The University of Hawaii Libraries and PEACE SAT (Pa n-Pacific Education and Communicat ion Experiments by Satellite) would like to welcome the participants of the "Pilot Project to demonstrate Remote Access to the UH Library Interactive Database (OPAC) to Academic Institutions in the Pacific Region ,lI As you may know , the intent of this pilot project is to show that improved services to Pacific Island Nations, more ef f ective exchange programs, and expanded acquisitions of Pacific Area materials for the University of Hawaii can be facilitated by providing interact ive access via satellite to the UH Onl ine Cata l og.

The purpose of this site trip is to finalize the ins t allation of the equipment necessary to allow for interactive (two- way) communicat ion a nd to provide training for library and PEACE SAT Project Staff in t he use of the communications software and and OPAC. We hope t hrough hands -on sessions to help participating staff fee l comfortable with the process of connecting to the UH Online cata l og as well as with the feat u r es and functions of the UH Onl ine Catalog.

Pacific Island Interactive Data Base Network Access: A PEACESAT, PICHTR, University of Hawaii Library Pilot Project -

1. Abstract The global shift in economic and technological power and orientation to the Pacific is the most important force affecting our region. Information has become such a critical element for business, government, development and academic institutions that it has come to be recognized as a valuable commodity and must be transported to locations where it is used. For education and development purposes, network connectivity in the Pacific Islands should include access to inter; ::tive data bases by remote academic institutions in the Pacific. (1988 Hawaii State Legislature). This PEACESAT, PICHTR, University of Hawaii Library Pilot Project i s an attempt at providing this access.

2. INTRODUCTION

This pilot project is a feasibility study of remote Pacific Island access to the University of Hawaii (UH) Library interactive data base (OPAC) over PEACESAT.

2 .1 PILOT PROJECT PARTICIPANTS

Once this pilot project went out into the field it became known as "Project Kaveka," a'fter PEACESAT Honolulu's Engineer, David R. Schlabach. It became obvious that the most important 'factor in this project ~s the people, the development or relationships, and the cooperation involved. The project required a tremendous amount of netlltlDrking and collaborat ion among its participants across great dista nces, knowledge bases, and projects. For this reas on, the participants are listed in detail •

Pacific Island leaders are in the process of building indigenous strength and capabi lities and are turning to technology and its applications for remote access institutional support. This pilot project presents what may be a viable and appropriate technological solution for this access.

AEACESAT. Pan Pacific Education and Communication Experiments by Satellite Program. The University of Hawaii PEACESAT Program has provided low cost, educational programs for the Pacific via sate llite

for over 17 years. The level of technical sophistication in services offered over PEACE SAT , to date, has been voice, data transfer, and slow scan video.

For over five years, remote Pacific Island access to interactive data bases over PEACESAT has been a network goa) of three of the seven ATS-l PEACESAT Networks : COMPUTERNET ( Hawaii Loa College, Principal); MICRONET (University of Guam, Principal), and PEACESAT NET (American Samoa Community College and University of Hawai i, Principal). The University of the South Pacific recently announced its Extension Center network interest in access to remote data bases via satellite.

In response to American Samoa Community College interest repre5ented by TEj Brattstrom, PEACESAT, ASCC, Bruce Best, MICRONET , University of Guam, John Flannigan, PEACESAT Honolulu, Hawaii Loa College, and Dr. Dennis Osborn, Pro-Vice Chancellor and Kam Flower, SPRAD Librarian, USP Alafua, PEACESAT Honolulu approached Dr. John Haak, Head, and Ruth Marie Quirk, Hea d, Library System Office, the University of Hawaii Library and Papaliitele Dr. Failautu5i (Tusi) Avegalio, Director of Institutional Research, American Samoa Community College about their interest i n the potential for remote access to the University of Hawaii Library OnLine Catalog System. This pilot project i s the result of these initial discussions at PTC ' 88.

Dr. Do n Topping, Director, Socia l Science Research Institute, Dr. Michael P. Hamnett, Director, Center for Development Studies, SSRI, Lori Mukaida, PEACESAT Program Manager, Na ncy Feder, Researcher, and David R. Schlabach, Engineer, support PEACESAT' s involvement from Honolulu.

PICHTR - The Pacific International Center for High Technology Research. A regional Consortium, under the auspices of PICHTR and recently created by the political leaders of American Samoa, Tonga, and Western Samoa, recognizes the potential for reaching a higher level of effectiveness through collaborative efforts. Thi5 Consortium of Pacific Education (COPE) is designed to strengthen institutional support for educational institutions, to reduce dependence on outside technical assistance by developing local capacity and s hare resources.

PICHTR, approached PEACESAT this past summer to investigate the possibilities of COPE support of PEACESAT terminals in American Samoa, Tonga, and Western Samoa. Dr. Freese's concept of COPE 's terminal support included the desire for interactive data base access. Unbeknown to PEACESAT and much to the benefit of this pilot project, Dr. Avegalio, Director of Institutional Research, ASee, is also the Executive Director of COPE.

PICHTR ' s involvement in this pilot project not onl y supported PEACESAT re-establi shment on ATS-l, but also provided strong institutional s upport at the pilot project test sites in the interactive data base experiment.

UNl~RSITY OF HAWAII LIBRARY. John Haak, Uni ver sity Librarial , and Ruth Marie Quirk, Head of Library Systems, are currently e x perienc ing the fruits of man y yea rs of planning and labor. The Uni ver sity of Hawaii Library System has established one of the most advanced computerized online catalog systems in the nation, and desires to provide access to its online catalog system in the Pacific Islands for bibliographic research, cataloging, and interlibrary loan use. [The extens ive Pacific Collection and its holdings are contained in the data base of the online catalog system).

The University of Hawaii Library System has a lso striven for opportunities to develop propo~als in cooperation with other institutions to support improved services to Pacific Island Nations, to make exchange programs more effective and to expand and facilitate the acquisition of Pacific Area material s for the University of Hawaii. This pilot project is also a result of University of Ha waii Library objectives.

AEACESAT, UNIVERSITY OF NORTH TEXAS (UNT ). Dr. Gerald Knezek, Assistant Professor of Education and Computer Science, UNT, is a technician-class amateur radio operator and a member of the Texas Packet Radio Society. Dr. Knezek was a principal participant in CQMPUTERNET e xperiments via the ATS-1 satellite while at Chaminade University and Hawaii Loa College during 1979 - 1983. Peter Scannell, Doctoral Candidate, Computer Education, UNT, formerly the manager of the PEACESAT at Pago Pago, American Smoa from June 1984 to June, 1986, has been involved with PEACESAT since 1981, when he started working with computer data transmissions over the satellite network. Greg Jones,

In the Fall, 1987, Dr. Knezek and Peter Scannell requested an application to become a PEACESAT Terminal node at UNT, Denton, Texas, over ATS-3. At PTC ' SS, Peter Scannell joined PEACESAT Honolulu in their di scussions with ASCC and the University of Hawaii Library. Dr. Knezek and Peter Scannell had also drafted a proposal for developments in packet radio and were eager to see this type of e x periment supported.

UNT has contributed a major amount of time, equipment, and expertise towards the success of this pilot project. Knezek, Scannell, and Janes had significant input towards the delivery system design.

SOUTH PACIFI ~ REGION AGRICULTURAL DEVELOPMENT PROJECT (SPRAD). Or. Ray Smith, Assistant Director of Hawaii Institute of Tropical Agriculture and Human Resources (HITAHR), and Linda Hamilton, SPRAO Project Manager, HITAHR, e x peri enced users of PEACESAT, have supported this pilot project through equipment support, time and s erv i c es committed by SPRAD, USP Alafua.

Dr. Scott Campbell, Department of Agronomy and Soil Science, University of Hawaii, scheduled a trip through the South Pacific to coincide with the PEACESAT trip. Dr. Campbell is working on a Communications and Data Base Task ~orce for the Agri c ulture Development in the American Pacific Project of the US Department of Agriculture (ADAP, a sister project of SPRAD). The task force is looking primarily at the same type of interactive data base access PEACESAT desires e xcept over commercial ser vices . Dr. Campbell is looking forward to experimenting over PEACESAT as well.

PEACESAT, AMERICAN SAMOA COMMUNITY COLLEGE (ASCC). Pilot Project Host Site. In February, 1988, Dr. Eneliko ' Sofa ' i, President, ASCC, submitted the UH/ASCC proposal to the Governor's Office, and Faleomavaega Eni F. Hunkin, Jr., Acting Governor, approved.

Afioga Tofilau Alesana, Prime Minister, has given his suppor t to the establishment of a PEACESAT Terminal at National University, and the interactive database access expe riment i nvol ving National University and USP Alafua participation. Vice Chancellor Tauiliili UiIi a nd , Computer Specialist, provide support for and oversee the terminal participation at National University.

Dr. Hu ' akavameiliku, Minister of Education and Actining Prime Minister, gave support to the project. Fangufangumana Latu, Principal, Emeli H. Moala, Deputy Principal, Community Development and Training Centre~ and Paula Bloomfield, Director, Ministr y of Education s upport and maintain the operations of the PEACESAT Tonga Termi~al which is located in the Community Development and Training Centre .

ATS-3 EXPERIMENTS, MALABAR~ FLORIDA. Paul Eden, Sa tellite Systems Engineer, NASA / NSF, has committed his time and e x pertise, as well as network air time to assist in this pilot project.

PEACESAT~ WELLINGTON POLYTECHNIC~ WELLINGTON~ NEW ZEA LAND. Ted Barnes, Imaging Process Group, Division of Information Technology, Department of Scientific and Industrial Research (DSIR), contributed his time and e x pertise in a teleconferenced session of network expertise in the area of interactive data base access over satellite. Peter Ellis, Director, DSIR, also vo lunteered to develop a data base relationship with PEACESAT to facilitate access to BDSIR e xpertise and information.

4. DIVISION OF TASKS: SITE VISITS AND THE INTERACTIVE DATA BASE EXPERIMENT

4.1 RATIONALE BEHIND SCHEDULING SITE VISITS

PEACESAT Management decided to send a technical team out to the sites to install the interactive data base equipment and train users in accessing OPAC, the University of Hawaii Library OnLine Catalog System, before the delivery system design had tested suc~essfully for the following reasons:

1) it appeared the system design was within weeks of testing successfully;

2) pressure to re-establish the American Samoa, Tonga, and Western Samoa PEACESAT terminals ~ame from other users ' requests for access to them;

3 ) scheduling and rescheduling site visit trips was becoming impossible due to the number of people involved, diffi~ulty of booking travel in the Pacific, and the impending holiday s eason;

4) USP Alafua, a terminal whi~h consistently trans mits a good signal quality, was e x perienc ing technical problems . To lose contact with Alafua would mean losing all

contact with American Samoa, Western Samoa, and Tonga ;

S) re-establishing a complete radio station, training operations staff on the PEACESAT radio, as well as training op~rations staff and users (initial l y librarians) on access to OPAC would not be possible in the time-frame budgeted for each site ( 3 - 4 days). The OPAC access would have to be trained separatel y from the training on radio equipment; and

6) PEACESAT had the opportunity to take two National Telecommunications a nd Information Administration, Department of Commerce represen tatives into the field for site experience. NTIA became involved with PEACESAT as the funding agency administering the Congressional appropriations in June of 1988, and had not yet had an opportunity to vi5it the sites and become more familiar with the program.

4.2 SITE VISITS

Two PEACE SAT teams left on November b, 1988, to American Samoa: the first comprised of a technical team in support of Project Kaveka (the PICHTR re­establi5hment of ATS-l PEACESAT terminals in Ameri can Samoa, Western Samoa and Tonga and further experimentation, implementa tion and t r aining involved with the interactive database project); and the second team was comprised of NTIA and PEACESAT staff to assess the level of support and need for PEACESAT in these sites .

Upon a rrival in American Samoa, Papaliitele Dr. Failaut\.lsi Avegalio, Co-Investigator, Project Kaveka, and Director of Institutional Research, ASCC a nd Executive Director, Consortium of Pacific Education (COPE), led the teams. In each site, the PEACESAT teams were hosted by a local team.

While the techn ical team, Dr. Avegalio, ASCC, David Sc hl abach, Engineer, Lori Mukaida, Network Coordinator, and Nancy Feder, Researcher, of PEACESAT Honolulu and Ruth Marie Quirk , Head of Library Systems, University of Hawaii worked on Project Kaveka , the program team (Dr. Avegalio, Lori Mukaida, Dennis Connors and Bill Cooperman) met with Governor Elect Peter Tali Coleman; Lt. Governor (American Samoa's Delegate-elect to the U.S. House of Representatives] En i Hunkin; Aleki Seni, Director of Communications and member of the Boar d of Higher Education ; Moaaliitele Tuufuli,

Commissioner, and Michael Sala, Deputy Commissioner, Department of Public Safety; Leo ' o Ma"o, Station Manager, and Robert Blauvelt, Chief Engineer, KVZK; Abe Malae, General Manager, American Samoa Power Authority and Chairman, Board of Higher Education; J.R. Scanlan, the Governor"s Assistant for Economic Development; and Or. Mere Betham, Director of Education, Catholic Schools. Technical briefings were held with Russell Crooks, Resident Director, Federal Aviation Administration; Raymond Miller, Director, Pacific Service Center, US Department of State; and Terry Pullman, Station Manager, COMSAT.

The ASCC PEACE SAT Terminal was completely contstructed within the time budgeted for American Samoa, including the necessary equipment for access to the University of Hawaii Library OPAC System. After successful voice and packet tests over the satellite, the used transceiver, considered part of ASee's working equipment, malfunctioned . There was no replacement available, so arrangements we re made to ensure its replacement upon return to Honolulu.

Ruth Marie Quirk, Head, Libary Systems, and Nancy Feder, Researcher, PEACESAT, conducted "hands-on" training of the University of Hawaii OPAC System. Included i n the training were! Paula Seethaler, Library Director, Jeannette Mageo, Psychology Anthropology faculty member, Sharee Ripley, Executive Secretary, ASee, and Ruth Uelese, Librarian. All training was conducted via telephone lines to OPAC. This training team also assisted the Engineer and technicians in the construction of the PEACESAT Terminals in each site .

On November 11th, the program and technical teams moved onward to Western Samoa. The local team in Pago Pago, Or. Avegalio, Kathleen Kolhoff, ASee Director of Development, Dana Blanton, Technician, ASeC, joined a fourth member in Western Samoa, Keneti Faulolo, Assistant to the E:<ecutive Director, COPE, who had made arrangements for all three teams in Western Samoa. The ASCC and UH team transferred their Pago experience and training to new teams at the National University of Samoa and the University of the South PacifiC, Alafua.

Our local host was Tauiliili Uili, The National University of Samoa.

Uili welcomed all teams with a participa nt demonstration of a traditional ava ceremony.

Vice Chancellor Uili, Dr. Avegalio, Dr. Kolhoff, Keneti Faulalo, Lori Mukaida , Dennis Connors and Bill Cooperman met with Afioga Tofilau Alesana, Prime Minister, Western Samoa; Lefioga Leataua Vaiao Alailima, Minister of Public Works; Afioga Patu Afiese, Minister of Education and Afioga Tuuu Taulealo, Minister of Post, Tel e phone and Telegraph. Meetings were also held with staff from the University of the South Pacific, Alafua Campus: Dr. Dennis Osborne, Pro-vice Chancellor, USP Alafua; Dr. Malcolm Hazelman, Associate Director, Institute for Research Extension and Training in Agriculture (IRETA); Dr. Richard Tenney, South Pacific Agriculture Program, IRETA; and Ioane Malaki, Satellite/Radio Programme Officer.

Ruth Marie Quirk and Nancy Feder conducted "hands­on" training of the University of Hawaii OPAC System. Included in the training were: (USP ALAFUA - Paulette Foss, SRPAD Librarian, Jacinta Godinet, Senior Library Assistant (Head~ Technical Services), Satui Bentin, Library Assistant ( Head, Reader Services), Narendra Anuj, Librarian, and Wes Ward, SPRAD TA; and, (NATIONAL UNIVERSITY OF SAMOA

Sarah Kennai, Typist, and Hereine Ekeroma, Secretary to the Vice-Chancellor. Training on OPAC was conducted via telephone lines or simulated. Thi s training team also assisted the Engineer and technicians in the construction of the PEACESAT Terminals in each site.

The PEACE SAT terminal at National University established voice and data contact with Honolulu and successfully tested packet radio. After working with USP Alafua ' s terminal, it became apparent that they would need a part unava ilable in Western Samoa. National University offered its new part because USP Alafua had established programming they needed to continue. Arrangements were made to replace this part for National University and bring them back on the air as soon as possible.

All team activities were integrated whereeve r possible.

On November, 12th, 1988, the program team (Lori Mukaida, Dennis Connors, and Bill Cooperman) 5eparated from Project Kaveka and the technical teams. Samoa and then to Tonga on November 16, develop a similar relationship with the Development Center under the Ministry of in Tonga.

1988, to Community Education

Sitiveni Finau, , greeted the technical team at the airport and took them to the Community Development and Training Centre. During their !5tay, the technical team met with: Fangufangumana Latu, Principal and Emeli H. Moala, Deputy Principal, CDTC, Paula S. Bloomfield, Director of Education, 'Ana M. Taufe'ulungaki, Head of the Curriculum Development Unit, and Simi Tekiteki, Senior Education Officer.

The CDTC PEACESAT Terminal was completely contstructed within the time budgeted for Tonga, including the necessary equipment for access to the University of Hawaii Library OPAC System. After successful voice tests over the satellite, the new power pack proved defective. There was no replacement available, so arrangements were made to ensure its repair or replacement upon return to Honolulu.

Ruth Marie Quirk, Head, Libary Systems, and Nancy Feder , Researcher, PEACESAT, conducted "hands- on" training of the University of Hawaii OPAC System. Included in the training were: Mana Tuita and Salote Aleamoth ' a, Librarians, Ministry of Education, and Pualani(16) and Salesi (13 ) Ahokov 1, children of the Minister of Commerce . All training was conducted via telephone lines to OPAC. This training team also assisted the Engineer and technicians in the construction of the PEACESAT Terminals in each site .

Overall this intense trip was a success . Project Kaveka also provided invaluable insight into the probl ems to be faced in re- establishment and the interactive data base experiment. The technical team overcame obstacles of inadequate time for each site and lack of back-up equipment and were successful in laying a strong foundation for the birth of the project. Follow- up training and a site trip by David Schlabach, PEACESAT Honolulu, should bring all four terminals up consistently i n February, 1989. The interactive data base access e x periment will be conducted i n each site as they come up.
