• Scope included current Metro Gold Line from Union Station to East Pasadena, and any fixed guide way to Claremont (now Montclair) • SB 1847 also provides the necessary powers to complete the project:
the ability to acquire right-of-way
issue debt
enter into joint development agreements
relocate utilities
accept grants, fees and allocations from all funding sources
enter into design build contracts
Strategic Partnership w/Metro
• We are not LACMTA / Metro • General Relationship
– Construction Authority plans, designs and builds the line (per Metro’s design/safety guidelines and specifications)
– Metro operates and maintains the line following construction
• Both agencies play a role in public safety planning and education
• Master Cooperative Agreement – Formalizes roles and responsibilities – MCA for Pasadena to Azusa and Azusa to Montclair segments

Design-Build Packages
• Package 1: Iconic Freeway Structure over I-210 (approx. 584 linear feet)
• Package 2: Phase 2A Alignment, includes: Rail Track Alignment, Bridges, Crossings, Stations, Utilities, Systems, Signals (and related items), as well as a Maintenance & Operations Facility
• Package 3: – Intermodal Parking Facility at five of the six stations:
four multi-level parking structures and one surface parking lot.
– Intermodal Enhancements, including: bus pads and shelters, bike lockers and racks, sidewalks, ramps, enhanced crosswalks, trees and tree wells, pedestrian street lights, traffic signals and roadway improvements.
