General: December 2019 Meeting Minutes: An overview of the December meeting was presented. Follow-up on T-lock discussion from December. T-Lock was discontinued after Northwest Pipe acquired Ameron. Contractor with some T-Lock stock: Allyn Keltner, Sonco construction, Rancho Cucomonga 909-260-4749.
Financial Update: The current total in the organization account is $37,316
Project Discussions: Danville Sewer project will be advertising Tuesday January 21. Project includes 6,000 LF 8” to 12” open cut, CIPP, and pipe bursting, and 47 lateral replacements using pit launch HDD. EE: $3.6M. EBMUD awarded pressure zone improvement project which included 6,800 LF 12” steel and HDPE water pipe in Orinda. EE: $3.1M Teichert was low bidder at $2.8M. City Santa Clara awarded sewer condition assessment project which included 55,000 LF 48 -inch diameter pipe. Condition assessment included cleaning and CCTV with NASSCO scoring, no radar. Anticipate removing 10 CY of material per day. $800k Pipe and Plant Solution will use proprietary equipment for cleaning. Mount View Sanitary experienced an overflow that was caused by a thrust block being poured directly over a sewer main about 30 years ago. Settlement cause block to eventually break into the sewer. Presentation: The Importance of Design Criteria Standards For The Construction Of Centralized Wastewater Collection System In The Florida Keys
Background
o Islamorada, Florida Keys, has 6 wastewater systems with seasonal flow
variations and elevated nutrients in marine environment
o Legislation passed in Florida in 2005 that required advanced treatment within 10
years.
o First centralized system (Roevac system) was installed between 2006 and 2010

o Multiple failures due to no design standards, undersized vacuum mains, leaking
connections, and faulty Roevac controllers.
Request for Vendor Proposals
o Village of Islamorada and Program Manager prepared
o Selection Criteria: Cost, quality, responsiveness of support
o AIRVAC was selected as sole supplier in 2009
Interlocal Agreement
o Developed limits for wastewater acceptance at Key largo
o Max strength 375 mg/L; Salinity limit 3 ppt rolling average, I/I max 125% of AADF
o Prohibited certain discharges and/or required pretreatment
Village Wide Minimum Standards
o Developed guidelines, practices, and methods of collection system infrastructure
o Required testing and reporting
o To be updated by Village Utility director as technology changes.
Two-part upgrades
o Improve existing system by replacing valve pits, perform additional testing,
monitor locations with moderate salinity. Prior to upgrades no discharge met 3
ppt limits, following upgrades about 30% of discharge met limit.
o Connect remaining service areas with commercial permits, construction permits,
and place into operation permits. After January 2016, all discharge met salinity
limits.
Update
o As of May 2019, more than 97% of properties have connected to the centralized
system.
o Islamorada has not triggered a salinity surcharge since November 2016, even in
the weeks following Hurricane Irma.

Uses o Alarming at important sites or areas that are difficult to reach such as siphons, lift
stations, high frequency cleaning sites, easement, high grease locations, environmentally sensitive areas, or areas subject to flooding.
o At high frequency cleaning locations, using SmartTrend tool can reduce costs by cleaning only when necessary as evidenced by real water level data.
o Provides a n independent and redundant system to back up SCADA o Determine relative I/I in various basins by strategically locating SmartCovers o Notify owner of combined system of overflow allowing decision to store or outfall o Monitor manholes during bypass operations to manage surcharge
Tools Available o SmartTrend: for high cleaning areas, watched flow over time, as flow rises
triggers need for cleaning. Can help reduce unnecessary cleaning. o SmartFLOE: Estimating tool using manning equation for I/I studies, capacity
stdies, and development of SSMP o Rain data is available from NOAA and local gauges and can be overlaid with flow
