1. IntroductionThis report provides a description of the ecological values associated with proposed public road (crownland) crossings in the Orana area located approximately 20 kilometres south-west of Chinchilla in CentralQueensland (refer Appendix A: Study areas and locality). The results are based on data derived fromdesktop assessment, database searches and field survey/scouting activities to indicate the vegetationcommunities, flora and fauna species, habitat values and existing areas of disturbance within the studyarea.

1.1. Scope of worksThe scope of this Ecology Assessment Report includes proposed public road (crown land) crossings listedin Table 1 and which are illustrated in Appendix A: Study areas and locality. The information providedrelates specifically to the study area which, for the purposes of this report, is deemed to be the area ofdirect impact within the public road (crown land) and the Right of Way (RoW) width proposed to bedeveloped specified in Table 1.

2.1.1. Commonwealth environmental matters

Environment Protection and Biodiversity Conservation Act 1999 (EPBC) protected mattersdatabase search results concerning Matters of National Environmental Significance (MNES)(protected under the EPBC Act) such as threatened ecological communities, threatened flora,threatened fauna, migratory species, marine species, weeds and pest fauna are includedbelow. A copy of the report is contained in Appendix B: Results of EPBC Protected MattersSearch Tool conducted on 21.07.2013.

2.1.1.1. Wetlands of international importance (Ramsar sites)

No Ramsar wetlands are located within 10km of the search area. However, the ProtectedMatters Search Tool (PMST) identified that the search area is proximate to an area that isupstream of Narran Lake Nature Reserve. This reserve is a Ramsar wetland and is located over400km to the south-west of the search area.





2.1.1.2. Threatened ecological communities

Searches of the EPBC protected matters database listed four Threatened EcologicalCommunities (TECs) as potentially occurring within the search area. These are listed in Table 5.

Whilst not returned in the PMST search results, review of literature associated with the searcharea (e.g. refer to Ecology Assessment Reports prepared for allotments adjacent to public roadcrossings and listed in Table 3) indicates that Pterostylis cobarensis (Cobar Greenhood Orchid),which is listed as Endangered under the EPBC Act, has previously been recorded in proximity tothe study areas. Presence of this species is discussed in Table 11.

2.1.1.4. Migratory species

All migratory species identified from the EPBC protected matters search are listed in AppendixB: Results of EPBC Protected Matters Search Tool conducted on 21.07.2013.

2.1.1.5. Marine species

Whilst not returned in the Wildlife Online search results, review of literature associated withthe search area (e.g. refer to Ecology Assessment Reports prepared for allotments adjacent topublic road crossings and listed in Table 3) indicates that two fauna species; Calyptorhynchuslathami (Glossy Black-cockatoo) and Lophoictinia isura (Square-tailed Kite), which are listed asVulnerable and Near Threatened respectively under the NC Act, have previously been recordedin proximity to the study areas. Presence of these species is discussed in Table 14.

2.1.2.3. Other environmental values (DERM mapping)

While it is noted that No Concern at present REs and high value regrowth (HVR) are not definedas ESAs, the habitat provided by vegetation may provide refuge for threatened species. Theseother environmental values are included to provide further ecological context within the searcharea.

2.2. Field surveyField surveys were conducted by various consultant ecologists and Origin Energy Field EnvironmentalAdvisors on various dates throughout 2011, 2012 and 2013. The results of survey and scouting activitiesare provided in the following sections.

2.2.1. Commonwealth environmental matters

Field survey results concerning MNES (protected under the EPBC Act) such as threatenedecological communities (TECs), listed flora, listed fauna, migratory species, weeds and pestfauna are included in Tables 11 to 18.

2.2.1.1. Threatened ecological communities

No EPBC Act listed TECs have been identified within the study areas as a result of the fieldsurvey and scouting activities.

2.2.1.2. Threatened flora

No EPBC Act protected flora were identified within the study areas during field survey andscouting activities. However, potential habitat for a number of EPBC threatened species existsand this is detailed in Table 11.

2.2.1.4. Migratory species

No migratory (terrestrial) species were recorded within the study areas as a result of fieldsurvey and scouting activities. However, the study areas provide habitat resources for a rangeof migratory terrestrial species such as Hirundapus caudacutus (White-throated Needletail) andRhipidura rififrons (Rufous Fantail) and one migratory species, namely Merops ornatus(Rainbow Bee-eater) has been recorded in close proximity to study areas (recorded on Lot 3RP185772, Lot 9 RP185773, Lot 10 RP185773, Lot 5 RP185773, Lot 2 RP138057 and Lot 31RG128). The habitats within the study areas are however, not considered to represent animportant area of habitat for migratory terrestrial species in a local or regional context.

Further, the study areas lack substantial permanent water bodies and are therefore consideredunlikely to contain important or significant habitat for aquatic and wetland migratory species(DSEWPaC 2013(v)).

2.2.1.5. Marine species

No marine species were recorded within the study areas as a result of field survey and scoutingactivities. However, the study areas provide potential habitat resources for a range of listedmarine species (non-oceanic). The habitats within the study areas are, however, not consideredto represent an important area of habitat for marine species in a local or regional context. The





study areas lack shore lines and oceanic habitats, and therefore do not support habitat foroceanic marine species or shore birds.

2.2.2. Queensland environmental matters

2.2.2.1. Threatened species (NC Act)

Field survey results concerning NC Act listed flora and fauna are contained in Tables 13 and 14.

2.2.2.1.1. Flora

No flora scheduled as threatened under the NC Act were recorded within the study areas duringthe field survey and scouting activities however, the study areas provide potential habitat for anumber of threatened species. Potential presence of these species is discussed below in Table13.

Acacia wardellii Wardell’s Wattle Vulnerable Potentially present- the studyareas are within the predictedrange for this species. The speciesgrows in gravelly soil on shallowweathered sandstone in eucalyptwoodland. The species is recordedas occurring in association withCorymbia trachyphloia, Eucalyptusexserta (mallee forms), Acacia sp.,shrubs and sparse grasses; with E.melanophloia and other Ironbarkeucalypts; or with tall E. crebrawoodland. It is also known to occur

in disturbed areas and in regrowthafter fire (DSEWPaC 2013(w)).

Habitat provided by no concern at present vegetation and HVR may provide refuge and feedingresources for threatened species. These other environmental values are included to providefurther ecological context within the study areas.

RE 11.7.7 was recorded as the dominantcomponent within a heterogeneouspolygon occurring across ORA116-3. Thestudy area is contiguous with largerpatches of this same vegetation typeoccurring through the wider Orana field,thereby providing a high level ofconnectivity for species movement.

Vegetation within the study area wasfound to be in relatively good condition,however, declared plant species wereidentified at various locations within thebroader area. This RE is considered toprovide habitat values to fauna in termsof foraging, shelter and potentialbreeding resources (e.g. hollow bearingtrees, peeling bark and logs). This RE isalso considered to provide potentialhabitat for threatened flora species (e.g.Acacia wardellii, A. tenuinervis).

2.2.2.4.2. High value regrowth

None of the study areas were identified and/or mapped during the field survey and scoutingactivities as being HVR.

2.2.3. Weeds and pests

Weed and pest animal species including Weeds of National Significance (WoNS) and weedspecies declared under the Land Protection (Pest and Stock Route Management) Act 2002 (LPAct) were recorded during field survey and scouting activities. The distribution of these weedand pest species is discussed in the following sections.

2.2.3.1. Weeds

The WoNS and weed species declared under the LP Act recorded during the field survey andscouting activities and which can reasonably be expected to occur in the study areas are listedin Table 17.

2.3. Existing disturbanceGenerally, the study areas are vegetated with remnant woodland communities which are considered tobe in relatively good condition. Some previous disturbance is evident and a description of existingdisturbance within these study areas is provided in Table 19.

3. Conclusions and recommendationsDesktop data review, field surveys and scouting activities identified that the proposed road crossings(study areas) are in relatively good condition and offer ecological value such as threatened flora andfauna species habitat. All proposed road crossings within the study areas have been subject to somelevel of historical disturbance associated with either road construction or clearing forboundary/fenceline access tracks.

Known and potential ecological values associated with the study areas can be summarised as follows:

The proposed road crossings for ORN003-4, ORA005-1, ORA021-3, ORA123-3 and ORA116-3 containvegetation in the road reserves which has been field verified as REs 11.5.1 and 11.7.7, both ofwhich have a Biodiversity Status of ‘No Concern at Present’ and a Vegetation Management Act1999 conservation status of ‘Least Concern’.

No State or Commonwealth threat-listed flora species were recorded directly within the studyareas however, potential habitat for a number of threat-listed species exists, specificallyPterostylis cobarensis and Acacia tenuinervis which have previously been identified in proximity.

No State or Commonwealth threat-listed fauna species were recorded directly within the studyareas however, potential habitat for a number of threat-listed species exists. Those consideredmost likely to occur include Strophurus taenicauda, Egernia rugosa, Phascolarctos cinereus,Calyptorhynchus lathami and Lophoictinia isura.

Although not recorded directly within the study areas, four Type A restricted plants under theNature Conservation Act 1992 namely, Cymbidium canaliculatum, Brachychiton populneus,Caladenia caerulea and Xanthorrhoea johnsonii have been recorded in proximity to the proposedroad crossings and potential habitat exists in some road crossings for these species.

Commensurate with the ecological values identified in this report, the following recommendations aremade:

Where potential habitat for threat-listed species has been identified, clearing is to be undertakenin accordance with relevant Threatened Species Management Plans.
