PORTLAND FORESHORE PARKING STRATEGY
Executive Summary
The purpose of the Portland Foreshore Parking Strategy (the Strategy) is to delineate in
a strategic way for the benefit of the whole community, where vehicles are permitted
to park, the type of vehicle and to set the initial parking fees where applicable.
Options for traffic controls, road safety and boat ramp launching/parking fees were
considered by Council in the consideration of the Strategy. Following stakeholder
consultation the Strategy was adopted by Council on 25 March 2014.
Commencement
It is expected that the Strategy will commence from 1 July 2014.
Elements of Strategy
1. Introduction of vehicle with boat trailer parking fees from 1 July 2014 in line with the
Council Budget process.
2. All initial proposed fees commencing in the year 2014/15 will be the subject to
review annually as part of the Council’s budget process.
3. That annual passes be made available through Council’s Customer Service
Centres (including Visitor Information Centres). Application forms will also be
available for download from Council’s website.
4. That Council purchase and install automatic ticket dispensers for the boat ramp
areas. Ticket machines will provide day passes only.

Background
The Strategy is linked to the Portland Bay Coastal Infrastructure Plan’s goal of enhanced
facilities and contributes to the key strategic objective of the Council Plan 2013-2017:
Objective 2 - Diverse economic base; Build Portland Bay and foreshore as economic
attractor.
The Portland Foreshore Project continues to implement the broader vision of the
Portland Bay Coastal Infrastructure Plan with the opening of the new marina and
impending construction of the new boat ramp. The cost to Council to meet fishers and
boaters expectations in maintaining and servicing a boat ramp, adjacent parking and
fish cleaning facilities is substantial.
The heavy boat traffic contributes to significant wear on the jetties and parking area
and; the volume of fish waste disposal is a major cost in servicing recreational fishing
activities. The overflow of recreational boating traffic also causes significant issues in
regards to parking along the foreshore and there is a need to control parking
congestion caused by these vehicles.
Basis of Strategy
The Strategy has been developed based on:
the current use of the foreshore area, particularly during peak seasons, i.e. Tuna
season and over summer periods;
the impending construction of the 4-lane boat ramp; and
the overall use of the foreshore area by all stakeholders.
Aim of Strategy
The aim of the Strategy is to:
establish clear and concise direction in regards to parking in all areas of the
foreshore;
cater for all users of the foreshore including commercial fishers, recreational fishers
and general members of the public; and
alleviate ongoing issues of cars with boat trailers monopolising the parking spaces
along the foreshore, restricting members of the public from using the foreshore
space for other recreational activities.
The Strategy will provide a uniform system of parking, with standard parking signs
indicating locations for cars with boat trailers, caravans, motorhomes and cars to park.

The installation of standard parking signs as well as ticket machines in key locations near
the boat ramps will assist with compliance for users, and the enforcement of any non-
compliance.
Parking Controls and Fees
It is the intention of this Strategy to allow free parking in all areas of the foreshore for
cars. Designated areas for motorhomes and caravans will also be provided free of
charge. Any vehicle towing a boat trailer, and parking within the parking ticket areas,
will be required to purchase either a day ticket or annual pass.
The initial proposed fees for the 2014/15 financial year will be set at:
a. Annual pass fee be set at $110.00 (inc. GST);
b. Annual pass fee for Glenelg Shire Council Rate Payers and residents who are
Concession Card holders be set at $55.00 (inc. GST); and
c. Daily ticket prices set at $10.00 (inc. GST).
The initial proposed fees will be reviewed annually as part of the Council’s budget
process.
This will allow the majority of general foreshore users to utilise the foreshore at no
charge.
Parking will also not be permitted on the grassed areas either side of the down ramps
from Bentinck St (Angling club lawns and carnival area) unless authorised. See parking
area number 9 in table below and Appendix 1 and 2.
The Strategy provides for parking controls in the following areas:
