females, by taking measures aimed at solving the problems affecting
the import, export and transportation of the polo pony.
g) The legal domicile of the Federation of International Polo will be
established in the Oriental Republic of Uruguay, offices abroad may
be established.
h) For the best fulfillment of its objective, the Federation shall be able
to acquire, encumber, transfer and hold any title on movable or real
properties and to carry out all the actions and exercise all the rights
and non-profit credit operations allowed by the applicable laws of the
Oriental Republic of Uruguay.

Article 2: Purpose. The purpose of FIP is:
2.1 To promote, foster and develop the practice of polo at the
international level in all its equestrian variants (i.e. traditional, snow,
beach, arena and others).
2.2 To represent worldwide the sport of polo at the International
Olympic Committee and other international organizations or forums.
2.3 To support the activities of polo national associations.
2.4 In furtherance of the best fulfillment of its purpose, the
Federation of International Polo is broadly empowered to acquire any
kind of property whatsoever and in general to perform all activities
that will allow complying with its object.
Article 3: Principles
3.1 FIP works on the principle of equality of its national associations
– each of them within their category - and their mutual respect. It
categorically rejects any discrimination based on sex, race, religion
or political ideology.
3.2 All national polo associations comprised by FIP recognize it as the
governing authority of international polo, within the scope of action
defined by its purpose, these Bylaws and the powers granted thereby.
3.3 FIP recognizes the national associations as the sole polo
governing authorities in the respective countries, but not limited to
recognize others as members of FIP.
3.4 No provision of these Bylaws will prevail over the provisions set
forth or to be set forth by each National Association of the member
countries.
Article 4: Membership
FIP is composed by polo national associations of different countries
and other polo organizations, wishing to be a part thereof and
meeting the necessary requirements to join it.
There are three types of members: (i) Full, (ii) Corresponding and
(iii) Contacts.
A) Full members
These are the affiliated national associations. They are entitled to
participate in all activities and programs of FIP.
4.1 Admission Conditions. In order to be recognized as full
members, national associations shall effectively rule polo in
the countries where they are incorporated. Membership
preference will be given to those national associations

recognized by the National Olympic Committee of their
country. To be admitted as a member, a written request
submitted to the Executive Committee shall be required,
which once approved shall be submitted to the Ordinary
General Assembly. The Executive Committee is authorized
to set other admission conditions.
4.2 Rights: a) To take part of the General Assembly with the
right to speak and vote; b) To vote and stand as candidates;
c) Call the General Assembly (Section 8.3); d) To promote
before the Executive Committee initiatives favorable to the
improvement of the institution in any aspect.
4.3 Obligations: a) Punctually pay the regular dues and the
special contributions established; b) Comply with social
regulations and resolutions.
4.4 Sanctions:
a) It shall be cause for expulsion from the entity, any act or omission
that implies a relevant grievance to the institution, its authorities, or
the moral principles that should preside over the activities of the
association, or repeated contempt of the authorities resolutions. The
expulsion may be ordered by the Executive Committee by a two-
thirds majority vote of its members; it shall be notified to the
interested party by certified telegram or by other reliable means and
the member will have a period of thirty days from that notification to
appeal in writing to the General Assembly, which for this purpose
shall be called by the Executive Committee for a date not later than
thirty days following the filing of the appeal. This appeal shall not
have suspensive effect.
a) It shall be cause for suspension, up to a maximum of six months,
any act or omission that implies a relevant grievance to the
institution, its authorities, or the moral principles, or contempt of the
authorities’ resolutions, that in the opinion of the Executive
Committee does not merit the expulsion. The suspension shall be
applied by a simple majority of the voting members of the Executive
Committee and may be appealed in the same manner established in
the previous section.
c) It shall be cause for automatic suspension, until the corresponding
payments are made, the nonpayment of the contributions indicated
in article 32.2. of this bylaws. However, the Board of Directors may
grant an extension of up to sixty days.
d) Before taking a decision on the suspension or expulsion of a
member, the Executive Committee must notify of the proceedings to

the interested party for a period of 10 peremptory and working days,
when the member may prepare his defense; the resolution must be
founded.
Full members are divided into three categories:
“A” Category: It is composed by the "Argentine Polo Association", the
"Hurlingham Polo Association" and the "United States Polo
Association”, as polo governing bodies in the countries where polo is
more developed.
“B” Category: Those national associations with more than 100
registered players excluding those full members described in “A”
category.
“C” Category: Those national associations with up to 100 registered
players.
B) Corresponding Members
Those national associations or other polo organizations joining with
the sole purpose of keeping their links with FIP without taking part in
neither it’s activities nor it’s government. They cannot participate in
the activities and programs of FIP. They are entitled to attend the
assemblies, but not to speak or vote thereat.
In order to become either a full or corresponding member, the
submission of an admission application for membership is required.
It shall be signed by the President of the national association and
supplemented by the documents required by the Council of
Administration.
The Council of Administration will review the applications and when
all conditions for admission are met; such applications will be
submitted to the General Meeting for consideration.
C) Contacts
If a country lacks a polo national association and / or an affiliated
club to represent it, or in case any of them exists without
correspondence, FIP may start a relationship with one or more
relevant individuals in the domain of polo in such country, in order to
promote the incorporation to FIP, without granting to such individuals
the right to participate in the assemblies nor to vote in them.
Article 5: Bodies
The bodies of FIP are:

Article 6: Honorary basis: All the elective positions exercised in the
institution shall be served on an honorary basis.
Article 7:
The venue of the General Assembly will be set by the General
Assembly. Maximum rotation will be sought to extend the additional
benefits of these meetings to most of the countries to which the
members who wish to organize them belong.
Article 8: Assemblies
8.1 The Assembly is the supreme body of the institution as per these
bylaws. It will be held annually and within 90 (ninety) days following
the close of the fiscal year. The Council of Administration will call for
the Ordinary General Assembly meeting to consider the issues listed
in article 9 following.
8.2 In addition, the Council of Administration may call for a Special
General Assembly when deemed appropriate or necessary, specifying
the corresponding Agenda.
8.3 Special General Assemblies shall be called by the Council of
Administration, Executive Committee, Finance Committee or Election
Committee upon request of full members representing at least 50%
(fifty per cent) of the total votes that may be cast at the Assemblies
to be held by FIP. In this case, the petitioners will indicate the Agenda
to be considered, which points shall not be changed or extended. The
Assembly shall be held within 45 days upon receipt of such request.
Article 9: Authority of the Assembly
The General Assembly has the following powers:
a) To elect the President; b) Appoint the Election Committee when
appropriate (Article 17) c) To amend these bylaws, with the quorum
and favorable vote of two-thirds of the total votes that may be cast;
d) To enact and amend internal rules and procedures; e) To approve
the minutes of previous Assemblies; f) Approve the annual balance
sheet; g) To consider the budget for the following year; h) To approve
the admission of new members; i) To approve amendments to the
Rules of International polo; j) To set the amount of the annual fee

payable by full members and ambassadors and to set the date of
payment; k) To suspend or exclude, with a just cause, a full member,
corresponding member or contact member. The affected party may
submit its defense in writing and offer the corresponding evidence
(article 4.4 herein), all within a period of thirty days upon having
been served written notice. l) Set the venues after the corresponding
studies, for FIP World Championships and Olympic Presentations; m)
To confirm FIP Ambassadors appointed by the President; n) To
discuss and decide upon all matters submitted in the Agenda; o) To
address and decide upon any other matters of its concern,
considering these bylaws, its purpose, ruling laws and provisions.
Article 10: Venue of the Assemblies
10.1 The place and date of the General Assembly will be announced
- via email, personal notice or similar means - no less than three (3) months prior to the date of the event. The venue, date and time of Special Assemblies shall be submitted together with the notice of such meeting no less than fifteen (15) calendar days prior to the holding of the same.
10.2 The Agenda to be considered at the General Assemblies shall be
sent to all full members, also by email or similar means - at least
thirty consecutive days prior to the date of the Assembly. Also,
the documents to be considered at the General Assemblies shall
be sent to the full members at least fifteen consecutive days
prior to the date of the Assembly.
Article 11: Chairman of the Assemblies.
All Assemblies will be chaired by the President of FIP. If he is unable to do so on account of any reason, then the most senior Vice-president in office will chair the Assembly. In case of absence of all previous individuals, the Assembly will decide who will act in such capacity.
Article 12: Participants of the Assemblies. Right to vote
12.1 Only full members of FIP are entitled to participate in the
Assemblies to be held, being the only ones with right to speak and
vote at those Assemblies. In case of a tied vote, the Chairman will
vote to break the tie.

12.2 The number of votes of each full member shall be equal to the
number of "registered players" reported in the first 60 (sixty) days of
each year. Provided however no full member will be entitled to more
than 30% of the votes capable of being voted at any General
Assembly, regardless of the number of “registered players” declared
by that full member.
12.3 In order to exercise the right to vote in General Assemblies and
Special General Assemblies, full members must: (i) Have informed
FIP, the number of registered players, sending together the
corresponding list and (ii) Have paid the membership fee before the
Assembly takes place. Any failure to comply with either or both
requisites will preclude the full member from voting at the Assembly.
Article 13: Representatives
In order to exercise their right to vote, each full member shall notify
FIP, at least 10 (ten) days prior to the date of celebration of the
Assembly about the name of the delegate or agent to represent them
thereat. Such notice shall be served in writing by email or similar
means, mail or fax.
Article 14: Quorum
14.1 For a General Assembly to be duly held in first call, full members
that represent more than 50% of the total number of votes that may
be cast thereat must be present. Should that quorum not be reached,
the Assembly will be held in second call, one hour later, with those
members being present.
14.2 For a Special Assembly to be duly held in first call, full members
that represent more than 50% of the total number of votes that may
be cast thereat must be present. Should that quorum not be reached,
the Assembly will be held in second call, one hour later, with those
members being present.
14.3 The Special Assemblies called to consider the amendment of
bylaws and the dissolution of FIP will require the quorums set forth
by Articles 9 c) and 35.2, this is, a favorable vote of two-thirds of the
total votes that may be cast, taking into account the registered
players informed by each full member.

Article 15: Majority
Decisions are to be taken by simple majority, both at the General and
Special Assemblies, except as provided in Articles 9 c) and 35.2
Article 16: Opening and course of Assemblies. Minutes
16.1 Upon having verified the existence of quorum, the President
may officially open the session of the Assembly.
16.2 Voting will be performed in full accordance with Article 12., by
show of hands.
16.3 The issues discussed and the decisions taken at Assemblies shall
be recorded in subsequent minutes.
16.4 The number of votes of each delegate shall be recorded in the
minutes, taking into account the number of registered players
informed to FIP in accordance with preceding Article 12.2.
16.5 The minutes must be signed by who chaired the Assembly and
another participant selected by him.
16.6 Copies of the minutes will be sent to the Council, the Executive
Committee and Delegates, no later than four (4) weeks after the
session.
Article 17: Election Committee.
The Election Committee shall be composed by 3 members, all of them
of legal age. It shall be appointed by the General Assembly, when
elections are carried out. This committee shall be in charge of
everything related to the election act as well as the scrutiny and its
results and the winning candidates. It has the power to call an Special
General Assembly in case of serious irregularities in the election. It
will cease its duties at the end of the corresponding Assembly.
Article 18: Official Languages.
The official languages of the Federation of International Polo are
Spanish and English
Article 19: Composition of the Council of Administration and
appointment of its members
19.1 The Council of Administration will be comprised by the President,
three Vice-presidents and twelve Council members.
19.2 The President of FIP will be elected by the Assembly.

19.3 The three officers to serve as Vice-Presidents will be the
incumbent Presidents of the Argentine Polo Association, the
Hurlingham Polo Association and the United States Polo Association.
The Vice-presidents are not entitled to vote, unless they have been
appointed as Council members according to Article 19.5 or in case
they vote in representation of the Incumbent Council member of their
association on account of his absence.
19.4 Six Council members will be appointed at the assembly by the
“A” category full members, two for each of them.
19.5 Four Council members will be elected by the “B” category full
members;
19.6 Two Council members will be elected by the “C” category full
members.
19.7 Thirty minutes before starting or during an interval of the
Assembly, those full members of "B" and "C" categories and the
affiliated clubs, will meet separately to elect the individuals to become
part of the Council of Administration on their behalf. Both elections
will be supervised by those individuals appointed by the members of
the Election Committee, who will report the voting outcome to the
Assembly.
Article 20: Duration of terms of office
20.1 The members of the Council of Administration appointed in an
Assembly will take office once accepted the appointment in writing or
by electronic means.
20.2 Council members are elected for a term of two (2) years and
may be reelected for up to two more terms. They shall remain in their
duties, upon the expiration of the terms of office, until the entry to
office of the new elected council members.
20.3 The term of office of Vice-presidents continues as long as they
hold office as President of their respective national associations to
whose proposal they were appointed.
Article 21: Removal and Replacement.
21.1 The President of the Council of Administration may be removed
at any time by the Assembly, with cause, by simple majority of votes,
taking into account the total number votes cast according to the
registered players informed by each Full member in case any act or
omission that implies a relevant grievance to the institution is found.
Prior to the Assembly, the interested party must be notified for a

period of 10 business days for it to answer to charges, which shall be
informed to the Assembly before adopting the Resolution of the
removal.. Such Assembly will appoint his replacement.
21.2 The three Vice-Presidents and the six Council members
appointed by the full members of Category "A" can be removed with
cause. It will be understood that there is justified cause in case of
verifying any act or omission that implies a relevant grievance to the
institution or at the request in that sense by the national association
(member) that proposed them, which shall provide the name of the
persons who will replace them. In the event that the removal takes
place due to any act or omission that implies a relevant grievance to
the institution, the interested party must be notified for a period of
10 business days for it to to answer to charges which shall be
informed to the Assembly before adopting the Resolution of the
removal. The replacement member shall be appointed by the
member who had appointed the Vice President or replaced council
member.
21.3 The Council members elected by “B” Category full members may
be removed, with cause, by an Assembly called upon request of those
members holding at least one third of the votes that may be cast
within such category. It will be understood that there is justified
cause in case of verifying any act or omission that implies a relevant
grievance to the institution. In such case, the interested party must
be notified for a period of 10 business days for it to answer to
charges, which shall be informed to the Assembly before adopting the
Resolution of the removal. The replacement shall be appointed by the
Assembly by the “B” category full members.
21.4 The Council members appointed by ”C” category full members
may be removed with cause, by an Assembly called upon request of
those members holding at least one third of the votes cast within
such category. It will be understood that there is justified cause in
case of verifying any act or omission that implies a relevant grievance
to the institution. In such case, the interested party must be notified
for a period of 10 business days for it to answer to charges, which
shall be informed to the Assembly before adopting the Resolution of
the removal. The replacement shall be appointed by the Assembly by
the “C” category full members.
Article 22: Functioning of the Council of Administration
22.1 The Council of Administration will meet, at least, once a year.

22.2 The President may call for a meeting of the Council of
Administration when deemed appropriate. At least 7 days before the
meeting, he must send an agenda setting out the items to be
considered and voted upon at the meeting.
22.3 The Council of Administration must be called by the President
when requested, at least by half (1/2) of its members with the right
to vote. Such request shall detail those issues to be discussed. The
meeting must be held within 30 days upon receipt of the request by
the President.
22.4. For a session of the Council to be valid, more than half its
members shall be in attendance either personally or by proxy. The
Council may function with the members present or connected by any
means of simultaneous transmission of sound or images (conference
call), having to adopt a safe and reliable system, for the purposes of
quorum and majorities, both the directors present and those who
participate remotely shall be taken into account. The minutes to be
recorded of such Assemblies shall include the names of the members
who participated remotely. The minutes must reflect the expressions
of both the members of the Council present, and those who
participated remotely and their votes for each resolution adopted.
22.5 The Assemblies will be chaired by the President. The provisions
of Article 11 are applicable for this case.
22.6 Each member if the Council has one (1) vote. The President
shall vote only in case of a tie.
22.7 Decisions are made by simple majority.
22.8 Former Presidents of FIP may attend the meetings of the Council
of Administration, with right to speak but without the right to vote.
Article 23: Minutes of the Meetings
23.1 The corresponding minutes will be recorded as regards the
deliberations and decisions made in every meeting of the Council.
23.2 The minutes will be signed by the President and a Council
member.
23.3 Copies of the draft minutes will be sent to the members of the
Council of Administration, as soon as possible, but no later than four
(4) weeks after the meeting.
Article 24: Powers of the Council of Administration
24.1 The management of FIP’s activities, related to the fulfillment of
its goals.

24.2 It has the authority to dispose of property belonging to FIP, with
the previous authorization granted by the General Assembly.
24.3 Preparation of the agenda for the General Assembly, to be
distributed to all delegates 30 days before the date of the Assembly.
24.4 Review of Executive committee reports and preparation of
documents to be included in the Agenda of the General Assembly.
24.5 It can appoint one or more individuals as Vice President honoris
causa, as recognition of his/her exceptional contribution for the
progress of polo and services rendered in the promotion of sports
both at the local and international levels. Such appointment will be
valid for up to three years, and it may be renewed. The Vice-
presidents honoris causa may attend the meetings of the Council of
Administration being entitled to speak but not to vote. They can
represent FIP in international events, but they cannot bind it in any
way.
Article 25: Executive Committee
25.1 The Executive Committee is responsible for the daily operations
of FIP related to sport aspects, the relationship with other entities,
administrative, economic and financial matters. It is empowered to
resolve all matters within the authority of the Council of
Administration, reporting its decisions to the latter.
25.2 It will be comprised of the President of FIP and five (5)
members, three of whom will be appointed by the Vice-Presidents, in
consultation with the President, and the remaining two will be
appointed by the President of FIP; one of them will belong to B
Category and the other to C Category. The appointment of members
of the Executive Committee must be ratified by the next General
Assembly of FIP.
25.3 The Executive Committee will be called, at least four times a
year, when the President deems it convenient or within seven (7)
days upon reception of the request for a meeting by two of its
members.
25.4 To work validly, it requires the presence of the majority of its
members. The Executive Committee may work with their members
present or interconnected by any means of written, sound or image
simultaneous transmission; provisions of article 22.4 shall be applied
for purposes of quorum.
25.5 Each member of the Executive Committee, including the
President, will be entitled to one (1) vote and decisions will be made
by simple majority. In case of a tie, the President will break the tie.

25.6 All decisions made by the Executive Committee will be informed
to the members of the Council of Administration and made known at
the next Assembly.
25.7 Executive Committee members are elected for a term of two (2)
years and may be reelected for up to two more terms. They shall
remain in their duties, upon the expiration of the terms of office, until
the entry to office of the new elected council members.
25.8 The members of the Executive Committee may be removed,
with cause, or at the request by the person who proposed it (Article
25.2). It will be understood that there is justified cause in case of
verifying any act or omission that implies a relevant grievance to the
institution. In such case, the interested party must be notified for a
period of 10 business days for it to answer to charges, which shall be
informed to the Assembly before adopting the Resolution of the
removal. The replacement shall be appointed according to the
provisions of article 25.2
Article 26: Finance Committee
26.1 The Finance Committee shall be appointed by the Executive
Committee and shall be composed by the Treasurer and two (2) other
members, all of legal age.
26.2 The members of the Finance Committee can not be members of
the Executive Committee and shall be elected for a term of two years
and may be reelected for up to two more terms.
26.3 The Financial Committee shall: (i) review the financial report
and bank accounts of FIP; (ii) provide, when required by the Council
of Administration or by the Assembly, its opinion on FIP’s financial
matters; (iii) monitor social funds and oversee their investments at
any time; (iv) inspect at any time the accounting records and other
aspects regarding the functioning of the institution; (v) check the
annual balance which must approve or observe rightly before
consideration by the General Assembly; (vi) advise the Executive
Committee or Board of Directors at its request; and (vii) fulfill any
other inspection functions or control deemed convenient by the
General Assembly.
Article 27: President
27.1 The President is elected by the Assembly. Candidates shall have
served as Council of Administration members, Executive Committee
Members, FIP Ambassador.

27.2 Full members shall inform the Council of Administration in
writing the name of the person to be proposed as President, at least
3 (three) months prior to the date of celebration of the General
Assembly,
27.3 The Council of Administration will release the names of the
candidates immediately upon the expiration of the three (3) month
period referred to in Article 27.2 above.
27.4 The term of office of the President is of two (2) years and he
may be re-elected for a second consecutive term of equal duration.
After a period of two years from the end of office, he may be elected
again. The President will continue in office until a new President is
elected by the General Assembly.
27.5 In case of absence or impairment - both temporary or
permanent - the President will be replaced by the most senior Vice-
president, until the latter resumes his office or until a General
Assembly appoints his replacement.
27.6 The President will:
(I) Act as FIP’s legal representative with the most extensive
powers.
(II) Call and chair the Assemblies, the Council of Administration and
the Executive Committee.
(III) Vote in the collegiate bodies he is part of, when entitled by
these Bylaws.
(IV) Sign the minutes of the Assemblies and the Council of
Administration, the correspondence and any communication issued
by FIP
(V) Authorize with the Treasurer, expenses accounts, signing
receipts and other Treasury documents in accordance with the
decision of the Council of Administration, the Executive Committee
and the Finance Committee.
(VI) Lead the debate during General and Special Assemblies and
during the meetings of the Council of Administration and the
Executive Committee, suspend and adjourn meetings.
(VII) Ensure the smooth running and administration of FIP, obeying
and making obey these Bylaws and the resolutions of the Assembly
and the Council of Administration.
(VIII) Keep and promote good relationships of FIP with national
associations and other international organizations, the IOC, and any
other corporation or individuals related to the international polo.
(IX) Implement the decisions made by the Assembly, the Council of
Administration and the Executive Committee.

(X) Appoint FIP’s Ambassadors
Article 28: Vice-Presidents
28.1 Vice-Presidents will be appointed and replaced in full accordance
with Article 21.2 of these Bylaws.
28.2 They will promote the goals of FIP in their national association
and worldwide.
28.3 They will support and promote projects and events organized by
FIP.
28.4 They will fulfill the tasks provisionally entrusted to them by the
President or the Council of Administration.
Article 29: Treasurer
29.1 The Treasurer will be elected by the Executive Committee.
29.2 The Treasurer is part of and chairs the Finance Committee, along
with two (2) other members according to article 26.1.
29.3 He is empowered to supervise FIP's financial affairs.
29.4 He submits an annual financial report to the Assembly.
Article 30: Secretary
30.1 The Secretary will be appointed by the Council members among
the members of the Council of Administration. The Secretary will
hold office whilst being part of such Council. He may be replaced at
any time by decision of the Council members.
30.2 The Secretary will attend the meetings of the Council of
Administration and draft the respective minutes.
Article 31: Ambassadors of FIP
31.1 The Ambassadors are appointed by the President, who shall be
confirmed by the Assembly.
31.2 Appointments last four (4) years and Ambassadors may be re-
elected indefinitely.
31.3 The President may remove an Ambassador at any time, with
cause. It will be understood that there is justified cause in case of
verifying any act or omission that implies a relevant grievance to the
institution. In such case, the interested party must be notified for a
period of 10 business days for it to answer to charges, which shall be

informed to the Assembly before adopting the Resolution of the
removal.
31.4 The President may appoint up to 70 Ambassadors.
31.5 Ambassadors will serve under the President’s direction.
31.6 Ambassadors are not compensated for their task.
31.7 The duties and responsibilities of FIP’s Ambassadors are:
(i) To work together with other Ambassadors and national
associations Delegates to promote, organize and present the so called
“Ambassadors Cups”.
(ii) To promote FIP membership of national associations.
(iii) To promote FIP’s goals, tournaments and activities
(iv) To promote friendship between polo players, the development
of international activities, and international polo competitions.
(v) To cooperate with the organization of FIP’s tournaments and
activities by lending horses and promoting and organizing social
events.
Article 32: Annual Fees and Finance
32.1 The General Assembly will annually fix the fee to be paid in U.S.
dollars by the full members of each of the different categories, the
ambassadors and the payment date.
32.2 Those full members who have not paid the annual fees in due
term, will automatically be considered as in default and will be
suspended, immediately being refrained from their right to vote at
the Assemblies and from participating in FIP’s activities, until
payment is received.
32.3 FIP may obtain income derived from tournament fees,
publications and programs, the granting of concessions, broadcasting
rights through radio, TV, videos, sale of merchandise or logos, and
any other activities approved by the Council.
32.4 FIP may acquire, mortgage, transfer and dispose of assets and
real estate, and will carry out all the acts, exercise all the rights and
perform any credit transactions allowed by the applicable laws, as
long as such acts are in order to comply with FIP’s purpose.
32.5 FIP’s fiscal year (Fiscal Year) will close on September 30 of each
year.

Article 33: Special Limitations
This institution excludes from its social purposes any other purpose
than those expressly provided in these bylaws.
Article 34: Incompatibility
Any member of an elective body of the institution is incompatible with
any employee or dependent by any reason.
Article 35: Dissolution and liquidation of FIP
35.1 The dissolution of FIP may only be decided at a Special Assembly
called to such effect.
35.2 The majority to dissolve FIP is two thirds of the total votes
corresponding to all registered Full Members.
35.3 Should FIP be dissolved, its assets shall be allocated to the
Uruguayan Red Cross.
Article 36: Definitions
The following terms will mean as indicated below:
36.1 FIP: Is, indistinctly, the “Federation of International Polo" and
the "Federación Internacional de Polo".
36.2 Assembly: This is the governing body of FIP and its supreme
authority.
36.3 National Association: This is the association, federation or an
equivalent institution governing polo in a country.
34.4 Member Club: This is the only polo club or the most
representative club of such sport in its country, which becomes a
member since no national association exists therein. For the purpose
of these bylaws it is considered as comprised in point 4 C).
36.5 Delegate: This is the President of a polo national association or
the person appointed in writing by the latter, representing his
national association at the meetings.
36.6 Council of Administration: is the body responsible for the
administration of FIP.
36.7 Full members: They are the affiliated national associations
entitled to speak and vote at the Assemblies.
36.8 Tournaments Procedures: Those procedures set forth by FIP
to produce and organize their tournaments.

36.9 Registered Players: these are the individuals who pay a
“handicap fee” or similar charge to a national association or have
played in at least one (1) official tournament organized by the latter.
