ABSTRACTThis document summarizes the statewide assessment
programs required by the Maryland State Department of Education andthe exemptions, excuses, and accommodations permitted for eachprogram. All students are to be included to the fullest extentpossible in the mandated state assessments. The accommodations for anindividual student are meant to provide currently needed support toenable the student to participate in the assessment. Exemptions are .
granted for some studenfti and excuses are granted for students whodemonstrate, or are expected to demonstrate, inordinate frustration,distress, or the disruption of others., The assessment programsdiscussed are: (1) the Maryland Functional Testing Program (MFTP);(2) the Comprehensive Tests of Basic Skills (CTBS); and (3) theMaryland School Performance Assessment Program (MSPAP). Exemptions tothe MFTP may be granted to those of limited English proficiency(LEP), students with disabilities, and transfer students; andaccommodations are available based on individual evaluations. LEPstudents and those with disabilities may be exempted from the CTBS,and accommodations may be made. Requirements for the MSPAP aresimilar to those of the CTBS, but include some accommodations for LEPstudents. A chart summarizes exemptions, excuses, and accommodationsfor each program. Attachments include an explanation of thecomputations for the school's database, a summary of permittedaccommodations, and guidelines for participation determinations. Anappendix presents nine case studies, and a second appendix giires thedomains, outcomes, and indicators for the Independence MasteryAssessment Program. (Contains three tables.) (SLD)
