Welcome from our Community Groups Welcome to Dungannon. This Welcome pack has been produced by the community groups involved in the Housing Community Network in partnership with the Housing Executive. This is a guide to the local services that people new to the area may find useful. There are a number of community groups in Dungannon area and if you would like further information regarding any group please contact Dungannon Housing Executive or contact the group directly.

Milltown Area Community Association Milltown Area Community Association was established approximately 8 years ago in order to tackle the housing issues within the area.

Our Group meets monthly in Gardeners Hall. Our Committee consists of a homeowners, private renters and Housing Executive tenants.

We are committed to improving the quality of life for the residents in our area and to promoting good relations between all through a variety of projects such as Community Fun Days, Intergenerational trips, Newsletters.

Milltown Area Super Adults Club Our senior citizens club was constituted in 2007 and we meet regularly in Gardeners Hall. We host a variety of activities for the senior citizens in our area such as cross community outings, training classes, knitting classes, networking opportunities.

Fairmount Park & Union Place Tenants Association Our Group was constituted in 2007 and the committee consists of social housing tenants and home owners. The Group is committed to encouraging inclusion and participation to all our events through community fun days, Christmas events for all ages and various other projects in order to improve the quality of life for all our residents.

Cunninghams Lane Cross Community Residents Association Our Group has been active for a number of years and our committee is a mixture of homeowners, Housing Executive tenants and private tenants .We are committed to promoting community relations in our area through a variety of projects such as: events for children and senior citizens, teenager activities, toddlers activities, community days, various trips and regular Newsletters.

Loughview Partnership Loughview Partnership has been active in the area over many years and meets regularly to discuss issues and matters of interest and concern to all residents. The committee consists of a mixture of Housing Executive tenants, home owners and private tenants. We have been successful in completing a number of key projects in partnership with statutory and voluntary agencies and we are working proactively to improve our area.

Ballysaggart Area Community Association Our Group operates from the new premises in Lisnahull Road, An Seansiopa and all residents are welcome to call in as our opening hours are Monday to Friday from 10.00 am to 1.00 pm.

Our projects include flower arranging classes, computer training, yoga, community days, and Christmas events. We work closely with the statutory and voluntary agencies to improve the quality of life for residents in our area.

Introduction Arriving in a different community or country can be an exciting but also a challenging experience. Many aspects of daily life and services may be different here compared to the place you previously lived. To help you in settling into the local community this Welcome Pack will try to give you basic information about local services and how to access them.

This community is very much committed to promoting equality of opportunity and good relations between the citizens in the local area. There is a vast amount of information already available and translated so this Welcome Pack aims to “signpost” the reader to where further information is available.

This Welcome Pack can be:

• Given to new tenants as part of their sign up by the HousingExecutive

• Given to new residents by the local community association

People from Abroad We also welcome people who have travelled from other countries to work here. Migrant workers can be European Economic Area (EEA) and Swiss nationals, A8 nationals (Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovak Republic, Slovenia), A2 nationals (Romania and Bulgaria) or work permit holders, working holiday makers or highly skilled migrants (non-EU nationals).

Your rights and entitlements here will depend on your category as a migrant worker and country of origin. Contact the UK Borders Agency to find out more about migrant workers' rights or the Housing Executive about your housing rights.

We deal with housing, homelessness, response maintenance, estate management and local community development. We also provide advice on housing benefit and rent account management. Responsibility for processing housing benefit and rent accounting is carried out at our Area Office in Omagh.

We are open Monday to Friday 9.30am - 4.00pm (Closing at 12.30pm on Wednesdays)

A Good Neighbour Agreement Dungannon Community groups are committed to improving the quality of life for all residents in Dungannon but to do so we need your support. We would encourage you to accept this agreement which we hope will show how firmly committed we are to being the best neighbours we can.

We believe that we should treat our neighbours with respect and look out for them in times of need. We should especially be vigilant in the care of the vulnerable and elderly in our community. We believe that by being a good neighbour you will be contributing to a more positive, confident and outward looking community

What can you do to be a good neighbour?

There are many things you can do to help prevent nuisance and anti-social behaviour:

• Respect for all neighbours and their property and fairness indealing with everyone, irrespective of their religion, race, sexualorientation, ability, culture or political belief.

• Care for the elderly, the lonely, the less fortunate and vulnerable inthe community.

• Accept that everyone is different and be tolerant of the lifestyles ofothers, particularly with regard to noise levels.

• Be responsible for the behaviour of your children and anyonevisiting your home.

• Respect the rights of children and young people to play and meetin a safe and happy environment.

• Respect the environment in which you live through upkeep of aclean and tidy neighbourhood free from anti-social behaviour.

• Recognise that a good community spirit benefits all, throughhealthy interaction and mutual support in dealing with localproblems.

• If any problem arises, every resident has the right to approach anyconstituted group set up by the residents, the Housing Executive or

any other statutory body, so that the problem may be sorted out amicably and to the satisfaction of all concerned.

• Within the Good Neighbour Agreement, people have the right tochoose the extent to which they engage with the community.

Housing InformationHousing in this area can be privately owned, privately rented or social housing which is rented from the Housing Executive or a Housing Association.

If you wish to apply for social housing, one single application form will allow you to be considered by all social landlords who have housing in the areas in which you want to live. You can get the General Housing Application Form from the Housing Executive’s website www.nihe.gov.uk or you can get one from your local Housing Executive District office or you can telephone the Housing Executive on 0344 89 20900 to submit a housing application over the telephone.

The form must be completed, signed and returned to the Housing Executive with proof of your identity as detailed on the NIHE website. Language and other support can be provided by the Housing Executive when completing this form.

There is a range of translated information available on the Housing Executive website at www.nihe.gov.uk

Homelessness Homelessness does not just describe people sleeping on the streets. It can happen to anyone, for any number of reasons. Even if you have a roof over your head you may still be homeless. If you have no home or are in danger of losing your home you should phone your local Housing Executive District Office or call us on 03448 920 900

The level of support the Housing Executive can give you depends on your particular circumstances. The help may range from advice and assistance to providing or helping you find temporary or permanent accommodation.

Housing Benefit Housing Benefit is a social security benefit paid by the Housing Executive. It helps people on a low income pay their rent and rates. You do not need to be unemployed to get Housing Benefit. Anyone who has to pay rent or rates for their home can claim. If this is the case, the Housing Executive will then compare your income with the amount that

the government says you need to live on to decide how much Housing Benefit you may be entitled to. (Tel Housing Executive 03448 920 902)

We recommend that you complete and send in a Housing Benefit Application Form in all cases, to allow the Executive to fully consider your circumstances and make a decision.

Home Contents Insurance We would advise tenants and home owners to think about purchasing Home Contents Insurance. More information about the Home Contents Insurance Scheme can be found on Supporting Communities website at www.supportingcomunitiesni.org.

Housing Rights Service Housing Rights Service provides specialist housing information in Northern Ireland. They aim to help people find the best possible solution to their housing problems by providing free, confidential advice and representation on a wide range of housing issues.

www.housingadviceNI.org is a website providing free, reliable and practical information to the public on housing and homelessness issues. There is a section dedicated to the housing rights and concerns of migrant workers in Northern Ireland and information is available in a range of languages.

What is Anti-Social Behaviour? The Statutory definition (Housing (NI) Order 2003) of Anti-Social Behaviour is:

Conduct by any individual which causes or is likely to cause a nuisance or annoyance to a person residing, visiting or otherwise engaging in a lawful activity in the locality of the dwelling house. Examples of Anti-Social Behaviour include:

• Assault, violence or threat of violence

• Hate behaviour that targets different groups because of perceived differences (Race, Religion, Sexual Orientation, Disability)

• Noise

• Intimidation / Harassment

• Verbal abuse such as offensive remarks and insulting comments

• Illegal dumping

Who can help? Anti-Social Behaviour should be reported to the relevant agency;
