Dear Citizens of the Southeast Iowa region, The Southeast Iowa Regional Planning Commission has completed its 43rd year of service to the southeast Iowa region. Since its inception, SEIRPC has focused on providing excellent service to the region through planning, program management, technical assistance, grant writing and regional collaboration. SEIRPC continues to produce results for the region. In 2016, nearly $3.7 million from outside sources was secured by SEIRPC for the region. This is a 45:1 return on investment from member dues. Relying on strong board leadership and participation, the organization is prepared to continue, improve and expand its service. SEIRPC exists to provide services to the governments, residents and businesses of southeast Iowa. Housing services continue to bring benefit to the region. In 2016, 44 housing units were affected either though new construction, rehabilitation, or down payment assistance. New tax base is being achieved in southeast Iowa through 29 new or rehabilitated units touched by SEIRPC. Great River Housing, Inc. celebrated its fifth anniversary in 2016. A certified local housing trust fund, the entity assists with down payment assistance, owner occupied home rehab, new construction and small finance projects. Over five years, over $2 million has gone to 204 projects in southeast Iowa, including: 118 homes rehabilitated; 78 down payment assistance projects; 5 new construction homes,2 construction finance projects, and 1 special finance project. SEIBUS marked its 12th year serving southeast Iowa. By transporting southeast Iowa residents to work, medical appointments and other necessary destinations, SEIBUS is fulfilling a critical need in regional transportation. Provided rides in 2016 total just over 138,000. Thank you to the four counties in the SEIBUS region (Des Moines, Henry, Lee, Louisa) for their consistent support and to all SEIBUS partners. Community plans are setting the stage for future investment and development in the region. SEIRPC planners have provided professional assistance to achieve outstanding results. Mount Pleasant and Keokuk are working on new comprehensive plans while Burlington’s downtown parking study provides a practical look at current use and potential improvements. Economic development remains a top priority in southeast Iowa. SEIRPC is engaged with every economic development organization in southeast Iowa, and committed to furthering job retention, job creation, private investment and new demand in the region. Through the next year and beyond, SEIRPC will strive for excellence in the services it provides to the region. MOUNT PLEASANT COMPREHENSIVE PLAN In 2016 SEIRPC Planning Department staff worked on an update to the City of Mount Pleasant Comprehensive Plan. This plan provides a vision for the future of Mount Pleasant through 2030 and includes significant historical research, public input , and detailed goals and objectives to meet the future vision of Mount Pleasant.
DOWNTOWN BURLINGTON PARKING STUDY Planning Department staff completed their first ever parking study, for Downtown Burlington. Burlington had not evaluated downtown parking since 1998, and has seen a significant amount of changes since this time. SEIRPC staff evaluated existing parking conditions, gathered input from stakeholders (visitors, property owners, and business owners), and evaluated the impact of future development on parking. Formal recommendations were then made on how to improve management, enforcement, and supply/demand of parking. SEIRPC received an Excellence in Transportation Planning award from the National Association of Development Organization (NADO) for the study.

MAPPING ASSISTANCE FOR IOWA ECONOMIC DEVELOPMENT AUTHORITY (IEDA) In FY2016, SEIRPC staff entered into a contract with the Iowa Economic Development Authority to provide mapping assistance for their Certified Site program. After assisting with two applications for Certified Sites in Southeast Iowa, IEDA liked the maps SEIRPC staff prepared so much, they wanted to have the maps for all sites created by SEIRPC. Work as part of the contract included:
• Completing a set of maps for all applicants entering Step 3 of the program or that have already obtained site certification status
• Create a guide to economic development mapping to share statewide with economic development agencies, marketing groups, and Councils of Governments

Great River Housing Trust Fund was established in FY2011. The program is funded by the Iowa Finance Authority, Federal Home Loan Bank and contributions from local cities, counties, and businesses. The funds are used in the region to assist low to moderate income home owners with rehabilitation or down payment assistance and for developer assistance. Below is the activity for FY2016:

SOUTHEAST IOWA HOUSING, INC. Southeast Iowa Housing, Inc. develops housing for middle to low income families. Incorporated by SEIRPC, the entity has its 501(c)3 designation, an independent board of directors and its first project underway in Mount Pleasant. The first project is located on a lot acquired by the city as a nuisance property, with the city demolishing the existing house, leaving a vacant lot for development. The house being built on this site by Housing, Inc. features 1,350 square feet, 3 bedrooms, 2 baths, an attached 2 car garage, built on a slab. Housing, Inc. is building the home with a private builder and financing from Great River Housing Trust Fund. A moderate income individual will buy the home, with any net proceeds going towards a new housing project in southeast Iowa. Below are pictures of the home being built in Mount Pleasant.

DEVELOPMENT DEPARTMENT FUNDED GRANTS IN FY2016
DONNELLSON LIBRARY The City of Donnellson Public Library received $233,249 from the State of Iowa Community Attraction and Tourism Grant fund for the construction of a 5,000 square foot public library. The project’s unique feature is a room dedicated to the preservation and display of artifacts and information about Richard Proenneke. Mr. Proenneke was born in Primrose, Iowa, near Donnellson. He retired to Alaska following his service in World War II, where he homesteaded and documented his life in the Alaskan wild.
HOUSING PROGRAMS SEIRPC housing programs grew in FY2016, as they have for several years. Housing projects from this year included: • Fort Madison (Multi-family new construction) – 38 units
completed at the former Ft Madison Middle School.
• Mount Pleasant (Multi-family new construction) – 19 upper-story units were completed at the former Brazelton House Hotel.
• Fort Madison (Multi-family new construction) – 28 units under construction at the Cattermole Library, Lee County Bank and Lemp Brewery.
• Burlington (Multi-family new construction – 48 units under construction at the Chittenden-Eastman Building and Tama Building.
• Burlington owner-occupied rehabilitation – 5 homes rehabilitated.
• Continued working with Iowa Prison Industries to establish a new housing construction program throughout the region.
• Hosted Tri-State Housing Conference in Canton, Missouri at Culver Stockton College.
• Inspected more than 50 living units under the CDBG assisted housing program.
• New London owner-occupied rehabilitation under way.
• Wayland owner-occupied rehabilitation – 3 homes completed.

In FY2016, SIREPA has again partnered with the Southeast Iowa Regional Planning Commission (SEIRPC) to provide administrative and strategic support. Leveraging the expertise of SEIRPC with SIREPA’s vision has led to new strategies and future plans, including the following accomplishments in FY2016:

SIREPA has the unique ability to act as a municipality in Iowa, allowing them to issue bonds, contract, lease, own, operate and develop land used for port (including inland) operations. Should a future partner come about, SIREPA should have an idea of what it can do and how to do it. Scenario planning will allow SIREPA to be prepared if and when an opportunity arises to work on a complex project.
In previous years, SIREPA had taken steps to evaluate two sites for attracting industrial users and/or other port authority activities. In FY2016, board members directed staff to move forward with marketing assistance of these properties. SEIRPC staff pursued cooperative relationships with LCEDG to work together on marketing these sites for development with SIREPA as a project partner offering their unique set of services to potential investors of the sites.

SEIBUS FY2016 Highlights
SEIBUS completed its 12th year of service to southeast Iowa in FY2016. Medicaid privatization took center stage, as SEIBUS navigated the transition that initially included four new Medicaid providers, but now includes only three providers. New contracts, certifications, and compliance items are now in place to fulfill the needs of the new Medicaid providers.
Healthy Henry County Communities and SEIBUS began a new partnership to provide free medical transportation. Below is a list of additional SEIBUS partnerships in FY2016:
