We have made it to February. This, to me, is the longest part of winter. We don’t have any holidays to look forward to or prepare for, it’s cold outside, and it feels like it is dark when I come to work and dark when I leave. However, we are on the pos-itive side of the winter solstice now, where every day gives us just a little bit more daylight. As I write this, it is still early in January. We have not had much snow yet and the weather has been warm then cold and then warm again. I have no doubt we will get our fair share of snow, especially since the lake is not freezing over. I have rented a cabin in Cooks Forest for a January weekend getaway with the fam-ily that I am looking forward to very much. We have plenty of new board and card games to try and hope to do some hiking and animal spotting while we are there. My sister and her family will join us during the days for some activities, which will make it all the more special. Active Aging has been settling into the winter doldrums also. Things have been rel-atively status quo as we move into the new year. Some of our staff are learning new things as their responsibilities change with the implementation of managed care that came on January 1st. They are an incredibly talented and dedicated group, so I know they will all do well in their new roles. This is a good time of year to seek out new experiences and meet new people. Check out the activities we have sched-uled at our Active Aging centers in this edition of the Echo. Pick just one and give it a try. You just might find a new hobby or meet a new friend. The Importance of the Census Program at Active Aging CentersThe Active Aging Centers will welcome Nancy Agostine, the Partnership Specialist for the U.S. Census Bureau she will be presenting about the impor-tance for the upcoming 2020 Census. She will go over what to expect on the census and how easy it is to respond. She will also discuss the Federal Laws that are in place to protect your personal information as well as answer questions. We hope that you will join us for this important program.

This program is open to all seniors, age 60 and over. If you would like to stay for lunch, please be sure to make reservations two days in advance by calling your local senior center at the above numbers. PACE / PACENETStarted in 1984, the Pharmaceutical Assistance Contract for the El-derly (PACE) Program helps older persons living in Pennsylvania to pay their prescription expenses. PACENET is the Pharmaceuti-cal Assistance Contract for the Elderly Needs Enhancement Tier. This program has been created to assist older Pennsylvanians, whose incomes are slightly higher than the PACE income limits, with the cost of their prescription drugs. From the Foundation Feb. 2020Warm winter greetings from the Active Aging Foundation Staff! As I write this in January, it’s a balmy 35 degrees. I don’t know about you, but I’ll take it! As we make our way through 2020, the Foundation will contin-ue to provide support and assistance to advance the mission, interest and goals of Active Aging, Inc. If you have not visited one of our Ac-tive Aging Centers lately, or if you are not aware of all of the services and programs provided by Active Aging, please stop by our offices in Meadville or any of our Centers throughout Crawford County for an update or give me a call and I will share what I have come to know about this agency and the wonderful people who work here. During the past few months we have seen an increase in the number of memorial donations that we receive. It is such a wonderful tribute to donate in someone’s memory. Sometimes memorial donations are suggested in an obituary, other times it is the donor’s idea. Whatev-er the prompting, family members always appreciate being informed that their loved one has been remembered in this way. Please consider donating in this way, no amount is too small.Our next scheduled special event is our special Leap Year Bingo called “Blingo Bingo” on Saturday, February 29th. We’ll be playing bingo for designer purses, jewelry and cash that afternoon. Tickets are only $29 in advance. The Low-Income Home EnergyAssistance Program, also known as

LIHEAP, opened for the seasonNovember 1, 2019.

LIHEAP helps families with low incomes pay their heat-ing bills in the form of a cash grant. Crisis grants also are for households in immediate danger of being without heat. With cash grants, a one-time payment is sent di-rectly to the utility company/fuel provider, and will be credited on your bill. This is a grant and does not have to be repaid.Some facts to know:•You must meet income guidelines (guidelines change each year) 1 person must have an annual income of less than $18,735 2 persons must have an annual income of less than $25,365 Add $6,630 for each additional household member•You don’t have to be on public assistance •You don’t need to have an unpaid heating bill •You can rent or own your home •To apply, you will need: names of people in your house-hold, dates of birth for all household members, Social Security numbers for all household members, proof of income for all household members, and a recent heating bill. •There are three ways to apply for LIHEAP: online, on paper, or in person.For more information about LIHEAP, please contact the county assistance office at 814-333-3400, or, call the LI-HEAP hotline at 1-866-857-7095, Monday through Friday.Active Aging, Inc. can assist persons over the age of 60 apply for LIHEAP. APPRISE UpdateAPPRISE, the State Health Insurance Assis-tance Program for all Medicare beneficiaries residing in Pennsylvania, recently completed another successful Annual Open Enrollment Period. During Medicare’s Annual Open En-rollment, beneficiaries have the opportunity to compare their current Medicare Advan-tage Plan or Part D prescription drug plans and make any necessary changes to their coverage for the upcoming year. At Active Aging, Inc., the APPRISE Program remains very busy all year. APPRISE counselors are available, by appointment, to give informa-tion to individuals who are new to Medicare, assist with problems or questions about cur-rent coverage, and to screen and assist those eligible for Medicare cost-savings programs.Outside of Annual Open Enrollment, there are Special Enrollment Periods (SEP) for individuals who may be eligible to make a change to their current coverage. Below is a list of examples for when a person may qual-ify for a SEP:You change where you live•I moved to a new address that isn’t in my plan’s service area. •I moved to a new address that’s still in my plan’s service area, but I have new plan op-tions in my new location. •I moved back to the U.S. after living outside the country. •I just moved into, currently live in, or just moved out of an institution (like a skilled nursing facility or long-term care hospital).

•I’m released from jail. You lose your current coverage •I’m no longer eligible for Medicaid. •I left coverage from my employer or union (including COBRA coverage). •I involuntarily lose other drug coverage that’s as good as Medicare drug coverage (creditable coverage), or my other coverage changes and is no longer creditable. •I had drug coverage through a Medicare Cost Plan and I left the plan. •I dropped my coverage in a Program of All-inclusive Care for the Elderly (PACE) plan. You have a chance to get other coverage•I have a chance to enroll in other coverage offered by my employer or union. •I have or am enrolling in other drug cov-erage as good as Medicare prescription drug coverage (like TRICARE or VA coverage). •I enrolled in a Program of All-inclusive Care for the Elderly (PACE) planYour plan changes its contract with Medicare•Medicare takes an official action (called a “sanction”) because of a problem with the plan that affects me. •Medicare ends (terminates) my plan’s con-tract. •My Medicare Advantage Plan, Medicare Prescription Drug Plan, or Medicare Cost Plan’s contract with Medicare isn’t renewed. Other special situations•I’m eligible for both Medicare and Medic-aid.

•I qualify for Extra Help paying for Medi-care prescription drug coverage. •I’m enrolled in a State Pharmaceutical As-sistance Program (SPAP) or lose SPAP eligi-bility. (This is PACE/PACENET in PA) •I dropped a Medigap policy the first time I joined a Medicare Advantage Plan. •I have a severe or disabling condition, and there’s a Medicare Chronic Care Special Needs Plan (SNP) available that serves peo-ple with my condition. •I’m enrolled in a Special Needs Plan (SNP) and no longer have a condition that qualifies as a special need that the plan serves. •I joined a plan, or chose not to join a plan, due to an error by a federal employee. •I wasn’t properly told that my other private drug coverage wasn’t as good as Medicare drug coverage (creditable coverage). •I wasn’t properly told that I was losing pri-vate drug coverage that was as good as Medi-care drug coverage (creditable coverage).These Special Enrollment Period situations have been adapted from www.medicare.gov; if you would like to learn more about special enrollment period situations, please visit www.medicare.gov or contact AP-PRISE. Aging and Disability Resource Centers (ADRC) exist nationwide. In Pennsylvania, ADRC is known as the Pennsylvania Link to Aging and Disability Resources, commonly known as the PA Link. It is designed to be a cross-age, cross-system network of local, regional, and state partner agencies that col-laborate to help individuals who need home and community based services and supports. This coordinated network of partners allows a consumer to initiate contact with any PALink partner and access information, assis-tance,and resources through a “no wrong door” approach, thereby minimizing consumer and provider duplication, reducing confu-sion, streamlining access, and creating much needed “safety nets”.PA Link partners represent a wide range of local human service and healthcare providers as well as community leaders, civic organiza-tions, state agencies, and other groups such as consumer, advocacy, and faith organizations.
