1 Introduction

1.1 MLM Consulting Engineers have been instructed to provide a Construction

Management Strateg y associated with a planning application (11/00902/OUT) for the development at the Railway Triangle at Metz Way in Gloucester. The site has approval for a hybrid planning application for:

1.2 Detailed planning permission for:

Retail food store for 6,800sqm Petrol filling station Associated parking and means of access from Metz Way Outline planning permission for: Office, Storage and distribution for 15,264sqm Car showroom for 1,024sqm Additional retail uses of 571sqm

1.3 This Cons truction Ma nagement St rategy will review the access required

for the enabling works only. The enabling works are the creation of a new access from the site to Metz Way and required site work. This includes the erection of perimeter h ording, Heras fencing to the si te compound which will include the site storage, parking areas and welfare facilities.

1.4 After the n ew access on to Metz Way is constru cted t he si te wil l be

accessed solely from Metz Way and Bl inkhorn’s Bridge will cease to be used. All co nstruction work following the enabling work ( including phase 1) will be subject to a separate Construction Mana gement Strategy utilising M etz Way . Smit hs ( Gloucester) w ill be respon sible f or undertaking the wor ks and have appointed a Si te Manager to super vise. The Site Manager is – Matt Bennett, his contact details are as follows:-

1.5 Section 2 reviews the local network and local constraints, section 3

reviews the proposal t o obtain sui table access to the si te to enabl e the access ramp to be construction from Metz Way. Section 4 provides a strategy for communicating with the public and Section 5 summarises and concludes this review.

2 Existing Highway Network

2.1 The site is bound by Metz Way to the south and railway lines to north and

east. Access to the cur rent site is vi a Blinkhorns Bridge Lane which leads to the north under the railway line to the local residential area. Blinkhorns Bridge Lane joins Armscroft Road wh ich leads to Barnwood Road (A38). The local road network can be reviewed in Appendix 1.

2.2 Blinkhorns Bridge Lane comprises of a narro w l ane whi ch passes under

the nort hern rai lway li ne. Thi s provi des wi dth an d hei ght restri ctions allowing access for small and med ium sized vehicles (i.e. cars and transit vans).

2.3 Within the housing area towards t he nort hern end o f Bl inkhorns Bri dge

Lane and Armscroft Road the streets comprise of a typical layout with un-restricted parking for residents. Within close pr oximity t o th e junct ion with Barnwood Road double yellow lines are present. Some of the local streets have dwellings that have off road parking however Armscroft Road is mainly terraced properties with parking mainly on street.

2.4 The geomet ry is t ypical f or res idential st reets an d t ypical carr iageway

2.5 The width of Armscroft Road is a pproximate 6.1m wide and therefore even with on street parking the ro ad should be sufficient for larger vehicles. H owever based on in itial researc h park ing occurs in close proximity t o t he jun ctions which may resu lt in a redu ction in manoeuvrability space for larger vehicles at the junctions.

2.6 It should also be n oted that the local area p rovides turning facilities for

typical vehicles (refuse vehicles) whi ch would be requi red to serve the residential properties and therefore based on the above this route is not suitable for larger vehicles.

2.7 Barnwood Road (A38) comprises of a 4 lane carriageway with parking

restrictions along its enti re length which acts as a bypass for the central area of Gloucester a nd provides access to the M5 via the A417. Approximately 300 m t o the east of the Armscroft Road the road passes under the railway line which has a height restriction of 16 feet.

2.8 Metz Way (A4302) is approximately 6m higher than the site at the site

boundary. Metz Way provides a 10m wide single carriageway with central hatching carriageway markings to restrict overtaking manoeuvres.

2.9 Metz Way comprises of a 40 mph speed lim it w ith all ot her local r oads

subject to a 30 mph limit.

3 Construction Strategy

3.1 The construction of the site will be undertaken in two stages:

Enabling works via access from Blinkhorns Bridge Lane All other construc tion works vi a a ne w acc ess from M etz Way i n

accordance with the planning permi ssion for th e site and subject to a separate Construction Management Strategy

Access Requirements

3.2 The fi rst task wi ll be to construct the access road from the site to Metz Way. During t his st age all t raffic w ill h ave t o pass under Bl inkhorn’s Bridge ( and comply w ith th e rest rictions) an d t ravel t hrough the loca l residential area.

3.3 It is therefore import ant that this stage be undertake n with minimal

impact u pon local res idents, an d t hat local residents will be advised accordingly.

3.4 All vehi cles l arger than a tra nsit type van (and l ess t han the t unnel

restriction) wi ll be brought to si te wi thin the fi rst two day s of construction. The equi pment requ ired for the construc tion of the ac cess road will consist of a tracked excavator and four dumper trucks.

3.5 This w ill re quire t he del ivery of t he abov e veh icles by f lat bed t railers,

which are unabl e to pass under Blinkhorn’s Bridge. These vehicles will have to unl oad before Blinkhorns Bridge Lane as the current layout may not provi de su fficient area for l arger vehi cles to turn and l eave vi a the same route, as highlighted within Section 2.

3.6 It is propos ed that the flat bed trai lers will unload on Armscroft Place on

the wider section of the road next to the green. This will reduce the impact on residents.

3.7 Due to the potential hazards of l arger vehicles entering A rmscroft Road,

depending on the delivery of site plant, advance signage may be advisable to reduce the risk. In a ddition photographs of the surrounding area wi ll be taken pri or to the construction pl ant a nd vehicles being delivered to site at commencement of the project.

3.8 Following t he in itial d elivery of l arge plan t, access t o t he sit e wil l be

restricted to vehi cles similar to a transi t van as all the plant requi red for the construction of the access road w ill be a ll on site. Subsequent traffic will be primaril y for site personne l and no more than 12 transit sized vans, or smaller, per day.

3.9 It is en visaged that the access ramp w ill be completed within six weeks

after the d elivery of t he i nitial plant to si te. Therefore by t he sev enth week all tr affic will us e the new a ccess via Metz Way and cease to use Blinkhorns Bridge Lane.

3.10 All constru ction traffi c and con struction works will be restricted to

weekdays and between the hours of 07:30 and 18:00, a summary of the above can be reviewed in Appendix 2.

Site Requirements and Management 3.11 To allow t he con struction of the access road a sit e compou nd will be

established. This will p rovide a secure area f or staff and v isitor parking, storage and welfare areas.

3.12 Signing in procedures will be implemen ted for the si te. This wi ll aid si te

safety and will also monitor the number of vehicle trips to and from the site within the first 6 weeks.

3.13 To minimise the impact of dust and dirt from the site on the local

residential street the site contractor will subscribe and conform to the ‘considerate contractor s scheme’ and wheel washi ng f acilities wil l be provided. All w ork will be carried ou t in accordance with relevant Brit ish Standards and the route to the site from Barnwood Road will be swept on a regular basis during the 6 weeks of construction.

3.14 Smiths (Gloucester) wi ll be respon sible for undertaking the works and

have appointed a Site Manager to supervise. The Site Manager is – Matt Bennett, his contact details are as follows:-

4 Public Consultation

4.1 To ensure the local residents ar e mad e aware of the proposed

construction wor ks it is recomme nded that a media campaign is undertaken to highlight the proposed routeing strategy. This could be via communications via the local representatives or simple leaflet drops.

4.2 It is envisaged that the campaign will include a summary of this routeing

strategy including: Times (and restrictions) on working hours Stages of construction and the likely traffic. i.e.

First two days, construction vehicles delivered to site First six weeks, access for site personnel only Week seven, no traffic except for emergency access

5 Summary and Conclusions

5.1 This constr uction Ma nagement St rategy has been prepared to provid e

supportive in formation associat ed w ith t he enabling w orks t o prov ide access from Metz Way to facilitate the future development of the Rai lway Triangle Site in Gloucester.

5.2 This report has reviewed the access constraints of the site which comprise

of local res idential st reets an d height an d width rest rictions un der t he railway line on Blinkhorns Bridge Lane.

5.3 With the measures reviewed above th e enabling works should be able t o

be undertaken whilst minimising the impact on local res idents. Continued active dial ogue w ith local residen ts w ill a lso en sure th at an y addit ional issues ari sing d uring t he cons truction stage can also be reviewed and resolved.
