Workshop report

1. Background

A one-day workshop was jointly organized by the RA National Statistical Service (hereinafter: NSS) and FAO under the “EC/FAO Programme on information systems to improve food security decision-making in the European Neighborhood Policy (ENP) East area” on 3 March 2011. The Programme is financed by the European Commission and implemented by FAO. The Programme aims at improving food security by enhancing the national capacity to generate, analyse, communicate and mainstream more relevant and reliable information into policies and programmes. The workshop took place in NSS’s meeting room.

2. Workshop objectives

The objective of the workshop was to present and discuss the findings and recommendations of an FAO Senior Statistician and an international consultant to improve the reliability and accuracy of Food Balance Sheets (FBS).

The Workshop also provided an opportunity to present the potential of improved FBS for food security policies and programmes to concerned staff from the Ministry of Agriculture (MoA). The Workshop was organized for the stakeholders of the Programme who are interested in FBS, i.e. producers and users of statistical data, namely staff from the NSS (Food Security Statistics Division, Agricultural Statistics Division, Household Budget survey Division) and the Ministry of Agriculture (Agricultural Planning Department, Crop Production Department). The workshop was designed in such a way as to engage all participants in discussions and reflect on appropriate recommendations for all state institutions involved in FBS preparation in Armenia. The agenda of the workshop is provided in Annex 1. An FAO Senior Statistician (Gladys Moreno Garcia) and an FAO international consultant (G. Lengyel, the Hungarian Central Statistical Office, Head of unit) presented the conclusions of their review of FBS to the participants, as well as shortcomings and recommendations to address them. A presentation was delivered by the FAO Statistician to increase awareness and understanding of partner institutions of potential uses of FBS to support policy formulation, monitoring and impact evaluation on issues such as import requirements, grain procurement needs (from domestic production as well as from imports) and public food stock management.

The international consultant also reviewed the Food Security and Poverty Bulletin and provided some recommendations for improvements.

3. Participation

The Workshop was attended by 28 participants, including the programme coordinator, FAO assistant representative, an FAO statistician, an international consultant and the country coordinator. Participants belong to a number of national institutions: RA Ministry of Agriculture (represented by the Crop Production, Agro-processing and Food Safety, Agricultural Planning Departments) and RA National Statistical Service (Food Security Statistics, Agriculture Statistics, and Household Budget Surveys Divisions). The list of participants is presented in Annex 2.

4. Process

The Participants of the Workshop were welcome by Gagik Ananyan, Member of the RA National Statistical Council, and Samvel Avetissyan, the First Deputy Minister of Agriculture. Both high-level officials noted the importance of the FBS for monitoring food insecurity and poverty. They emphasized that the objectives of the Programme were in line with the priorities of their institutions. Francoise Trine, programme coordinator, highlighted the importance of the workshop for the Programme and the expected results. A series of presentations were delivered:

• The first presentation focused on the EC/FAO Programme, its objectives, areas of intervention and main activities (Mane Tapaltsyan, country coordinator). The country coordinator also thanked the NSS Deputy President for all the support provided in organizing the workshop.

• A second presentation was delivered by the FAO statistician (Gladys Moreno): ‘FAO methodology on Supply Utilization Accounts and Food Balance Sheets”. The FAO statistician provided examples of uses of FBS for policy-making in other countries.

• The next presentation was delivered by Valeri Azoyan, Head of Infrastructures and Food Security Division, MoA. The presentation was devoted to the use of FBS in developing the agrarian policy.

• The last presentation was delivered by the FAO international consultant (Giorgy Lengyel): “Analyses of Food Balance Sheets and review of the Food Security and Poverty Bulletin”. The consultant presented the shortcomings of FBS and the Food Security and Poverty Bulletin and made some recommendations for improving the reliability of the FBS and the Bulletin’s content and format

Each presentation was followed by an active discussion among participants.

5. Main recommendations

The main recommendations of the FAO statistician and the international consultant to improve FBS in Armenia are: Create expert working groups to review the data and estimates which are used to compile FBS. Each group would be composed of a few selected experts (indicatively no more than five to ensure efficient results) who are knowledgeable about a specific commodity or group of commodities. Experts are expected to be identified among NSS and MoA staff and other entities from the civil society involved in the development of agriculture (private sector, Agrarian University and NGOs). Check the coherence of FBS consumption figures with Household Budget Survey (HBS) data. HBS data should also be used to assess the percentage of food consumption currently covered by FBS (which includes 14 commodities or groups of commodities). Detailed findings and recommendations are provided in Table 1.

1. Quality and availability of data

- Quality of production data is low; no agricultural census has been conducted since 1920 and there is therefore no updated sampling frame available for the survey; data are mainly collected through community reporting and an annual survey

- Continue advocate in favour of the conduct of the agricultural census; in the meantime, create a new sampling frame for the agricultural survey, based on the agricultural module of the population census (planned to be conducted in October 2011)

2. Coverage of the FBS

- FBS does not cover all commodities/commodity groups of interest to the users

- Not clear what percentage of total food consumption the FBS is currently covering (with 14 commodities and commodity groups)

- FBS users to review the list of commodities/commodity groups to include all key commodities for policy planning

- Ensure that the commodities that compose FBS cover at least 80% of the total Dietary Energy Supply (DES)

- Include a footnote in the Bulletin providing the indicative percentage of consumption covered by current FBS

The findings and recommendations concerning the Food Balance Sheets and Food Security and Poverty Bulletin are provided in Table 2. More systematic consultation is required with the users to tailor the Bulletin to actual needs. It is recommended to organize a workshop gathering the users and producers of food security and poverty information to review the content and format of the Food Security and Poverty Bulletin. This workshop could possibly be organized during the FBS follow-up mission within the next 4 to 6 months to review progress made by the expert working groups and to advise, as required, on follow-up actions to improve FBS.

3. Reliability of FBS figures

- Daily consumption (Kcal/capita) appears unrealistic for a number of commodities: wheat, sugar (raw equivalent), sugar and sweeteners, vegetables and milk excluding butter; for example, the consumption indicated in 2007 FBS for vegetables (901 Kcal/capita/day) or 329 Kg/capita/year is very high and is in fact the highest in the world!

The question is under discussion by NSS and the others national users and after that appropriate adjustments will be done.

- Reconcile FBS figures with Household Budget Survey Figures, consumption levels in neighboring countries and other relevant sources of data

- Review the conversion factors used to convert primary commodities into processed commodities

- The expert working groups to review the methods which are used for estimating missing data

- The expert working groups to review the technical coefficients which are used for estimating losses, feed and final stocks

4. National Food Composition Table (NFCT)

- FBS is currently using international standards for the conversion of consumption into Kcal (with adjustments for some commodities)

- Adjust FBS with NFCT as soon as available (NSS has indicated that the table is expected to be ready in a few weeks)

- The expert working groups to analyse the revised FBS before release

5. Documentation of the methods used to prepared FBS

- No documentation available, except generic text in the bulletin

- Document all the steps to compile data for Supply Utilization Accounts (SUAs) and estimate missing data for FBS preparation, at least for internal purpose; this is important for continuity and as a basis for discussing improvements (expert working groups); provide sufficient information to users for them to understand the methods which are being used to produce FBS; transparency is key for building trust between data users and producers

6. Conclusions and follow-up actions

The discussions during the workshop demonstrated that there is strong interest from the national institutions in improving Food Balance Sheet. All parties attentively followed the presentations and the findings and recommendations of the two FBS experts. The Workshop was successful in gathering both users and producers of information. The recommendations stressed the fact that improving FBS will require strengthening cooperation between MoA and NSS and creating joint working groups to review FBS for specific commodity or groups of commodities. The workshop follow up actions are the following:

- The country coordinator to handle a translated summary of the main findings and recommendations to NSS and MoA as soon as possible after the mission.

- The Programme to support the implementation of the recommendations of the FBS experts to improve FBS and the Food Security and Poverty Bulletin.

- A follow-up mission to be organized by the Programme within 4 to 6 months to review progress made by the expert working groups and to advise, as required, on follow-up actions to improve FBS.

- The Programme to support the organization of a workshop gathering the users and producers of food security and poverty information to review the content and format of the Food Security and

Poverty Bulletin. This workshop could possibly be organized during the FBS follow-up mission mentioned above.
