• The Ryan White Act enacted by Congress in 1990 is the largest federal program focused exclusively on HIV/AIDS care
• The Orlando EMA consists of a four (4) county area: Orange, Osceola, Seminole, and Lake counties
• EMA has received funds since 1994
• Services are provided through contracts with not-for-profit, private, public and government entities

Funding consists of three components:
• Formula, the largest amount which is based on the active HIV/AIDS cases in the four county area. 95% of this amount must be spent to maintain the grant.
• Supplemental, which is based on the strength of the grant application.
• Minority AIDS Initiative (MAI), to ensure that grant dollars reach the minority community in a significant way.
