Background

Established since 2005, eHealth Consortium (see http://www.ehealth.org.hk) is one of the major non-profit making organizations in

Hong Kong leading eHealth advocacy in the region and it is the prime agency bridging healthcare and IT industries to advance the

development of eHealth in Hong Kong and Mainland China. Over the years, its efforts are focused on three key areas, namely Data

Standardization, Education and Capacity Building, and Facilitating Pilot Projects for the Advancement of eHealth Applications. It

works closely with the healthcare and the ICT sectors to offer training programmes, conferences, and seminal events for eHealth

stakeholders.

Validation Platform Project: Formal Announcement of Phase 2 Live Run and Progress Meeting

進度會議

A project progress meeting was held at OGCIO on 6 Aug 2010, well attended

by the project stakeholders. The meeting highlights are:

� Formal announcement on the roll out of VP Phase 2 since 31 May 2010;

� All 10 stakeholders have reached the target of submitting over 30

de-identified ehealth record each, with data conformity validated

successfully, resulting a total of 576 record; and

� During the maintenance period (Jun 2010 to May 2011), feedbacks from

current and new stakeholders will be gathered and reported in the

project final report.

感謝項目各持分者的熱烈參與,項目進度會議於 8

月 6日在政府資訊科技總監辦公室順利舉行。會議記

錄:

� 「電子健康記錄互通標準認證平台」項目第二

階段已於本年 5月 31 日正式推出;

� 截至 8月初一共收到 576 個測試個案。10 位持

分者均達到呈遞不少於 30 個及格個案的測試

Hong Kong is moving towards the establishment of a common eHR system (like many countries in the

world) but what distinguishes the Special Administrative Region from the rest of the world is the

inclusion of private healthcare practitioners very early on in the planning. In this video, Dr CP Wong,

Co-Chairman of eHC’s Executive Committee and Chairman of HKSMI discusses the results of a recent

survey to gauge private sector understanding and acceptance of eHR as a model for future healthcare

service delivery.

First Meeting of Local Organizing Committee 地方組委會首次會議地方組委會首次會議地方組委會首次會議地方組委會首次會議 With the formation of the Regional OC in January this year, a Local Organizing Committee for the Greater China eHealth Forum

2011 was formed with its first meeting held on 9 July 2010, at the Department of Health. Dr Wong Chun Por, Co-Chairman of

eHC Executive Committee and Dr Cheung Ngai Tseung, CMIO of HA were the Chairman of Local OC and the Chairman of

Scientific Program Committee, respectively.

Other members of the Local OC include representatives from Hospital Authority, Department of Health, HK Doctors Union, HK

Medical Association, HKSMI, iProA eHealth SIG and various NGOs and healthcare IT solutions providers. The preliminary

event plan was deliberated and the second Local OC meeting will be held on 27 Sep 2010.

The Scientific Program Committee (SPC) of the Forum will be formed later this year. Also, the second meeting of the Regional

Organizing Committee has been scheduled to be held in December this year in South China.

大中華電子健康及醫療信息化論壇的大中華組委會在本年 1月正式成立,而地方組委會的第一次會議已於 7月 9日在衛生署舉行。電子健

康聯盟執行委員會共同主席王春波醫生和醫院管理局醫療信息總監張毅翔醫生分別為地方組委會主席及學術委員會主席。

其他地方組委會成員代表來自不同機構,包括醫院管理局、衛生署、香港西醫工會、香港醫學會及其他非政府組織,和其他提供醫療或資

訊科技服務的機構。首次會議主要商討論壇的初步計劃,而地方組委會的第二次會議將於 9月 27 日舉行。

論壇的學術委員會將於年內成立。此外,大中華組委會的第二次會議已定於今年 12 月在華南舉行。

Survey Result on “Readiness for eHR Sharing” Press Briefing (中文版見下一頁)

As part of the Validation Platform (VP) project sponsored by OGCIO,

a survey on “Readiness for eHealth Records Sharing” was conducted

by the eHealth Consortium (eHC) from May to June in 2010. With

help from Hong Kong Doctors Union (HKDU), Hong Kong Medical

Association (HKMA) and Hong Kong Society of Medical Informatics

(HKSMI) on the distribution of questionnaires, 168 responses were

collected.

The questionnaire was designed to assess the healthcare industry’s

readiness for sharing eHR by participating in the current VP pilot

scheme and to assess their recognition of and support for the “eHR

Development Program (Ten-year plan)”. A press briefing on the

survey’s results was organized on 6 July, hosted by Dr Winnie Tang,

Chairperson of eHC’s Steering Committee and President of iProA, Dr

CP Wong, Co-Chairman of eHC’s Executive Committee and

Chairman of HKSMI and Dr Ho Chung Ping, Chairman of HK Medical

Association’s IT Committee.

Compared to the results of last

year, the support for eHR

among private doctors has

increased by 10%, with

almost 90% of the

respondents in support of the

Territory-wide eHR Sharing.

Respondents are more ready

to share, as indicated by the

survey findings that almost

70% of the respondents are willing to participate in the

Territory-wide eHR Sharing Program once it is implemented. The

survey results further showed that…

… the prime reason for the

respondents to participate in the

Territory-wide eHR Sharing would be

whether or not the market provides

sufficient training and technical

support for healthcare professionals

and administrative staff.

“According to our survey results, private doctors generally agree

that there is a need to implement eHR sharing, which will also help

improve the existing healthcare system. The findings reflect the

positive attitude of private doctors. We urge the Government to

provide funding support for the related training programs and

technical support services,” Dr. CP Wong expressed.

Dr. Winnie Tang commented that the results did not only increase

the recognition of eHR in the medical industry, but also increase the

understanding about the benefits of eHR among the medical

profession. She recognized that there is substantial room for

continuous development for the IT industry in this area. Therefore,

the IT industry should continue to provide more technical solutions

and new information to private medical practitioners to facilitate

the implementation of the eHR Program.

The first phase of the “Validation Platform for eHR Standards

Conformity” was launched in June last year. In the past year, the

pilot project tested the conformity of electronic health data from

various stakeholders for the proposed territory-wide eHR sharing

standards, hoping that eHR from different healthcare providers will

be able to meet the final standard used by the eHR Sharing System

to be rolled out in 2013/14. The pilot project had achieved

promising results in its first stage, and the second stage was

launched in May 2010 for wider participation and wider testing. The

Consortium welcomes more healthcare institutions and eHR system

developers to join as additional stakeholders.

電子健康聯盟在今年 5 月至 6 月期間進行了一項「共享電子

健康記錄」問卷調查。透過香港西醫工會,香港醫學會及香

港醫療資訊學會以問卷方式,成功訪問了 168 位本地私家

醫護界專業人士,旨在了解醫療業界對共享電子健康記錄

及電子健康記錄發展計劃(十年規劃)的認受和支持度。

我們就是次調查結果在 7月 6 日舉行了新聞發布會,由電子

健康聯盟指導委員會主席及互聯網專業協會會長鄧淑明博

士、電子健康聯盟執行委員會共同主席及香港醫療資訊學會

主席王春波醫生、和香港醫學會資訊科技委員會主席何仲平

醫生主持。對比去年同期的問卷調查,私家醫生對推行

電子健康記錄的支持度上升了一成,同時近九成受訪者

同意全民電子健康記錄互通有助改善現時的醫療體系

發展。調查結果顯示,接近七成受訪者表示已經為參與

此計劃作好準備和願意於全民電子健康記錄互通投入

服務後參加此計劃。受訪者認為...

遍認同香港有需要推行電子健康記錄互通,並同意互通

將有助改善現有的醫療制度。調查結果既然反映了私家

醫生對此的正面及積極態度,我們促請政府能盡快撥款

提供相關的培訓課程及技術支援。」

鄧淑明博士表示︰「是次問題調查的結果非常具鼓勵

性,不但反映醫療業界對於「互通」的認受程度與日俱

增,而且更已掌握到電子健康記錄互通對於醫療業界整

體的好處。私家醫生對於電子醫療系統的需求,仍有相

當大的發展空間。因此資訊科技業界於未來會繼續提倡

更多支援方案及為私家醫生提供更多醫療系統的資

訊,協助推行電子健康記錄互通計劃。」

第一階段的「電子健康記錄互通標準認證平台」在去年 6 月

開始運作。在過去一年,試驗計劃測試了來自不同持分

者的電子健康信息是否符合未來的全民健康記錄的標

準。最終目的,是希望確保來自不同醫療機構的電子健

康記錄,均能夠與擬定在 2013/14 全面使用的「電子

健康記錄互通」系統互換資訊。第一階試驗計劃經已完

成而且成績理想,第二階段亦於 5 月開始運作作更多

測試,聯盟歡迎更多醫療機構參與試驗計劃。

Role in Healthcare Betterment at iProA Anniversary Event 2010

eHealth Consortium is glad to support the fundraising movie premiere, co-organized by iProA and Internet Foundation, to

commemorate the Internet Professional Association’s 11th year was a great success with over 650 guests attending.

The inspiring address by Guest of Honour, the Honorable Mr

Henry Tang, GBM, GBS, JP, is a testimony of iProA’s

commitment in bridging digital divide and the sustainable

growth and development of ICT industry and Hong Kong.

Mr Tang also mentioned eHealth Consortium’s contribution

over the years:

“Allow me to mention a couple of outstanding contributions from

your Association over the years. One example is your work in

promoting collaboration between health care and IT

professionals in disease tracking and control through an eHealth

Consortium during and after the SARS outbreak.

“The Consortium also plays a significant role in the territorial-

A Regional Organizing Committee for the Greater China eHealth Forum

2011 was formed earlier this year and the first meeting of the Regional OC

was held in Beijing on 27 May 2010, at the Jiuhua Resort and Conference

Center where the HIMSS AsiaPac Exposition and the CHINC were held.

Chairman of the Regional Organizing Committee, Dr Heston Kwong,

Assistant Director (Special Health Services) of Department of Health, the

Government of the Hong Kong SAR, hosted the meeting where preliminary

event plan was deliberated. Other members of the Regional OC include

representatives from Mainland China, Hong Kong, Macao and Taiwan.

A Scientific Program Committee (SPC) and a Local OC will be formed later

to layout groundwork, such as event theme and a sponsorship program, for

the event to be held in Hong Kong next year. The first round of event

promotion has been scheduled in Q3 of this year.

The second meeting of the Regional Organizing Committee has been

scheduled in December 2010 in southern China.

早前成立,並於 5 月 27 日假北京九華山莊舉行第一次

會議。

委員一致通過由香港特別行政區政府衛生署助理署長

鄺國威醫生擔任組委會主席一職並主持是次會議,與各

委員商討活動初步計劃內容。

論壇的學術委委員會及地方工作小組會隨後成立,以制

定明年的論壇內容及細節,如活動的主題及贊助方案。

而第一輪的推廣會定於今年第三季展開。

第二次組委會會議將於 12 月在南中國地區舉行。

Following the inauguration ceremony of HL7 Hong Kong, a non-profit and international

affiliate of the global authority on standards for interoperability of health information

technology, and its debut event “eHR Shipshape - Symposium on HL7 & Health Data Standards”

both held in Oct 2009, Interim Chair Dr CP Wong is glad to announce the formal establishment

of the HL7 Hong Kong by way of the formation of its Board of Governors. The Board of

Governors would serve their terms until the first AGM, where reappointments and election of

Governors would be in place.

Survey on “Readiness for eHealth Records Sharing” and Preliminary Survey

Results

The survey, as part of the Validation Platform project sponsored by OGCIO and conducted in form of a questionnaire,

launched on 13 May was designed to assess the healthcare industry’s readiness for sharing electronic health records in

Hong Kong by, for example, participating in the current “Validation Platform for Electronic Health Record Data Standards

Conformity” pilot scheme or the future “Territory-wide eHealth Record Sharing System” as planned by the eHealth Record

Office in 2013/14.

Over 10,000 copies of the questionnaire were sent to healthcare professionals in

Hong Kong via direct mailing to Hong Kong Doctors Union (HKDU) and Hong

Kong Medical Association (HKMA) and via emails to members of eHealth

Consortium and Hong Kong Society of Medical Informatics (HKSMI).

Preliminary result indicates strong support from the healthcare profession and

their willingness to participant in the future Territory-Wide eHR Sharing System

and the Validation Platform project. The profession’s perceptions on benefits and

barriers, and expected incentives, to ehealth adoption were also covered on the

questionnaire, which would yield valuable information on how to encourage

widespread use of IT in the industry.

eHealth Consortium thanks all survey participants for contributing their views on

ehealth record sharing thus far. The above and further data collection and

analysis in early July will be important indications on future recommendations on

awareness, assistance and training programs for ehealth development in Hong

Kong.

A briefing on the survey results has been scheduled for 6 July 2010 in Central.

Post-event report will be posted in the next issue of the newsletter.

Preliminary Result as of 31 May…

…over 65% of the survey

respondents expressed that they have heard of the eHealth Record

Office’s eHR Development Programme (10-year Plan),

…over 90% expressed that they think territory-wide eHR sharing will be an improvement to the

current healthcare system, and

…while 80% of the respondents are willing to share in the

Territory-wide eHR Sharing Scheme once available but only around 60% of the respondents thinks they are ready to share once the Scheme is available.

Radio Television Hong Kong (RTHK) has interviewed Dr CP Wong, Chairman of Hong Kong Society of Medical

Informatics (HKSMI) and Co-Chairman of eHealth Consortium’s Executive Committee, on the development of ehealth

in Hong Kong, on 26 March during their long standing Radio 1 program "Adwiser" which aims at keeping the public

abreast of practical medical knowledge.

Dr CP Wong explained the advantages of ehealth adoption and the development of ehealth and health informatics in

Hong Kong, including the Hospital Authority’s award-winning patient records database; the Public-Private-Interface

Electronic Patient Record Sharing Pilot Project (PPI-ePR), which allows participating private healthcare providers

and other registered institutions to view their patients' medical records kept at the Hospital Authority, subject to the

patients' consent; and, the “Validation Platform for Electronic Health Record Data Standards Conformity” pilot

scheme developed by the eHealth Consortium, commissioned by OGCIO. Additionally, Dr Wong stressed the

importance of awareness of ehealth and public-private collaboration for completeness and quality of electronic

health records for all.

識給廣大聽眾。

王醫生談及香港電子健康的應用及發展歷程,包括醫院管理局的「病歷數據庫」,屢獲殊榮。公私營機構合作的電

子病歷互聯試驗計劃,也是其中一項醫療資訊科技的改革。私家醫護人員獲得病人授權後,可透過互聯網讀取病人

在醫管局的病歷及住院報告,有助為病人提供更合適的治療。還有,得到食物及衛生局、政府資訊科技總監辦公室

和電子健康記錄統籌處的全力資助,電子健康聯盟進行了「電子健康記錄互通標準認證平台」的先導計劃。此外,

王醫生強調公眾對電子健康的認知及公私營機構合作對電子健康記錄數據庫的重要性。

After more than a year of avid preparation, a MOU

between CHIMA and eHCL was signed in Beijing on

29 January for the collaboration on Greater China

eHealth Forum (「大中華電子健康及醫療信息化

論壇」). The first Greater China eHealth Forum will

be held in Hong Kong in 2011; the second Forum

will be held in Beijing in 2012.

The Forum aims at raising the awareness of

ehealth and health informatics; promoting ehealth

development, project collaboration and experience

sharing among Mainland China, Hong Kong, Macau

and Taiwan; introduction of new technologies and

international standards; encouraging cooperation

between domestic and foreign regions on medical

informatics and internationalization of standards.

The Forum will bring together representatives of

authoritative and renowned ehealth/medical

informatics organizations in the Greater China

Region as members of the Forum’s Organizing

Committee, and will invite international experts to

form an Advisory Committee where they will

provide professional guidance on the preparation

and scientific program of the event.

經過一年多來的積極籌備,由中國醫院協會信息管理專業委

員會("CHIMA")與香港電子健康聯盟("eHCL")共同發起並主

辦的「大中華電子健康及醫療信息化論壇」 ("Greater China

eHealth Forum")合作協議簽約儀式日前在北京舉行。會議宣

布,首屆論壇將於 2011 年在香港舉行,2012 年論壇將移師北

京。

與國內的醫療行業論壇有所不同,「大中華電子健康論壇」將

面向所有華人地區,旨在提高大中華地區(即中國內地、香

港、澳門、台灣地區)對電子健康及醫療資訊化的認識水準,

促進兩岸四地在相關電子健康計畫或專案發展上的深入瞭解

和經驗交流,引進海內外醫療資訊化的先進經驗及國際標

準,分享推廣電子健康的經驗,促進國內外在醫療資訊化領

域的合作和相關國際標準的使用及完善等。論壇將彙聚大中

華地區各地具權威性及代表性的醫療資訊化機構,組成大中

華電子健康論壇組織委員會,並設立一個國際專家顧問委員

會,聽取各方對活動籌備、學術交流及專案開發等多方面的

意見。

香港電子健康聯盟指導委員會主席鄧淑明博士,中國醫院協

會信息管理專業委員會常務副主任委員李包羅教授等認為,

中國大陸地區與香港地區的醫院組織結構與形式有很大不

同,香港政府在醫療資訊化方面起到了主導的作用,大陸地

區的醫院可以學習香港在管理體制,電子病歷等方面的成功

經驗。論壇將於 2010 年 5 月前召開第一次工作會議,屆時將

就論壇的主題等相關事項進行討論。

In January 2010, around 140 audiences attended a series of three 3-hour Advanced Level lectures as

organized by the eHealth Consortium. Topics covered eHealth Concept, Its Worldwide Development,

Briefing of the Personal Data (Privacy) Ordinance, Common Threats & Solutions of Private Data Leakage in

CMP Operational Environment, Data Protection & Security, Health Care Vouchers, and Productivity

Improvement Tools, etc.

RIGHT: Dr CP WONG facilitated the first lecture in the

Advanced Level of the eHealth Training for Chinese

Medicine Practitioners on eHealth concepts and its

development.

8 & 9 Oct 2009: eHealth Forum 2009

The second international conference eHealth Forum 2009 organized by eHealth Consortium was

successfully held on 8-9 October at the Hong Kong Academy of Medicine. The objective of the two-day

“intellectual banquet”, as remarked by Dr Charleston Sin, Chairman of the Forum Organizing Committee,

was to share ideas in promoting interoperability of electronic medical/patient record (eMR/ePR) systems

and seamlessness in electronic health record (eHR) sharing and to gain a more in-depth appreciation of

current and future development plans for eMR/ePR and eHR sharing system in public and private

healthcare sectors.

The Opening Ceremony of the Forum was graced by Dr York Chow, GBS, JP, as the Officiating Guest who

shared the vision of the eHR initiatives launched by the Government. The inauguration of the Hong Kong

international health standards developing organization, HL7-HK, also took place after the Forum’s Opening

Ceremony. The establishment of HL7-HK is recognized as one of the most important milestones in unifying

eHealth development in Hong Kong.

The Forum received overwhelming support with more than 700 participants including top government

officials, and senior executives and professionals from healthcare and IT industries in the region. The Forum

has provided superb opportunities for networking, sharing on new initiatives and dialogues with key

industry players. Over 40 speakers participated in an extensive range of sessions and talks.

The Special Plenary Session by Mr Victor Lam, Acting Deputy Government Chief Information Officer

(Business Transformation) and the Closing Plenary Session by Dr NT Cheung, Chief Medical Informatics

Officer of Hospital Authority respectively gave detailed background on the Government’s effort in eHR

development and the way forward of its future endeavors. World renowned experts from US, UK,

Australia, Singapore, Mainland and the Pearl River Delta Region were drawn to share their expertise and

contribute insights to the development direction of eHealth around the world.

The eHealth Forum was initiated by the honorable guests placing mascots on the Globe, signifying sharing, collaboration, and participation.

7 Oct 2009: eHR Shipshape – Symposium on HL7 & Health Data Standards

Healthcare is now being delivered by teams of practitioner serving patients over long periods. In Hong

Kong, the government is developing a territory-wide, patient-oriented electronic health record (eHR) with

the aims to improve efficiency and quality of care, improve continuity and integration of care, enhance

disease surveillance and redress public-private imbalance. The symposium aims to promote the

understanding of HL7 and other health data standards and to share ideas on the management and

implementation of HL7 and other health data standards.

The eHealth Consortium has the honor to sponsor, together with the Hospital Authority, the “eHR

Shipshape – Symposium on HL7 & Health Data Standards” organized by the eHealth Record Office of Food

and Health Bureau and HL7, Inc. The Symposium, held in the Ruttonjee Hospital, was a full house with 150

participants.

22 Sep 2009: Press Conference for the Survey of CMPs Clinic Computerization

Readiness

The eHealth Consortium has held a press luncheon and announced to the media the findings of the

first-ever Chinese Medicine Clinic Computerization Survey in Hong Kong. The survey was conducted in July

2009, together with the Internet Professional Association (iProA), the Association of Hong Kong & Kowloon

Practitioners of Chinese Medicine Ltd, and the Sin Hua Herbalists' and Herb Dealers' Promotion Society Ltd.

This was one of the key events of the project, “eHealth Training for Chinese Medicine Practitioners”

sponsored by OGCIO (Office of Government Chief Information Officer).

The survey finds that 80% of Chinese medicine practitioners agree that computerization helps with the

treatment of patients. Most of them who support the idea cite other reasons such as arousing public

awareness of electronic health and projecting a positive clinic image. In addition, more than 80% of the

respondents are willing to join eHealth or computer-related training courses. This shows that Chinese

medicine practitioners are open in general and the vast majority of them would support the electronic

medical development launched by the Government.

Regarding what they would like to learn from the courses, many of them hope to learn how to surf the

Internet to get the latest information on Chinese medicine research and the profession. They also want to

understand the latest development of international electronic health and to have academic exchanges with

practitioners from other regions. It can be concluded that Chinese medicine practitioners adopt a positive

attitude towards clinic computerization. Quite a number of them are willing to take part in computer

training courses; and for which, the eHealth Consortium is more than ready to play a more contributing

role.

Aug-Sep 2009: Capacity Building – eHealth Training Basic-level Lectures to

Chinese Medicine Practitioners (CMPs)

As part of OGCIO’s 2008/09 Sector-Specific IT Training Programme (SSP), the eHealth Consortium organized

a series of eHealth training lectures and hands-on workshops, together with the Internet Professional

Association (iProA), Association of Hong Kong & Kowloon Practitioners of Chinese Medicine Ltd. (港九中醫師

公會) and Sin Hua Herbalists' and Herb Dealers' Promotion Society Ltd. (新華中醫中藥促進會), to the CMPs in

Hong Kong.

The objective is to help CMPs by uplifting their IT capability and enhancing their readiness to participate in

the Territory Wide eHealth Record Sharing System (TWeHRSS). In Aug and Sep 2009, eHC organized

basic-level lecture sessions to over 200 CMPs in town. A questionnaire was given to the participants after

the completion of the lectures. Among the attendees,

over 70% rated good and excellent regarding the

practicability of the training course material, 73%

considered this training course to be able to arouse

their interests and confidence in using computer; and

over 88% considered to recommend the training

programme to other CMPs. The lectures would be

followed by a series of hands-on workshops, providing

further opportunities for CMPs to acquire hands-on

experience in trying out how IT can be applied in their

daily tasks.

29 Jun 2009: Survey Result on Clinical

Computerization of Private Doctors

The press conference was held on June 29 to announce the

survey result. The survey was conducted in mid-June when

questionnaires were mailed to respondents via the Hong Kong

Medical Association and the Hong Kong Doctors Union. A total

of 342 completed questionnaires were returned. We found over

80% private doctors need more technical support and training

during the implementation of medical computerization.

Dr CP Wong has delivered a talk about eHealth Evolution in Hong Kong to a group of professional engineers

coming from HKIE (Hong Kong Institution of

Engineers) and IET HK (The Institution of

Engineering and Technology, Hong Kong

Branch), more than 80 attended there. It

started from the first IT/IS Strategy adopted

by HA (Hospital Authority) back from 1992,

until its evolution to the current CMS (Clinical

Management System), a very comprehensive

review of Health Informatics in the past 17

years. As of today, totally 40 public hospitals

and 119 clinics are covered by the same CMS,

all various patients’ electronic health records

(eHR) could be shared among these institutions. It holds 9 Million records and has more than 3.5 Million

accesses every day, and is believed to be the greatest similar system being used all over the world!

18 Jun 2009: A Public Forum “Electronic Health Record Sharing System from a

Privacy Perspective”

On June 12, Dr N.T. Cheung and Dr Elizabeth Quat have given their speeches in the public forum “Electronic

Health Record Sharing System from a Privacy Perspective” (as part of the 31st Asia Pacific Privacy

Authorities (APPA) meeting), hosted by the Office of the Privacy Commissioner for Personal Data Hong

Kong. The forum

was attended by

around 200

interested

persons.

May 2009: China Hospital Information Network Conference

The China Hospital Information Network Conference (CHINC) on May 22-25, 2009, jointly organized by the

National Institute of Hospital Administration (NIHA) and the China Hospital Information Management

Association (CHIMA), was a valuable opportunity for experienced hospital managers, IT professionals and

subject experts to share and exchange their knowledge through workshops, paper presentations,

demonstrations and panel discussions.

Dr Winnie Tang’s paper, titled “正走向全民的「電子健康記錄互通平

台 」 ” (“Towards a Territory-wide eHR Sharing System – the

Public-Private Partnership Experience in HK”) depicts the drivers,

challenges and roadmap of developing a territory-wide eHR Sharing

System, and the establishment, role and achievements of the eHealth

Consortium in improving Hong Kong’s healthcare system.

May 2009: World Healthcare Congress

Dr Winnie Tang, CEO of ESRI China (HK), as well as Chairpersion of eHealth

Consortium, was invited as Speaker at the 5th Annual World Health Care Congress

held in Brussels on May 13-14, 2009.

Mar 2009: IT x Healthcare Discussion Seminar Hosted by office of the Hon. Samson Tam and co-hosted by

iProA, the seminar aimed to provide a sharing platform for IT

and respective industry players to explore how best we can

enhance the competitiveness of such traditional industries

through the use of IT.

Dec 2008: Lectures on Health Informatics Standards

We have pleasure to have invited Professor Yun Sik KWAK, an

expert in the eHealth Record Information Standards, who is now

serving as the Chairman of ISO Technical committee on Health

Informatics (ISO/TC215) and as the Professor of Medical

Informatics of Kyungpook National University of South Korea, as

our Honorary eHR Information Standards Advisor.

Prof Kwak would give us invaluable advices and comments on

whether the proposed eHR content & information standards are

implementable, what would assist the adoption of the proposed

standards, and how it could be improved. Prof Kwak has visited

HK in mid Dec and conducted two lectures on the Health Informatics Standards and International

Development of Health Informatics Standards on Dec 16 and 19 respectively.

Dec 2008: Contract Signing Ceremony for

the Project on Validation Platform for eHR

Data Standards Conformity

Sponsored by Food and Health Bureau (FHB) and Office of

the Government Chief Information Officer (OGCIO), this

project will be implemented by eHealth Consortium Ltd to

build a platform to test how electronic health information

from various stakeholders could conform to the ultimate

territory-wide standards and shared in the future.

The Contract Signing Ceremony for the Project on Validation Platform

for eHR Data Standards Conformity was held on 12 December 2008 at

Hong Kong Productivity Council. This proposal was agreed and

sponsored by the Food and Health Bureau and the Office of the

Government Chief Information Officer of the HKSAR Government.

Public and private health care organizations were invited to

collaborate in this project. After a round of fair tender and selection

process, the project was awarded to PCCW Solutions Limited and

they signed the contract with eHealth Consortium.

Apr 2008: TDC Event

The ICT Pavilion brought together product and service

providers showcasing their latest technologies and

applications in this fast-paced sector, enabling companies

to find the best ICT solutions and business partners for

their operations.

Jul 2007: The 2nd China International Symposium and Exhibition on Digital

Hospital and Electronic Medical Record Application

Mar 2007: Roundtable with Private Hospitals

Recognizing the important role of information and communication technologies in support of healthcare,

the Consortium organized a roundtable, entitled “Future Strategies for Developing a Common

Interoperable Electronic Health Record System in Hong Kong”, to ascertain the needs of health services

providers and define possible solutions to jump-start eHealth adoption in the private sector.

Sep 2006: eHealth Fourm 2006

The Forum is the signature event of the eHealth Consortium, a multi-sectoral collaboration in Hong Kong to

promote the application and awareness of using information technology (IT) in maintaining health in the

community.

Aug 2006: Capacity Building – Trainings to Private Doctors

Essential eHealth Skills Workshop was successful in

creating awareness amongst health care workers. The

EESW consisted of lectures, skills lab and eHealth forum.

It focused on the application of eHealth technology and

solution based trainings on practical usage of common

eHealth application.

A questionnaire was given to the participants after the

completion of the Workshop in August. Among 849

attendants, 75% considered that a re-run is necessary.

Overall, 66% rated the workshop good and excellent.

From the feedback, the participants considered that they

would increase the use of IT in the clinic management.

The need of using IT was recognized by the private medical

practitioners, but the need was not strong and the

demand was generally not yet obvious. If resources were

given, it was recommended to re-run the Workshop and to

explore more channels to increase the coverage of the

course, e.g. e-learning packages and other electronic channels.

Jul 2003: IT in Health Forum

Internet Professional Association (iProA) and the Department of Health jointly organized the "IT in Health

Forum" in July 2003 under the initiatives of "DO IT Campaign" of the Legislative Councilor Hon. Mr. SIN

Chung Kai.

The Forum provided a platform for knowledge exchange amongst IT and healthcare professionals to explore

methods and share experiences on disease control and prevention.

The Forum was officiated by Honorary Guests including

HKSAR Government officials Dr E.K. Yeoh, JP, Secretary for

Health, Welfare and Food; Dr Margaret Chan, JP, Director,

Department of Health; Mr. Alan Wong, JP, Director,

Information Technology Services Department; then

Legislative Councilor (IT), Mr. Chun-kai Sin; and the past

President of iProA Dr Elizabeth Quat. It was well attended

by a good number of Healthcare professionals and IT

industry players from US, Australia, Germany, Switzerland,

Japan, Singapore, and HK, more than 400 delegates

participated this first eHealth event in HK.
