CONSIDERATION OF RESOLUTIONS
1. CURRICULUM, INSTRUCTION, PROFESSIONAL DEVELOPMENT, ASSESSMENT & ACCOUNTABILITY/SPECIAL EDUCATION
a. Resolution Approving Observance of School Board Recognition Month WHEREAS, the New Jersey State Board of Education, which adopts the administrative code to implement state education law, has established rigorous standards through its promulgation of the state Core Curriculum Content Standards and its adoption of the Common Core State Standards, both of which set the expectations of academic achievement for nearly 1.4 million public schoolchildren; and WHEREAS, New Jersey’s locally elected and appointed boards of education play a vital role in ensuring that their local school districts meet state standards and adhere to all code provisions, with the goal of providing an outstanding education to prepare all students for college and the workplace and to enable them to compete in a global economy; and WHEREAS, New Jersey’s 4,800 non-partisan local board of education members are public servants who dedicate their time, without pay or benefit, to the oversight of school district operations, sound financial practices, comprehensive policies, curriculum, staffing, and the well-being and academic achievement of all students in the district; and WHEREAS, the efforts of local boards of education, in conjunction with state education officials and local educators, have built a foundation of success that has led to New Jersey’s status as a leader in student achievement, as evidenced by the National Assessment of Educational Progress scores; and WHEREAS, the National School Boards Association (NSBA) and the New Jersey School Boards Association (NJSBA) have declared January 2016 to be School Board Recognition Month; now, therefore, be it RESOLVED, that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, joins with the NSBA, NJSBA and NJ State Department of Education in celebrating School Board Recognition Month.
b. Revised Proposal for Children’s Home Society to Provide a Dance Education Program at
Robeson Elementary School Be it resolved; that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Revised Proposal for Children’s Home Society to Provide a Dance Education Program at Robeson Elementary School for the period September 29, 2015 through June 14, 2016 at a cost not to exceed $5,000.00. The mission of TEDI is to teach the art and life lessons of dance, and to reinforce the skills students need to succeed in the classroom and grow into dynamic and productive individuals. This program was originally Board approved on September 21, 2015. The revision is needed to reflect the name of the vendor providing services. BE IT FURTHER RESOLVED; that the Trenton Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. BE IT FURTHER RESOLVED; that the Trenton Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant.
d. Proposal for National Junior Tennis & Learning of Trenton Outreach Program BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for National Junior Tennis & Learning of Trenton Outreach Program for the period February 29, 2016 to April 22, 2016 at no cost to the Board. Students in Hedgepeth/Williams, Dunn, Rivera, Kilmer, M. L. King Jr. and P. J. Hill schools will have the opportunity to learn the basics of tennis and develop life skills through team play.
e. Revised Resolution for Community Partnerships Be it resolved, that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Revised Resolution for Community Partnerships for Trenton Public Schools for the period January 2016 to June 2016. This item was originally Board approved on December 14, 2015. It is being revised to reflect the complete list of participating organizations as follows:

Be it resolved, that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution for STEM Course Offerings beginning in September 2016. (Attachment 1-F)
g. Resolution to Establish Concurrent Enrollment at Mercer County Community College (MCCC) Be it resolved, that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution for Concurrent Enrollment at Mercer County Community College (MCCC) for high school students in the Spring 2016 Semester, at a cost not to exceed $24,000.00. Title I, Part A funding will support fifty juniors or seniors to enroll in Psychology 101, promoting reduction of opportunity gaps in college readiness and completion. BE IT FURTHER RESOLVED; that the Trenton Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant. h. Resolution to Participate in Mercer County-Wide Day of Dialogue Be it resolved, that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution for student participation in a Mercer County-Wide Day of Dialogue at Rider University on February 19, 2016 at a cost not to exceed $1,500.00 payable to The Center for Supportive Schools. Approximately 30 Trenton high school students representing all District campuses will participate in the full day student-centered event promoting climate and culture. BE IT FURTHER RESOLVED; that the Trenton Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant. i. Resolution to Submit Amendments to the Five Year Preschool Program Plan Update for 2016-2017 Be it resolved, that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution for Amendments to the Five Year Preschool Program Plan Update for the School Years 2016-2017 (Attachment 1-I). This must be submitted to the New Jersey Department of Education in order for the Early Childhood Program to meets mandates and to gain the final approval from the New Jersey Department of Education to receive funding for the 2016-2017 school year.

Resolution Authorizing Payment to Dina DiNatale BE IT RESOLVED; that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves an increase of $5,400.00 for Purchase Order Number16-02177 for Dina DiNatale. This increase is needed because there are additional Preschool IEP Meetings that need to be held through June 2016 to keep the Special Education Department in compliance. Ms. DiNatale functions as the general education teacher, required by NJ Code, at ID Meetings & Eligibility Meetings. Ms. DiNatale attends the initial IEP Meetings/Preschool Referrals for approximately 300 students per year during the regular school day when general education teachers are not available. She works with both the Bilingual Team and Child Study Team #1 (Preschool Team). Resolution Authorizing the Waterford Early Learning Reading and Math/Science Site Licenses BE IT RESOLVED; that the TRENTON BOARD OF EDUCATION, upon the recommendation of the Superintendent of Schools herby authorizes the approval for Waterford to provide up to 120 Site Licenses for Jefferson and Washington Elementary School for a twelve-month period. Each school will also receive a half-day start-up professional development. The purpose for this program is to provide a multisensory online supplement to all students in grade K-2. Both General Education and Special Education Teachers will be able to provide and implement a scientifically based supplemental on-line program. BE IT FURTHER RESOLVED; that the TRENTON BOARD OF EDUCATION, upon the direction of the Superintendent of Schools, recommends the approval for Waterford to provide the aforementioned licenses and professional development at no cost to the district.

Resolution Authorizing Professional Development in the Wilson Reading System (WRS) BE IT RESOLVED; that the TRENTON BOARD OF EDUCATION, upon the recommendation of the Superintendent of Schools herby authorizes the approval for teachers to receive Professional Development by the Wilson Trainers for the Wilson Reading System (WSR) for the period January 26, 2016 through June 30, 2016 at a cost not to exceed $40,000.00. The WSR is an intensive intervention program for students in grades 2-12 with Dyslexia and language-based learning disabilities. The purpose for this program is to provide a multisensory approach to students who are not making sufficient progress in intervention or who may require more intensive instruction in reading. Both General Education and Special Education Teachers will be able to provide and implement a scientifically based supplemental reading system. a. Appropriation Transfers – November 2015 WHEREAS, N.J.S.A. 18A requires that the Board of Education approve appropriation transfers; and; WHEREAS, the Superintendent has authorized the budget adjusted to reflect the appropriation transfers; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education, does ratify the transfers approved by the Superintendent of Schools. (Attachment 3-A)
b. A-148 Secretary’s Report – November 2015 WHEREAS, pursuant to N.J.S.A. 18A-17-9, the Secretary of the Board of Education shall report to the Board at each regular meeting but no more than once each month, the amount of total appropriations and the cash receipts of each account, and the amount for which warrants have been drawn against each account and the amount of orders and contractual obligations been drawn against each account and the amount of orders and contractual obligations incurred and chargeable against each account since the date of the last report; and WHEREAS, the Commissioner has prescribed that such reporting take place on Form A-148; WHEREAS, in compliance with N.J.A.C. 6A:23-2.11©3, the secretary has certified that, as of the date of the report(s) no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the district board of education; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education accepts the above referenced reports and certifications and orders that they be attached to and made part of the record of this meeting; BE IT FURTHER RESOLVED, in compliance with N.J.A.C 6A:23-2.11©4, the Board of Education certifies that, after review of the secretary’s monthly financial reports for November 2015, and upon consultation with the appropriate district officials, to the best of its knowledge, no major account or fund has been over expended in violation of N.J.A.C. 6A:23-2.11(b), and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year. c. A-149 Treasurer’s Report – November 2015 WHEREAS, pursuant to N.J.S.A. 18A-17-31 et seq. boards of education are required to have the appointed position of Treasurer of School Monies; and WHEREAS, the Treasurer shall serve in trust to receive and hold all school monies belonging to the district; and WHEREAS, the Treasurer shall report to the Board of Education on a monthly basis on the Form A-149, which is prescribed by the Commissioner of Education; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education, for the period ending November 30, 2015, upon the recommendation of the Superintendent of Schools, adopt the A-149 and cause it to become a part of the official minutes of this meeting. i. Rescind the Recommendation to Award RFP #1516-26 for Prospective Organization to Provide Home Instruction Services Note: This award was pulled from the November 16, 2015 agenda. It is now being RESCINDED. WHEREAS, pursuant to the Public School Contract Law and the New Jersey Statutes Title 18A:18A-37, the proposal solicitation for Prospective Organization to Provide Home Instruction Services on October 26th, 2015; and WHEREAS, the proposals were reviewed by Trenton Board of Education Staff per N.J.S. 18A:18A-4.5d; and WHEREAS, the Board received the following responses: American Tutor, Inc. Inspire Educational Group, Inc. Professional Education Services, Inc. WHEREAS, based on the evaluation criteria included in the solicitation Inspire Educational Group, Inc. received the highest score within the qualifications listed below: 1. Technical Criteria 2. Resolution Authorizing Member Participation in The Cooperative Purchasing Network (TCPN) for 2015-2016 BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution for the member participation in The Cooperative Purchasing Network (TCPN) to provide substantial economies in the provision and performance of goods and services priced cooperatively may include supplies and materials, time and material bids, energy aggregation and such other items that two or more participating contracting units in the system agree can be purchased on a cooperative basis.
k. Revised Joint Transportation Agreement with Delsea Regional School District BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Revised 2015/2016 Joint Agreement between Delsea Regional School District and Trenton Board of Education for the provision of transportation services for a special needs student residential at Mary Dobbins school but attending Pinelands High School, to which Delsea Regional School district provides transportation. Trenton Public School will pay $1,574.76 for the 33 day the student attended program for the 2014/2015 school year, and $15.17 dollars a day for 182 days of attendance for the 2015/2016 school year for $2,760.94, for a total of $4335.70. BE IT FURTHER RESOLVED: that the Board President and Board Secretary are authorized and directed to execute said jointure on behalf of the Trenton Board of Education. Approval of Corrective Action Plan for the Comprehensive Annual Financial Report BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Corrective Action Plan for the Comprehensive Annual Financial Report for the period ending June 30, 2015. Request for Proposals (RFP) for Prospective Organization to Provide Nursing Services to Trenton Public School District for 2016-2017 BE IT RESOLVED: that Trenton Board of Education, upon the recommendation for the Superintendent of Schools, authorize the School Business Administrator/Purchasing Agent to prepare or have prepared a Request for Proposal to provide nursing services to Trenton Public School District for 2016-2017 which shall include all items set forth in 18:18A-4.4.

Revised Professional Services Contract – NJ Center for Teaching and Learning (Revision #3) BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Revised Professional Services Contract to provide PSI Chemistry Endorsement Courses to six teachers for the period July 1, 2015 to June 30, 2016 at a cost not to exceed $44,460.00. Stipends for teachers will be an additional $19,000.00. This item was previously approved on June 22, 2015, with revisions on August 31, 2015 and September 22, 2015. This revision is to reflect the amounts for the 2015-2016 school year. BE IT FURTHER RESOLVED that the Trenton Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant.
