GOVERNANCE REFORM AND ANTI-CORRUPTION PROGRAM: KEY REFORM AREAS MAJOR PROCESS IMPROVEMENT

RIGHT PROJECTS • Objective programming and project selection criteria based on planning

applications (i.e. PMS-HDM 4); • Project details and status available on the DPWH Website;

• Public consultation and full disclosure on public expenditure and project

details.

RIGHT COST • Detailed Design, Program of Work and Detailed Costing evaluated based

on revised Indirect/Direct Standard Unit Costs structure;

• Simplified bidding process now requires only 5 documents instead of 20

documents;

• Transparent and Competitive Bidding resulted in P18.4 Billion savings;

• Removed the need to submit Letter of Intent to reduce collusion;

• Established standard cost estimation manuals for roads, bridges and

buildings.

RIGHT QUALITY • 24x7 DPWH Call Center (165-02) to address queries and complaints;

• Outsourced project inspection and quality assurance services;

• Strict Monitoring of Contractors and only PCAB licensed contractors;

• Clustering of projects into bigger contract packages to attract competent

and well-equipped contractors.

RIGHT ON TIME

• Adopted standard construction duration and S-curve;

• Accredited 52 Civil Society Organizations (CSOs) partners for monitoring;

• Close monitoring of project implementation;

RIGHT PEOPLE • Professionalize DPWH Organizations and its employees;

• Promotional Examination for Assistant District Engineers and up;

• Cadet Engineering Program to recruit young and talented engineers; 4

DPWH Strategic Convergence Program Partner with other concerned agencies to harmonize national infrastructure development strategies

TOURISM CONVERGENCE PROGRAM:

• Infrastructure support to designated strategic Tourism

Destinations;

• A total amount of P25.34 B was released from FY 2011-FY

2013 for the initial 202 identified tourism infrastructure

projects. Of the P25.34 B, P16.44 were funded under the

DOT-DPWH Convergence Program, while the remaining

P8.90 B were releases from other DPWH programs. An

additional amount of P14.25 B is included in the proposed

DPWH FY 2014 Budget.

CONVERGENCE FOR AGRI INFRASTRUCTURE:

• Undertake Farm to Market Roads to access food production

and processing sites;

• Water impounding projects to optimize water resources for

irrigation and flood management;

FLOOD MANAGEMENT PROGRAM:

• Implement priority projects under the Flood Management

Master Plan for Metro Manila and Surrounding areas;

• Clear waterways of Metro Manila and address drainage

capacity constraints;

INTEGRATED TRANSPORT SYSTEM:

• Support for access to major airports, seaports and RORO

ports;

• Infrastructure support in preparation for APEC 2015 by

improving access to designated airports, convention sites, tourism destinations;

Along Sanga-Sanga-Bato-Bato-Lapid-Lapid National Road, Bongao, Tawi-Tawi Total Length: 1,120 lineal meters (Bridge Length: 172 lm; Road/Approaches Length: 948 lm)

The travel from Bongao to Mainland Tawi-Tawi,

by sea this will take two and a half-hours (2 ½),

whereas if by land passing through the three (3)

Bridges will take only thirty (30) minutes.

Remaining Works: Concrete paving of the approaches & the road section between the bridges and other miscellaneous structures.
