Railway Board, vide their letter dated 04.04.2011, desired a need to evaluate the Specification as per latest requirement. A meeting of RDSO & Zonal Railways was called at Railway Board on 04.04.2011. 3. For considering various aspects and for evaluation of above Specification a “DRAFT” was uploaded on RDSO‟s Official Website on 20.05.2011 for suggestion/comment of probable Vendors and Outside Agencies as per Detailed Guide lines to Change of Equipment, Item Specification as per RDSO’s QMS Document No. QO-D-7.1-2 Ver.-3. (letter in this regard had been sent to Railway Board on 13.05.2011). 4. After considering the comments of Motive Power Directorate, Carriage Directorate, PS & EMU Directorate, Zonal Railways and Outside Agencies, a Reasoned Document along with DRAFTof Revision of Specification was uploaded on website for 15 days on 13.07.2011. As per extent guidelines (QMS Document No. QO-D-7.1-2 Ver.-3), after approval of HOD and DG/RDSO; Draft Specification was sent to Railway Board for their approval; vide this office letter No.TI/OHE/8WDETW/GEN/11 dated:08.08.2011 5. Railway Board, vide letter No.84/RE/158/1/2-FTS-2862 dated 13.09.2011 have advised RDSO to freeze certain Designs/Specifications/sources which are similar to EMU/MEMU so that maintenance in Railway‟s existing EMU/MEMU Car Sheds may be done. 6. Again DRAFTfor revision was prepared, after approval it was sent to Motive Power Directorate, carriage Directorate, and PS & EMU Directorate, for evaluation and comments. Same have been uploaded on RDSO‟s Web Site on 24.10.2011 for obtaining comments of outside agencies.

    1. RDSO have issued a Specification[ No. TI/SPC/OHE/8WDEIC/0090(02/09)] to manufacture self propelled 8 Wheeler

    Inspection & Maintenance Car of Diesel Electric „under slung‟ type for operation on Broad Gauge (1676 mm) during

    May,2010.

    2. Railway Board, vide their letter dated 04.04.2011, desired a need to evaluate the Specification as per latest requirement.

    A meeting of RDSO & Zonal Railways was called at Railway Board on 04.04.2011.

    3. For considering various aspects and for evaluation of above Specification a “DRAFT” was uploaded on RDSO‟s Official

    Website on 20.05.2011 for suggestion/comment of probable Vendors and Outside Agencies as per Detailed Guide lines to „Change of Equipment, Item Specification as per RDSO’s QMS Document No. QO-D-7.1-2 Ver.-3. (letter in this regard

    had been sent to Railway Board on 13.05.2011).

    4. After considering the comments of Motive Power Directorate, Carriage Directorate, PS & EMU Directorate, Zonal Railways and Outside Agencies, a Reasoned Document along with „DRAFT‟ of Revision of Specification was uploaded on website for

    15 days on 13.07.2011. As per extent guidelines (QMS Document No. QO-D-7.1-2 Ver.-3), after approval of HOD and

    DG/RDSO; Draft Specification was sent to Railway Board for their approval; vide this office letter No.TI/OHE/8WDETW/GEN/11 dated:08.08.2011

    5. Railway Board, vide letter No.84/RE/158/1/2-FTS-2862 dated 13.09.2011 have advised RDSO to freeze certain

    Designs/Specifications/sources which are similar to EMU/MEMU so that maintenance in Railway‟s existing EMU/MEMU Car

    Sheds may be done. 6. Again „DRAFT‟ for revision was prepared, after approval it was sent to Motive Power Directorate, carriage Directorate, and

    PS & EMU Directorate, for evaluation and comments. Same have been uploaded on RDSO‟s Web Site on 24.10.2011 for

    obtaining comments of outside agencies.

    4. 1.3.4 The evaluation of bids

    shall, inter-alia, take

    this purpose the bids

    of the rated output of the diesel engine.

    power should also be mentioned

It should be checked from GR/SR that whether two un-braked wagons with one power car is permitted as GR/SR or not. However, the operability of the two un-braked Wagon may be checked according to G&SR before finalising the specification.

    of having expertise and experience of manufacturing and supplying self-propelled 25kV ac BG EMU rolling stock

    to Indian Railways, which are in operation on IR network for over 2 years now.

    We have studied the revised “draft” Specifications No. TI/SPC/OHE/8WDEIC / 0090(2/09) Rev “1” of August,

    2011 for the tendered item, available at your website and have found that the manufacturer is required to

    design a completely new vehicle with necessary design calculations required to be submitted to RDSO for

  • approval as per the clause no.3.22, (a) 1 to 8, page no. 29 of technical specifications.

    In this connection we would like to submit our comments as below:

    1. The tendered quantity is small (55 nos.) and the DETC business is limited to small numbers due to the very nature of the stock. Developments of new platforms can be undertaken for products of recurring demand and in

    good numbers. Detailed design calculations for new platform is a very expensive exercise and would needlessly make the product expensive and make the evaluation more difficult. The calculations needed on a rolling stock are very time-consuming and money- intensive. Reinventing a fresh/new design would make the product unreasonably expensive. The need for transfer of technology (TOT) from a designer / manufacturer cannot be

    ruled out. In the process new design and development costs for such small numbers would make the stock unreasonably expensive for acceptance by the Railway Board.

    2. As DETC is a maintenance-cum-emergency vehicle to be manufactured in small numbers, it is imperative to

    have common designs for IR. New designs would impose new maintenance practices and schedules, which

    would be different from the existing stocks. IR is already facing problems in assimilating various new designs

    of 4-Wheeler DETC. As has been discussed in various fora, maintenance of DETC is causing serious concerns

    all over IR on account of non-standardization of the product. A further proliferation of designs would strain

    the already stressed system.

    3. A new design can take a long time to go through the rigors of final acceptance by IR thereby causing

    considerable loss to the exchequer in the process.

    4. Designing a new rolling stock of this nature would considerably narrow the expanse of competitive bidding,

    restricting the participation to a limited few.

    5. Bogie: The revised draft Specifications of August 2011 specifies that the bogie should conform to existing ICF

    bogie design applicable for EMU Motor coach (drawing no. AC//EMU/M/ASR-0-0-001). EMU Motor coach

    bogies, as you are aware, are tested and approved by RDSO to run at 100 kmph operating speed and a

    maximum test speed of 110 km/hr on IR network. On the contrary, the stipulations for operating speed for

    the tendered DETC has been specified to be 105 kmph (clause No. 2.0, sub-clause 9, Page No.12 of

    Technical Specifications) for which the vehicle needs to clear maximum test speed of 115.5 kmph (+10%).

    However, incase the operating speed of 105 kmph for the DETC is to be achieved, a new bogie would be

    required, which would be a very tall order since bogie approval process is very rigorous and stretch much

  • longer. Further, the bogie and the new design of body will have to be dynamically matched in order to

    achieve the specified speed potential.

    It is hence in the interests of all stakeholders that the 8-Wheeler tower wagons be inducted into IR on

    common design platform. This would eliminate the need of separate designs for a very small stock and also

    eliminate the requirement of detailed design review by IR for all the aspects of design (Detailed FEA,

    Dynamic analysis, Stress analysis, Transmission, Oscillation Trials etc.). Matching of power demand by

    traction motor for different operating conditions and demand on the power pack (para 5.2, page No. 35 of

    the technical specification) and also development of characteristics curves etc will involve detailed designing

    calculations. Moreover standard designs available on IR have proven to be very reliable.

    In the meantime, please recall that ICF already has a proven design of a similar DETC vehicle which are

    plying successfully on the IR network.

    In view of the above we earnestly request you to proliferate this existing ICF design of 8-Wheeler DETC with

    respect to the current tender referred above since it is common wisdom that a common design will make IR

    accommodate a wider participation of capable rolling stock manufacturers and its decision-making more

    simple, transparent and fast, which shall ensure a cheaper and easier-to-maintain product, and avoiding the

    time consuming binding requirements of oscillation trials, speed certification etc.

    In a nutshell, the benefits to MoR will be as follows:

    Substantial savings in procurement cost and time Substantial savings in cost of maintenance Ease of maintenance therefore savings by way of quicker uptime Wider participation of Indian rolling stock manufacturers Ensuring level playing field at the bidding stage Faster and transparent evaluation of bidding process
