The protests came even as US and Libyan officials said they had launched investigations into a mob attack on the consulate in Benghazi that killed the ambassador and three other US officials on Tuesday, amid growing speculation it was the work of jihadist militants rather than just demonstrators. In the Yemeni capital Sanaa, five protesters were also wounded when police opened fire outside the compound, a security official said. Police had earlier fired warning shots as a crowd of thousands approached the main gate of the mission, an AFP correspondent reported. Some protesters said they saw three vehicles being torched inside the compound before police ejected the demonstrators who had broken through. After being driven back from the main gate, the crowd regrouped near a checkpoint some 100 meters back, chanting anti-Jewish slogans. In the egyptian capital Cairo, police fired tear gas to disperse the latest protest outside the embassy by stone- and bottle-throwing demonstrators, which came after a night of sporadic clashes in which the health ministry said 16 people were injured. Armored vehicles were deployed around the mission, an AFP correspondent reported. Libya announced that it had launched an investigation into Tuesday’s deadly assault on the US consulate in Bengazi after US officials said they were probing reports that it may have been carried out by al Qaeda rather than a frenzied mob. The laborers followed their direction considering them robbers. Barat said one of the two attackers was filming the incident while the other got to work. Following the incident, relatives of the deceased from Samungli area, a suburb of Quetta, rushed to the hospital and staged a protest on the Jinnah Road. The Quetta deputy commissioner and DIG (Operation) held negotiations with the protestors and persuaded them to disperse peacefully. On the other hand, Pakhtoonkhawa Milli Awami Party also staged a protest outside the Quetta Press Club and gave a call for a shutter-down strike. The floodwater has swallowed vast swathes of land in Balochistan’s Naseerabad, Jafarabad and Dera Murad Jamali districts, breaking dykes of canals and triggering exodus from the areas. Reports said bodies of 18 more people killed in flash floods had been recovered in remote areas of Balochistan. The local administration also continued relief operation in Dera Ghazi Khan and Rajanpur districts. Locals and district administrations continued their efforts to drain out stagnant rainwater from low-lying areas in Jacobabad, Sukkur, Shikarpur, Kashmor, Kharipur and Ghotki, where heavy rains wreaked havoc last week. In a statement, the ISPR said relief and rescue operations by Pakistan Army continued in flood affected areas of southern Punjab, Sindh and Balochistan. Nawaz hurls responsibility offire incidents at MusharrafLAHORE: Pakistan Muslim League-Nawaz (PML-N) chief Nawaz Sharifhas thrown the blame of fire tragedies in Lahore and Karachi on his nemesis,former president General (r) Pervez Musharraf. Talking to reporters duringhis visit to the burnt factory in Lahore, he said the former military ruler hadchanged the Labor and Industries Act. He further said that the individualsresponsible for fire incidents in Lahore and Karachi should be bought tojustice. Nawaz said that it was binding upon the government to impose theFactory Act, adding that laws were already in place but needed to be strictlyenforced. Commenting on the 18-hour conflagration in the garments factorylocated in Baldia Town, Karachi, Nawaz said the incident was among one ofthe major fire tragedies of the world. “I will go to Karachi as well to visit theill-fated factory,” he added. Nawaz said that apart from the factory owners,government officials were also responsible for the fire incidents. “We haveannounced a day of mourning for today,” he said. While talking about thefire incident in Lahore that killed 25 people, Nawaz said the trend of settingup factories in residential areas was not a recent one, but had been going onfor the last 40-50 years. He said the government’s job was to prevent thistrend, while announcing that the relevant officials in Punjab governmentwould be held accountable for this negligence. AgENcIES

Punjab govt reluctant to probe intoshoe factory fire incident: Rehman ISLAMABAD: Interior Minister Rehman Malik claimed that the Sindhgovernment had launched an investigation into the factory fire that had lefthundreds of workers burnt alive while the Punjab government had beenreluctant to do the same. Regarding the Karachi fire incident, Rehman saidthat a witness had stated that a factory door, that remained opened mostly,was closed at the day of the incident. He said that the total death tollrecorded was 264 in that tragic incident. He said that there could have beena personal enmity against the factory owner, which could not be ruled out inthe fire incident. He said that the respective provincial governments shouldinvestigate whether safety measures were adopted by factory owners andactions must be taken against those violating these regulations. Counteringclaims of the opposition leader Chaudhry Nisar regarding massive fundingby the president for media advertisements, Rehman said that thegovernment would constitute a commission which would probe into whichprovincial government had allocated funds for personal and partycampaigning in the media. BHC axes provincial exciseminister over fake degreeQUETTA: The Balochistan High Court (BHC) on Thursday disqualifiedprovincial excise and Taxation Minister Babu Ameen Umrani for holdinga fake degree. Petitioner Niaz Muhammad had challenged the degree ofMPA Babu Ameen Umrani, who was elected from the constituency PB-29, Naseerabad-II. The BHC also directed the election Commission ofPakistan to hold by-election on the PB-29 seat, besides registering a caseagainst Umrani for contesting election on fake degree. Meanwhile, inanother case, the court reserved its verdict over the eligibility ofprovincial Communications Minister Ali Madad Jattak. Special US envoy Marc Grossman is arriv-ing today (Friday) on a daylong visit tohold talks on reviving bilateral strategic di-alogue and giving safe passage to Talibanleaders for Afghan peace dialogue.

However, the special envoy’s visit islikely to be overshadowed by deep anger inPakistan over the anti-Islam movie re-cently made in the United States.

Pakistan’s top military brass also dis-cussed the bilateral relations in detail atthe corps commanders’ meeting onThursday held in Rawalpindi with Chiefof Army Staff (COAS) General AshfaqParvez Kayani in the chair, as Grossmanwould also meet the army chief apartfrom Pakistan’s civilian leadership dur-ing his one-day visit.

This is Grossman’s first visit to Islam-abad after the restoration of NATO suppliesin July, and diplomatic circles in Islamabadare attaching great significance to it. How-ever, the rage and anger in Pakistan overthe recent anti-Islam movie is likely toovershadow Grossman’s, according todiplomatic sources. THe National Assembly onThursday unanimouslypassed two separate resolu-tions demanding bar on thecontroversial movie ‘Inno-

cence of Muslims’ carrying blasphemousmaterial intended to defame Islam andthe Holy Prophet (PBUH) and to initiateaction against those responsible for thefire incidents in Lahore and Karachi aftera judicial probe.

Both resolutions were tabled by FederalLaw Minister Farooq H Naik during the sit-ting of the National Assembly on Thursday.

The first resolution presented by Fa-rooq H Naik demanded the US govern-ment to take strict against the makers ofthe contentious movie having derogatoryscenes against Islam. The resolutionstated that the entire nation condemned

the anti-Islam movie in the strongestwords and stressed that feelings of the fol-lowers of other religions would have to betaken into account and respected.

This resolution was clipped by anotheridentical resolution presented by JamiatUlema-e-Pakistan President SahibzadaFazal Karim, and after its approval, the law-makers demanded the government to for-ward the draft to the United Nations and torecord protest on behalf of Muslims.

Islam-abad Inspector General of Police BinYamin on Thursday evening presidedover a high-level meeting to discusssecurity measures in the federal cap-ital for today (Friday).

The meeting was attended by thesecurity DIG, the operations DIG,AIG Special Branch, SP Diplomaticenclave and other officers concerned.

The sources said during the meet-ing the IG directed the DIG securityto beef up security in Islamabad, par-ticularly around the Diplomatic en-clave, where the US embassy ishoused.

They said citing secret reportsprepared by the special branch, theAIG told the attendees that there wasa likelihood that a large number ofpeople will stage a massive protest inIslamabad after the Friday prayersand they might try to go to the Diplo-matic enclave to stage a protestthere. THe global mortality rate foryoung children has beennearly halved in the past twodecades, but Africa andSouth Asia have not kept

pace with Pakistan suffering five percentinfant deaths, the United Nations saidThursday.

The number of infants and childrenwho die before reaching the age of fivehas dropped from 12 million in 1990 to6.9 million in 2011, according to the UNChildren’s Fund, UNICeF. The numberof lives saved has sped up over the pastdecade.

However, “any satisfaction at thesegains is tempered by the unfinishedbusiness that remains,” said UNICeF’sexecutive director, Anthony Lake. Some19,000 children are still dying each dayfrom largely preventable diseases.

The geographic and social disparityalso worries UN experts, who called fordevoting more resources to at-risk re-gions and boosting investment in mater-nal and child health, along witheducation for girls.

The biggest improvement in childhealth has been recorded in Latin Amer-ica and the Caribbean, east Asia and thePacific, Central and eastern europe, theMiddle east and North Africa. These re-gions have cut the child death rate byhalf since 1990.

Under-five deaths are now increas-ingly concentrated in sub-SaharanAfrica and South Asia, which now ac-count for 80 percent of the world total,said the UNICeF report, titled “Commit-ting to Child Survival: A Promise Re-newed.”

Sub-Saharan Africa has only cut itsdeath rate by 39 percent, and accountsfor nearly half the deaths each year. Onechild in nine in the poorest African re-gion still fails to live past his or her fifthbirthday.

In eastern and southern Africa,deaths have been cut through “massive”investment in fighting AIDS, measles

and malaria, said the report. South Asiaaccounts for about a third of totalunder-five deaths each year.

India (24 percent of the total), Nige-ria (11 percent), Democratic Republic ofCongo (seven percent), Pakistan (fivepercent) and China (four percent) makeup half of the total number of worlddeaths between them.

UNICeF said that poverty is not theonly decisive factor in deaths. Childrenare more likely to die early if they areborn in a rural area or if their motherhas not had primary education. Conflictand political instability also hit childhealth prospects.

Some poor countries have madespectacular progress on child health inrecent years, UNICeF said. Laos cut itsmortality rate by 72 percent between1990 and 2011, east Timor by 70 per-cent, Liberia 68 percent and Bangladesh67 percent.

“A diverse group of countries includ-ing Oman, estonia, Turkey, Saudi Ara-bia, Portugal, Peru and egypt, amongothers, have been able to sustain highannual rates of reduction in under fivemortality,” said the report.

“Others such as Rwanda, Cambodia,Zimbabwe and Senegal have succeededin substantially accelerating their ratesof reduction in mortality during the lastdecade.”

Infectious diseases such as pneumo-nia, diarrhea and malaria account fortwo thirds of child deaths.

About 40 percent of the childrenwho die are struck down in the firstmonth of life. Factors weighing againsta child’s survival include whether themother is very young, or has had a pooreducation, and whether there is poor hy-giene or no access to water.

Mickey Chopra, head of UNICeF’shealth department, said that poorercountries are getting faster access tovaccines developed in the rich world.

Vaccines now reach poor countriesin two to five years, against 20 years inthe past, he stressed. Governments andhealth agencies are also negotiatinglower prices with pharmaceutical firms.

Meningitis casesup by 83% in onemonth: FAFEN

Cases of meningitis have almost doubled– 12 districts reporting 267 in June ascompared to 132 in 11 districts recordedin the preceding month, a Free and Fairelection Network (FAFeN) report saidon Thursday.FAFeN governance monitors visited 96health offices in as many districts tocollect statistics on diseases. The datashows that Upper Dir (69), Lahore (62)and Karachi east (53) were the highestreporting districts of meningitis in thereporting month.On the other hand, the total diseaseburden went down by 29 percent inJune (24,515 per district) as comparedto May (34,565).As many as 2,353,432 cases of variousdiseases were reported in the monitoredmonth. Of these, 49 percent were casesof Respiratory Tract Infections (RTIs)with Punjab reporting about three-fourths of them. Among diseases transmitted throughmosquitoes, FAFeN monitors observeddengue and malaria. Like the precedingmonth, no case of dengue surfaced.However, 154 cases of malaria perdistrict were registered as compared to252 recorded in May. In the viral diseases category, hepatitis(3,704) was most frequently reportedalthough the number of such cases fell32 percent – from last month’s 132 perdistrict to 90 in June.Similarly, measles also saw a 33 percentdrop – from 30 cases per district lastmonth to 21 in June. Suspected AIDS fell by 39 percent (from46 to 28). One polio case was reportedin FATA.As for cases of maternal, child andinfant mortality, 149 mothers died in 35districts due to pregnancy and delivery-related complications. The factory which was gutted in a mas-sive blaze claiming 289 lives was clearedon Thursday morning.

Chief fire officer ehtishamud Dinsaid the operation continued all the nightlong and after drainage machinespumped water out of the basement, thebuilding was now cleared after 41 hours.

Talking to a private TV channel, hesaid the upper three storey had alreadybeen cleared, however, the basementthat was filled with water became ex-tremely hot as a result of continued 18-hour inferno. The fire officer ehtishamasserted there is no more dead body leftat the factory now. earlier at night, thesecond storey of the gutted garment fac-tory caught fire again, however, the fire-tenders brought it under control.

On Thursday morning, the affectedfamilies staged protest demonstration as

the heavy machinery could not be trans-ported to the blaze site, which delayedthe relief work at the basement of the fac-tory. The affected people warned theywill themselves drain out the accumu-lated water after breaking the wall of thefactory, if the administration continuesto display disregard over the tragedy ofso immense proportions. As many as 217bodies were kept at edhi Center; of them,107 have been delivered to the bereavedfamilies after identification process.

THe nationalists’ call forstrike against the Sindh Peo-ples Local Government Or-dinance (SPLGO) 2012 fellon deaf ears as residents of

Karachi failed to respond to it on Thurs-day. The metropolis remained open forall types of routine activities, and shopsand markets in the financial hub re-mained open for business throughout theday.

All government, semi-governmentand private offices also worked per rou-tine, while academic activities in all pub-lic and private educational institutes werealso not disturbed in any way.

Availability of public transport wasalso not a problem, while all petrolpumps and CNG stations in the city re-mained open for customers.

Nationalist leaders of Sindh hadformed the Sindh Save Committee (SSC)against the SPLGO and announced aprovince-wide strike in opposition of thenew ordinance.

However, the strike of the national-ists failed in Karachi as major politicalparties of the city called off their supportbecause of the factory fire tragedy thatkilled over 280 people on Tuesday.

The PML-N, ANP, JI and PTI, whohad earlier supported the SSC strikeagainst the SPLGO 2012, called off theirsupport due to large number of deaths inthe fire incident.

The mentioned parties announced aday of mourning instead of strike.

However, the nationalist parties andmember parties of SSC refused to call off

the strike and announced a completeshutter down across the province againstSPLGO 2012.

The Sindh United Party (SUP), JeaySindh Tehreek (JST), Jeay Sindh QaumiMahaz (JSQM), Sindh National Move-ment (SNM) and Sindh Taraki PasandParty (STPP) took part in the strike.

The National Peoples Party (NPP),Awami Tehreek (AT) and Pakistan Mus-lim League-Functional (PML-F) also an-nounced support for the nationalists’strike call against the SPLGO 2012, be-sides announcing a day of mourning overthe Karachi carnage.

A complete shutter down was, how-ever, observed in some parts of Sindh, in-cluding Dadu, Umarkot, Jamshoro andBadin, while a partial strike was observedin Sukkur, Larkana, Mirpurkhas and Hy-derabad.

In Karachi, some Sindhi-dominatedareas were closed partially to support thestrike. Parts of Steel Town, Safora Goth,Ayub Goth, Sachal Goth and HussainHazara Goth were closed down to showsolidarity with the nationalists.

“The strike failed in Karachi becausethose who were tasked with closing themetropolis called of their support at theeleventh hour under cover of the BaldiaTown carnage,” said All Karachi Tajir It-tehad ((AKTI) chief Atiq Mir, adding, “InKarachi, strikes are observed with power,not appeals.”

Karachi Transport Ittehad (KTI) chiefIrshad Bukhari said transporters alsoboycotted the nationalists’ strike.

“The transporters decided to bringtheir vehicles on roads after major polit-ical parties called off their support to thenationalists’ strike,” he added.

More than 6,500 illegal factories are run-ning in Karachi without following anystandard operating procedures (SOPs)which may cause untoward mishaps whilethe administration seems to be not inter-ested in any legislation against such typeof industries. It may be recalled that over325 persons have been killed in two citiesof the country when fire completely de-stroyed two factories, one in Karachi andone in Lahore.

The city has apparently become a safehaven for illegal industrial units as they areoperating without following any SOPs.These factories also have no futuristicplanning to curb the emissionof poisonous gases and smoke,posing serious health risks tothe people.

Sources told PakistanToday that more than 2,300 il-legal factories areset up in BaldiaTown, includingfactories manu-facturing plasticwater tank, fats liq-uefying, and chips.More than 1,700 facto-ries, including thoserelated to manufacturingpaints, handling garbage andplastic bags etc, exist in OrangiTown.

900 factories of fats liquefying, liquorand other narcotics, shoes are establishedin Lyari. Factories in Bakara Mandi areawere a cause of stinky smell in the area.Moreover, 600 plastic, shoe and chemicalfactories are also running in the surround-ing areas of Malir.

Illegal factories are also established inAzizabad, Liaquatabad and PeoplesColony. Over 110 marble and shoes facto-ries are illegally functioning in Korangi,Shah Faisal and Landhi.

“These industries in the urban limitshave always been a cause of untowardmishaps as well as concern for people’shealth, but the regrettable thing is that thepractice still continues under the nose ofthe government,” the official sources said.

The sources revealed that 212 factoriesare operating along the road from Shair-shah to Baldia Town without approvalfrom the ministry of industries.

“These illegal factories emit lethalgases in the air which is already unbearablein most parts of the city due to the emis-

sions by unfit vehicles, both publicand private,” said offi-

within 500 metersalong the MaripurRoad where hugequantities of differ-ent chemicals are

dumped. These chemi-cals might cause any unto-

ward incident. A renownedindustrialist told Pakistan Today

THe State Bank of Pakistan (SBP)has made anti-money launder-ing and combating the financ-ing of terrorism (AML/CFT)regulations more comprehen-sive by revising the existing reg-

ulations M-1 to M-5 of prudential regulationson corporate/ commercial banking.

While most of the requirements of the newregulations are already in place, some of therequirements will be effective from October 31,2012. These regulations were issued Thursdayto all banks/ development finance institutions(DFIs) with a view to introducing a compre-hensive regulatory framework in line with in-ternational standards to mitigate the variousrisks arising from money laundering andterrorist financing.

The AML/CFT regula-tions provide a systemof risk based ap-proach under whichcustomers will beprofiled as per riskinvolved. A frame-work of scenariobased ranking ofcustomers has beendeveloped, whichwill help in detect-ing abnormal be-havior ortransactions duringthe course of rela-tionship. The re-vised system willensure clean andtransparent bankingtransactions on the one hand and will en-able the country to meet international stan-dards on the other.

The provisions of regulations introduce asystem of comprehensive list of ‘Red Alerts’ inthe context of Pakistan, which will triggerscrutiny of accounts and transactions to en-sure that proceeds of crime are not processedthrough the banking channels.

To address the issue of rigidity in obtainingdocuments for opening accounts, the list ofidentification and verification documents hasbeen expanded and NADRA Receipt/ Tokenincluded as eligible document for opening ofbank account. This will enable customers toopen bank account by submittingany document issued by NADRAincluding CNIC, Passport, NARA,POC or even a NADRA Receipt/Token. The new Regulationsnow require banks/DFIs tokeep record for a minimum pe-riod of 10 years.

With the view to tracing

back the illegal transactions, it is mandatoryon banks/ DFIs to obtain a copy of CNIC fromoccasional customers/walk-in customers con-ducting cash transactions above Rs 1 millionand in case of online transfers without anylimit. Banks/ DFIs now have to capture, retainand provide at the beneficiary end, all relevantdetails of customers while transferring fundsbetween the cities.

In case of wire transfers, clear responsibil-ities of ordering, beneficiary and intermediaryinstitution have been outlined for complianceof banks/ DFIs. Customers’ profiles should belinked with automated transaction monitoringsoftware for creation of alerts in case of suspi-cious transactions/activities.

Under the Regulations, every customer

shall be identified for es-tablishing business relationship. The Bank/DFI shall verify identity documents of the cus-tomers from relevant authorities/document is-suing bodies and where necessary using otherreliable, independent sources and retain on

record copies of all refer-ence documents

used for identifica-tion and verifica-

tion. The verification shall be the responsibilityof concerned bank/DFI for which the customershould neither be obligated nor the cost of suchverification be passed on to the customers.

Banks/DFIs shall not open or maintainanonymous accounts or accounts in the nameof fictitious persons or numbered accounts. Inthe case of joint accounts, CDD measures onall of the joint account holders shall be per-formed as if each of them were individual cus-tomers of the bank/DFI.

Government accounts shall not be openedin the personal names of the government offi-cial(s). Government account which is to be op-erated by an officer of theFederal/Provincial/Local Government inhis/her official capacity, shall be opened onlyon production of a special resolution/authority

from the concerned administra-tive department duly en-dorsed by the Ministry of

Finance or Finance De-partment of theconcerned Gov-ernment.

Banks/ DFIsshall not provideany banking serv-ices to proscribedentities and per-sons or to thosewho are associ-ated with suchentities and per-sons, whetherunder the pro-scribed name orwith a differentname. Theb a n k s / D F I sshould monitor

their relationships on a con-tinuous basis and ensure that

no such relationship exists. Ifany such relationship is found,the same should be immedi-ately reported to Financial

Monitoring Unit (FMU) and other actionsshall be taken as per law. With regard toNGOs/NPOs/ Charities’ accounts, the revisedRegulations said that Banks/DFIs should con-duct enhanced due diligence (including ob-taining senior management approval) whileestablishing relationship with Non-Govern-mental Organizations (NGOs)/Not-for-ProfitOrganizations (NPOs) and Charities to en-

PeACe envoy Lakhdar Brahimiarrived in Syria on Thursday onhis first official trip aimed atending nearly 18 months of vio-lence as rebels advanced in

The UN atomic agency’s board of gov-ernors was set Thursday to debate ona resolution criticizing Iran broughtby world powers that is also aimed atdissuading Israel from military ac-tion.

However, a minor amendment tothe text proposed by South Africacaused a delay in proceedings at theInternational Atomic energy Agencymeeting in Vienna, possibly postpon-ing a vote until Friday. Once the reso-lution goes before a vote, it wasexpected to be approved by a crushing

majority. The resolution was intro-duced at the meeting of the IAeA’s35-nation board on Wednesday afterdays of haggling between Western na-tions and Russia and China, which areseen as more lenient on Tehran.

The draft text, seen by AFP, ex-presses “serious concern that Irancontinues to defy” UN Security Coun-cil resolutions for it to suspend ura-nium enrichment, a process whichcan be used for peaceful purposes butalso in a nuclear weapon.

It also highlights the IAeA’s com-plaint that activities spotted at theParchin military base, where it sus-pects nuclear weapons research took

place, would “significantly hamper”inspectors — should Iran let themvisit. It also “stresses that it is essen-tial for Iran to immediately imple-ment” a deal that the Iran and theIAeA have been trying to agree formonths on investigating alleged evi-dence of nuclear weapons research.

President Vladimir Putin has urgedthe creation of a new sense of patriot-ism to serve as the basis of Russia’s fu-ture to replace the vacuum left by thefall of the ideologically-driven USSR.

Putin — who has made restoringnational pride one of the chief aims ofhis domination over Russia — said thecountry had forgotten to construct asense of national pride after the fall ofthe Soviet Union.

“Patriotism is not just a nice word.Patriotism is above all serving themotherland, the country, Russia, thepeople,” he said in speech to a meetingon fostering nationalism whose textwas published by the Kremlin onThursday.

“We must build our future on asolid foundation. And that foundationis patriotism,” said Putin.

The meeting in the southern city ofKrasnodar late Wednesday was at-tended by top members of the elite in-cluding the defence minister andminister of culture as well as leadingRussian cultural and sporting figures.

The visit by the UN Working Groupon enforced or Involuntary Disap-pearances (WGeID) would nothave taken place if the governmenthad reined in those in Balochistan

who consider themselves above law. As late asSaturday, the Supreme Court has warned theconcerned officials that a UN delegation wason its way to review the situation of missingpersons in the province. Further that irrespec-tive of whether the UN delegation remarkedupon the missing person’s situation, it wouldstill be observing the entire situation. He hadasked the Balochistan advocate-general whatwould happen if the UN delegation visited theprovince and recorded statements.

Now that the WGeID has arrived all superpatriots who remained mum when disappear-ances took place are opposing the visit. A parlia-mentarian belonging to the PML-Q has termedthe arrival of the delegation a ‘threat to the coun-try’s sovereignty’ and ‘the first step leading to-wards the disintegration of the country’.

While Foreign Minister Khar had earliertaken the stand that the WGeID had been in-vited by the government itself, she is havingcold feet now. She has said that the UN missionwas not mandated to conduct any fact finding.

A petition moved in the Supreme Courtmaintains that the commission’s arrival in Pak-istan “to investigate missing persons’ case wasa conspiracy against the country”. Further thatthe commission visits the states where therewas no independent judiciary or democracybut Pakistan is independent having all facilitiesto investigate its internal matters. The peti-tioner asks the apex court to issue an order todeny any cooperation with the commission andits members should be sent back immediately.

As a member of the UN, Pakistan is re-quired to abide by the International Conventionfor the Protection of All Persons from enforcedDisappearance. Article 1 of the Conventionmaintains that no one shall be subjected to en-forced disappearance and no exceptional cir-cumstances whatsoever, whether a state of waror a threat of war, internal political instabilityor any other public emergency, may be invokedas a justification for enforced disappearance.

It is interesting that while some of us expectthe UN to stop human rights violations in Kash-mir and Palestine, they resent the visit by a UNgroup investigating similar crimes in Pakistan.

Hundreds of reports and scores ofcolumns and editorials in Pakistani media overthe years have highlighted the gravity of thesituation in Balochistan. The HRCP has sentseveral fact finding missions to the provinceand released about a dozen well researched re-ports which highlight enforced disappear-ances. These expose the involvement of lawenforcement agencies in the overwhelmingmajority of the cases. Baloch parliamentarianshave repeatedly pointed finger in the same di-rection. Some of them subsequently resignedtheir seats convinced that none in Parliamentwas willing to go beyond wringing hands. TheSCBA has held two national conventions to un-derline the plight of the Baloch people. Whenskeletons in the cupboard start rattling, out-siders are curious to know what is going on.

The enforced disappearances started underMusharraf when the PML-Q legislators, nowobjecting to the UN mission’s arrival, weremembers of the military ruler’s cabinet. Theycontinued to enjoy the perks and privileges andlooked the other way as Akbar Bugti was killedand Baloch political workers picked up andkept incognito in violation of law. It never oc-curred to them that large scale illegalities by theagencies can turn the population against thestate and thus endanger the country’s integrity.

Disappearances have multiplied under thePPP government. They are now followed by thedumping of scores of tortured bodies of someof those made to disappear earlier. The PPPhad apologized to the Baloch before assumingpower over excesses committee against them.To remain in office it has extended its policy ofreconciliation centered around “we won’t stopyou from doing what you want if you don’t stopus from doing what we do” to security agenciesalso. Theoretically, there is an elected govern-ment in place in Balochistan. Practically, thechief minister is powerless, which he has ad-mitted several times, while the province con-tinues to be ruled by law enforcement agencies.

The Supreme Court had taken up the issueof missing persons soon after the restoration ofthe independent judiciary. early this year itturned its attention to Balochistan. On a peti-tion filed by Balochistan High Court Bar Asso-ciation President citing widespread incidents ofviolence and deteriorating law and order situa-tion in the province, the court sought reportsfrom the chief secretary, IB and Special Branch.Finding the reports unsatisfactory, the apexcurt initiated proceedings at its Quetta Registry.

It didn’t take the court long to realize thatimportant government officials and bigwigs ofthe security agencies were trying to stonewallthe proceedings. Top officials sometime failedto appear when summoned, feigned ignoranceof enforced disappearances and made state-ments that turned out be untrue.

As the phrase goes murder will out. InJune, the apex court issued an interim orderin the case. The court held Frontier Corps (FC)responsible for the disappearances across theprovince. The order stated that the helpless-ness of Law enforcement Agencies (LeAs)

was against all expectations.In July, the court warned FC officials in-

volved in disappearances to put an end to theillegal acts. “enough evidence is available re-garding the involvement of the Frontier Corpsin picking up of every third missing person,”CJ Iftikhar Chaudhry observed.

We are reminded that Pakistan is ademocracy and the courts and media are free.Hence there is no need for the UN WGeID tovisit the country. Do democracies condoneagencies found involved in gross human rightsviolations? Do parliaments allow gross illegal-ities of the sort to take place year after year?Interestingly the opposition, which threatensto launch long marches if the government wasto defy the SC, didn’t put up even pretence ofsupport to the SC as the agencies continued toresist its authority.

At a sitting of the bench in July, the CJwarned that the Supreme Court should not beforced to issue orders for the appearance ofcommandants and other senior officers of theFrontier Corps before magistrates as therehad been no response to directives of the courtto produce the missing persons before it.

On July 12, The CJ ordered Balochistan FCCommander Major General Obaidullah Khat-tak to produce the 30 missing persons in court,maintaining that there was evidence that thetroops were involved in their disappearance. “Itis his (Khattak’s) duty to comply with the courtorders and affect the recovery of the missingpersons and produce them,” the CJ said. Thecourt rejected the commander’s denial of re-sponsibility as “unacceptable... in the wake ofevidence against the force in picking up miss-ing persons”. Another judge on the bench re-marked, “If there are some rogue elements inthe force, they should be exposed.” The pro-ceedings went on month after month withoutcompliance on the part of the security agencies.

At times attempts were made to malignthe Supreme Court. On July 30, the counsel forintelligence agencies had the cheek to tell thebench that it was ‘perpetuating an anti-stateagenda.’ Remarks of the sort had earlier beenmade against those criticising the agencies forhuman rights violations. The counsel was dulysnubbed by the CJ who remarked, “You areperpetuating an anti-state agenda, you shouldrefrain from making such statements.”

At a hearing towards the end of July, theSC made a highly serious observation which ithad never made before. The court said thatthe Constitution was not being implementedin Balochistan.

What are the consequences when the FCand other agencies decline to cooperate withthe Supreme Court, the government does notsupport the court and the opposition simplyignores what is going on? Should this not cre-ate worries about the integrity of the country?With friends like the PML-Q MNAs, Pakistanhardly needs an enemy.

worries about un mission

When reports about the proposed visit of UNWorking Group on enforced or InvoluntaryDisappearances (WGeID) appeared more than amonth back in the media, there were signs of

perturbation in the government circles. We are now told thatthe issue was debated between all stakeholders, a consensusreached and a summary prepared in the light of the discussionfor the prime minister. It was let out that the visit of theWGeID was taking place at the invitation of Pakistan. Soonafter the mission arrived on Sunday, however, a couple ofparliamentarians expressed reservations. One of the agitatedmembers termed the visit as “the first step leading towards thedisintegration of the country”. A petition moved in theSupreme Court maintained that the commission’s arrival inPakistan was “a conspiracy against the country”. Further thatthe commission visits the states where there was noindependent judiciary or democracy but Pakistan isindependent having all facilities to investigate its internalmatters. The petitioner asked the apex court to issue an orderto deny any cooperation with the commission and its membersshould be sent back immediately.

There is no doubt that Pakistan is a democratic country,with an independent judiciary, a robust media and an activecivil society. Pakistan however was able to shed the militaryrule only after 2008 elections. The elected government has yetto come fully out of the shadow of the army. The securityagencies which have had a long field day under Musharraf arestrongly entrenched in Balochistan where there is still no endto enforced disappearances. The courts are free but attempts tostonewall the Supreme Court’s efforts for the recovery of themissing persons in Balochistan which it initiated in Januaryindicate that much needs to be done to rein in the agencies.What has added to the apex court’s problems is the failure onthe part of high government officials to fully cooperate with it.

Pakistan is a target of criticism in the international mediaon account of large scale enforced disappearances, terroristattacks on minority Shias and the ongoing migration ofHindus. The country which is keen to participate fully invarious UN bodies including its Human Rights Council cannotafford to paint itself into a corner. It will help Pakistan to becandid and upfront on the problems it faces. It should provideall possible help to the UN mission. By conceding thatdifficulties exist and convincing the mission that thegovernment is making serious efforts to overcome them wouldimprove the country’s image. Trying to create hurdles in theactivities of the WGeID would strengthen the perception thatPakistan condones human rights violations.

Ghosts of deeds past

Hypocrisy is one of a multitude ofvices that we consider as beingetched in our national ethos. We

pretend to be philanthropists, yet hoardcharity donations in our personal accounts;we pretend to be patriotic, yet cannotfathom letting go of our provincial and eth-ical identities; we pretend to be politicians,yet in all honesty we’re illiterate mudslingersat best; we pretend to be journalists, yet sellourselves out to the biggest bidder; we pre-tend to be the chief justice, yet blatantlybreach a fundamental code of the constitu-

tion. We’ve been there, done that, masteredall levels of hypocrisy, this is commonknowledge, end of story… err not quite.

Hypocrisy in the garb of religion is onefront where we do not have any peers at all,but due to a myriad of reasons this unrivaledexcellence has not been fully appreciated assuch. Thus, it is worth highlighting that un-less we acknowledge the fact that religion inour neck of the woods, unfortunately, hasbecome more of a tool to assert your preten-tious supremacy over the rest, we cannottruly cherish our true hypocritical potential.

Take for instance the example of a cer-tain Mr Junaid Jamshed, former pop-starturned fashion designer cum face of thetableeghi mafia on television, who left hiscareer in music because music is ostensiblyharam in Islam. Fair enough, that’s hischoice, and while the claim is debatable onecould still try to understand his transition.However, when the same man performs liveon stage in Washington DC at the IslamicSociety of North America Convention 2012,with Salman Ahmed with drums and guitars– categorically declared to be haram multi-tudinous times by Mr Jamshed – beingplayed in the background, anyone with a

logical head on their shoulders would be dis-gusted by this hypocrisy. For, Mr Jamshed– a complete authority on the religious per-spective on potato snacks these days– hassat on air for nearly a decade now, with anaura of how he’s the quintessential Islamicscholar who propagates the message ofAllah Subhanahu Wa Ta’ala (with exagger-ated stress on Arabic pronunciation). So ba-sically for JJ, guitars and drums on Aitebar,Hum Tum, Uss Rah Par et al are haram,but not haram at all on Dil Dil Pakistan andJazba Junoon since they are ‘patriotic an-thems’, seriously now JJ? Plus havingsleeveless clothes for women in his designeroutlet and accepting credit cards from banksindulged in riba, isn’t exactly according theschool of thought that Mr Jamshed propa-gates, now is it? But unfortunately no onesees any issue with all this at all.

With the blasphemy debate becoming a24/7/365 thing here, it is criminal to notethat the whole nation is discussing who doesand who doesn’t deserve to live, while con-veniently ignoring the sheer hypocrisy of‘scholars’ whose only qualification is don-ning the holier than thou persona. everyother person has become a ‘religious scholar’these days and is wearing their beliefs ontheir sleeves, oozing a sense of superiorityowing to the apparent closeness with the di-vine deity. Not only is this attitude pretty un-bearable for most, in all honesty – sincereligion and beliefs are a matter of opinionand perception, and cannot be stated as a

matter of fact – but when you only follow se-lective aspects of the school of thought thatyou follow and preach, declaring things to behalal or haram according to your owntastes, you unfortunately make a mockery ofyour own preaching.

Talking of selectiveness, why doesn’tany ‘scholar’ make a fuss about the prostitu-tion hub that is next to the Badshahimosque? Why are there no fatwas on someof our filmmakers and films, which wouldput the most vulgar of offerings from the restof the world to shame? Why do we find ithard to wake up at fajr, when no one iswatching, but dutifully massacre animals oneid to flaunt our ‘religious’ side? Why isthere public outrage when France bans theniqab and nothing at all when Saudi Arabiadoesn’t even let women drive? Why is therefuror following American drone attacks, andnothing at all when Taliban attack innocentpeople? Why does our constitution not grantdue rights to the religious minorities and re-fuses to recognize some other ideologicalminorities – that have to remain inside theirpretty crammed closet – declaring them aswajib-ul-qatal? Why are the only peoplethat have to hide their identity or go in a hid-ing at all are the ones that express their dis-agreement with Islamic teachings – are wethat insecure about our religion that we haveto chop off the head of everyone who doesn’tagree with us? Why do we use hindu and ya-hoodi with a negative connotation in com-mon discussions and popular literature,

disrespect their beliefs and their gods andyet expect everyone else to respect our reli-gious sentiments– and again butcher themif they don’t, because that is blasphemy?

Do we not realize that mocking Hanu-man Bhagwan, failing to recognize thatJesus is the son of God, claiming that theOld Testament has been tampered are allblasphemous in the context of other reli-gions – or does it only count as blasphemyif it’s against Islam?

We are selective about religious beliefsand only do what is easy, to fallaciously con-vince our conscience, and to maintain theaforementioned ‘holier than thou’ persona.Muslims collectively as a whole display thesaid persona as well, disrespecting other re-ligions but expecting the world to be sensi-tive about their beliefs. But the question is:why is this becoming increasingly commonin our society? And why are we all individu-ally becoming the structural units of a mas-sively hypocritical and intolerant social andreligious structure, failing to recognize whodeserves to be extolled and blindly followingthe leads of those that only pretend to be re-ligious connoisseurs? Well for starters, itcould be because that book that we believein and consider as the complete guide to ourlives and which has been locked up in ourcupboard for ages – we haven’t read it in alanguage that we understand.

The peopleof Sindh gave a mandate to PPPand unfortunately this very man-date is being abused. It seems thisPPP government will make anycompromise for their power politics,irrespective of the consequences,or its fallout on the country.

It is an undeniable fact that not a singlePakistani, Iraqi or Afghani participated inthe dastardly attack on Twin Towers and

Pentagon on 9/11. But strangely, the U.S choseto attack Afghanistan, Iraq and made Pakistanscapegoat by once again assigning it the roleof frontline state in its “war on terrorism”.Consequently, Pakistan has suffered incalcu-lable destruction of an unprecedented magni-tude. Unlike the Western countries, the peopleand Armed Forces of Pakistan are continu-ously facing such terrorist attacks virtuallyevery day in Pakistan, resulting in loss of pre-cious lives of over 70,000 innocent civiliansand sacrifices of over 8,000 lives of our bravesoldiers including one Lieutenant GeneralMushtaq, one Major General Bilal Omer andfive brigadiers. Pakistan has not suffered sucha huge death toll of civilian and armed forcesand destruction of its assets and financiallosses in its four wars put together with India.Despite these unparallel sacrifices made byour citizens and Armed Forces, Pakistan isstill being defamed as a terrorist state and theWest is continuing to demand from Pakistan“to do more”. Why this most harmful percep-tion, image and propaganda against Pakistan?

We should also realize that we are not theonly neighbors of Afghanistan, which is sur-rounded by at least six countries. Why is it thatonly Pakistan is burdened with continuouspresence in the past three decades of about twomillion Afghan refugees and has immenselysuffered huge losses of all kinds on account ofthe first Afghan war and the present Afghanwar? Why is it that no other neighboring coun-try of Afghanistan has suffered such losses?The greater irony is that despite these sacrificesof Pakistan, it is blamed, accused and dislikedboth by the government and the people ofAfghanistan. There must be some blundersthat our rulers have committed to cause disas-ter for Pakistan. Similarly, there are 57 Muslimcountries in the world, why are they not suffer-ing such religious extremism, terrorism, sectar-ianism, bigotry, murders and mayhems of theMuslims by the Muslims in the name of Islam?Not even our former bigger part, east Pakistan,now Bangladesh, has such menace of sectari-anism, hatred, intolerance or religious terror-

ism or the spate of fatwas of “kaafir” or “wajib-ul-qatal” from any extremist mullah there?

No doubt, the Western countries are un-charitable and utterly selfish, but we mustalso examine our own conduct and detrimen-tal policies and priorities adopted by ourrulers that allow foreign mercenaries, Tal-iban or the religious fanatics and terrorists tofreely roam around and attack our military,navy and air force installations and commit-ting all sorts of terrorism, murders and may-hem with impunity. We cannot blame anyother country, but our own ruling elite andthe establishment for the same.

The process of degeneration in an alarm-ing degree of our society, its social, religious,cultural, academic institutions, political andeconomic, ethic, values and norms was nodoubt first pursued selfishly and callously bythe worst dictator Gen Zia who also deliber-ately introduced the “klashinkov and heroinculture”, more particularly in our academicinstitutions. Gen Zia also made radicalchanges in the syllabus and textbooks of ourschools and colleges and inserted highlydamaging hate material against other sects,non-Muslims and India to the detriment ofthe interest of Pakistan. Gen Zia also created,promoted, strengthened and armed the sec-tarian and ethnic terrorist forces in Pakistan.

This mission of Gen Zia was taken over andserved by his successor Gen Musharraf withfull commitment to the same agenda. Initially,even before the occurrence of the 9/11 tragedy,the Pakistani establishment and particularlyGen Musharraf adopted a most imprudent andcounterproductive notion that “Afghanistan isthe strategic depth of Pakistan”. Under thispretext, his hidden agenda was to spread Tal-ibanization and promote religious extremismand bigotry. To serve this hidden objective GenMusharraf extended all kinds of support andcooperation to strengthen the rule of bigotedTaliban in Afghanistan and at the same time al-lowed the rise of religious militancy, sectarian-ism and terrorism in Pakistan.

It may be recalled that on the pretext ofthe national interest Gen Musharraf hadsigned about five/six agreements with theworst militant groups of Taliban and religiousextremists such as Fazal-ul-Ullah during hisdictatorial rule. even the present elected gov-ernment while following the same policy ofMusharraf, signed yet another agreement withTaliban in May 2008. These agreements re-sulted in more favors and freedom to Taliban,with no benefit to Pakistan. Perhaps, it is forthis reason that till date, the government ofPakistan has not disclosed the terms and con-ditions of the agreements signed with Taliban.In February 2009, the government committedyet another blunder of surrendering beforethe demands of Sufi Mohammad, the father-in-law of Fazal-ul-Ullah. Shockingly, even ourNational Assembly also endorsed and sup-

ported demands of Sufi Mohammad and hisbrand of Shariah and Nizam-e-Adal. Theseunwise and detrimental decisions of both theKP and federal government naturally encour-aged Sufi Mohammad in denouncing the en-tire constitutional setup of Pakistan includingdemocracy, parliament and judiciary.

The catastrophic impact of all these deci-sions and agreements with Taliban naturallyresulted in the rise of bigotry, intolerance,militancy and sectarian killings of about 302innocent citizens in the past eight months,mostly Shia community, all over Pakistan. Atthe same time, Ahmedis, Christians, Hin-dus/Sikhs are also being harassed, victim-ized, forced to convert their religion withoutany let or hindrance. The sense of insecurityis rising among these minorities so much theso that they are persuaded to leave theirplaces of residence for protection of their lifeand properties. This appalling state of affairsis tarnishing the image of both Pakistan andIslam to such an alarming degree that eventhe United Nation has taken notice of thesame and a UN delegation is visiting Pakistanon a fact finding mission.

One cannot ignore the victimization andbeating suffered by op-ed editor of The News,Mr Zainul Abedin at the hands of the religiousfanatics who have threatened to kill him if hedid not stop watching the TV or listeningQawwalis/music in his own house. This is ob-viously part and parcel of the scheme to pro-mote Talibanization in Pakistan throughintimidation and terrorism. The unrestrainedand rampant killing and victimization of notonly Shia Muslims and other minorities butalso the repeated successful attacks of Talibanon our military installations and barbaric be-headings of soldiers appear to be a part of thescheme to Talibanize Pakistan and convert itinto an extremist state.

It is high time that our civil and militaryestablishment must radically change its poli-cies, priorities and improve its performance forthe protection of our military installations, lifeand property of our citizens rather than pro-moting and protecting Taliban and their ex-tremist supporters. I am not prepared tobelieve that our Armed Forces are not compe-tent enough to combat and defeat all brands ofterrorists or religious extremists including Tal-iban. All that is required is drawing up theright strategy and determination to completelycut off all kinds of supplies to the terrorists inPakistan. Whichever country supplies arms ormoney to the terrorists including Taliban can-not be regarded as our friend, may they be inthe Arabian Peninsula or in the Western block.

Barfi! islovely in a touching way that is difficult todefine. It’s difficult to have two disabledcharacters and not portray their stereotype ormake the audience feel pity for them. ButAnurag Basu does it skillfully with the scriptand story. He builds the characters so finelythat you come to love each and every one ofthem by the end of the movie. Barfi! leaves youwith that warm, cuddly, magical feeling with afew tears to match. It’s really worth a watch.

Famous actor and comedian Lehri passedaway on Thursday after protracted illness in aprivate hospital of Karachi. Lehri wasadmitted to intensive care unit (ICU) after hiscondition became deteriorated, private newschannel reported. He was 82 and sufferingfrom chest pain since many days while hissugar level also dropped. Safirullah Siddiqui‘Lehri’ is one of Pakistan’s greatest comedianswho made his name in Urdu films. His filmcareer started in the 1950s and lasted untilthe 1980s. Lehri won the Nigar Award foraround a dozen films including Paigham, Nailaila naya mujnu, Naya andaaz, Beewe ho toaisee etc. The late Prime Minister BenazirBhutto provided him with a monthly stipendof Rs. 2,500 during her first tenure, which hecontinued to receive. Lehri’s first film“Anokhi” was released in 1956, and his lastproduction was Dhanak in 1986. The vastmajority of his films have been in Urdu,though he did perform in a few Punjabiproductions. A shy, brightly colored monkey species has beenfound living in the lush rain forests at the heartof the Democratic Republic of Congo, a find thatutterly surprised the researchers who came uponit. “When I first saw it, I immediately knew itwas something new and different — I just didn’tknow how significant it was,” said John Hart, aveteran Congo researcher who is scientific direc-tor for the Lukuru Wildlife Research Founda-tion, based in Kinshasa. In fact, the find wassomething of a happy accident. The image thatcaught his eye hadn’t been taken in the field. Itwas snapped in a village, and showed a younggirl named Georgette with a tiny monkey thathad taken a shine to the 13-year-old.

what is that? It was a gorgeous animal, Hart said, with a

blond mane and upper chest, and a bright redpatch on the lower back. “I’d never seen that onany animal in the area, so right away I said,‘Hmmm,’” he told Our Amazing Planet. Hartdecided to get to the bottom of the mystery.Fast forward through five years of field work,genetic research and anatomical study, and onWednesday, Hart and a list of collaborators for-mally introduced to the world a new primatespecies, dubbed Cercopithecus lomamiensis,and known locally as the lesula. Their work isannounced in the online journal PLOS One.“For a big mammal to go unnoticed is pretty

unusual,” said Kate Detwiler, a primatologistand assistant professor at Florida Atlantic Uni-versity, and an author on the paper.

The trees tower overhead, blocking out thesun, and the forest floor — the chief domain of thelesula — is steeped in a permanent gloom. The for-est is full of sounds. At first light, the lesulas raisea lilting chorus of booming calls, distinct from thecries of their monkey neighbors who pass theirlives in the trees high above the forest floor; atdusk, the cries of African grey parrots echothrough the canopy. The earth is wet and soft, andfeet sink into the ground with each step. There isa gentle, steady thud as fruit falls from the trees.

They also havesome rather arresting anatomical features. “Theyhave giant blue backsides,” Hart said. “Bright aqua-marine buttocks and testicles. What a signal! Thataquamarine blue is really a bright color in forestunder story.” “We don’t really know what thismeans because it’s very uncommon for monkeys inthis lineage,” she added. The only other monkey toshare this feature is the lesula’s closest cousin — theowl-faced monkey, a species that lives farther east.At first it was thought the monkeys were close kin,but genetic analysis suggests the two species splitfrom a common ancestor about 2 million years ago.

what’s for dinner?There’s a thriving market for bush meat, partic-

ularly in urban areas, Hart said, and the monkeysare just one of dozens of species, from snakes to ele-phants to apes, that are targeted. “People have dis-posable income, and this is the cheapest meat,” hesaid. “Bush meat is a go-to item because it’s less ex-pensive than chicken or beef. This is not a newproblem, but it’s a problem that doesn’t have a so-lution yet.” Hart and his wife, Terese, are partneringwith local people to try to set up a national park inthe lesulas’ territory, but it’s still a work in progress.In the meantime, researchers have set up cameratraps in the dense forest to try to better understandthe habits of the shy animals. “It was suspected thatsomebody in town had taken it in,” Hart said. “Andit ended up in their cooking pot.” NEwS DESK

You have to include theright fats—primarily monounsaturated fats(MUFAs) like nuts, avocados, and healthy oils—and stay away from processed foods that containtrans fats, such as baked goods. A report in theBritish Journal of Nutrition found that a MUFA-rich diet helped people lose small amounts ofweight and body fat even when they didn’t changetheir calorie intake. What’s more, dieters whotook a high-fat approach needed 25 fewer days tolose 10 pounds than those who used a high-carbapproach, according to researchers at Johns Hop-kins University—and that was on a diet of 30 per-cent fat! So go ahead and indulge (in moderation)in fatty foods that are good for your body, includ-ing beef (top round and sirloin), pork, eggs (yolkstoo), and reduced-fat sour cream and cheese.

And hey, when you’re done withit, you could practically throw it in the recycle bin.The design itself is made of cardboard and 100percent recycled materials. As described in theGiora Kariv Productions video “Izhar cardboardbike project,” Gafni first got the idea when heheard of a canoe crafted from cardboard. Althoughengineers told the bike enthusiast it wasimpossible, Gafni realized that as with origami,“You fold it once, then it doesn’t come twice thestrength, it’s almost three times the strength.” Thevideo was made six months ago and is starting toget some attention on the Web. A good number of around 65,000 mem-bers of the Sports and Youth Develop-ment Councils of the 1193 Union Councilstook part in 523events throughout theprovince in the second level of the PunjabYouth Festival 2012on Thursday.

The Union Council level, which is thesecond phase of the Festival 2012 afterthe Neighbourhood and Village level,started on Saturday last and up till com-petitions were held in more than 1200events and the figure of participation inthis level has reached around 250,000.

Around 1200 took part in 60 eventsfrom 16 Union Councils in the Lahoredistrict alone. At Ravi Town and NashtarTown over 270 and 223 youngsters ex-celled in 14 events respectively while atShalimar, Aziz Bhatti, Iqbal Towns andSamanabad Towns more than 100 eacharea participated in these localities.Meanwhile in the other districts of La-hore Division, Sheikhupura’s 605 young-sters excelled in seven events includingbadminton, athletics, arm wrestling, bil-liard, tug of war and cricket tape ball.Here 26 Union Councils remained activein the said events. Shahid Ali Shah who remained in of-fice for nine years expressed his disap-pointment over the sorry state of affairsin sports and said certain “quarters”were not in favour of holding the Gameson time in Lahore.

“What I have concluded is that I am

not in a position to organize the gamesfromthe platform of PBOA and left withno option but to resign,” he asserted.

The outgoing President made it clearthat he would not reserve his decision ashe has made up his mind to step downafter a thorough consideration.

Watkins helped save the lives of Fer-rari's Didier Pironi at the 1982 GermanGrand Prix, Jordan's Rubens Barrichello atImola in 1994, and McLaren's Mika Hakki-nen at Adelaide in 1995 during an incident-packed 26-year career as Formula One'son-track surgeon.

The neurosurgeon's bid to improvemedical facilities in Formula One also dra-matically cut the number of deaths and se-rious injuries, and the sport's leadingfigures responded to Watkins' passing witha series of tributes.

Confirming Watkins' death, McLarenGroup chairman and close friend Ron Den-

nis said: "Today the world of motor racinglost one of its true greats.

"No, he wasn't a driver. No, he wasn'tan engineer. No, he wasn't a designer. Hewas a doctor and it's probably fair to say hedid more than anyone, over many years, tomake Formula One as safe as it is today.

China's Soviet-style sportssystem has been criticised inthe past for its methods ingrooming children for sportingsuccess from an early age atthe expense of basic educationand the conventional comfortsof childhood -- simply becausethey have been identified ashaving future potential.

But sporting authorities inChina have embarked on a pe-riod of soul-searching in recentyears, which has led to a morerelaxed training environmentfor the country's next genera-tion of sports stars.

mands of the state.He said the decision to leave his

family home in northern China to de-vote five hours a day to table tennistraining at a school hundreds of milesaway was an easy one.

"I want to go to the Olympics. I canplay table tennis well so this is mydream. I can win the gold medal," Yu,

now ten years old and two years intohis training at Shichahai Sports Schoolin Beijing, told AFP.

"I believe in myself that I can playwell. I came here to practise more,"

adds the recently crowned champion ofa major under-12s tournament inChina, with one eye on the 2020Olympics.

Yu's first year at Shichahai wasspent in a school dormitory. But he leftthe school grounds when his motherand father arrived in Beijing fromShaanxi last year.

"I like it more now, livingwith my parents," he said.

"And at the weekendswhen I have finished myhomework, I have time torelax and watch television."

from various segments of society for ap-pointment as caretaker prime minister,with almost no chances of reaching con-sensus over two nominees, which are to besent to Prime Minister Raja Pervez Ashraf.

Nisar told reporters at ParliamentHouse that he had shared seven nameswith leaders of other opposition parties forthe appointment of a consensus caretakerprime minister, and the proposed list in-cluded two retired judges, one lawyerleader and four people who were related topolitics. However, the Jamiat Ulema-e-Islam-Fazl (JUI-F) has not been taken intoconfidence, as the PML-N considers the re-ligious faction as a treasury party, he said.Background interactions with most of thePML-N and other opposition parties’ lead-ers have revealed that the PML-N has pro-

Nisar said he had contacted SardarAkhtar Mengal in Dubai and sought his ap-proval for nomination of his father for

caretaker PM’s slot. However, Nisar addedthat Mengal said he should not do so asSardar Attaullah would not agree.

“But I insisted and told Akhtar Mengalthat we are doing so and he should try toconvince his father,” Nisar added, reflectingthat the nomination was merely symbolic towin hearts and minds of the nationalistforces in Balochistan. Moreover, the nomi-nation of Rasool Bakhsh Palejo would notplease President Asif Ali Zardari, as the for-mer is leading a rant against the PPP’s Sindhgovernment. Same is the case of MahmoodKhan Achakzai, who has been a vocal criticof the establishment and always speaksagainst dictators. Though Achakzai has re-cently visited the federal capital and met al-most all political leaders, he has failed to getmassive support. Qazi Hussain Ahmed isanother controversial name as left-wingparties like PPP, Awami National Party(ANP), and even Fazlur Rehman of theJUI-F would oppose his nomination for thetop slot. When contacted, a PPP leader saidhe could not comment over the nomina-tions that were yet to be made public.

Abdur Razzaq Da-wood is a former minister with a goodreputation and also enjoys support of thebusiness community, Muttahida QaumiMovement (MQM) and even the PTI.Moreover, Dr Shoaib Suddle is known forhis integrity and competence, though somenationalists from Sindh might point fin-gers at him for his alleged role in the mur-der of Mir Murtaza Bhutto.

Despite his close links with the Presi-dency, Suddle is also acceptable to the ju-diciary, as an apex court bench recentlynominated him as a one-man commissionto probe the Dr Arsalan-Malik Riaz graftcase. However, PTI Information SecretaryShafqat Mahmood vehemently rejectedNisar’s claim that the party was consultedover the names for caretaker prime minis-ter, denying that it had suggested anyname for the post. Mahmood expresseddisappointment that someone as responsi-ble as the leader of the opposition in theNational Assembly was giving “fabricated

statements about the PTI”. The PTI official said that the party had

neither been contacted over proposals forcaretaker prime minister, nor had it sug-gested any names for the caretaker setup.“If and when the party is consulted, and itshould be, the party would discuss the mat-ter thoroughly and then suggest somenames. Until then the N-League should stopplaying politics and leveling false accusa-tions against the PTI,” Shafqat added. Com-menting on Mahmood’s denial, Nisar said,“We sent the names to PTI and it is on therecord.” He said the PTI had been informedabout the nominees and added that the PTIhad also sent two names to be included inthe list of the nominees. According to Nisar,PTI has now reneged from its stand and issaying that it has not suggested any names.

Nisar said that PTI first submitted thenames but then said that it was not donewith consultation within its party yet. “IfPTI did not consult its party members thenit is their fault, not ours. We will add thetwo names proposed by PTI if it accepts thefact that it had received these names fromthe PML-N,” he said.

The US Secretary of State termedthe video as “disgusting and repre-hensible” and said it “appears to havea deeply cynical purpose to denigratea great religion and to provoke rage.”Clinton also strongly condemned theretaliatory violence against US diplo-mats as she spoke after protests brokeout in several Middle eastern coun-tries against the film made in theUnited States. The deadly reaction tothe video in Libya led to the killing USambassador to that country and threeother American personnel while pro-testors Thursday stormed Americanembassy in Yemen. “Let me state veryclearly — and I hope it is obvious —that the United States government

had absolutely nothing to do with thisvideo. We absolutely reject its contentand message,” she said.

“And we have the greatest respectfor people of faith,” she added. Con-tinuing, Clinton noted, “to us, to mepersonally, this video is disgustingand reprehensible. It appears to havea deeply cynical purpose to denigratea great religion and to provoke rage.But, Clinton stressed, there is no jus-tification, none at all, for respondingto this video with violence. “We con-demn the violence that has resulted,in the strongest terms. And we greatlyappreciate that many Muslims in theUnited States and around the worldhave spoken out on this issue.”

She said America’s commitmentto religious tolerance goes back tothe very beginning of the nation.“We are home to people of all reli-gions, many of whom came to thiscountry seeking the right to exercisetheir own religion, including, ofcourse, millions of Muslims.” The USSecretary of State also voiced thehope that steps will be take to avoidescalation of protests into violence.

“We are closely watching what ishappening in Yemen and elsewhere,and we certainly hope and expect thatthere will be steps taken to avoid vio-lence and prevent the escalation ofprotests into violence.” Clinton said :“violence, we believe, has no place in re-ligion and is no way to honor religion.”“Islam, like other religions, respects thefundamental dignity of human beings,and it is a violation of that fundamentaldignity to wage attacks on innocents. Aslong as there are those who are willingto shed blood and take innocent life inthe name of religion, the name of God,the world will never know a true andlasting peace.

“It is especially wrong for violenceto be directed against diplomatic mis-sions. These are places whose verypurpose is peaceful, to promote betterunderstanding across countries andcultures.” The top US diplomat re-minded that “all governments have aresponsibility to protect those spacesand people because to attack an em-bassy is to attack the idea that we canwork together to build understandingand a better future.” In her remarks,

SC seeks report on ISI’s political cell

The Supreme Court on Thursday directed the ministries ofdefense and interior to submit their replies over existence ofany political cell in the Inter-Services Intelligence (ISI) whilehearing a petition filed by Tehreek-i-Istiqlal Chief Air Martial(r) Asghar Khan, pertaining to the distribution of moneyamong politicians by the ISI. A three-judge bench, headed byChief Justice Iftikhar Muhammad Chaudhry and comprisingJustice Jawwad S Khawaja and Justice Khilji Arif Hussain,has been hearing the 1996 petition filed by Khan who accusedthe ISI of financing politicians in the 1990 elections bydishing out Rs140 million to create the Islami JamhooriIttehad (IJI) and prevent Benazir Bhutto’s PPP from winningthe polls. The petition was based on an affidavit of former ISIchief Lt Gen (r) Asad Durrani. During the hearing, AttorneyGeneral Irfan Qadir informed the bench that the notificationenabling the formation of the ISI’s political cell was notavailable. The chief justice remarked that it appeared thatthere were mere speculations about the existence of the cell.Khan’s counsel Salman Akram Raja failed to appear for thehearing, Raja’s Advocate-on-Record informed the court.Responding to which, Chief Justice Iftikhar remarked thatthe case was significant and its hearings were crucial.However, due to the counsel’s absence on account of illhealth, the hearing was being adjourned. The hearing wassubsequently adjourned to October 3.
