(1) Project Overview Project for the Promotion and Enhancement of the Afghan Capacity for Effective
Development (PEACE) was launched in 2011 and has trained Afghan civil servants at Japanese universities with an aim to promote infrastructure and rural agricultural development in Afghanistan. As of October 2016, a total of 507 participants have enrolled at Japanese universities, of which 221 have returned to Afghanistan after obtaining their Master’s or PhD degree. The goal of the project is to strengthen planning and implementation capacity of the government ministries the participants belong to through their active engagement by utilizing the knowledge and skills acquired in Japan after their return and reinstatement.
In response to further request for human resource development from the Afghan Government, PEACE Phase 2 was launched in 2016. In this phase, the fields of study have been expanded to cover education and health. The number of the target ministries has increased to 18 in total. Maximum number of 250 participants will be awarded study opportunities in five batches. Phase 2 also features “ShortFollow-up Training Program” for the returned PEACE alumni in order to help them acquire further knowledge and skills necessary for their enhanced duties.

collaboration with the accepting universities. In this phase, JICE’s services include selection of participants from among the applicants nominated by each target ministry, periodical monitoring of participants while studying in Japan and enhanced follow-up support for the returned participants in terms of reinstatement and application of their acquired knowledge and skills.
