MaJoRPRocEssanDElEctRicalDistRiButionsystEMuPgRaDEsSince �007, Woodard & Curran has worked with the lowell regional Wastewater utility (lrWWu) treatment facility to provide high-quality wastewater treatment to its nearly �3�,000 consumers in five communities and comply with regulations. Work has included:

siteelectricaldistributionsystemmasterplanWoodard & Curran was awarded a contract for master planning services of the elec-trical distribution system. the electrical master plan effort assesses the existing site electrical distribution system including the age of equipment, load flow through the existing system, emergency standby power requirements, utility interface, and reli-ability of electrical equipment utilized. the recommendations for upgrades are phas-ing the implementation in logical sequences of work to minimize the impact on the facility and its operations.

upgradecompletionwithoutsuspendingoperationsthe wastewater treatment facility is in the process of being significantly upgraded to meet regulatory requirements, particularly with regard to hazardous location classifi-cations. our experts are working closely with the lrWWu to complete the upgrade, including the applicable portions of the electrical distribution system, without sus-pending operations during implementation. major upgrades include the $�0-million septage and receiving project and $�9-million wastewater treatment facility upgrades project. the electrical upgrades contained in the septage and receiving project include the replacement of three motor control centers (mCCs) into one new mCC and the installation of new switchgear to set-up the facility to eliminate existing dra-wout switchgear showing age-related deficiencies. four new power panels, various lighting panel boards, and a multitude of other equipment utilization connections are included in the project. the majority of the new equipment will be located in a new electrical room.

• redesign of emergency power generation from presently unreliable �80v turbine generators to new, highly reliable �3.�Kv generator and associated paralleling switchgear;

• redistribution of loads on secondary side to include redundant main-tie-main arrangements thereby increasing plant reliability; and

• replacement of a majority of the plant’s aging electrical distribution equipment with new equipment that is able to communicate through the plant’s new SCada system for centralized monitoring and control.

autoMationanDREPoRting–EvEnMoREiMPoRtanttoDayInstrumentation and controls are more critical today than ever before. a modern Supervisory Control and data acquisition (SCada) system represents the “brain” behind all process control. If the “brain” isn’t accurate and reliable, the processes will be flawed. our staff of seasoned Instrumentation & Controls (I&C) engineers design SCada systems and instrumentation that will meet the process needs.

our I&C engineers use the experience of our own SCada imple-mentation programmers to constantly optimize our designs. We work closely with the electrical and implementation engineers to ensure that our SCada and instrumentation designs are well conceived and detailed. our engineers follow the SCada projects from conception through final sign-off of the completed system.

assessing the goals of management and technical staff at the beginning of a project ensures an I&C design that solves core issues. We always perform client site visits to assess current hardware, software and installation in order to obtain detailed infor-mation about the existing instrumentation and controls infrastructure. our consultants also interview client management and staff to ensure that our design will address our client’s operation and process issues. tEchnologyPlanning,scaDauPgRaDEs,&MaintEnancE&sERvicEcontRactIn �997, the dedham-Westwood Water district, contract operated by american Water, recognized the need to upgrade their existing controls and SCada system. the district was comprised of two water treatment plants, Bridge Street and White lodge, �3 remote wells, � booster pump stations, and � elevated tanks. the existing controls and instrumentation were antiquated and communications between the Bridge Street plant and the White lodge plant were unreliable. furthermore, controls were not standard between the facili-ties and the remote sites. the Bridge Street plant, which handled 30% of the district’s water flow, was staffed �� hours per day. the White lodge plant, which handled 70% of the flow, was staffed 8 hours per day.

technologyplandevelopedfornewcontrolsystemWoodard & Curran was hired by the district to develop a technology Plan. one goal of the plan was to identify methods for improving controls at the Bridge Street plant, thereby making the plant easier to operate and increasing consistency in water quality. another goal at the Bridge Street plant was to add automation so the client could opti-mize its staffing capabilities in the future.

the technology Plan was also devel-oped to identify methods for upgrading

the controls and instrumentation at the White lodge plant. White lodge, although a newer facility, was operat-ing with an outdated and obsolete

Programmable logic Controller (PlC). additionally, the plan recommended the use of digital lines between the remote booster pumping stations and the wells to replace the existing obsolete telem-etry equipment.

In the fall of �998, Woodard & Curran began design and implementation of the SCada system for the Bridge Street plant. Existing controls at the plant were replaced with two allen Bradley SlC �/0�s. a local area network (lan) was created, which included a hub and two PCs. one PC was a SCada server run-ning Intellution ifIX, and the other PC was an iClient. the allen Bradley SlC �/0�s were also connected to the net-work, with the SlC �/0� communicating to the remote well sites via a modem and digital phone lines.

automation of the Bridge Street plant has allowed the district tighter, more consistent control and ease of operation. furthermore, water quality, reporting, and communications have improved at the plant.

controlsupgraderesultsinmorereliablecommunicationas a result of upgrades made to the Bridge Street and White lodge plants,

operators can now view plant informa-tion from the control room at either plant, thus allowing for ease in operation and more reliable communication between the plants and remote sites. oPS WIn was also implemented to improve information and reporting capabilities. Woodard and Curran has worked with the district to implement Cellular digital Packet data (CdPd) communication between their White lodge plant and four remote well sites. this new cellular technology was utilized to lower costs and improve communication reliability.

Design/implementapproachensuresbestresultthe traditional approach of designing a SCada system and having the system integration go to the contractor-con-trolled low bidder is flawed. the low bid integrator may have no history with the facilities or the client. furthermore, the integrator can only bid to what is on the bid document and not the intent of the engineer or client. If the bid documents are not detailed, the engineer is relying on the system integrator to perform all the detailed design. We maintain that this does not guarantee a positive result. By providing a detailed design and our own programmers who are familiar with the design and with the client, we can fully guarantee the performance of the SCada system. We take full responsibil-ity because we designed it, programmed it and started it up. this is a lowest risk approach for our clients.

scaDasystEMREDuXunited Water was having problems with the controls of a major water booster pumping station in upper Saddle river, new Jersey. the design and programming of the con-trols were not right from the time of installation and startup. during high demand peri-ods, the station was not needed because a larger station parallel with the current one would take the load. However, in lower demand times such the evening and in winter, the original station was all that was needed to meet the need and save energy.

assessmentoftheexistingsystemyieldssolutionandplanofattackWoodard & Curran engineers did an on-site assessment of the gE fanuc PlC hard-ware, all pieces of instrumentation, the process mechanical and the variable speed drives. there was another SCada system on-site that performed a monitoring function only.

Woodard & Curran’s philosophy is to simplify hardware and wiring as much as possible. We decided that we would have the original SCada system removed and incorporate the I/o into the gE PlC-based system. We also discovered other miscellaneous equip-ment to be removed, eliminating more complexity.

We streamlined the instrumentation and made sure that all instruments were working properly and calibrated. In addition, we developed a modified I/o list and alarm list. after the physical assessment, we conducted a debriefing with the staff about how the station should run.

spendingtimeupfrontonproperdesignandprogrammingensuresapositiveresultWoodard & Curran modified the panel design and created new drawings to reflect the changes. We also reprogrammed the PlC so it would control the booster pump per the staff’s request. once the programming was complete, we performed extensive in-house testing of the PlC and gE fanuc ifIX software. once we were fully satisfied with the testing, we informed the client we were ready for startup.

Detailedstartupprocedurepaysofftwo Woodard & Curran staff started-up, tested and debugged the PlC program, com-munications to the ifIX node over Wan and ifIX configuration. the startup was a suc-cess and there have been no call backs for any program adjustments. our company’s philosophy of doing it right the first time saved the customer time and money.

scaDasolutionthRoughaDEsign/BuilDaPPRoachWoodard & Curran has a long-term relationship with the Southington Water department in Connecticut delivering various services. through this relationship, we identified that Southington was experiencing challenges with their SCada system.

their original failing SCada system was founded on the Bristol-Babcock distributed Process Controller (dPC) 3330 processor. radio communications were unreliable, equipment was outmoded and failing, and service was expensive and only available through Bristol-Babcock. Woodard & Curran worked with Southington to develop a SCada technology Plan that examined the feasibility of continuing with the dPC 3330 backbone through expansion and upgrades compared with other options for upgrading the system, including transitioning to an open-architecture (allen-Bradley) platform.

the Southington Water department quickly decided to transition to an open-archi-tecture SCada system, developing a Basis of design and replacing the system through a design/Build approach that meets the department’s financial, operational, scheduling, and management needs. the department is utilizing a motorola Canopy Wireless Ethernet system for communications. this system is the first full-community wireless Ethernet-based SCada communications systems of its kind and connects seven wells, two booster stations, three tanks, the Water department administration Building, the Water treatment Plant, and the Police department’s fleet.

the new SCada system was integrated in parallel with the existing system, running both simultaneously to ensure a smooth transition from old to new.

the parallel integration approach will deliver a state-of-the-art SCada system that will meet the Southington Water department’s financial, operational, compliance, and management needs within their proposed timeframe.
