Le comité administratif de la BCLCA est très heureux de vous inviter à notre congrès annuel qui aura lieu le 6 et 7 avril 2017 à Kelowna. L?organisation de ce congrès est toujours une occasion pour notre association provinciale d?offrir des opportunités pour perfectionner notre enseignement grâce à  des présentations, des ateliers et des rencontres stimulantes. Cette année, les changements dans nos programmes d?études nous ont inspiré à planifier un congrès qui apporte de nouvelles

façons de comprendre l?enseignement, le rôle de l?enseignant et celui de l?apprenant. Notre conférencier invité, Jacques Cool, est une des personnes clés au Canada dans les discussions sur les enjeux actuels en éducation. Il partagera avec nous ses questionnements et ses perspectives sur les défis du monde de l?éducation.

Lors du congrès, les participants pourront également assister à des ateliers pratiques qui leur donneront des idées pour dynamiser leur pratique dans un contexte de changements. Au pré-congrès, un atelier spécifique sur les Fonds fédéraux permettra également aux administrateurs, coordinateurs et enseignants de mieux comprendre les modalités de l?Entente Canada-Colombie-Britannique pour tous les programmes de français langue seconde.

The BCLCA?s Executive Committee is pleased to extend this invitation to its annual conference on April 6-7, 2017 in Kelowna. This provincial association?s annual conference provides teaching enrichment opportunities by means of presentations, workshops and professional networking. This year, changes to provincial curriculum have inspired conference planning; participants will have the opportunity to examine new ways of understanding teaching practice, the role of the teacher as well as that of the student. Our keynote speaker, Jacques Cool, is amongst the leading Canadian educational professionals on contemporary challenges in the classroom. He will share some of his questions and perspectives relating to current issues.Conference delegates will also be given the choice to attend practical workshops focused on dynamic classrooms within today?s changing educational context. During Thursday?s pre-conference program, there will be a Federal Funding workshop that will help Administrators, Language Coordinators and Teachers better understand the Canada?British Columbia Agreement on Minority Language Education and Second Official-Language Instruction.

Natif du Nouveau- Brunswick, Jacques Cool ? uvre en éducation publique depuis 30 ans et a occupé diverses fonctions : enseignant au secondaire, spécialiste en évaluation en sciences, concepteur de program- mes d?études, coordon- nateur de développement et de livraison de cours en ligne au secondaire, gestionnaire de cours en ligne à l?Université de Moncton et techno- pédagogue au Collège communautaire du Nouveau-Brunswick. C?est maintenant à Montréal qu?il poursuit sa carrière, à titre de directeur du CADRE21 (cadre21.org). Il a donné plus de 30 conférences et ateliers sur divers sujets reliés à l?éducation, au Canada et ailleurs dans le monde. Il maintient une veille techno- pédagogique active sur les réseaux sociaux (@zecool) et blogue depuis 2004 au zecool.com.

New Brunswick native, Jacques Cool has worked in public education for 30 years and has occupied diverse roles : secondary teacher, specialist in assessment of Sciences, curriculum advisor, development coordinator and online teacher of secondary courses at Moncton University. He is currently working in Montreal as the Director of CADRE 21 (cadred21.org). He has facilitated over 30 conferences and workshops on diverse subjects connected to education in Canada and around the world. Jacques Cool is active on social media (@zecool) and writes for his blog since 2014 at zecool.com.

Bursary for Teachers - Professional Development in FrenchBC certified teachers who attend the BCLCA conference are eligible for the Bursary for Teachers - Professional Development in French, which is offered by the Ministry of Education. The deadline to apply online is February 28, 2017, and bursaries are awarded on a first-come, first-served basis. This bursary covers registration fees. Teachers who must travel more than 100km to attend the conference can apply for additional funding (receipts will be required). A bilingual discussion forum facilitated by Shauna Néro

Selon le glossaire du ministère de l?Éducation, l?apprentissage par enquête est le développement de « l?état d?esprit par lequel les élèves développent leurs connaissances et leur compréhension à travers une exploration active et ouverte d?une question, d?un problème ou d?enjeux » (BC Ministry of Education: Glossary, 2016). Ce forum, nous permettra de discuter du rôle de l?apprentissage par l?enquête dans les différents programmes de langues de la Colombie-Britannique.  Ensemble, nous allons créer des questions d?enquête que vous pourrez utiliser  dans vos cours dès votre retour du congrès. Le processus de création des questions sera guidé à partir des grandes idées et des compétences du programme d?études. Ce forum est l?occasion de discuter de partager ce que vous faites déjà et de collaborer avec des enseignants qui enseignent les mêmes matières que vous pour développer vos connaissances sur l?enquête. N?hésitez pas, à apporter des exemples de questions d?enquête pour les partager et les discuter avec vos collègues.

According to the Ministry of Education?s glossary, inquiry ?is the mindset that students use to build their own knowledge and understanding through an active, open-minded exploration of a meaningful question, problem, or issue? (BC Ministry of Education: Glossary, 2016). During this forum, we will discuss the role of inquiry questions in the curriculum redesign of BC?s various language programs.  Together, we will create questions that can be used in your courses as soon as you get back from the BCLCA Conference.  We will use the big ideas and curricular competencies as guides during our process.  This forum is the opportunity to discuss with other teachers in the province who are teaching the same levels and courses as you so that you can share what you are already doing and work together to move forward in inquiry-based learning.

If you already have some examples of inquiry questions that have worked in your class, please bring them to share with your colleagues. Let?s create a collaborative learning community!

A bilingual presentation by Linda Beddouche

Cet atelier portera sur les modalités du financement alloué aux conseils scolaires pour appuyer spécifiquement les programmes en français dans le cadre de l?Entente entre le ministère de l?Éducation et le gouvernement fédéral. Les participants auront l?occasion de découvrir le contenu et les objectifs de l?Entente actuelle ou d?approfondir leur connaissance en la matière, de se renseigner sur la mise en application de l?Entente dans les conseils scolaires et de partager des idées et des initiatives innovantes pouvant rentrer dans le cadre de cette Entente. Une partie de l?atelier sera consacrée à une discussion autour des négociations à venir entre le ministère de l?Éducation et le gouvernement fédéral concernant la prochaine entente qui entrera en vigueur en juillet 2018.

This workshop will cover the terms of the funding allocated to school districts specifically to support French programs within the framework of the Agreement between the Ministry of Education and the federal government. Participants will have the opportunity to find out about the content and objectives of the current Agreement and gain further knowledge in this area, learn how the Agreement is implemented in school districts, and share ideas and innovative initiatives that may fall within the scope of this Agreement. Part of the workshop will be devoted to a discussion about the upcoming negotiations between the Ministry of Education and the federal government concerning the next agreement, which will come into force in July 2018.

La transformation des rôles à l?école : constats et perspectives

L?enseignant a de l?influence sur les élèves et peut être agent de changements positifs. Dans un monde de l?éducation en transformation, même asymétrique, que signifie être agent de changement ? Dans une telle perspective, quelles stratégies pédagogiques sont à exploiter pour répondre aux besoins de chaque élève et les engager dans leurs apprentissages ? Quels sont les rôles actualisés de l?enseignant pour assurer la réussite éducative de l?élève, dans un contexte ouvert, connecté et sécuritaire ?

L?enseignant est appelé à adopter une posture d?apprenant; le besoin de se réseauter, localement et virtuellement, de prendre en charge son développement professionnel et d?explorer de nouvelles approches fondées sur la recherche et des pratiques ayant fait leurs preuves, faisant une large place, souvent en filigrane, au numérique? Appuyé par un leadership venant « du milieu », comme le dit Fullan, l?enseignant contribue à l?actualisation de son école afin que celle-ci soit de son temps. Pour aujourd?hui et pour demain.

Cet atelier favorisera les échanges d?idées via quelques outils numériques en action.

It?s been 17 years now... From an Industrial economy to an Information economy, we?ve now entered the economy of Creative networks (H. Jarche, 2016). What are the implications of this on education? Moving away from the somewhat nebulous ?21st century skills? label in education, there is more and more attention and discussion around ?global? skills (M. Fullan) and their implications on ?how we do school?. We may edtech, we may flip the class but metaphorically, are we just adding rockets to a stagecoach or rethinking and designing a new stagecoach?

As new and interesting models of curriculum arise, where student hold centre stage and teachers are professionally challenged as never before, we face the challenge of complexity; where deep learning crosses path with cool apps, where community involvement at school blends with diversity, self-affirmation and identity, where professional development meshes with innovative and intricate expressions of curriculum, where organisations as busy beehives tackle head-to-head with structures and systemic constraints.

Definitely an exciting time to be in education. More than ever, we realize the importance of putting humans first: what exit profile for learners? What is effective PD? How does an entrepreneurial spirit contribute (beyond a strictly mercantile perception) to a student?s life and career goals? How good is good enough? How can new types of expressions leverage skills such as ?Exploring and Reflecting?, ?Creating and Communicating??

Education is thus like a moving beacon, requiring a growth mindset in perpetual beta.

A Learning Profile for Bilingual Students: An Innovative Pr imary French Immersion Repor t Card

Over the past school year, our group worked on developing a different kind of report card. Our goal was to create a document that better reflected the BC redesigned curriculum?s core competencies, as well as the specific needs of the Primary French Immersion Program. During this session, we will share with you the last draft of this document as well as the thinking process behind it. Each of us will also share her personal approach to support and communicate with parents the development of our students as bilingual learners.

Class Size Challenges in the Modern Languages? Global Intercultural Studies Program as an Option!

As a language teacher I am always searching for new ways to keep the numbers in my class high so that they run core French classes. Sound familiar? The GISP (Global and Intercultural Skills Program) is a new course offered by the Ministry that allows students to strive toward a global set of skills which include all languages, potential travel or community experiences. This workshop is directed towards all language teachers and coordinators searching for new ways to improve their language and international programs. This course provides a pathway of special interests and experiences which coincide with the new BC core competencies including: positive personal and cultural identity, personal awareness, responsibility and communication competencies.

Decolonizing the Core French Classroom: Indigenizing our Thinking and our Teaching

The findings of Justice Murray Sinclair and the Truth and Reconciliation Commission have had a far-reaching effect upon the direction of teaching in British Columbia. Teachers are recognizing the importance of weaving Indigenous content and ways of knowing into their curriculum and into the way they teach and present their classroom. There are of course challenges in ensuring that Indigenous content is local and relevant, and obtained in a respectful manner which observes protocol; an additional layer of complexity is added when the subject matter is a non-Indigenous second language. This workshop will address the questions of how to respectfully obtain and use indigenous materials in the L2 classroom (with an overview of what resources are available), as well as how First People?s Principles of Learning can become the underpinning of your pedagogy and classroom culture.

L?identité numér ique à l?école : celle de l?élève, de l?enseignant et de l?institution

Les innovations pédagogiques dans les écoles en transformation placent l?élève au centre de ses activités. Celle-ci/celui-ci devient acteur principal de ses apprentissages et co-créateur de connaissances redistribuées. Elle/il raconte ses histoires, questionne, apprend, réapprend, diffuse? Une telle affirmation renferme de grandes implications, à la fois intrinsèques et extrinsèques :

Intrinsèques, car avec la liberté (de se connecter, de diffuser, d?échanger) vient la responsabilité; « tu es ce que tu publies ». Il importe ici que le jeune ait une disposition proactive et qu?elle/il sache bien saisir le potentiel (et les retombées) de gérer son identité numérique, voire son identité tout court (? tel est le monde dans lequel on vit).

Extrinsèques, car les organisations de ces apprenants (les écoles et systèmes scolaires) ont une responsabilité sociale de bien paramétrer l?espace numérique, ouvert et performant, et de guider les apprenants dans la compréhension de leur responsabilités sur ces voies rapides. De bonnes écoles de conduite pour les autobahns, au fond?

À l?avant-scène, c?est essentiellement une préoccupation d?ordre pédagogique dont il est question. L?enseignant actualise son rôle de professionnel de l?apprentissage. Elle/il travaille, en non-isolement, afin de proposer des tâches d?apprentissage rigoureuses et engageantes. La motivation du jeune devient autant en amont qu?en aval de l?expérience d?apprentissage, mais souvent pour des raisons différentes.

Dans cette perspective de l?école pour aujourd?hui, le CADRE21 devient un vecteur important pour ces actions : un lieu d?animation sur les thématiques de l?heure en éducation, une offre innovante de développement professionnel sur les compétences TIC, les stratégies pédagogiques et la gestion de classe et enfin, une veille stratégique qui saura informer et guider les professionnels de l?éducation dans leurs efforts de transformation positive des environnements d?apprentissage.

Tout cela selon une prémisse de base : savoir remettre l?école à qui de droit, le jeune?

Multilingual Learning: A New Take on e-literacy in the Classroom

In our increasingly globalized world, our students arrive in our classes with strong technological skills and linguistic knowledge. Social media and other technologies have taught our students multiple ways to make meaning; however, these engaging forms of communication are not always used in schools. The language classroom, particularly in immersion, often encourages students to

use only their target language, instead of finding places for them to draw on their individualized linguistic backgrounds to learn and communicate.

In this workshop, we will present ideas for bringing multimodal, multilingual literacies into the classroom using Scribjab, a website and IPad application developed at Simon Fraser University. We will explain how we?ve used this application to teach and evaluate grammar, to evaluate spoken and written skills simultaneously and even as a summative project for a unit on literary analysis. You?ll get the chance to try Scribjab, and you?ll leave with lots of practical ideas about how to engage students in literacy development!

Patati et Patata : un discours du 21e siècle

« ? et patati et patata » est une expression souvent utilisée pour terminer une discussion pleine de rebondissements. À cette image, la British Columbia Language Coordination Association a développé une nouvelle activité d?art oratoire adaptée aux programmes d?études remaniés de la Colombie-Britannique. Cette activité s?intitule Patati & Patata.

Patati & Patata sont des exposés oraux accompagnés d?un diaporama ayant une durée et un rythme imposé. Patati & Patata s?adresse aux élèves de la maternelle à la 12e année étudiant dans un programme de langue seconde ou de langue en situation minoritaire (toutes langues confondues) en Colombie-Britannique.

Dans le cadre de cet atelier, les participants découvriront et discuteront le projet Patati & Patata à l?aide d?exemples. Nous découvrirons également les liens qu?il y a entre le projet et les grandes idées, les compétences essentielles et disciplinaires, le contenu et l?évaluation. En fin de compte, les participants auront les connaissances et le matériel afin d?être en mesure de participer, avec leur classe ou leur école, à la récolte provinciale de 2016-2017.

Voyager autour du monde sans quitter votre classe

Voulez-vous inspirer vos élèves à parler français? Voulez-vous avoir l?occasion d?explorer la géographie du Canada et du monde, avec vos élèves? Voulez-vous avoir l?occasion de montrer à vos élèves les vrais enfants francophones et du programme d?immersion? Voulez-vous donner à vos élèves l?occasion d?utiliser la technologie pour se poser des questions et faire leur propres découvertes? Essayez le Skype mystère!!

C?est facile de commencer le Skype mystère et les élèves sont tellement engagés par ce type d?expérience d?apprentissage. Ma classe de 2e/3e année a eu la chance de voyager dans cinq pays différents (et quatre autres provinces) en faisant des appels sur Skype ou sur Google Hangout. Voilà l?intégration d?une expérience authentique et culturelle les élèves ne vont pas oublier! J?ai hâte de partager mes trucs et mes stratégies avec vous!

Linda Beddouche Linda Beddouche est directrice du Bureau de l?éducation en français au ministère de l?Éducation de la Colombie- Britannique. Elle s?occupe des relations avec le gouvernement fédéral en ce qui a trait à l?éducation en français ainsi qu?à la gestion de l?Entente Canada-Colombie-Britannique relative à l?enseignement dans la langue de la minorité et à l?enseignement de la seconde langue officielle. Dans le cadre de ses fonctions, Linda est amenée à travailler avec le personnel éducatif, les parents et les élèves du programme francophone ainsi que des programmes d?immersion en français, de français intensif et de français de base.

Linda Beddouche is the Director of the French Programs Branch of the British Columbia Ministry of Education. She looks after relations with the federal government regarding education in French and manages the Canada?British Columbia Agreement on Minority Language Education and Second Official-Language Instruction. As part of her duties, Linda works with teachers, parents and students in the Francophone program, as well as the French Immersion, Intensive French and Core French programs.

Alexa Bennet t Fox & Laura Stewart Alexa Bennett Fox is an intermediate French Immersion teacher at Cleveland Elementary School in North Vancouver. Alexa is passionate about multilingual literacy and finding engaging ways to get her students excited about grammar! She completed her

M.Ed at Simon Fraser University in 2016, with a focus on education in French in contexts of linguistic and cultural diversity.

Laura Stewart is a French Immersion Teacher at Windsor Secondary in North Vancouver. She is the Coordinator of the SFU Bootcamp FrancoFUN and a Teacher Leader in the school district.

Passionate about French and curriculum development, Laura is always looking for ways to engage her students in projects that incorporate technology and critical thinking into the classroom.

Bruno Boddaert & Évelyne Beaudeux Bruno et Évelyne sont tous les deux des enseignants qui depuis une dizaine d?années travaillent comme délégués pour leur académie aux relations européennes, internationales et de coopération (DAREIC). DAREIC est une organisation française publique et donc non-lucrative. La France a 30 académies qui gèrent la scolarité de centaines de milliers d?étudiants en regroupant plusieurs régions. Association, the Federation of Independent School Associations of BC and the Ministry of Education.

Tiffany EvansTiffany Evans has been working as a language teacher for 15 years in public and private schools. At Belmont Secondary, she is Department Head of Modern Languages and French Immersion. Belmont is the largest of three high schools in Sooke School District 62, currently BC?s fastest growing school district. Tiffany has a passion for language education and

spent 11 years on the BCATML executive, organized many language conferences and worked with a variety of language learners. She is excited about piloting this new course with the Ministry of Education to encourage language acquisition in addition to sharing the course with colleagues to expand their language programs.

Nicolas Fort in Nicolas Fortin est directeur des communications à la BCLCA, conseiller pédagogique aux Écoles publiques de Nanaimo Ladysmith et facilitateur pour la FECB. Dans le cadre de ses travaux de recherche, il s?intéresse à la sociologie de la salle de classe et à la motivation des élèves à apprendre dans une langue seconde ou minoritaire.

Nancy Griffith-ZahnerBorn and raised a settler in Toronto, I have lived all over Canada and settled with my husband and infant son in Prince Rupert in 1990. 1993 saw the birth of our second son, and I went on to enter the field of teaching in 2001.

I completed my Masters in Education program in 2012, and entered my Doctorate of Education program at Simon Fraser University in 2015, with the focus being on culturally inclusive, place-based education. I was the provincial French specialist for British Columbia from 2008 to 2015, and am currently an ERAC evaluator in the area of indigenous resources for the core French classroom.

I have worked hard in the last few years to understand my role as a settler on Ts'msyen land, teaching a language of colonization. Through studies, conversations, and the development of relationships I began my journey toward decolonizing my thinking and bringing the indigenous presence into my classroom. Today I teach the core French curriculum in a more holistic, reflexive, and inclusive way, as guided by the First People?s Principles of Learning. I look forward to continue my journey of decolonizing my thinking, teaching, and evaluating.

Shauna Néro Shauna is a former BC French immersion student who spent her twenties living in Paris. Since 2010, she has settled in BC with her French husband and daughter who is now a grade 2 French immersion student. Currently, Shauna is Surrey School District?s International Languages Helping Teacher, BCLCA?s Vice-President and a Sessional Instructor at SFU. She has been actively working with teachers in Surrey and other districts in the province to help with Core French and immersion curriculum implementation. Shauna taught Français langue, Sciences humaines and Core French at Kwantlen Park Secondary. Her courses were student-driven and inquiry-based. Shauna is passionate about using technology as a tool to engage students in Francophone culture and to give them a way to express their learning and understanding in French.
