The ArizonaGame and Fish Department(AZG&FD) has requested permis-sion to construct 260 yards of newfence to create a 10 - acre holdingarea at the Hose Rock Wildlife Area(HRWA) headquarters. The NorthKaibab Ranger District (NKRD) ofthe Kaibab National Forest (KNF) inworking with the AZG&FD, agreesthat these improvements are nec-essary as part of the operations andmanagement associated with man-agement of the buffalo ranch /HRWA headquarters. The existingfacilities / buffalo ranch and newfenceline are located on the NKRDwithin Geographic Area number 16,within Coconino County, Arizona; ageneral legal description of the lo-cation of the new fenceline is as fol-lows: [SW1/4 of Section 34, T. 36N., R. 4 E., of the Gila & Salt RiverBaseline & Meridian.] A preliminaryassessment of the proposed action(i.e., construction of a new fencelineto create 10 acres of additionalholding area) indicates that it is cat-egorically excluded from furtheranalysis and documentation in anenvironmental impact statement(EIS) or an environmental assess-ment (EA), in that there are no ex-traordinary circumstances related tothe proposed action. The categori-cal exclusion (CE) is listed per 36CFR 220.6(e)(15) and FSH 1909.15- 32.2(15) as follows: "The issuanceof a new Special Use Authorization(SUA) for a new term to replace anexisting or expired SUA when theonly changes are administrative,and there are not changes to theauthorized facilities or increases inthe scope or intensity of authorizedactivities, and the applicant or hold-er is in full compliance with theterms and conditions of the SUA."This category of action is applicablebecause the activity will amend anexisting special use permit(NKR1011, 215 Pasture); this is thesecond amendment to the 1951SUP. The original SUA or SpecialUse Permit (SUP) between the KNFand Arizona Game and Fish Com-mission was signed on July 30,1951. The original 1951 SUP cov-ers 655 acres and includes the ex-isting 15 acre buffalo holding corralwithin Section 34, T. 36 N., R. 4 E.Amendment number 1 (dated Octo-ber 25, 2000) to the 1951 SUP cov-ered four additional acres and vari-ous land improvements, such as abarn and tack building, water tanks,and various out buildings. This sec-ond amendment will add a 10-acrefenced corral within the SW ¼ ofSection 34, directly adjacent to theoriginal 15 acre corral. This im-provement is necessary to helpmanage buffalo (up to 100 head) asa temporary holding corral/facility.The proposed action has been eval-uated internally by a team of re-source specialists, and the reviewidentified no extraordinary circum-stances that would preclude use ofthe CE.
