    Welcome to the March edition of

    ecdpsmonthly email update.

    This month we have been looking at yourresponses to our Access to Work survey. Thelived experience of those who completed theonline survey has fed into our report, which looksat how people obtain and use their Access toWork support and how they have been affected

    by the recent changes which our membersinitially highlighted to us.

    We will of course be sharing this report with ourmembers via the ecdp website and you can readmore about the key findings on page 3.

    In our last bulletin we wrote about the proposedchanges to Disability Living Allowance (DLA).The consultation period on the reforms closedduring February and ecdp submitted a response,which you can read more about on page 4. Wewill be keeping our members updated on thisissue - which we know affects many of you -through this bulletin, our quarterly ecdpmagazine and ourwebsite.

    ecdp report on Access to Work

    54 of our members contributed their lived experience through ouronline survey and a further 8 shared their stories through the LivedExperience Log kept by ecdp.

    A key area identified by members was the effect that goodcommunication had on their overall experience of using Access toWork. Where communication had been poor it was harder forindividuals to use the service successfully. People used their support

    in a number of ways, which demonstrates the importance of flexibilityin supporting people doing different jobs and with different supportneeds.

    People disclosed both positive and negative experiences of obtainingand using Access to Work. However, whether people had positive ornegative points to make, a resounding message was that the supportprovided was essential to individuals. A large majority of respondents(76.9%) said they could not work without the support that Access toWork provides.

    This report will be feeding into the Sayce Review, looking at disabilityrelated employment programmes (including Access to Work), whichyou can read more about on the Department for Work and Pensions(DWP) website.

    This report will be sent directly to the Minister for Disabled People,Maria Miller by Mike Adams, ecdps Chief Executive. This reinforcesthe importance of respondents contribution; their lived experience

    being used to inform the next steps taken by the Government.

    ecdp responseThe government consultation period for the reforms to Disability LivingAllowance (DLA) closed on Friday 18 February. The response ecdpsubmitted is available to read on our website:ecdp response DLAconsultation

    Many of our members will know weve done a lot of work on DLAover the last year, including our survey of members views, theresults of which can be read on our website: ecdp survey on DLA /ILF

    ecdp has worked with Disability Alliance and encouraged people toshare their individual experiences with them. As such, this document isecdps organisational response, which takes a policy-based approachand references other campaigns and points other organisations andindividuals have made.

    TrainingThe Equality Act is here. Are you taking notice?

    Our next Disability Equality Training course will be taking place onThursday 7 Apriland will cover:

    What are the rights and entitlements for disabled people? What is it that disables people in society? What does the Equality Act (2010) cover? What is the correct language and terminology to use?

    By the end of the training you will be able to answer these questions.

    Participants will also get the opportunity to develop and share practicalguidelines for best practice.

    All courses take place at our fully accessible Chelmsford trainingcentre and are delivered by trainers with lived experience of disability.

    Deaf Achieve

    ecdp has been contacted by the Royal Association for DeafPeople (RAD), who are offering a new project to supportDeaf/deafened people aged 18-65 who feel isolated or low in selfconfidence.

    Free Cultural Awareness Workshop

    Our colleagues at Essex County Council are running a free culturalawareness sessions for those in receipt of social care services, andtheir relatives, with the aim of overcoming language and culturalbarriers in care.

    The event is being held at 10am on Tuesday 22 March 2011 at AdultCommunity Learning, Bishops Hill, Rayleigh Road, Brentwood CM131BD.

    Essex Supported Volunteering

    In Essex CSV is currently recruiting more volunteers to support adultswith learning disabilities to engage in their local communities. Theproject, Essex Supported Volunteering, is in its tenth year and needsmore volunteers to help retain its success. The project works withadults with learning disabilities who wish to volunteer or access theircommunities. Support Volunteers act as positive role models to offerguidance, support and a friendly face.

    Tessa Dallyn-Roberts, Project Manager said, We need to recruit morevolunteers to support adults with learning difficulties living in theRochford, Castle Point, Rayleigh areas. Potential volunteers do notneed any specific skills just the desire to help people successfullyaccess their surrounding communities. Anyone who wishes to getinvolved will have the opportunity to make a real difference to theircommunity and to the lives of those they support. In addition they willhave the opportunity to learn new skills and develop experience of thisinteresting area of work.

    Volunteers need to be over 18 and willing to commit a few hours aweek for a minimum of six months. Full training and support and outof pocket expenses will be given to all those becoming involved in thescheme and in addition, applicants will need to be willing to undergo ascreening process which includes a CRB check.

    Skills for Care Free Workshop

    Following a consultation process, Skills for Care has developed anew NMDS-SC module for people who employ their own care andsupport staff. These employers (known as Direct Employers for thepurpose of the NMDS-SC) are now able to access the module onthe NMDS-SC website. One of the benefits of completing the NMDS-SC is that employers are then eligible to apply for Training StrategyImplementation (TSI) funding which is a contribution towards thetraining of their workers.

    As part of the implementation plan for the new module, we would liketo invite you to attend a free workshop which will showcase the newmodule and also to ask your advice on how we implement the newNMDS-SC questionnaire with people who employ their own care andsupport staff so that we can identify some real benefits for theseemployers.

    The workshop takes place on Friday 25 March, 11am-2pm and is opento Direct Payment or User Led Organisation representatives, LocalAuthority leads, and people who employ their own care and supportstaff as well as staff from the Eastern Region Employer Engagementpartnerships.

    True Vision Hate Crime reporting

    A new website, called True Vision, has been launched across theUK to enable witnesses and victims to report hate crime online. Thewebsite includes a secure online reporting form which automaticallydistributes to the relevant police force.

    As well as providing the facilities to report, there are also pages ofinformation aboutwhat hate crime is and the different ways you canreport it, including through the website.

    The police service believes True Vision will help increase the reportingof hate crime by building confidence in victims and offering a range ofreporting options for those who may not wish to talk directly to thepolice.

    The Governments Hate Crime Advisory Group will be examining hatecrime data in the forthcoming months and years to better understandthe extent of hate crime and to challenge where performance does notmeet the high standards that the public rightly demands of the criminal

    justice agencies.The website can be used to report all types of hate crime, but there aresome pages dedicated to disability hate crime.

    Local Inclusion Lab opportunity - local

    approaches to multiple disadvantageAs part of a national project looking at the issue of multipledisadvantage, a range of organisations wish to work with a smallnumber of areas from April to September 2011 to find ways to reducemultiple disadvantage amongst adults.

    Expressions of interest to become Local Inclusion Labs are invitedfrom areas that want to: Improve the outcomes of multiply disadvantaged adults in their area Access support from a range of partners to help achieve this Be at the forefront of current thinking and learning on reducing

    multiple disadvantage.

    Last yearecdp was invited by the Cabinet Office to work with them

    and others on this project, which is aiming to find and publicise newapproaches to resolving multiple disadvantage. We are thus pleasedto publicise this opportunity.

    Multiple disadvantage is circumstances being experienced by peoplewith 3 or more needs, some or all of which are not being met otherthan possibly at a time of crisis (eg A&E). Examples of causes ofdisadvantage include homelessness, unemployment, poor physical ormental health, and limited social networks.

    Whilst not all disabled people experience multiple disadvantage, weknow that a good number do, and are pleased to be working alongsideother nationally recognised organisations with the Cabinet Office tosupport work on this important issue.

    Blue Badge Scheme reform

    On Monday 14 February 2011 a major programme of reforms to theBlue Badge scheme was announced by the Government. The reformprogramme has been developed in consultation with disabled people,local authorities and other stakeholders, and on the basis of researchand economic analysis. The reforms will deliver the mostcomprehensive changes to the Blue Badge scheme for 40 years.

    Self funders, complaints and adult

    social careThe Local Government Ombudsman has commissioned someresearch to establish information about the current state of complaints-handling within the adult social care sector. The Ombudsman wants tounderstand what works well in current complaints-handling, and whatneeds to be improved, from a range of different perspectives, includingthose of people who use adult social care services, their relatives orothers acting on their behalf, care providers, independent advocacyand advice organisations, and local authorities.The findings will be used to inform LGOs future work, planning andpriorities, especially in relation to how it meets its new responsibility.

    To help us understand the views and experiences of people who havemade a complaint about their social care, our colleagues at the Officefor Public Management are carrying out some interviews.In particular, they would like to ask about peoples own experiences ofthe complaints system, and what worked well, and what could be

    improved.

    A variety of people can take part in this research, including peoplewho: Are self-funding adult social care service users or relatives of self-

    funding service users Are using Direct Payments to privately arrange their own adult social

    care or that of a relativeAND

    have made a complaint about adult social care services - ideallywithin the past 18 months (i.e. complaint first made in/since July2009)
