A vision for e-Governance in J&K
The eGov Knowledge Exchange-Srinagar
transpired at The Lalit Grand Palace, Srinagar,
from May 23-25, 2013. The three day residential
conference on e-Governance was attended by
several key ministers and officials from Centre
and State Governments. The representatives
of several private companies that are engaged
in providing ICT solutions to the government
departments were also there. The Forum
provided a friendly and supportive environment
for the key decision makers to interact with
each other and exchange knowledge on the
crucial area of e-Governance. In the pages that

Today e-Governance has taken root in India. The world is
talking about the success that India has achieved in the
area of e-Governance. This success is the result of the
seeds sown by our leader Shri Rajiv Gandhi during 1980s.
Now it is the responsibility of each one of us to take Rajiv
Gandhis vision forward and create even better systems
for e-Governance
The Government of Jammu & Kashmir is now focusing
on developing IT industry in the state and implement-
ing several e-Governance solutions. I had the honour of
inaugurating our State Data Centre only last month, in
April. The SWAN is also in the offing

would like begin by dwelling on my reasons or conducting
this Knowledge Exchange Forum in Srinagar. I had a chance to
attend ew such orums in places like Udaipur, Hyderabad and
Bangalore and the realization dawned on me that there exists a
huge gap between the I industry that we have in the state and
the I industry that is there in places like Bangalore and Hyderabad. It was
then that I decided that we should hold an I event in Srinagar to enable the
local I companies to come in contact with the larger I players in other
parts o the country.So the first reason or holding the Knowledge Exchange Forum in
Srinagar is to provide a new launch pad or the local I companies. We
would like do all we can to enable the local I players to grow in size and
create new job opportunities in I sector or the states youth. Te second
reason behind holding the Knowledge Exchange Forum in Srinagar is
promotion o e-Governance in the state. Te Knowledge Exchange Forum
is also about exchange o knowledge on the critical area o e-Governance.
Key stakeholders in e-Governance have arrived rom all parts o the country
and they are going to contribute to the exchange o knowledge. We will learn
about many new ideas in e-Governance that have already been implemented
in other states. Tese can be replicated in J&K.
Te third purpose behind holding the Forum is to acilitate a healthy interactionbetween the government departments and the private companies. Afer all,

organisations join hands with private companies
or development o new initiatives or improving
the general quality o lie. e-Governance is today
recognised as an important system or bringing
transparency and efficiency into governance.
Te common citizens are responding very well to
e-Governance initiatives that have already been
launched. In act, people are now asking or even
better e-Governance initiatives to be launched.
Te private companies have to understandthat the e-Governance is not only or public
good, it is also a viable business opportunity.
While working on e-Governance projects,
the private companies can make money and
generate lot o new employment opportunities
or the nations youth. I would also like to
shed light on the initiatives that are part o the
national e-Governance plan and are now being
implemented efficiently in the state o J&K. We
already have the CSCs, which go by the name
o Khidmat Service Centres in J&K. As o now
we have around 810 Khidmat Centres in the
state, and our plan is to take the number to1200 so that all parts o the state are covered.
Te state datacenter, which can be considered
as the core inrastructure or e-Governance
in any state, is already there in J&K. It has
now gone online and many state government
departments have now started migrating their
applications to the state datacenter. Tere hasbeen the perception that perhaps the state o
J&K has been lagging behind when it comes
to e-Governance. But now we are ready to take
a big leap into the world o IC. We are now
on verge o launching new services under the
e-District project.
Te State Wide Area Network (SWAN),
which is the backbone o all NeGP projects is
also about to be rolled out. We are currently
in the process o finalising the vendors or our
SWAN project.
I would also like to tell you that besides theNeGP programmes, the Government o J&K
and the Department o I has undertaken
many other initiatives where I has been
used to usher in a more transparent system
o governance. We have rolled out the mobile
governance or monitoring Border Area
Development Scheme. We have taken many
new initiatives or capacity building in our
government departments to enable them to
effectively implement e-Governance projects.
One thing that I would like to highlight is the
knowledge management portal concept thatthe department o I in J&K is developing. It is
a well known act that the myriad government
departments tend to work in isolation. At times
they are completely cut off rom one another
with the result that one department does not
have an inkling o the kind o solutions that
it can get rom some other department. Te
knowledge management portal will allow
various government departments in the state
to share their ideas and knowledge and thereby
there will be more efficiency.
We are also implementing in the highereducation department the e-office concept.
Currently this project is in pilot stage and
once it is successul, we will roll it out across
the government. In the Jammu District we
are rolling out a project or totally automatic
and electronic delivery o permanent resident
certificate. We will monitor the effectiveness
o this project here and once it is ound to be
successul it will be rolled out across the state.
Under the e-PDS scheme we have completed
the digitization o ration cards. Tis will lead to
much needed transparency in the distributiono ood in the state.

We need to reconcile therequirements of national securityand the sensitivities associated withthe privacies of individuals. The main aim of the CCTNS is to modernise core policing functionsand provide information sharing for better detection and investigationof crime. It envisages that all police stations of a state are connectedto a State Data Centre (SDC) and SDCs of all states are connected toeach other. This offers a platform where police personnel can shareinformation with their peers and citizens can access the police forverifications and complaints through an online portal.

Of course, the general feature is also to have the rolls inEnglish. So actually we have to prepare the rolls in three languagesand while the numbers in J&K may not be so large we do have tomanage a electoral data base of about 68 lacs citizens
