2. Efforts should be made to select participants from SC, ST, OBC, PH, women &minority categories of MSMEs.Further, while incurring the expenditure austerity measuresshould be taken into account as issued from time to time by competent authority.

3. Micro, Small & Medium Enterprises - Development Institute (MSME-DI)will provideall technical inputs including preparation of background documents/ course materialidentification of suitable topics and faculty for presentation. The financial support by Golmay cover wherever necessary, the expenses towards rent for venue, training materials,audio/ video aids, TAIDA and honorarium to the Guest Faculty, expenditure on transport,purchase of stationary items, refreshment and other miscellaneous expenses as per Govt.of India rules viz. F.R. -46 (11- Honorarium to guest faculty), S.R. 190a (travellingallowance to persons who are not in civil service), Government assistance is only fororganisational expenses of the proposed event and not for capital items like equipmentsetc. Further, the procedure prescribed under GFR including the various guidelines underthe economy measures shall be followed.

4. The funds are under the plan scheme and non-recurring in nature.The MSME-Dlswill keep separate record of utilization of these funds. The saving, if any is NOTTRANSFERABLE.

5. The assets acquired wholly or substantially out of these funds should not, withoutthe prior sanction of the Government of India, be disposed or encumbered or utilized forthe purpose other than that for which the funds have been sanctioned.

6. Director of MSME-Dlswill send the progress report periodically / aftercompletion of the activity.

7. Director of MSME-Dlswill use the fund as per prescribed guidelines available atwww.dcmsme.gov.in and the subsequent clarification issued in this regard.8. The MSME-Dlswill follow the procedure prescribed under GFRincluding the variousguidelines issued under the economy measures.9. Under this Activity 4.1 of ICT guidelines, towards organizing the awarenessprogrammes, the Government of India will provide financial support as per thedeliverable, funding and implementation details given below:

i. The programmes will be organised by field institutes of % DC-MSMEmainly MSME-

ii. The awareness Programme will be of state level and will be organised inassociation with a National/State level or prominent Industry association.

111. In the awarenessProgrammeSpecialized Institutions (Sis) as a Key TechnicalExpertsalongwith Cloudcomputingserviceprovidersshouldbe essentiallyinvolved.(a) The awarenessProgrammewill be of one day duration (minimumsessionduration:7hrs.excluding lunchlteal other breaks).(b) Apart from technical deliberations, there should be live demonstration of ICTthroughCloudComputingservices.(c) Fundswill be provided @Rs.1.25lakh per programmemaximum with followingconditions:(d) For participation of 75-100 candidates(existingand prospective entrepreneurs):permitted fundsutilization Rs.1.25Lakh(e) The all expenditures including TAIDA honorarium to Sisl CCSPslGuestspeakers,Livedemonstrationsare to be met from the permissiblefund utilization.(f) The fundswill be directly releasedto MSME-Dlsand Diswill be allowed to draw anadvanceupto 50%of fundsallotted for a programmeto smoothlyorganizethe programme.10. MSME -Dis are hereby allocated funds for conducting awareness programmes as persanction order enclosed.

2. The main objective of the scheme is to motivate MSMEs to adopt ICT tools and itsapplications in their production and business processes with a view to improve theircompetitiveness in National & International market. The instant scheme is based on CloudComputing which emerged as a cost effective and viable alternative in comparision to inhouse ITInfrastructure installed by MSMEs. In Cloud Computing, MSMEs use the lAN/ WAN to accesscommon, as well as tailor made IT infrastructure including software for managing their businessprocesses. Details of the guidelines are on website of DC(MSME). These awareness programmesare being conducted under Activity 4.1 of ICTscheme guidelines. Under this activity, the ICTneedsof the MSMEs will be accessed during the programme and accordingly they will advised inselecting Cloud Computing Services for their enterprises. The scheme is being implementedthrough Telecommunication Consultancy India Limited (TCll) which will act as a SpecialisedInstitutes (SI) who in turn will implement it through Cloud Computing Service Provider (CCSP).TCll is finalizing 20 areas/ applications in which interventions can be made to benefit MSMEs.Theprogrammes are to be conducted by inviting expert faculty of TCll who will deliver a talk/ makePPTalongwith faculty from service provider. 3. . Faculty from Tell and service provider will sensitize the participants about the concept

and benefits of the scheme and advice them as how to avail benefit of the scheme. Director,

MSME-Dls will submit report of the programme including details of participants, summary of

feedback of participants, scope of implementation of the scheme in their respective areas,

expected number of beneficiaries in future to avail benefit of the scheme etc. The first programme

is to completed by 30.09.2016 and report to be submitted by 15.10.2016, second programme to

be completed by 31.12.2016 and report to be submitted by 15.01.2017, third programme (if.applicable) to be completed by 15.02.2017 and report to be submitted by 28.02.2017.
