1.4

Review of Project Scope

750 Watermain Replacement

o Remove and dispose of existing 750mm DI CL 150 raw watermain. City may select a few lengths of pipe to go to the City yards. Materials will not be salvaged, as noted in the pre-tender meeting agenda document.

o Exploratory test excavations at tie-ins and crossings. Cost is incidental to the 750 watermain installation.

o Polyethylene encasement (tube style) required of new 750 watermain. Cost is incidental to 750 watermain installation.

o Testing, flushing and disinfection to be completed before the March 13, 2013.

o Heat shrink joints where horizontal separation is less than 3m (Unit rate per joint).

o Protect existing 250mm DI CL 150 watermain parallel to existing 750 watermain.

Groundwater

o Optional unit rates for drain rock bedding and trench dewatering.

o Trench dam and diversion to Penticton Creek bank.

Cathodic Protection

o Refer to MMCD Standard Drawings and Project Specific Supplementary Specifications.

o Each pipe joint to have two cable bonds (as supplied by pipe manufacturer).

o Lump Sum price for supply installation and testing of the cathodic protection systems.

o Provide total of four anodes per station.

o Test stations to be located outside of the roadway with the exception of STA0+250.

All surface restorations within disturbed areas.

1.5 Permits

Owner will be responsible for Environmental, Health, and Development Permits

Contractor responsible for Business license, Soil disposal, Hauling, etc.

All construction related permits need to be obtained by the Contractor at their expense.

1.6 Traffic Management Plan

Refer to Appendix D – City Traffic Management Plan

Provide traffic management plan within in accordance with City Traffic Management Plan.

Minimum of single lane alternating traffic during work hours.

Two lanes (one per direction of travel) shall be open during none work hours.

Work zone is located on a active bus loop and access must be maintain for bus traffic at all times.

The water treatment plant may require chemical deliveries during the construction of the watermain and the work zone must maintain access for tractor train vehicles. Contractor to coordinate with Brent Edge regarding the timing and access requirements for the chemical delivery trucks.

1.7 Environmental, Health and Safety

Refer to City of Penticton Safety Policy and declaration included as Appendices in the Contract Documents.

Management of Surface Drainage is the responsibility of the Contract. All work to be in compliance with applicable environmental legislation.

1.8 Question and Answer

Q1: Does the City want to maintain the millings from the roadway or can the asphalt be removed and disposed of directly be the Contractor?

A1: Current tender package stipulates that the Contractor is to mill the road surface and haul the millings to the City Yards. City will review whether millings are required due to the small quantity and will specify any changes in a subsequent addendum.

Q2: Is there any provision in the tender documents for cold weather work. Specifically, whether there is any compensation for groundfrost?

A2: The current tender package does not include special provisions for encountering ground frost. The risk is to be born by the contractor unless specified otherwise in subsequent addendum.

Q3: Are there any photos of the City’s test excavations conducted along the 750mm watermain?

A3: Photo log is attached for the Contractor’s reference.
